Principle of coordination: Coordination activities between departments, branches, and People's Committees of Districts are carried out according to the principle of compliance with the provisions of law, under the functions, tasks, and powers of each agency. At the same time, enhancing responsibility in handling administrative procedures and issues related to foreign workers.

Departments, branches, and People's Committees of District carry out the management of foreign workers working in the province within the scope of tasks and powers according to the provisions of the law and proactively coordinate with agencies, and relevant units to ensure unity and synchronization in implementing State management of foreign workers coming to reside and work in the province. At the same time, creating favorable conditions for employers, organizations, and individuals that employ foreign workers working in the province, etc.

Content of coordination: Developing plans, programs, and organizing propaganda, training, and guidance for organizations and individuals that employ foreign workers on legal regulations related to foreigners working in the province.

Coordinating in guiding the procedures for granting, re-issuing, extending, and revoking work permits, confirming subjects who are not subject to work permits, temporary residence cards, visas, temporary residence extensions, criminal records, health certificates, and other work contents related to management and employment of foreign workers working in the province.

Contributing opinions when requested by the Department of Labor, War Invalids, and Social Affairs to have a basis for determining the needs, issuance, re-issuance, extension, and revocation of work permits for foreign workers.

Carry out checks and inspections on compliance with legal regulations in the management and employing of foreign workers working in the province, and strictly handle violations of the law according to authority.

Exchanging information about those employing foreign employers and foreign workers to serve the work of issuing, re-issuing, extending, revoking work permits, managing, inspecting, and handling promptly, quickly, and under the law.

Method of coordination: Exchanging opinions directly or sending request letters for coordination; Notifying in writing the results of handling administrative violations related to foreign workers working in the province; Providing documents and reports on the management of foreign workers working in the province. Organizing coordination in interdisciplinary inspection and testing. Organizing regular and extraordinary interdisciplinary meetings, etc.

Decision 

In attendance were Mr. Ono Masuo – Consul General of Japan in Ho Chi Minh City; Mr. Nguyen Loc Ha - Member of the Provincial Standing Committee, Vice Chairman of the Provincial People's Committee (PPC); representatives of the Japanese Business Association of Ho Chi Minh City (JCCH), provincial departments and agencies, and over 80 Japanese enterprises currently investing in Binh Duong.

Attracting Foreign investment achieves positive results

At the meeting, Mr. Trinh Hoang Tuan Anh – Deputy Director of the Planning and Investment Department informed that despite the complex and unpredictable geopolitical tensions affecting many countries worldwide, Binh Duong's socio-economic development in the first 9 months of 2024 has seen a relatively positive recovery. The Industrial Production Index (IIP) is estimated to have increased by 6.31% compared to the same period in 2023 (increased by 4.2% in the same period); export turnover is estimated at 26 billion USD, increased by 15.4% compared to the same period last year; and import turnover is estimated at 18.4 billion USD, increased by 14.5% to the same period last.

With its transparent and attractive investment environment, Binh Duong has always been one of the leading provinces in Viet Nam in attracting foreign direct investment (FDI). Since January 1, 2024, Binh Duong has been attracted over 1.675 billion USD IN FDI, including 179 new projects, 141 projects to increase capital, and 108 projects to contribute capital to buy shares. As of November 15, 2024, the province has 4,372 investment projects with a total registered capital of 42.113 billion USD.

Overview the meeting 

Among the 65 countries and territories investing in Binh Duong, Japan ranks second with 357 projects and a total investment of 5.978 billion USD, accounting for 8% of the projects and 14% of the total capital. The typical projects such as the project of Becamex Tokyu Co., Ltd., which primarily focuses on the construction and development of high-quality urban infrastructure; Wonderful Saigon Electrics Co., Ltd.; and Sun Steel Joint Stock Company, which concentrate on the manufacturing and processing industry. Especially, the Aeon Mall Binh Duong Canary and the Aeon Binh Duong New City, with a total registered capital of over 150 million USD. These two large shopping centers provide a diverse range of shopping, dining, and entertainment services, meeting the needs of local residents and neighboring areas.

Regarding Binh Duong's development orientation and investment attraction, Mr. Trinh Hoang Tuan Anh shared that on August 3, 2024, the Prime Minister signed Decision No. 790/QĐ-TTg approving the Binh Duong Provincial Master Plan for the period of 2021-2030, with a vision to 2050. Accordingly, Binh Duong aims to become a centrally-controlled city by 2030 and be one of the dynamic and comprehensive development centers in Southeast Asia; leading in science, technology, and innovation, and a modern industrial and service center. The province will build a complete intra-regional and inter-regional transportation system, facilitating industrial development and planning new urban areas. Binh Duong will continue to complete nearly 200 kilometers of ring roads and expressways to connect the region. At the same time, the province will form an industrial belt with an area of over 20,000 hectares.

Focus on addressing the challenges of businesses

At the meeting, the provincial leaders and relevant departments engaged in direct dialogue, attentively listening to The Japanese Business Association of Ho Chi Minh City as they presented their encountered challenges and obstacles, and suggested directions for the province's future development.

According to feedback from representatives of Japanese enterprises, loan sharks have been exploiting the personal information of employees, such as their job positions and titles, to directly contact companies through various channels, thereby disrupting business operations. Some people have even been subjected to threats and harassment via text messages or personal calls.

A representative from the Binh Duong Provincial Police said that the majority of these cases involve borrowing money through mobile applications and social networks. These applications often require borrowers to grant full access to their phone data, enabling the collection of contact lists, messages, and images for debt collection purposes.

The root cause of this issue lies in the financial difficulties faced by a portion of the workforce, preventing them from accessing legitimate loans and forcing them to resort to loan sharks. The prevalence of unidentified SIM cards and anonymous social network accounts further complicates the harassment situation.

Representatives of Japanese businesses express their opinions at the meeting

Since 2022, the Binh Duong Provincial Police have handled 37 complaints related to cyber harassment, but in most cases, the perpetrators could not be identified due to high anonymity. Additionally, 10 individuals involved in both traditional and online loan sharking were arrested. Besides that, in collaboration with the Ho Chi Minh City Police, 43 individuals involved in online loan sharking were apprehended.

Given this situation, the Binh Duong Provincial Police advise citizens against borrowing money through online applications due to high costs and the risk of personal information leakage. Businesses or individuals experiencing harassment can file complaints through the provincial police's direct hotline or the Police Department of Cybersecurity. Moreover, they can report harassing phone numbers to the 156 hotline for the Ministry of Information and Communications to facilitate prompt handling.

The Binh Duong Provincial Police have committed to continuing to collaborate with relevant agencies to tighten telecommunications management, unidentified SIM cards, and combat online harassment. They have also called on businesses and the public to provide data to support investigations and eradicate loan shark organizations.

In addition to loan sharks, Japanese businesses have raised some challenges regarding policies and labor in Binh Duong. Many businesses have reported that despite connecting with employment centers, young workers nowadays tend to work abroad, making recruitment difficult and putting significant pressure on production activities.

Furthermore, the process of issuing work permits for foreign workers is still time-consuming, affecting recruitment plans and the development of international human resources. Businesses expect the Provincial People's Committee to improve the process and provide more effective support.

Regarding infrastructure, businesses have proposed developing highways connecting seaports and airports with Binh Duong, and encouraging the use of public transportation such as buses to address the increasing number of private vehicles.

A Representative of the Labour, War invalids and Social Affairs Department addressed queries from businesses regarding the issuance of work permits for foreign workers

In response to inquiries regarding work permit issuance for foreign workers, a representative from the Department of Labor, War invalids and Social Affairs stated that since 2022, the Department has implemented various solutions, including increasing staff, applying information technology, revising processing procedures, and issuing numerous guidance documents, to definitively address delays in processing work permit applications for foreign workers. During the process of handling administrative procedures related to foreign workers, if enterprises request expedited consideration and processing of work permit applications, the Department will facilitate, support the review, and process them sooner than the prescribed time if the dossiers comply with legal regulations. Additionally, for any difficulties or obstacles encountered by enterprises, the Department will pay close attention, and provide support, and guidance to ensure enterprises are aware of and comply with the regulations.

In 2024, the situation of delays in processing work permit applications at the Department of Labor, War invalids and Social Affairs has been addressed and ensured to comply with regulations.

Mr. Nguyen Thanh Thuan – Deputy Director of the Transport Department informed the province's expressway projects

Regarding the development of expressways in Binh Duong, Mr. Nguyen Thanh Thuan, Deputy Director of the Department of Transport, informed that the province is currently implementing several expressway projects: Ho Chi Minh City Ring Road 3, Ho Chi Minh City Ring Road 4, and the Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway. These are national key transport projects that are of paramount importance in promoting the socio-economic development of Binh Duong province in particular and the country in general. These projects will create a regional logistics corridor between the Southeast and Southwest regions, connecting seaports and inland ports, strengthening regional connectivity, and creating new development space for the Southern key economic zone.

The economy has changed clearly

In 2024, the province's socio-economic situation maintains positive development and achieves positive results in all fields. Economic growth has seen clear changes each month and each quarter, and the economic structure has shifted in the right direction. The proportion of industry and services has remained stable, reaching over 90% of the total scale of the economy.

Trade, service, import, and export activities continue to grow, and the environment to attract domestic and foreign investors has been improved. Social security, employment, and vocational training policies are well implemented. National defense and security work is maintained. The province has synchronously implemented key administrative reform tasks. The online public service portal has been deployed synchronously and connected smoothly to 100% of communes, wards, and towns.

Overview of the meeting

Gross Regional Domestic Product in the province (GRDP) is estimated to increase by 8.01% (planned to increase by 8.0 - 8.5%). GRDP per capita reached 182.6 million VND (planned 185.5 million VND). Economic structure: industry - service - agriculture - product tax minus product subsidies with corresponding proportions of 64.83% - 25.06% - 2.73% - 7.38% (planned 65 .95% - 24.35% - 2.51% - 7.19%).

Industrial production achieved good growth over the same period, and key industries recovered positively and stabilized. The index of industrial production (IIP) is estimated to increase by 7.6% compared to 2023 (planned to increase by over 8.7%). Total retail sales of goods and service revenue are estimated at 352,000 billion VND, an increase of 13.3% (reaching the plan to increase of 13-14%).

Export and import activities maintained a good growth rate over the same period. Export turnover reached 34.5 billion USD, up 12.7% (planned to increase 9-10%). Import turnover reached 24.5 billion US dollars, up 12.2% (planned to increase 9-10%).

Discussing at the meeting, Mr. Nguyen Tran Hieu - Director of Binh Duong Provincial Customs Department said that the fields of export, import, and budget collection up to now have reached nearly 96% of the plan, and from now until the end of the year, they will probably reach nearly 96% of the plan. In which, taxes related to iron and steel production will be increased dramatically, and the recovery of the market will help improve the profit margins of steel manufacturing enterprises. However, the export forecast for 2025 has many potential risks and challenges, and it is difficult to maintain growth like in 2024. Especially in the US, our country's largest export market may be affected by new policies related to tariff barriers. Viet Nam accounts for more than 40% of ASEAN's imported goods into North America, in which 3 key goods of Binh Duong include wood, textile products, and footwear. In 2025, Binh Duong Customs Department will create favorable conditions for import and export businesses; expand types of import and export; create convenient procedures for imported and exported goods via e-commerce and waterways; and preventive measures to strictly control counterfeit import and export goods. Rearranging the Customs Department in the province close to industrial parks to promptly support and guide businesses; enhancing comprehensive digital transformation in State management of customs, etc.

Total social development investment capital is estimated at 162,000 billion VND, an increase of 11% (reaching the plan to increase 11%). By November 18, 2024, the total value of public investment disbursement is 7,427 billion VND, reaching 35.4% of the plan assigned by the Provincial People's Council (reaching 58.8% of the plan in the same period) and 48.6% of the plan assigned Prime Minister.

Domestic investment has attracted 71,000 billion VND of business registration capital (down 10.5% over the same period). Accumulated until now, the whole province has 72,800 domestic enterprises with a total registration capital of 798,000 billion VND.

Foreign investment has attracted 1.68 billion US dollars (reaching 88% of the plan, up 18% over the same period). Accumulated until now, the whole province has 4,370 foreign-invested projects with a total registration capital of 42.1 billion USD.

Mr. Pham Trong Nhan - Director of the Department of Planning and Investment commented that with the current growth rate, it is expected that by the end of the year, the province will attract 1.8 billion USD, reaching the target to attract foreign investment in 2024. The trend of FDI flows to Asia, ASEAN, and Viet Nam will continue to be maintained in 2025. Currently, capital flows continue to flow to Binh Duong. Thus, FDI will continue to be the province's bright spot in 2025. Binh Duong continues to have many advantages, along with that, if key projects start construction promptly, it will certainly create leverage to promote the socio-economic development of the province.

11 key solutions for socio-economic development in 2025

The Provincial People's Committee identified 36 main targets for 2025. In particular, striving to increase GRDP by 8 - 8.5%; GRDP per capita of 195 million VND; Economic structure: industry - services - agriculture - product taxes minus product subsidies with corresponding proportions (63.81% - 26.34% - 2.66% - 7.19%); The index of industrial production (IIP) increases by over 8.7%; Total export turnover increases by 9 - 10%; Total import turnover increases by 9 - 10%; Total State book revenue in the area is 74,320 billion VND; attracting foreign direct investment capital of 1.8 billion USD, etc.

Binh Duong develops 11 key solutions for socio-economic development in 2025

To achieve the socio-economic goals set for 2025, the Provincial People's Committee develops 11 key solutions. In particular, priority is given to promoting economic growth to ensure the stability of major balances. At the meeting, Mr. Kim Hyun Ho informed that Kumho Tire Vietnam Co., Ltd. belongs to South Korea's Kumho Tire Group and is currently ranked 10th in the car tire manufacturing industry. The company invested in building a factory in My Phuoc 3 Industrial Park in 2007, manufacturing passenger car and light truck tires with a total initial investment of 308 million USD.

Overview of the meeting

In 2021, the company continued to expand and supplement its investment with 300 million USD, raising the total investment to 608 million USD and extending the factory scale to 6 hectares, increasing the production capacity to 12.5 million tires per year. The plan to continue expanding the investment for phase 3 in early 2025 will raise the total investment to 908 million USD and the factory's capacity increasing from 12.5 million to 17 million tires per year.

After more than 2 years since the date of the investment certificate (March 18, 2022) and 2 years from the date of the Groundbreaking Ceremony (November 3, 2022), LEGO put the manufacturing factory into trial operation (stage 1 and stage 1A with capacity of 30,000 tons of products/year).

LEGO's toy factory in Binh Duong has a total investment capital of 1 billion 318 million USD and an estimated workforce of more than 3,000 people. Significantly, with a land use area of up to 44.79 hectares, the Company can expand its scale of operations and develop production in the future.

Delegates perform the ceremony to launch the trial operation of the manufacturing chain

This testing phase starts a month-long testing and commissioning process that will ensure that when the operating license is granted before the inauguration in early 2025, the plant can meet strict safety and quality standards like all LEGO factories worldwide. LEGO bricks produced when the factory officially comes into operation will have an accuracy of up to 1/10 the thickness of a human hair.

Up to now, the progress of construction and equipment installation has reached about 90%. The company is ramping up hiring, has doubled its employees in 2024, and will continue hiring in the following years. A human resource training program was also implemented to create conditions for hundreds of employees to participate in many different production stages, including plastic injection, packaging, process optimization, etc.

The factory also aims to be environmentally friendly, being one of LEGO's most sustainable facilities, with more than 12,400 rooftop solar panels with a capacity of 7.34 MWp, enough to provide electricity for about 1,270 households every year.

Speaking at the meeting, the Chairman of the PPC Vo Van Minh acknowledged the contributions of the comrades who received the retirement decisions to the development of Binh Duong. He hoped they would continue to support the province in the future. This resolution has been approved by the Binh Duong Provincial People's Council, term X, 18th session (thematic), and has taken effect from October 25, 2024.

Accordingly, the planning area of Dat Cuoc Industrial Park is located in Dat Cuoc commune, Bac Tan Uyen district, Binh Duong province with a planning area of 523.22 hectares. The East borders residential land and is about 100m from DH.436 road. The West borders agricultural land and the Tan Loi stream. The South borders agricultural land and residential land, and the North borders rubber land.

The workforce is about 26,000 people.

The development orientation for Dat Cuoc Industrial Park is to focus on a concentrated, multi-sector approach, attracting investment projects that align with the socio-economic development goals of the province.

Before approving the Planning Project, the Provincial People's Committee needs to review current legal regulations and comments from relevant organizations and individuals to complete the Planning Project. It is necessary to ensure that the content of the Planning Project is appropriate for legal regulations on construction. Planning criteria are appropriate for relevant regulations and standards. Planning costs are estimated according to current norms and regulations and approved by competent authorities. At the same time, it needs to organize planning according to regulations and ensure quality and progress.

Speaking at the meeting, Mr. Ricardo Concepción Rodriguez - Governor of Artemisa Province said that Artemisa has signed cooperation agreements with Vietnamese partners to implement agricultural projects. Among them is a 2,000-hectare rice cultivation project in Cuba, aiming to develop 20,000 hectares of rice production in the future. Artemisa Province wishes to have the opportunity to cooperate with Binh Duong in agriculture to ensure self-sufficiency in food supply to serve the needs of the people. Artemisa Province will also send expert delegations to Binh Duong to study the province's healthcare development model, thereby providing suggestions and solutions for the development of Binh Duong's health sector.

He thanked Binh Duong Province for its financial and food support for Artemisa over the past time. Believing that the results of the exchange at the meeting would create a new foundation for the two localities to go deeper into cooperation in various fields, contributing to strengthening the relationship between Viet Nam and Cuba.

At the meeting, Mr. Hirohisa Fujiwara thanked the Provincial Leaders for their active support for the Group to implement projects in Binh Duong in the past time. In the future, Tokyu Group will continue to invest in housing and urban development in Binh Duong New City. At the same time, it will expand into other fields such as service trade, building rental, urban development associated with transit-oriented development (TOD), etc.

At the meeting, Mr. William Nathan Franklin thanked the Leader of Binh Duong province for the hospitality. He said that Pacifico Energy has presented in Viet Nam since 2017 with 02 typical projects: the 40 MW Mui Ne Solar Power Plant in Binh Thuan and the 30 MW Sunpro Wind Power Plant in Ben Tre. In the future, the Group plans to invest 15-20 billion USD in renewable energy projects including a 6 GW offshore wind power portfolio.

Binh Duong's goal is to build a smart, green, and sustainable urban area, focusing on the application of high technology, renewable energy, and a friendly environment. This change meets the requirements of urban modernization and improves the quality of people's lives.

This Plan emphasizes the creation of stronger inter-region and inter-province connections, turning Binh Duong into one of the key economic regions of the South and closely connecting with Ho Chi Minh City and neighboring provinces. The transportation system, especially highways, metro lines, and logistics systems, will be expanded and upgraded.

Mr. Mai Hung Dung: To achieve the goals, Binh Duong province's Master Plan has proposed 6 breakthroughs, i.e., completing regional traffic infrastructure; synchronously implementing smart urban areas; building innovation zones; establishing resettlement policies and plans; developing cross-border e-commerce strategies; and building large-scale industrial - urban - service complexes.

In addition, there are 5 integrated strategies: regional development cooperation; innovation of the development ecosystem; social and human resources development; green Binh Duong development; and dynamic spaces development. In particular, to achieve the goal of becoming a centrally-governed city by 2030, Binh Duong focuses on restructuring urban space, developing urban areas in a decentralized manner, with satellite cities such as Thu Dau Mot, Thuan An, Di An, Ben Cat, strengthening synchronous planning and modernizing infrastructure.

The Plan strongly develops smart urban models, improves technology application in urban management and public services, and attracts investment in smart infrastructure projects.

To create a breakthrough in transport infrastructure, Binh Duong focuses on building expressways, urban railway systems, and metro lines connecting with Ho Chi Minh City and provinces in the Southern Key Economic Zone. Major projects such as Ring Road 3, Ring Road 4, Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway, and inter-provincial transport routes will be accelerated.

At the same time, it will strengthen logistics infrastructure, develop industrial parks (IPs) integrated with large-scale logistics centers, meeting the needs of transportation and circulation of goods throughout the region.

The province continues to reform administrative procedures, reduce the processing time for procedures related to investment and business, and create favorable conditions for domestic and foreign enterprises to invest. Binh Duong can also propose to the Government to allow the application of some special mechanisms, such as tax exemptions and reductions for high-tech projects, and investment incentives in the fields of technology and environment.

The Plan transforms the economy towards Industry 4.0, promotes economic restructuring, increases investment promotion in high-tech, clean energy, services, and tourism sectors, and encourages large international corporations to establish facilities in Binh Duong.

The province will cooperate with domestic and foreign universities and research institutes to train high-quality workforces, especially in the fields of high technology, artificial intelligence and smart urban management. It will enact preferential policies on salary, housing and working conditions to attract talented experts, engineers and entrepreneurs to work in Binh Duong.

Binh Duong will introduce a sustainable development policy combined with environmental protection and the use of renewable energy as well. New infrastructure projects and industrial parks will have to comply with environmental and green development standards.

In particular, the province will continue to participate in international organizations, while promoting foreign investment activities, and the image of Binh Duong as a leading destination for investment and high-tech development.

To achieve the goal of "leading in science - technology and innovation, a modern industrial - service center of the region", the province synchronously implements key solutions, such as forming the Binh Duong Innovation Zone, creating new development momentum, international integration, attracting stronger investment to meet the needs of people and businesses in the new conditions. Binh Duong is also active in digital transformation; continuing to take industry as the foundation and breakthrough, the core is to build infrastructure of industrial parks associated with urbanization, constantly improving the investment environment to enhance the province's competitiveness.

Portal: In the booming trend of attracting new generation investment, could you please tell us how the Provincial Master Plan is preparing to welcome more "FDI eagles" to Binh Duong?

Mr. Mai Hung Dung: Binh Duong also focuses on attracting new generation foreign direct investment (FDI), aiming to become one of the dynamic and comprehensive development centers of the country and Southeast Asia, creating momentum to build socio-economic infrastructure and a synchronous, modern, smart and sustainable urban system according to the green growth model.

Recognizing the particularly important role of investment attraction in socio-economic development, many solutions to attract quality FDI capital flows are being promoted by Binh Duong in the coming time. According to the plan, the province is dedicating 18,900 hectares of land for industrial development. At the same time, it is studying options to upgrade and convert existing IPs into ecological IPs, urban-service IPs towards higher standards of science and technology, and environmental protection, focusing on attracting industries that bring high added value and meet the increasingly stringent standards of international investors.

The province is also continuing to mobilize all resources to invest in building a synchronous and modern infrastructure system associated with industrial - service - urban development, contributing to creating a driving force to attract more quality investment capital flows from domestic and foreign economic sectors into the locality. The establishment of VSIP III IP and the Concentrated Information Technology Park also clearly demonstrates Binh Duong's determination and efforts toward the goal of building a new industrial ecosystem - a high-tech industrial ecosystem.

In addition, the province's transport infrastructure is continuously being built and increasingly improved. There is always an orientation to connect with the Southern Key Economic Zone through National Highway 13, My Phuoc - Tan Van, etc. Most of the IPs in the province are planned and oriented to be modern and high-quality.

Mr. Mai Hung Dung: On 26^th September, Binh Duong will organize the Announcement of the Provincial Master Plan for the 2021-2030 period, with a vision to 2050 combined with investment promotion activities, as well as launching and inaugurating key projects.

Besides the main events, from 23^rd to 26^th September, there are also a series of key events such as a survey of Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway; Electronics and Automation World Viet Nam 2024 Exhibition; Groundbreaking and Initiation of Key Projects, i.e., WTC Binh Duong Complex (A1 Roundabout); Cay Truong IP; and the inauguration of the Bac Tan Uyen - Phu Giao - Bau Bang Route, Bach Dang 2 Bridge, etc.

The announcement of the Provincial Master Plan combined with investment promotion aims to introduce the advantages, development potential as well as investment attraction orientation of the province in the coming time. It will mobilize maximum social resources to participate in the effective implementation of the Plan, strive to fulfill growth targets, promote socio-economic development, and improve the quality of life and happiness of the people.

Portal: What do we need to prioritize after the Master Plan's announcement, sir?

Mr. Mai Hung Dung: After the announcement, the priority is to organize the implementation of 06 breakthroughs, 05 integrated strategies and 37 tasks, especially 08 "special priority" programs of the province, i.e., improving the quality of human resources; transforming the development model; developing urban areas in the direction of Transit Oriented Development (TOD); developing a green space network; developing a freight and logistics network; developing Bau Bang complex; developing smart urban areas, innovation, international integration in the New City; and renovating the southern urban area.

An important task that needs to be prioritized is to mobilize the participation of the entire political system, promote the spirit of dynamism, creativity and innovation of the Party Committee, authorities at all levels and people at all classes, and the business community to join hands and unite to successfully implement the goals, tasks and solutions set out in the Binh Duong Provincial Master Plan for the period 2021-2030, with a vision to 2050.

The Bac Tan Uyen - Phu Giao - Bau Bang Route project is about 48 km long with a scale of 06 lanes, a total roadbed width of 40.5 m, and a designed speed of 80 km/h. It passes through 03 districts: Bac Tan Uyen, Phu Giao, Bau Bang and has a 5 km branch connecting from Tam Lap intersection, Phu Giao district to Dong Phu district, Binh Phuoc province. The starting point of the project is at Tan Thanh intersection with DT746 road of Bac Tan Uyen district, and the endpoint is adjacent to National Highway 13 in Lai Uyen town, Bau Bang district. This is a group B level II traffic project, with a total investment of more than 5,256 billion VND, from the central and Binh Duong province's budget.

The project is a key traffic project of Binh Duong province. Once put into use, it will significantly shorten travel time, reduce transportation costs, meet trade needs and improve freight transport capacity; create new momentum and development space; connect traffic between industrial - urban - service zones in the northern districts with the southern cities of Binh Duong province; connect inter-regionally with Binh Phuoc province and the provinces of the Central Highlands through main traffic axes such as National Highway 13, DH.613, DT.741 connecting National Highway 14, etc.
