The Vice Chairman of the Provincial People's Committee emphasized that the Transit Oriented Development (TOD) system, especially the Light Rail Transit (LRT), is one of the areas of particular concern to Binh Duong Province, aiming to gradually complete and create a transportation network to serve the travel needs of people in urban areas. ​​​Accordingly, heads of units and localities are to continue effectively implementing the task groups and solutions assigned in Official Dispatch No. 4139/UBND-KT dated August 11, 2023, of the Provincial People's Committee regarding the implementation of Government Resolution No. 58/NQ-CP dated April 21, 2023; and the Provincial People's Committee's Plans to promote double-digit economic growth in Binh Duong Province in 2025.

This includes focusing on enhancing support for businesses in accessing state support policies: relevant departments, agencies, and sectors are to proactively disseminate and guide businesses in accessing support policies related to finance, taxation, land, human resource training, and digital transformation as outlined in Government Resolution No. 58/NQ-CP.

Promote administrative procedure reform: Continue to review and simplify administrative procedures related to business production and operations; reduce time and costs for businesses in implementing administrative procedures.

Support business digital transformation and innovation: Encourage and support businesses to apply information technology, use digital signatures, and undergo digital transformation in management and production; promote research and innovation activities to improve business productivity, quality, and competitiveness.

Strengthen connectivity among businesses: Create conditions for businesses in the province to participate in value chains and production and business linkages; Promote cooperation between large, small and medium-sized enterprises to maximize resources and market opportunities.

100% land clearance for Ring Road 3 completed in March 2025

Provincial leaders inspected the progress of the Ring Road 3 project in Ho Chi Minh City, passing through Binh Duong Province, at construction package XL1, which is building the Tan Van intersection.

The Ring Road 3 construction investment project passing through Binh Duong Province (including the Tan Van intersection and Binh Goi bridge) has a total length of approximately 26.6 km (the Tan Van intersection is 2.393 km long; Binh Chuan - Sai Gon River section is 8.9 km long; My Phuoc - Tan Van Road overlap section is 15.3 km long). The investment scale is 8 expressway lanes with parallel roads on both sides and corridors for planting trees and arranging technical infrastructure works.

Mr. Tran Hung Viet - Director of the Provincial Transport Construction Investment Project Management Board, reports to the provincial leadership on the progress of package XL1, which is the construction of the Tan Van intersection.

The XL1 construction package for the Tan Van interchange has a length of 2.4km, including 22 branch lines and 8 overpasses. The construction unit has deployed 17 construction teams, 90 pieces of machinery and equipment, and over 250 personnel working on site.

To date, the site clearance progress has reached 99%, with the total construction output reaching nearly 20%. The construction unit continues to coordinate with local authorities and households to acquire the remaining land and is accelerating the construction progress. Technical infrastructure relocation is expected to be completed in April and early May 2025.

The XL1 construction package for the Tan Van intersection is currently being implemented.

Reporting to the delegation, Mr. Tran Hung Viet, Director of the Provincial Transport Construction Investment Project Management Board, stated that the construction package for the Binh Chuan intersection and the joining of the Binh Goi bridge from Thuan An City (Binh Duong Province) across Cu Chi District (Ho Chi Minh City) are expected to be completed by September 2025, with the bridge joining scheduled for April 30th of this year. By December 2025, the project aims to achieve approximately 80% completion, focusing on the main expressway route. As of now, 76.5 hectares of land have been handed over for the implementation of the construction packages, reaching 95.7%. The determination is to complete 100% of the site clearance in March 2025 to allow the construction units to carry out the project packages as planned.

Also during the survey, leaders of the Department of Construction and Becamex IDC Corporation reported to the provincial leaders on the construction plan for the 15.3 km section of Ring Road 3, which coincides with My Phuoc - Tan Van Road. Accordingly, Binh Duong proposed to invest in this 15.3 km section in the form of public investment with component projects such as a 4-lane elevated highway bridge, an urban road below, and the Tan Van intersection.​

After reporting and inspecting the actual progress at the construction site, Provincial Party Secretary Nguyen Van Loi acknowledged and praised the efforts of all levels, sectors, localities, and construction units in overcoming difficulties and ensuring project progress. The Provincial Party Secretary requested localities to drastically accelerate the progress, complete the compensation and site clearance work to serve the project construction in March 2025; the construction unit needs to focus manpower and resources to ensure implementation according to the set plan.

Regarding the investment plan for the 15.3km section overlapping My Phuoc - Tan Van road, the Provincial Party Secretary suggested that the Department of Construction coordinate with Becamex IDC to immediately study and build this route, upgrading it to a 4-lane expressway connecting to the Ring Road 3 expressway system, ensuring timely handover of the entire route by April 30, 2026, according to the Government's general plan.

Developing An Binh Station into a hub for production activities.

On the same afternoon, provincial leaders held a working session and surveyed the progress of the An Binh hub station planning in Di An City.

At the working session, Mr. Hoang Gia Khanh - General Director of Viet Nam Railways Corporation, stated that An Binh Station is planned to become the main freight station for Ho Chi Minh City, with the orientation of combining international intermodal transport functions. An Binh Station includes a hub station planned for approximately 173 hectares, along with TOD development areas, which are oriented to become an integrated railway industry development zone, inland port commercial areas, automobile mechanical trade and service centers, bonded warehouse service centers, and more. It is expected that by 2050, An Binh Station will handle approximately over 24 million tons of cargo and 25 million passengers.

According to Mr. Nguyen Anh Minh - Director of the Department of Construction, the scale of An Binh Station compared to the hub station cannot meet the current development needs of the southern region. Binh Duong Province has adjusted the planning to 190 hectares from the public land fund due to the expired land lease of Song Than Industrial Park. This orientation has been integrated into the planning of Binh Duong Province and updated into the planning of railway station routes in the region. It is expected to have full features to connect the region.

Speaking at the working session, Mr. Nguyen Van Loi – Secretary of the Provincial Party Committee emphasized that Binh Duong is the first locality in the country assigned by the Government to research and invest in a free trade zone. Therefore, road and railway routes must connect to the free trade zone to create new development momentum. In particular, An Binh station, with its special role and position, needs to be oriented to develop as a "wholesale market" for the province's production activities and the southern region - where there is a system of warehouses, freight forwarding, and cargo transshipment for railway routes and international intermodal transport functions.

The Provincial Party Secretary noted that Di An City is oriented to develop as a science and technology, commercial service, civilized, and modern urban area, a livable place. Therefore, the city must accelerate projects to achieve this goal. Regarding the An Binh station project, Di An City leaders need to focus on mobilizing people to carry out compensation and site clearance for the project. The consulting unit, in coordination with Becamex, should research a plan to connect the railway from An Binh Station to the province's future free trade zone. Thereby creating favorable conditions for the socio-economic development of the province and the region.

The Thu Dau Mot City General Planning Project to 2045 and the Di An City General Planning Adjustment Project to 2045 are specialized planning projects developed following the 2009 Law on Urban Planning. The content of the two planning projects is consistent with the planning content of the construction sector integrated into the Binh Duong Provincial Plan, such as: regional and intra-regional transport infrastructure, overpass and elevated road planning; urban renovation; urban water supply and drainage; green space indicators; healthcare and education system planning; smart city development; relocation and repurposing of industrial parks and clusters; transformation of production models based on science, technology, innovation, and digital transformation; development of concentrated information technology zones, science and technology parks, and free trade zones.

Mrs. Nguyen Thu Cuc, Chairwoman of Thu Dau Mot City People's Committee, presented a summary report on the General Planning of Thu Dau Mot City until 2045.

The General Planning Scheme of Thu Dau Mot City until 2045 has identified 3 urban spatial zones: the Creative City, the Historic City, and the Ecological City, with open indicators such as population, mixed land area and residential land ratio, building height, construction density, underground space and basement areas, etc. These are also general guidelines to serve as the basis for implementing lower-level planning schemes.

The adjustment of the General Planning of Di An City until 2045 defines regional and intra-regional transportation infrastructure, overpass planning, and elevated roads. The General Planning proposes 16 new urban development areas, 09 priority urban development areas towards urban embellishment, and 07 urban development areas towards urban reconstruction. The city's General Planning Scheme has identified and allocated approximately 513 hectares of urban public green space. The Binh Duong Industrial Park will be converted into urban, commercial, and service functions before 2030. The functions of a part or all of the following Industrial Parks will be converted: Binh An, Tan Dong Hiep A; a part of Song Than 1, Song Than 2, and Tan Dong Hiep B Industrial Parks.

Following the delegates' comments, Provincial Party Secretary Nguyen Van Loi emphasized that the Planning must serve the sustainable development of the locality; comply with regulations and be consistent with the Provincial Planning. He requested Thu Dau Mot City and Di An City to review and consider the land fund allocated for greenery, healthcare development, education, and public works serving the people to supplement the Planning accordingly.

The meeting approved the pre-feasibility study report for Urban Railway Line No. 1 project (Binh Duong New City - Suoi Tien, Ho Chi Minh City).

The project is expected to have its starting point at S1 station in the center of Binh Duong New City (Hoa Phu Ward, Thu Dau Mot City) and its ending point at Suoi Tien Bus Station, which is part of Metro Line No. 1 of Ho Chi Minh City (Binh Thang Ward, Di An City), with a total length of 32.43km, including a main line of 29.01km and a depot connection of 3.42km.

Urban Railway Line No. 1 will traverse four cities: Tan Uyen, Thu Dau Mot, Thuan An, and Di An, featuring 19 stations and a Depot in Phu Chanh Ward, Tan Uyen City. The province's first metro line is technically designed as a double-track line with a gauge of 1,435 mm and a design speed of 120 km/h, with a total investment of approximately 64,370 billion VND. The project is expected to commence construction in 2027 and be completed for operation from 2031.

The meeting also reviewed and provided feedback on the investment policies for the Craft Village Infrastructure Development project; the East-West Road Expansion project (from National Highway 1K to Tran Hung Dao Street); the report on the Plan to organize activities commemorating the 50th anniversary of the Liberation of the South and National Reunification (April 30, 1975 - April 30, 2025) and the 135 years of President Ho Chi Minh's birthday (May 19, 1890 - May 19, 2025), etc.

Speaking at the meeting, Chairman of the Provincial People's Committee, Vo Van Minh, generally agreed with the submitted contents, while emphasizing that the province's key transportation projects and works are of paramount importance in creating a transport axis connecting with Ho Chi Minh City, contributing to reducing traffic congestion and creating momentum for the province's socio-economic development. Therefore, the projects need to select feasible and effective investment and construction options.

Regarding the pre-feasibility study of Urban Railway Line No. 1 project (Binh Duong New City - Suoi Tien, Ho Chi Minh City), this is the province's first Metro Line No. 1, so it is necessary to complete the content soon to submit to the National Assembly for approval of the investment policy in May 2025.

For the investment policy of the vocational village infrastructure, it is important to preserve Tuong Binh Hiep lacquerware village, Thu Dau Mot City. Chairman of the Provincial People's Committee noted that it is necessary to have policies to encourage people not only to join the vocational village but also to maintain operations at households, along with socialization and tourism development in the future to maintain and develop the vocational village in the best way.

Currently, Binh Duong has 05 universities and 108 vocational education institutions to meet the human resource needs of businesses. At the same time, the province has planned suitable land funds to establish high-quality universities to serve the human resource training needs of the entire region. In the near future, the province will review the planning of 1,500 hectares of land to develop general education, universities... Binh Duong warmly welcomes Denmark to invest in education development according to international standards.

As the 5th housing project at Midori Park in Binh Duong New City, Midori Park The Nest is being built on a land area of approximately 11,000m², with a scale of 2 towers, a maximum height of 25 floors, and a total of 972 apartments. The project is expected to be completed in 2026.

The Provincial Party Secretary further informed that Binh Duong is currently undertaking the necessary steps and procedures to invest in a Science and Technology Industrial Park to attract high-tech enterprises, with priority given to semiconductor chip manufacturing companies. With the tasks assigned by the Government to VNPT, the Provincial Party Secretary expressed his hope that the Group would consider choosing Binh Duong as a location for semiconductor chip production. At the same time, VNPT could participate in science and technology projects and technical infrastructure to serve the province's digital transformation.

Ms. Huynh Thi Thanh Phuong - Director of the Department of Home Affairs said that Binh Duong currently has 18 specialized agencies and 02 other administrative organizations under the Provincial People's Committee (collectively referred to as departments, branches, and sectors), with 109 units of departments, agencies, 13 divisions and equivalents. After arranging the organizational restructuring, the total number of specialized agencies under the provincial People's Committee is 14 departments and branches (reducing 04 departments, the rate of 20%).

Specifically, the Department of Finance (after consolidating) retains the functions and tasks of the two departments before merging. The Department of Ethnic and Religious Affairs was established by reorganizing the Religious Affairs Department under the Department of Home Affairs and taking on the state management functions related to ethnic affairs from the Provincial People's Committee Office. The Department of Ethnic and Religious Affairs is a specialized agency under the Provincial People's Committee; it assumes the functions and personnel responsible for advising on state management of ethnic affairs from the Provincial People's Committee Office. After its establishment, The Department of Ethnic and Religious Affairs will advise and assist the Provincial People's Committee in managing state affairs related to ethnic groups, beliefs, and religions.

Mr. Vo Anh Tuan – Chief of the Office of the Provincial People's Committee, stated that the draft Resolution specifies the land rental exemption policy after the period of exemption during the basic construction phase, as regulated in Clause 2, Article 39 of Decree No. 103/2024/ND-CP of the Government, for the specified projects.

Specifically: In the northern area (Dau Tieng, Bau Bang, Phu Giao, Bac Tan Uyen): land rental exemption for the entire lease period. In the southern area (Thu Dau Mot, Thuan An, Di An, Ben Cat, Tan Uyen): Land rental exemption for the entire lease period for projects such as schools offering multiple levels of education in partnership with foreign countries; environmental sector projects (excluding cremation facilities and incineration plants).

Land rental exemption for 50% of the lease period for other projects within the scope of the application and for cremation facilities and incineration plants in the environmental sector. For industries such as collection, treatment, recycling, and reuse of concentrated waste; hazardous waste treatment, co-treatment of hazardous waste; centralized domestic wastewater treatment systems with a designed capacity of 2,500 m³/day (24 hours) or more for urban areas of grade IV or higher; collection, transportation, and treatment of concentrated ordinary solid waste; production of gasoline, diesel fuel, and biofuels certified as conforming to standards; biomass coal; energy from wind, solar, tidal, geothermal, and other renewable energy sources: preferential policies as stipulated will not apply.

In addition, the session also passed resolutions on: Adjusting some contents of Resolution No. 41/NQ-HĐND dated December 9, 2024, of the Provincial People's Council on "Adjusting the medium-term public investment plan for the 2021-2025 period with local budget capital (6th time)"; adjusting the investment policy for the project to upgrade and expand DT.746 road from Tan Thanh intersection to Hoi Nghia intersection; repealing Resolution No. 50/NQ-HĐND dated December 10, 2021, of the Provincial People's Council on adjusting the investment policy for the project to improve the landscape and alleviate traffic congestion on the My Phuoc - Tan Van, DT.746, DT.747B, DT.743 roads through the public-private partnership (PPP) model; repealing Resolution No. 29/NQ-HĐND dated September 14, 2021, of the Provincial People's Council regarding the delegation of authority to the Provincial People's Committee to decide on investment policies for Group B and Group C projects within the Provincial People's Council's jurisdiction; and approving the planning task for the 1/2000-scale zoning plan for the ecological tourism, resort, and entertainment services area at Tha La Peninsula, Dau Tieng Lake, Dau Tieng District.

The company invested in building a factory in Bau Bang Industrial Park in 2015, specializing in the production of synthetic fibers, finished dyeing and weaving, and garment manufacturing with an initial investment of 274.2 million USD. This is the first integrated petrochemical and textile plant in Binh Duong province.
