The Industrial Production Index (IIP) is estimated to have increased by 16.34% compared to the same period in 2024; accumulated over 5 months, the IIP is estimated to have increased by 9.22%. The province is expediting the completion of legal procedures to ensure timely investment in industrial parks; groundbreaking ceremonies have been held for Cay Truong Industrial Park and Bau Bang Expanded Industrial Park (Phase 2). Export turnover is estimated to reach nearly 3.4 billion USD, an increase of 23.3% over the same period; accumulated over 5 months, it reached 14.8 billion USD, up 9.9% over the same period. Accumulated over 5 months, the province attracted 63,420 billion VND in domestic investment capital (an increase of 32.7% over the same period) and 795 million USD in foreign investment capital (2.3 times higher than the same period). Total budget revenue for the first 5 months is estimated at 39,491 billion VND, reaching 55% of the Prime Minister's assigned estimate and 50% of the adjusted estimate approved by the Provincial People's Council, an increase of 29% over the same period.

In recent years, Binh Duong has consistently been ranked among the leading provinces and cities nationwide in terms of socio-economic development and attracting Foreign Direct Investment (FDI). The province's Gross Regional Domestic Product (GRDP) has consistently achieved a relatively high growth rate compared to the national average, and its economic structure has shifted positively towards an increasing proportion of services and industry. Specifically, in 2024, the GRDP is estimated to have increased by 7.48%, with GRDP per capita reaching 182.6 million VND. The Index of Industrial Production (IIP) is estimated to have increased by 7.6% compared to 2023. Furthermore, the Binh Duong Province Public Transportation Infrastructure Improvement Project is currently underway with a total investment of over 2,000 billion VND, of which more than 1,353 billion VND constitutes ODA loans from Japan. Currently, Japan ranks second among 65 countries and territories investing in Binh Duong, with 365 projects totaling over 6 billion USD. Representative of the Provincial Traffic Construction Investment Project Management Board reports at the conference The land area to be acquired for the project is approximately 322.24 hectares. There are 1,394 households, individuals, and 17 organizations affected by the project, with 194 cases expected to be relocated. To date, land acquisition notices have been issued for 1,304/1,650 cases (79%), expected to be completed in Q2/2025. Surveying has been completed for approximately 1,602/1,650 cases (97.1%), and inventory taking for about 943/1,650 cases (57.2%), both expected to be completed in Q2/2025. Three out of four localities (Bau Bang, Phu Giao, Tan Uyen) have issued decisions on land compensation unit prices, while Bac Tan Uyen District is expected to approve them in May 2025. 
Site clearance area for Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway at the intersection with Bac Tan Uyen - Phu Giao - Bau Bang Arterial Road Ho Chi Minh City Ring Road 4 Project was decided by the Prime Minister to be added to the list of important national and key transport sector projects. The project passes through Binh Duong province and consists of 03 component projects, including Component Project 1 – Site Clearance for Ho Chi Minh City Ring Road 4 section from Thu Bien Bridge – Saigon River, which was approved by the PPC with a total investment of 7,926.321 billion VND. The project is large-scale, with an estimated land acquisition area of 239.8 hectares, passing through Thu Dau Mot City, Tan Uyen City, Ben Cat City, and Bac Tan Uyen District; affecting approximately 1,451 cases with about 300 cases subject to resettlement. To date, localities and the Provincial Land Fund Development Center have issued land acquisition notices for 1,031/1,451 cases (70%). Surveying has been completed for 845/1,451 cases (58.2%) and inventory taking for 605/1,451 cases (41.7%). Tan Uyen City has issued land acquisition unit prices, while the remaining localities are expected to approve land prices in May 2025.

For the Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway project, the slow approval of land compensation unit prices has affected the approval of compensation, support, and resettlement plans, as well as the disbursement of capital allocated for the project in 2025. The handed-over site area for the project so far only reaches 2.8%, significantly affecting the project's completion progress as planned.

He urged each department and locality to make greater efforts and determination to accelerate the project progress. By May 20, 2025, land acquisition notices are to be completed. Simultaneously, surveying and inventory taking are to be deployed; localities that have issued land unit prices should proceed with public listing, and the remaining localities should urgently approve land prices. The Land Fund Development Center should review and mobilize additional human resources for land price approval for the projects.

To ensure the disbursement of medium-term and 2025 capital allocated for the project, and to secure the construction site, it is necessary to urgently complete the procedures for approving the compensation plan for the remaining land area affected by the Phuoc Hoa Rubber Joint Stock Company project. According to the consultant's report, regarding the alignment and station locations, the railway line from Bau Bang Station to An Binh Station is fundamentally updated based on the Ho Chi Minh City - Loc Ninh national railway line approved by the Prime Minister and the detailed railway master plan for the Ho Chi Minh City hub area. 
The consulting unit reported at the meeting Regarding the line's scale, the starting point of the railway line is An Binh Station (Di An Ward, Di An City), and the end point is Bau Bang Station (Lai Uyen Town, Bau Bang District). The total length of the railway line is approximately 52.25 km, with 10 stations; the plan is for a double-track line with a gauge of 1,435mm. This railway type will transport both passengers and goods. The railway line will traverse Di An City, Thuan An City, Tan Uyen City, Thu Dau Mot City, Ben Cat City, and Bau Bang District.
Di An - Bau Bang railway line map Regarding the alignment, the route starts from An Binh station, runs parallel to the left of My Phuoc - Tan Van road, then at Binh Chuan area, turns right towards the East of Thu Dau Mot City, and subsequently proceeds westward towards VSIP II Industrial Park to Bau Bang station. The Di An - Bau Bang railway line is expected to be put into operation in 2033. 
Mr. Nguyen Anh Minh - Director of the Department of Construction, spoke at the meeting. Following the report from the consulting unit and feedback from various departments and agencies, Mr. Vo Van Minh - Chairman of the PPC, requested departments and agencies to coordinate with the consulting unit to determine the number of overpasses and underpasses along the route for inclusion in the preliminary feasibility study's intersection options. Additionally, he urged continued review and adjustment of local planning to finalize the alignment. In the next report, the Chairman of the PPC requested the consulting unit to provide a clear report on the financial plan, investment methods, projected technology, and other aspects of the railway line. Localities traversed by the railway line are advised to review the volume of compensation for site clearance to facilitate project implementation.

Businesses proactively develop response scenarios According to the report, Binh Duong is currently one of the leading dynamic economic hubs in the Southern region, with an estimated import-export turnover of 59 billion USD in 2024. This includes exports reaching 34.5 billion USD (an increase of 12.7%) and imports amounting to 24.5 billion USD (an increase of 12.2%), resulting in an estimated trade surplus of 10 billion USD. Exports from Binh Duong currently account for over 10% of the total export value of the entire country. 
Overview of the working session The US market consistently holds a significant share in the province's export activities, contributing over 43% to the total export turnover in recent years. From April 5th to 8th, 2025, Binh Duong recorded the cancellation of 44 export declarations valued at over 708 million USD, 273 orders were either canceled or put on hold by US customers, and at least 175 more orders are at risk of cancellation in the near future. The sectors most severely affected include wooden furniture, textiles, footwear, electronics, and plastics. Industry associations in Binh Duong have proactively developed their own scenarios, preparing for both possibilities: the US maintaining the current tariffs or further increasing them after 90 days. Despite considerable concerns, the majority of businesses are hopeful that the Government will successfully negotiate with the US regarding reciprocal tariffs. 


Industry associations and businesses present recommendations Mr. Nguyen Quang Vu - Chairman of the Binh Duong Leather and Footwear Association, opined that businesses should not solely focus on the US market but need to expand to other potential markets and attract more small-scale customers. The Association proposed the establishment of research and development centers for new products in Vietnam to help customers access, experience, and choose suitable designs. Additionally, markets such as Taiwan were also assessed as having significant growth potential if businesses capitalize on opportunities effectively. In the long term, the industry needs support for the development of supporting industries, especially raw materials such as rubber for shoe soles and component details. The Association also recommended the construction of specialized marketplaces where businesses can regularly showcase and sell products, instead of relying on large-scale fairs held sporadically. Amidst the current economic difficulties, the Association hopes that relevant agencies such as fire prevention and control and environmental authorities will implement reasonable inspection policies to avoid adding further pressure on businesses. Mr. Tran Thanh Trong - Chairman of the Binh Duong Electro-Mechanical Association, stated that goods exported to the US are specific items and have not been significantly affected as customers still accept higher prices. He noted that the Government is responding very promptly and hoped that the province would also step up activities to support businesses. He proposed strengthening the development of the domestic market and improving the quality of labor in the electrical industry, which is currently facing a shortage of highly skilled workers. Creating Favorable Conditions for Export Businesses At the working session, leaders of provincial departments and agencies pledged to accompany and support businesses, creating all favorable conditions for them; and offered short-term and long-term recommendations and solutions to help businesses proactively respond to tariff scenarios in the future. Mr. Nguyen Thanh Binh, Deputy Head of the Sub-Department of Customs Area XVI, informed that the Sub-Department had held dialogues with 400 businesses in the province to grasp the situation and update daily data on businesses exporting to the US. Simultaneously, it proactively established a Business Support Team; created information channels to address issues for businesses promptly; thoroughly implemented the spirit of responsibility, arranged staff to work even on holidays to process export procedures for businesses; and closely coordinated between units to ensure rapid customs clearance of goods. The Sub-Department also proposed accelerating tax refunds, limiting the transfer of goods to inspection channels, having the policy to extend the storage period for goods in bonded warehouses that are about to exceed the 24-month limit, temporarily suspending inspection and examination activities, etc., creating favorable conditions for businesses to focus on exporting.

Reporting to the Permanent Deputy Prime Minister, Dr. Ha Thuc Vien - Vice President of VGU, summarized several outstanding achievements and the development orientation of VGU. Established and operational since September 2008, the Vietnamese-German University is the result of bilateral international cooperation in higher education between the Government of Viet Nam, the Government of the Federal Republic of Germany, and the State Government of Hessen (Federal Republic of Germany), considered a "lighthouse" project in international cooperation on education and training between Viet Nam and Germany. VGU was formed and developed with the goal of becoming a research-oriented university, striving for excellence in teaching, research, and governance. The university's training focus is on key technical and technological fields, as well as economics and financial management, which are Germany's strengths. 


Mr. Nguyen Hoa Binh - Permanent Deputy Prime Minister, along with leaders from Binh Duong Province and a working delegation, visit the Vietnamese-German University (VGU). As of February 2025, the university has a total of 237 faculty and staff in both academic and administrative divisions. Among them, the academic division (lecturers, researchers, research and teaching assistants, and laboratory engineers) comprises 108 people, including 48 full-time lecturers (45 of whom hold doctoral degrees, accounting for 95.6%), all recruited according to German university standards and professor appointment procedures. Students and trainees enrolled in the university's training programs enjoy numerous advantages, including access to advanced education with excellent academic quality, direct instruction from leading professors with extensive professional and practical experience from top German universities, and a qualified faculty at the university. During the working session, the Vietnamese-German University proposed and requested Permanent Deputy Prime Minister Nguyen Hoa Binh's input on matters such as: VGU's desire for government support in developing specialized training programs in finance, risk management, and financial technology (fintech), as well as facilitating connections with German businesses to implement applied research projects.

Overview of the meeting At the meeting, Mr. Trinh Hoang Tuan Anh - Deputy Director of the Department of Finance briefly introduced socio-economic of the province. Binh Duong currently has 4,430 investment projects from 65 countries and territories, with a total registered capital of 42.5 billion USD. Among them, China leads with 1,806 projects, totaling over 11.2 billion USD in investment capital. In the coming time, Binh Duong will prioritize attracting investment in high-tech industries, the semiconductor industry, green energy, green economy, and the circular economy. Mr. Liang Te - Director of the Foreign Trade Department, Qinghai Provincial Department of Commerce (China), highly praised Binh Duong's economic achievements and development strategy. He also provided a brief overview of Qinghai Province's geographical location and economic development. Accordingly, Qinghai Province has the largest freshwater lake in China and is the origin of major rivers, playing an important role in China's ecosystem. Currently, the province is receiving attention from China and increasing investment in infrastructure development to protect local ecological resources, develop green energy sources such as wind power and solar power, and promote tourism. The province also has a developed chemical industrial manufacturing sector. Mr. Liang Te stated that Qinghai and Binh Duong provinces share many similarities in economic development strategies. Therefore, Qinghai Province hopes to have more opportunities to promote trade and investment cooperation with Binh Duong in the province's key industries.
Representatives of two provinces discuss at the meeting Mr. Trinh Hoang Tuan Anh expressed his gratitude to the delegation for visiting and exploring trade cooperation opportunities in Binh Duong. He also conveyed his hope that the two provinces would have numerous opportunities for collaboration in the fields of construction materials, green energy, chemical industry, and tourism. To proceed with cooperation, both parties need to conduct a deeper exploration in each specific area and develop a detailed and suitable cooperation plan.

Lam Viet Joint Stock Company, established in 2002, specializes in producing and exporting interior and exterior furniture to the UK, US, and European markets. The company currently has approximately 800 employees; revenue in 2024 reached 900 billion VND; labor productivity is about 1.1 billion VND/person/year. Mr. Nguyen Thanh Lam, Managing Director of Lam Viet Joint Stock Company, said that as a business with many years of experience working with "demanding" markets around the world, Lam Viet Joint Stock Company continuously adapts to increasingly stringent requirements from partners. Therefore, items related to green transformation, digital transformation, circular transformation, and carbon transformation are invested by the Company. The company has applied the ERP system in each production stage, made public the origin of products, and allowed accurate retrieval of product information and the legal timber origin of the Company at each stage of production and consumption. At the same time, it builds a greenhouse gas inventory report from the software. In addition, the Company also uses software to manage, maintain, and repair machinery and equipment and automatic salary payment software for employees. For the period 2025-2030, the Company has developed an action plan to reduce emissions by 10% per year compared to 2024.
The company has applied the ERP system across each stage of production, enabling product traceability. During the working session, provincial leaders and representatives from departments and localities discussed and addressed several proposals from the enterprise regarding procedures for extending operational periods, digital and green transformation initiatives, and the establishment of a wood raw material center in Binh Duong.

The Secretary emphasized that the effective implementation of digital transformation, green transformation, automation, and care for workers' lives has helped improve labor productivity and enabled the company to participate more deeply in the global value chain. The Secretary requested the Provincial People's Committee to direct departments and agencies to implement specific activities in digital and green transformation at enterprises, such as the implementation of industrial park management software and carbon credit control programs. Singapore's Prime Minister Lawrence Wong and Prime Minister Pham Minh Chinh, along with leaders from ministries, sectors, and localities of both Viet Nam and Singapore, witness Sembcorp Development and its joint venture partner Becamex IDC, together with local authorities, signing MOUs on cooperative research and development of VSIP projects in the Southern and Northern regions. The MOUs reaffirmed the shared goal of creating an optimal environment within VSIP's industrial parks, equipped with the necessary infrastructure and resources to attract and support high-tech manufacturing activities. The endorsement from the two countries' high-level leadership underscored VSIP's strategic role in bilateral and economic cooperation between Viet Nam and Singapore.

Alongside the MOUs was the groundbreaking ceremony for VSIP Thai Binh's 333-hectare project in the Thai Thuy district, Thai Binh province. With its strategic location within the developing industrial ecosystem of Northern Viet Nam, VSIP Thai Binh is positioned to become a key satellite industrial park, supporting the network of major manufacturers and suppliers in high-value sectors such as electronics, precision engineering, and renewable energy. Established in 1996, VSIP is founded on the joint economic cooperation platform of the Vietnamese and Singaporean governments. VSIP projects are implemented through a joint venture between Viet Nam's Becamex IDC and Sembcorp Development, a subsidiary of Sembcorp Industries, Singapore. VSIP Group is currently developing 20 urban, industrial, and service zones across Viet Nam with a total area of 12,000 hectares.
