The Delegation of Binh Duong Province visits the Ambassador Extraordinary and Plenipotentiary of the Republic of Singapore to Viet NamAt the visit and working session, Mr. Nguyen Van Loi - Secretary of Binh Duong Provincial Party Committee, provided a summary of the province's current socio-economic development, with particular emphasis on the development results of the VSIP industrial park model in Binh Duong specifically and Viet Nam generally.
In recent years, Binh Duong has consistently been ranked among the leading provinces and cities nationwide in terms of socio-economic development and attracting Foreign Direct Investment (FDI). The province's Gross Regional Domestic Product (GRDP) has consistently achieved a relatively high growth rate compared to the national average, and its economic structure has shifted positively towards an increasing proportion of services and industry. Specifically, in 2024, the GRDP is estimated to have increased by 7.48%, with GRDP per capita reaching 182.6 million VND. The Index of Industrial Production (IIP) is estimated to have increased by 7.6% compared to 2023. Export turnover reached 34.5 billion USD, up 12.7% from 2023; import turnover reached 24.5 billion USD, up 12.2%; resulting in a trade surplus of 10 billion USD.
With a transparent and attractive investment environment, Binh Duong has consistently been among the top provinces and cities nationwide in attracting foreign direct investment in recent years. Cumulatively to date, the entire province has attracted 4,487 investment projects from 65 countries and territories, with a total registered capital exceeding 42.6 billion USD. Binh Duong currently ranks second nationwide in FDI attraction, trailing only Ho Chi Minh City. Among these, Singapore ranks third with 327 projects and a total capital of over 5.9 billion USD, primarily operating in the fields of processing and manufacturing footwear, handbags; toy production; trading, repair of automobiles, motorcycles, and motorbikes, among others.
In the coming period, Binh Duong will continue to prioritize attracting investment in high-tech industries, semiconductors, green energy, green economy, and circular economy; high-tech, advanced, environmentally friendly sectors that are less labor-intensive and generate high added value; financial services, logistics, and other modern services; supporting industries, high-tech agriculture, and especially attracting investment into the Science and Technology Industrial Park.
Leaders of Binh Duong Province and the Ambassador Extraordinary and Plenipotentiary of the Republic of Singapore to Viet Nam discussed the development plan for the VSIP 2.0 model.
VSIP Industrial Park, a symbol of friendship and close economic development partnership between Viet Nam and Singapore, was developed by a joint venture between Becamex IDC Corporation and a consortium of Singaporean investors represented by Sembcorp Development Group. After more than 28 years of establishment and development, VSIP Group has now developed 18 VSIP-branded Industrial-Urban-Service complexes across various provinces and cities nationwide, with a total scale exceeding 10,000 hectares. Specifically, Binh Duong hosts three industrial parks: VSIP1, VSIP2, and VSIP3.
Secretary of the Provincial Party Committee Nguyen Van Loi expressed his confidence that, following the visit and exchange with the Ambassador Extraordinary and Plenipotentiary of the Republic of Singapore to Viet Nam, Binh Duong Province and Singapore will continue to strengthen cooperation in various fields in the coming period. This includes, in particular, the development of the VSIP 2.0 model, aiming for sustainable, smart, low-emission, and energy-optimized development.
On the same afternoon, the delegation visited and held a working session with the Embassy of Japan in Viet Nam. The delegation was received by Mr. ITO Naoki, Ambassador Extraordinary and Plenipotentiary of Japan to Viet Nam.
During the working session, Secretary of the Provincial Party Committee Nguyen Van Loi summarized the current socio-economic development situation of Binh Duong Province, as well as the outstanding results in cooperation between Viet Nam and Japan in general, and Binh Duong and Japan in particular, over the past period.

Accordingly, Japan remains the largest provider of Official Development Assistance (ODA) to Viet Nam. Specifically in Binh Duong, JICA (the sole agency implementing ODA from the Japanese Government) has provided ODA capital to successfully complete two projects for improving the water environment in Southern Binh Duong, Phases 1 and 2. These projects addressed urban drainage and domestic wastewater treatment issues in two cities: Thu Dau Mot City and Thuan An City. Furthermore, the Binh Duong Province Public Transportation Infrastructure Improvement Project is currently underway with a total investment of over 2,000 billion VND, of which more than 1,353 billion VND constitutes ODA loans from Japan.
Currently, Japan ranks second among 65 countries and territories investing in Binh Duong, with 365 projects totaling over 6 billion USD. These investments primarily focus on the manufacturing of electronic components, electronic circuits and chips, automobile assembly, and iron and steel production. Binh Duong currently maintains friendly cooperative relations with Yamaguchi Prefecture and expresses its desire to further establish friendly cooperative ties with Ishikawa Prefecture, Japan.

Mr. Nguyen Van Loi, Secretary of the Provincial Party Committee, stated that the excellent results achieved today are attributed to the significant contributions of the Japanese Embassy, Consulate General, and Japanese businesses, who have consistently accompanied Binh Duong Province in its socio-economic development. He expressed confidence that in the coming time, the friendly cooperative relationship between Binh Duong Province and its Japanese partners will continue to develop robustly and sustainably.
At the reception, Mr. ITO Naoki, Ambassador Extraordinary and Plenipotentiary of Japan to Viet Nam, expressed his reverence for President Ho Chi Minh on the occasion of the 135th anniversary of his birth. Concurrently, he conveyed his delight at the strategic and comprehensive partnership for peace and prosperity in Asia and worldwide that Viet Nam and Japan have forged in recent times. This includes stability in political, diplomatic, economic, trade, cultural, tourism, and people-to-people exchanges, as well as the strong cooperative relationship between Binh Duong and its Japanese partners over the past years.
