At the Program, on behalf of the provincial leaders, the PPC Chairman Vo Van Minh informed about the socio-economic situation and outstanding results in the province's foreign affairs. The PPC Chairman said that in the first 6 months of 2023, the province's socio-economic situation continued to achieve positive results in all fields. The index of industrial production is estimated to increase by 2.1% over the same period; export turnover is estimated at 15.1 billion USD; import turnover is estimated at 10.7 billion USD. Binh Duong is currently a province with strong industrial development with 29 industrial parks; is Viet Nam's second-ranked province in attracting foreign investment capital (after Ho Chi Minh City) with nearly 4,150 projects from 65 countries and territories, total investment capital of more than 40 billion USD. Among them, there are many large investment projects of famous corporations in the world that have invested in Binh Duong such as: Tokyu, Aeon, Mitsubishi (Japan), Lego, Pandora (Denmark), Procter & Gamble (USA), Kumho (Korea), Mapletree (Singapore), etc. Currently, Japan is the second largest investor in Binh Duong province with 350 projects and a total investment capital of 5.9 billion USD.

Regarding multilateral cooperation, Binh Duong is an official member and a reliable partner of 03 international organizations, including: Intelligence Community Forum (ICF), Horasis Asia Meeting and World Trade Centers Association (WTCA); In particular, Binh Duong has been honored by the Intelligent Community Forum (ICF) to be in the TOP7 - one of 07 communities with a typical Smart Development Strategy in the World for 3 consecutive years 2021-2023.

(100% Japanese investment capital). Awarding the Investment Certificate to build a branch factory of SKM Viet Nam Co., Ltd. with a total investment of 10 million USD to SKM Viet Nam Co., Ltd. (100% Japanese investment capital). The company specializes in manufacturing machinery and equipment components and providing quality Japanese products in Viet Nam.

Awarding the License to build factories and auxiliary works of YUWA Viet Nam Co., Ltd. (phase 5) with a total investment capital of 40 million USD. The company specializes in manufacturing connector components, relay components, switch components, automotive components, medical equipment components, other types of components, molds, machinery, equipment used for production, other types of components used in electronic equipment, medical equipment and instruments.

According to statistics, there are currently about 340 Japanese enterprises investing in Binh Duong with a total investment capital of more than 5.8 billion USD; Japan currently ranks second among 65 countries and territories with foreign direct investment in Binh Duong. The main investment fields are the production of electronic components, electronic circuits and chips, automobile assembly, iron and steel, supporting industries and commercial services, etc. According to records, most Japanese companies and transnational corporations have investment projects in Binh Duong. Attending were leaders of provincial departments, committees and branches.
At the meeting, representatives of the Department of Planning and Investment and the consulting unit presented the purpose, meaning and some basic contents of Binh Duong province's planning for the 2021-2030 period, with a vision to 2050. In particular, the approach, bottlenecks and challenges in terms of growth model, transport infrastructure, environment, etc. are outlined. However, Binh Duong has advantages such as being located in the central area of Ho Chi Minh City, having industrial and urban infrastructure, and good land fund; the government accompanying enterprises with dynamism and innovation. According to the report, the Bac Tan Uyen - Phu Giao - Bau Bang Road Project has a length of nearly 48 kilometers, with a total investment cost of more than 3,800 billion VND, passing through the districts of Bac Tan Uyen, Phu Giao, and Bau Bang. In particular, the Road Construction Project from Tan Thanh to Tam Lap Bridge is invested by the People's Committee of Bac Tan Uyen District (length about 9.32 kilometers). Up to now, the project has been basically completed, the investor is implementing procedures to carry out acceptance and put the project into use.

Reporting on the deployment status of key transport projects in the province, Mr. Nguyen Huu Tuan - Deputy Director of the Department of Transport said that Ring Road No.3 - Ho Chi Minh City (phase 1) includes 04 bidding packages, of which construction of Package No. 2 has begun (Binh Chuan intersection); Package No. 4 (Binh Goi Bridge), contractors have been selected and construction broke ground on August 26, 2023; Package No. 3 (from Binh Chuan intersection to Saigon River) is expected to deploy contractor selection in September 2023; Package No. 1 (Tan Van intersection) is expected to hold bidding and strive to break ground in September - October 2023. Localities have carried out site clearance with a total paid amount of 2,643.488 billion VND/total approved amount of 3,957.899 billion VND, reaching 66.79%.
The project of Ho Chi Minh City's Ring Road No. 4 (phase 1) and Ho Chi Minh City - Chon Thanh Expressway are progressing as planned.
For the National Highway 13 upgrading and expansion project, section from Le Hong Phong to Tu Do, about 85.3% of the site has been handed over. The section from Tu Do to Ong Bo bridge has handed over about 21.8%. The section from Ong Bo bridge to Vinh Binh bridge has been handed over about 3.5%. Currently, the People's Committee of Thuan An City and Thu Dau Mot City is increasing human resources and speeding up site clearance to hand over the construction site.

The Saigon River road project, section from Bay Tra canal to Ba Lua river, is about 2.2 kilometers long in Thu Dau Mot City. Currently, the City People's Committee has completed the proposal report and submitted it to the Department of Planning and Investment for appraisal. The section from Gia Long street to Vinh Phu 40 street is about 1.84 kilometers long, the section from Binh Nham canal to the border with An Son port is about 2.23 kilometers long. Thuan An City People's Committee is preparing and adjusting the report proposing investment policies with an appropriate scale according to the approved general city planning. The section from Ba Lua canal to An Son Port is about 3 kilometers long. The Dong Nai river crossing bridge construction project (Bach Dang 2 bridge) has paid for site clearance of the road leading to Bach Dang 2 bridge (Binh Duong side) with the amount of 88 billion VND/224,718 billion VND (reaching 39%), Tan Uyen City continues to prepare compensation, support and resettlement plans, pay compensation and hand over construction sites in September 2023. The Dong Nai river crossing bridge construction project has been constructing bored pile foundations, bridge piers and abutments, river bank embankments, preparing soil embankment for the bridgehead road, the implementation volume is about 40% compared to the contract. Payment has been made in the amount of 17.4 billion VND/40.3 billion VND (reaching 43%). It is expected to continue handing over the site in September 2023; Dong Nai side has handed over the site.
For the An Tay River Port construction project, a notice of contractor selection has been posted according to regulations. However, until now the posting time has expired but no investor has submitted an application to register interest in implementing the project.
The Phuoc Kien five-way intersection project has had its investment policy approved. The staking work for site clearance has been completed at 100%, the consulting unit is completing the valuation certificate, expected to submit to the Appraisal Council for approval in September 2023.
At the meeting, leader representatives of departments, committees, branches, districts, and towns presented the main difficulties and problems related to compensation for site clearance and relocation of the power grid during project implementation.
Focus on solutions
Discussing solutions to remove difficulties and obstacles in implementing key transport projects, Mr. Nguyen Huu Tuan - Deputy Director of the Department of Transport proposed that the Provincial Traffic Works Construction Investment Project Management Board urgently study the investment plan for the 15.3 kilometer section (from Binh Chuan intersection to Tan Van) under the Ring Road No.3 project. Tan Uyen City People's Committee accelerates site clearance to soon have a construction site for the bridgehead road and M1 abutment for the Bach Dang 2 bridge project. It is recommended that the Department of Planning and Investment consider and make a preliminary assessment of the capacity and experience of investors who submit registration documents to implement the An Tay River Port construction project; report and propose to the PPC according to regulations. For Phuoc Kien five-way intersection, Becamex IDC Corp is requested to coordinate with relevant departments and branches to urgently complete documents and legal procedures for the overpass item to soon begin construction to resolve traffic congestion and complete the project according to the Resolution of the Provincial Party Committee.

Regarding Ring Road No.3 and Ring Road No.4, Mr. Tran Hung Viet - Director of the Provincial Traffic Works Construction Investment Project Management Board said that the Ring Road No.3 Project is stuck at the Tan Van intersection related to the railway; site handover for implementation of package No. 3 is still low, and requested Thuan An and Di An City to soon direct and focus on applying prices to disburse site clearance funds as committed to the Government by December 31, 2023, to hand over 100% of the site to the construction unit. For Ring Road No.4, the implementation schedule compared to the province's plan is slow because the compensation plan has not been approved. It is requested that the Department of Transport determine the land clearance boundaries for the Board to announce to the people.

For the Ring Road No.4 project, there are still difficulties in determining site clearance costs because currently there are only construction cost norms and no guidance on site clearance cost norms from the Central Government, the Department has reported to the PPC to establish an Appraisal Council to remove difficulties and obstacles. The Department also tries to balance capital sources for the DT.746 road upgrading and expansion project when this project increases its capital to 3,900 billion VND.

For projects in Thuan An city, Chairman of the City People's Committee Nguyen Thanh Tam said that Thuan An City aims to complete site clearance from Le Hong Phong street to Ong Bo bridge under the National Highway 13 upgrading and expansion project by the end of September 2023. However, the city's current difficulty is arranging resettlement for 36 households that are completely cleared. Mr. Tam also assessed that during the past time, the city's investment capital disbursement volume has been slow, causing difficulties in implementing key projects. Besides, the project also faces difficulties in relocating the power grid system. For Ring Road No.3, the city will carry out site clearance for the necessary section first, striving to hand over 100% of the construction site by the end of 2023; the city also faces difficulties in arranging resettlement for affected people.
Through opinions of departments, branches and localities, Provincial Party Secretary Nguyen Van Loi emphasized the meaning and importance of these projects; At the same time, he praised the efforts and try to overcome many difficulties to implement the project on schedule set by all levels, branches and localities. In addition, the relocation of electricity, water supply and drainage systems, and telecommunications of many key transport projects is still slow, so there is no construction site. The Secretary of the Provincial Party Committee requested all levels, branches, localities and relevant units to be highly focused, with many solutions to more drastically implement compensation and site clearance in projects of National Highway 13 upgrading and expansion, DT.746 Road, and Ring Road No.3.

In addition, all levels, branches and localities need to strengthen coordination, ensure early completion of legal procedures for projects and implementation of compensation and site clearance. In September 2023, the Department of Finance must submit to the PPC to amend Decision 09 on supporting the relocation of assets and crops on land in a more specific and clear direction for branches and localities to implement to ensure consistency and compliance with the law. For some localities facing difficulties in resettlement land funds, the Provincial Party Secretary requested early approval and acceleration of resettlement areas and the province will assign Becamex IDC to use available land funds in residential and resettlement areas to grant cases of complete clearance. In addition, localities conduct a review, if there are special cases of site clearance, branches and localities must submit to the leaders of the Provincial Party Committee and PPC appropriate policies and solutions to support people in resettlement with the view of having an equal and better life, not leaving people confused and worried. At the meeting, Permanent Vice Chairman of the PPC Mai Hung Dung brieved information about Binh Duong province and introduced the Binh Duong Smart City Project. Facing the above situation, Di An proposed the province to direct the Tax Department to have solutions to increase revenue, coordinate and share information, especially revenues from the foreign-invested sector and non-state tax revenues. The 2022 PCI results report continues to reflect the difficulties that enterprises face in their production and business activities. Due to the negative impact of the Covid-19 pandemic and many complicated developments of the world economic situation, Binh Duong's PCI had a significant decrease, reaching 65.13 points (down 4.48 points), ranked 36 out of 63 provinces and cities nationwide (down 30 places compared to 2021). Notably, the entry costs sub-index (reached 6.32 points, down 0.06 points; the national median is 6.95 points), the lowest in the past 6 years. Some indicators decreased in points such as Enterprise registration time (median) decreased by 0.5 days, ranked 50th out of 63 provinces and cities; Time to change enterprise registration content (median) increased by 4 days, from 6 days to 10 days, ranked 60th out of 63 provinces and cities. The entry costs sub-index is evaluated based on the results of enterprises' feedback on a number of procedures for registering enterprise establishment and completing procedures to officially operate. Besides, there also needs to be public transparency about receiving and processing documents; list of returned documents, clearly stating the reason for returning the documents as well as announcing the specific resolution time for backlog documents.
Accessing land is also an important sub-index that helps the province improve the environment and create an attractive and reliable destination for investors. The issue of accessing land and maintaining stability in the process of using land to serve production and business is of particular concern to enterprises before making investment decisions. In 2022, in this sub-index, Binh Duong reached 7.06 points (down 0.15 points); in which, there were 9th out of 14 component indicators that decreased; ranked 26th out of 63 provinces and cities (down 1 place), the national median was 6.98 points.
However, the field of access to land in Binh Duong still has positive bright spots: The number of days waiting to be granted a land use right certificate (median) decreased by 27.5 days, ranked 20th out of 63 provinces and cities nationwide; Enterprises that did not face obstacles in accessing, expanding business premises increased by 22%; Enterprises assessed the risk of land expropriation decreased by 0.13%; the time limit for settling land documents that is longer than the time limit listed or regulated in writing, ranked 7th out of 63 provinces and cities nationwide.
At the questioning session between the two meetings of the Provincial People's Council on the situation and results of administrative reform implementation, Mr. Ngo Quang Su - Director of the Department of Natural Resources and Environment said that the Department has made many efforts to achieve good results in administrative procedure reform. However, because the land field is sensitive and complex, while land legal policies frequently change, although it has been supplemented, updated, and adjusted, there are still many inadequacies, problems, and not consistent with reality; the Central Government's guiding documents are sometimes not timely, causing confusion during the implementation process. The handling of transitional content between old and new laws has not been thoroughly guided; some regulations have not been guided or the instructions are unclear, etc. leading to certain difficulties in resolving land-related procedures.

Along with that, the population database and enterprise data are in the setup or "cleaning" stage, so the process of implementing public services is still difficult; due to regulations on confidentiality and authentication of information. Therefore, enterprises do not appreciate that implementing online administrative procedures will help enterprises save time and costs. This is also one of the reasons why the sub-indices dropped.
In addition, according to Mr. Le Thanh Toan - Deputy Director of the Department of Planning and Investment, the amount of work is large, new tasks often arise unexpectedly in addition to the tasks assigned according to the law, and the number of documents that must be resolved during the day is large. With the number assigned to be in charge of the one-stop-shop section, it is difficult to perform well the professional work and assigned tasks (the quantity and processing time of documents cannot be guaranteed). This puts great pressure on enterprise registration and also affects enterprise satisfaction, affecting the province's PCI sub-indices.

Directing at the meeting to discuss solutions to improve the province's PCI, the Chairman of the Provincial People's Committee (PPC) Vo Van Minh emphasized that improving the PCI not to "run after" rankings, the goal is to be intrinsically effective, identified as a breakthrough to improve the business environment, enhance competitiveness, promote economic growth, and satisfy the satisfaction of people and enterprises. The PPC Chairman requested relevant departments, branches and localities to further simplify administrative procedures and shorten the time for granting Enterprise registration licenses. Promoting investment promotion through many flexible methods, propagating and introducing the province's investment environment through foreign channels, through forums and Vietnamese representative agencies abroad and foreign investment promotion organizations in Viet Nam. Strengthening the implementation of programs and conferences to connect investment needs and cooperation between foreign and domestic investors, and between other local enterprises, contributing to reducing production costs of investors, as well as increasing production and management capacity of domestic enterprises participating in the global value chain.

Artemisa Province is one of Cuba's two new provinces, established on August 01, 2010 with the division of La Habana province. The capital and largest city of the province is Artemisa with an area of 4,004.27 km2 and a population of 502,392 people. The province is located on the main highway and main railway line between Habana and Pinar del Río. This is also the area where Thai Binh Viet Nam Company is investing and operating. PORTAL - The Provincial People's Committee (PPC) issued the Decision on the process of applying risk management and the set of risk assessment criteria for monitoring and supervising the enterprise activities in Binh Duong province. This Decision replaces Decision No. 295/QD-UBND of the PPC and takes effect from August 02, 2023.
Accordingly, the process of applying risk management to monitoring and supervising enterprise activities includes 6 steps: Collecting information; developing a set of criteria for risk assessment; analyzing and evaluating risks; dealing with risks; making plans for inspection and examination of enterprises; relevant agencies cooperate in handling post-inspection, examination and supervision of enterprises that fail to comply with inspection and examination conclusions;adjusting the set of risk management criteria after inspection, examination and supervision.
The set of risk assessment criteria for monitoring and supervising enterprise activities is built on 17 criteria: registered charter capital; number of enterprises or people registered in the year; number of enterprises or addresses registered; number of registrations for capital increase in the year; number of registrations for change of address in the year; legal representative or the president of the company present in Viet Nam; enterprises with Vietnamese owners but foreign legal representatives; foreign investors who acquire an enterprise operating in a business line without conditions to own less than 50% of the charter capital; enterprise which moves its address from another locality and concurrently changes its business registration contents; carrying out the dissolution procedures when the enterprise registration certificate is revoked; number of subsidiaries and affiliates; tax compliance index of taxpayers; conducting conditional business lines;community warnings about health service delivery; transport business by car; number of months outstanding on Social Insurance, Health Insurance, Unemployment Insurance; number of months the enterprise does not contact to submit the collection report form D02-TS to the social security agency.
