BEGIC - Early January 6th, the First Congress of Vietnam – Japan Friendship Association of Binh Duong, term 2018 -2013 was held in Thu Dau Mot city of Binh Duong.
Attending the congress were Nguyen Phu Binh, Deputy Chairman of Central Vietnam – Japan Friendship Association; Dang Minh Hung, Deputy Chairman of Binh Duong's People Committee; representatives of provincial departments and sectors and over 100 members.
At the Congress, the decision to establish Binh Duong's Vietnam – Japan Friendship Association was announced. Participants approved the regulations, action programs and discussed the contents of the congress.

The Association was founded on the Decision No 3369/QĐ-UBND dated Nov 29th 2018 promulgated by Binh Duong's People Committee. Accordingly, its target is to promote mutual understanding between people of the two countries, contributing to consolidating and developing cooperating relationship, cultural and educational exchanges…between Binh Duong and other localities of Japan for the sake of benefit of two countries' peoples, peace, cooperation and development.
The Executive Committee of the Association, term 2018 – 2023 is introduced at the Congress
Till now, the Association has had 100 official members and 10 other honored ones.
Participants at the Congress passed the action programs. Accordingly, it will focus on calling for the active participation of its members, increasing the number of members, building friendship relation between peoples of the two countries, expanding Binh Duong's images to the world and Japan, organizing cultural, economic and educational exchange activities.
The Congress voted its steering board including 15 members. Ms Huynh Thi Tuyet Hanh was elected to the position of Chairwoman of the Association, term 2018 – 2023. The Deputies included Ms. Nguyen Truong Nhat Phuong, Mr. Nguyen Tan Dat and Mr. Nguyen Thanh Binh.

Addressing the Congress, Dang Minh Hung, Vice Chairman of Binh Duong provincial People's Committee emphasized the importance of friendship relation between Vietnam and Japan in general and between Binh Duong and other localities of Japan in particular. He urged the Association to operate and work in line with the regulations so as to tighten the friendship between the two countries, Binh Duong and other localities of Japan, and to boost FDI attraction.
Mr. Somsay Sanam Oune thanked Binh Duong's leaders for their cooperation and supports to assist Lao Consul General to play a good role in bridging and further strengthening the traditional friendship between the two parties, the two States in general and among localities of Laos with Binh Duong province in particular. The two sides organized delegations to visit, exchange and study experiences of socio-economic development. Especially, Binh Duong has actively supported the training of Laotian students at the provincial universities. On the occasion of the New Year of 2019, Somsay Sanam Oune wished Binh Duong leaders, departments and agencies good health, happiness and success, while expecting the growth of close and profound relationship between Binh Duong and Lao localities.
Mr. Mai Hung Dung, on his part, congratulated the Consul General on successfully completing his term of office in Vietnam. On the basis of the good friendship between Vietnam and Laos, over the past time, Binh Duong province and some localities of Laos have implemented many social, cultural and social exchanges activities, ensuring national defense and security. Viet – Lao Dau Tieng Rubber Joint stock Company has been facilitated with favorable production and business in ChamPaSak province. Mai Hung Dung hopes that in 2019, the two sides will continue to have more practical programs to further tighten the traditional friendship between the two countries.

Mr.Liem briefly informed the Ambassador of the local socio-economic development and FDI attraction in Binh Duong. The province has so far lured 294 FDI projects capitalized at more than US 5.1billion from Japanese enterprises. These projects mainly on the fields of infrastructure-urban construction, trade-services, electronic components…, actively contributed to the local development.
He also said that 2018 was the year marking the 45th anniversary of the establishment of diplomatic relations between Vietnam and Japan. Along with organizing celebrations, Binh Duong would boost exchanges with localities in Japan and promote investment activities there. He wanted that the cooperation between Vietnam and Japan will get more and more steadfast while hoping that the Ambassador will further introduce more Japanese enterprises to Binh Duong.

Mr.Kunio Umeda thanked Binh Duong's authorities for their supports over Japanese enterprises. He spoke highly of the province's synchronous infrastructure with favorable policies for enterprises. Emphasizing the importance of workforce's fluency of Japanese language to attract Japanese enterprises, he suggested that Japanese language training should be enhanced. He will cooperate with Japanese government and JICA (Japanese International Cooperation Association) to support Binh Duong in developing the projects of public transportation improvement to facilitate Binh Duong-based enterprises' business.

Accordingly, Bình Duong province has synchronously and effectively deployed solutions to manage the budgetary collection in accordance with regulations; promoted the inspections over smuggling, trade fraudulence; tightly managed tax collection; reduced the overdue debts to under 5% of state budget.
In 2018, Binh Duong gains the highest budgetary collection of VND 51,000 billion, equal to 97.5% of the estimate by the Gornmental Prime Minister and 97% of the estimate by provincial People's Council, increasing 11% compared to 2017. The domestic collection is estimated at VND 36,000 billion. The collection from export and import reaches VND 15,000 billion. This year, Binh Duong fails to complete the budgetary collection because the estimates of budgetary collection by the Governmental Prime Minister is higher. Also in 2018, Binh Duong boosted the equitization of Becamex Corp. and Thanh Le Company. In terms of fighting against smugglings, trade fraudulence..., Binh Duong has promoted the tasks of propagandizing. Functional sectors have inspected over 10,000 cases, detected over 6,000 violations, and treated over 6,000 cases. The total collection was over VND 600 billion.
At the working session, Binh Duong' s leaders suggested the Financail Ministry to apply priority policies toscientific and hi-tech enterprises, to promply promugate gauidance documents for collection usage from equitization, state divestment..

Concluding the working session, Minister of Financial Ministry Dinh Tien Dung acknowledged the efforts of Binh Duong in implementing the financial and budgetary tasks in 2018 while expecting that provincial departments and sectors would cooperate to accomplete the assigned duties, boost the disbursement for public works, deal with overdue debts. He urged functinal organs of Financial Ministry to study the suggestions by locality to report to Governmental Prime Minister.

BEGIC - The 8th meeting session of the 9th provincial People's Council ended on Nov 29 2018.
Important contents approved in the final session included the draft resolutions on regular meeting sessions in 2019 of provincial People's Council, the result of the inspection cunducted by provincial People's Council, the tasks of state mamagement on land, the socio-economic development plan in 2019. Delegates also approved issues related to state budget collection, management and allocation, plans for public investment, land management, reform on staff in the state organizations, policies for cadres who are the objects to the staff lay-off.

BEGIC - At the 8th working session of the 9th provincial People's council on Nov 28th 2018, Tran Thanh Liem, Deputy Secretary of Provincial Party Committee, Chairman of Provincial People's Committee presented key solutions to implement the socio-economic development plan for 2019.
Liem laid the emphasis on the fact that 2019 is the decisive period to accomplish the targets and duties of socio-economic development, stage 2016 – 2020, while urging the departments and localities to focus on solving the issues, innovate to implement synchronously the solutions of socio-economic development in 2019. Liem emphasized that the duties in the next stage is critical important that require the efforts of departments and sectors, the contributions of businesses, the approval of people and authorities. At the thematic plenary session "the economic outlook", the speakers including Juan Jose Guemes, Chairman of Startup, Creativity and Innovation Center, IE Business School of Spain; Rajive Kaul, Chairman Nicco Group of India; Don Lam, CEO and Co-founder of VinaCapital, Viet Nam; Diana Mao, Chairwoman of Nominetwork, United State; Pham Hong Hai, CEO of SHBC Viet Nam spoke of the outlook of Asia's economy. They all agreed that while many challenges have arisen, Asia's economy is gaining high growth rate, becoming a driving force and connecting the world's economy in the next coming years. Many Asian countries have been reformed commercial activities and investment mechanism with greater priorities for the management of micro-economy, public finance and public activities. They, however, argued that Asia needs suitable policies to tackle such challenges as: low productivity, population growth, poverty, negative impacts of urbanization, capability to access the 4.0 industrial revolution, potential risks, geo-political conflicts. The arising issue is the commercial war between China and The US. According to the speakers, the escalation in the commercial relation between these two countries would influence the world's trade and economy, global production network and supply chain.

The model of VSIP is now built in 5 provinces and cities in Viet Nam. Smarter infrastructure and more stable power sources are among the criteria of newly-built IPs. Mr. Hoang Man Loi briefed the process of founding and development of the ManWah Corp. while saying that ManWah is a producer of sofa, massage machines and accessories for export massage machines. It has now 11 branches in the world. The branch under construction in Tan Uyen district, Binh Duong province is one of the largest with the investment capacity of over USD 300 million.
In the coming years, ManWah Corp. will add more USD 500 million to boost manufacturing hardware products, accessories for massage machines. Mr. Hoang Man Loi thanked Binh Duong provincial leaders for their concerns and expected to have more supports from authorities to promote its investment, contributing to the provincial development.

Atago Co., Ltd is a garment manufacturer which is founded by 3 enterprises including Taiwanese Delicacy Clothes factory, Japanese Tsushou Trading Company and Atago garment Corp. in Bau Bang IP. The factory had been put into construction in Dec 2017 on the area of over 16 thousand square meters with the investment capital of USD 6.3 million. This is the first factory of Atago in Viet Nam.

The provincial People's Committee's Chairman handed the license of investment to the newly established company which develops the Sora Garden II Apartment Project in Binh Duong New City. Speaking at the scholarship awarding ceremony, vice chairman of provincial People's Committee Tran Thanh Liem affirmed that South Korean Consulate General in Ho Chi Minh City, KOCHAM Binh Duong and Binh Duong – based South Korean investors have always shown their spirit of responsibility, accompanying with local authorities to well implement social welfare and security. The vice chairman expected that students who received the scholarships would strive to overcome difficulties, gain best achievements in their study to become good citizens, and joined hands to build Binh Duong a prosperous locality. He also hoped the community of South Korean investors would continue their assistance to the needy people.

For the last 9 years, KOCHAM Binh Duong and Binh Duong – based South Korean investors have contributed over VND 5 billion to social activities such as offering scholarships, building houses and presenting Tet gifts to social beneficiaries. The program "KOCHAM Scholarship – Raising up your dreams" accounts for nearly VND 2.5 billion.

The expo, from 24 to 27, October 2018, includes 769 booths displaying machineries and wood materials from 170 domestic and foreign businesses. It is not only a chance for woodwork businesses to share experience, promote domestic coherence, but also expands cooperation with partners around the world.

Speaking at the ceremony, Mr.Liem highly appreciated an praised BIFA and others units for their efforts to contribute to the success of the Expo while emphasizing that Binh Duong has always created favorable conditions for businesses in the sector to expand their consumption market. He expected that the Expo will bring new look and concept about wood industry of Binh Duong and Viet Nam to international partners.

Duong is considered the province of wood industry in Viet Nam, connecting with
important wood material areas in south-eastern and central provinces. It has
now over 1,300 woodwork enterprises including over 900 domestic ones. Wood
processing is one of the key export industries of the province with high
quality products. Over recent year, the wood industry has accounted high volume
of industrial production and gained good development. In 2017, the export
turnover of wood industry in Binh Duong was over USD 4 billion, accounting for
14.7% and 54.8% of the total export turnover locally and domestically. In
August, 2018, Binh Duong gained USD 2.9 billion from the export turnover of

After 32 years of renewal and over 20 years of re-establishment, the province has always been flexible and creative in management work; made decisive policies in order to bring into full play the great potential of enterprises and entrepreneurs in developing production-business activities. Binh Duong's business community have overcome challenges, united to develop and accompanied with other domestic and foreign businesses to contribute to the local socio-economic development. Binh Duong has now nearly 37,500 enterprises running their production and business in the locality.
At the event, Mr. Liem said that the business community in the province has reached quick growth both in quality and quantity, contributing to the local economic growth. He appealed the business community would tightly cooperate, bring into full play the spirit of solidarity and creativity to accompany with the province taking care of laborers and protecting the environment, raising up the competitiveness, applying hi-tech production to improve the quality and scale of production. He affirmed that the success of enterprises would bring prosperity to the locality.
He also awarded 3 second-class Labor Medals of the State President together with the certificates of merit of the Prime Minister to 4 outstanding individuals and collectives. On this occasion, provincial People's Committee awarded the certificates of merit to 105 outstanding enterprises in 2018.

BEGIC - Late October 12, Binh Duong Province People's Committee, Daejeon City, and the World Technopolis Association (WTA), and UNESCO co-hosted the closing ceremony of the WTA 2018.
Attending was Her Tae Jeong, Mayor of Daejeon, WTA Chairman; Kim Jong Cheon, Chairman of Daejeon City Hall; Kang Beung Joo, WTA General Secretary; Michael Croft, Head of UNESCO Office in Viet Nam and members of the WTA. During the 3-day work, the conference took place with a series of events such as the 11th Session of the WTA General Assembly, the High-tech Fair, the WTA Mayors' Forum, University Presidents' Forum, Global Innovation Forum….Delegates discussed, shared their experiences on developing and managing the technopolis sustainably. Through series of events of WTA Binh Duong 2018, government and people of Binh Duong perceived different viewpoints about building and developing a smart city, improved management capability that helps successfully carry out the plan "building Binh Duong into a smart city".

BEGIC - The meeting of 11th General Assembly of WTA has been held at Binh Duong's Exhibition and Convention Center.

Participants at the meeting focused their discussions on the new visions and development process of WTA in the 10 coming years. In the globalization and international integration with many challenges, it is necessary to establish a foundation of new visions for WTA members to implement their targets, boost multilateral cooperation, promote science and technology transfer, develop IPs, invest in energy saving, clean and green technologies, contributing to controlling the negative impacts of industrialization.

Mr. Her Tae Jeong stressed that the boom of population in the urban areas is challenging the development in terms of accommodation, transportation, safe energy. In addition, the effects of the Industry Revolution version 4.0 bring both opportunities and challenges. He expressed his hope that sustainable development and innovation basing on the foundation of science and technology will pave the way for future development.

Binh Duong province, the newly admitted WTA was introduced at the meeting. That Binh Duong officially becomes one of WTA's members offer the locality great chances in international cooperation. BEGIC - The 16th Mayors' Forum of WTA Binh Duong 2018 opened on October 12th, 2018 at Binh Duong's Exhibition and Convention Center, attracting the participation of Tran Thanh Liem, Deputy Secretary of provincial Party Committee, also Chairman of the Provincial People's Committee; Her Tae Jeong, Mayor of South Korea's Daejeon city, Chairman of WTA; Mayors of WTA's member cities and researchers. The Forum was considered the opportunity for leaders of the governments to share strategies and policies for science and technology development basing on regional breakthrough, urban and industrial development as well as to discuss for solution upon the challenges.

At this Forum, mayors and researchers concentrated their discussions on understanding different policies and projects in building and developing smart cities of the world in terms of "infrastructure", "energy and environment", "economy and industry".
Emil Roc, Mayor of Cluj-Napoca, Rumania shared his experiences in state management's digitalization. Digital signature is used to control the corruption in the governmental apparatus. Accordingly, people when facing with matters will send messages to the E-government. The messages will then be resend to the public service sectors. The interaction will be soon set up to solve the matters promptly. In addition, Cluj-Napoca city encourages people use public transport service instead of individual vehicles to have more space for public buildings. Businesses or buildings utilizing green technologies will be exempted by 50% of tax o as to promote the green in the city…

The Mayor of Spain's Granada city, Francisco Cuenca brought to the meeting precious experiences in 2 smart projects: one in waste collection and treatment and the other in strengthening the ability to access the information, and to manage city.
Jan Fritz Rettberg, Innovative Director of Dormund, Germany mentioned the matters of energy and environment in smart city development. By providing services for electric cars in the public parkings, the city is encouraging people to use electric cars for environmental protection.
The Mayors of WTA's member cities all agreed that modern technologies are supporting means that help managers consolidate people's belief. To have sustainable development, the interaction between people, government and academy play key role.

Addressing the Forum, Tran Thanh Liem, Chairman of Binh Duong's People's Committee revealed that Binh Duong is now facing with challenges from the industrialization. Those matters include the rise of population, the inadequate social infrastructure and social welfare, the lack of schooling and medical facilities…that any develop cities has to scoped with.
