Accordingly, the Bac An Tay urban area project is expected to include apartment complexes, adjacent houses with mixed service functions (for sale, lease, lease purchase) combined with commercial and service works (offices,  commercial centers, supermarkets, restaurants,...), educational works (kindergartens, primary schools, secondary schools), health works in sync with technical infrastructure and a system of public works (parks, trees, etc.), contributing to the effective exploitation of the regional land fund, promoting the economic development of An Tay ward in particular and Ben Cat city in general.

The expected land area is about 70 hectares.

The population size is about 10,000 people.

Total number of apartments/houses: Expected to be about 3,090 units.

Commercial and service works: The total land area is expected to be about 16.66 hectares, the maximum height is 40 floors, and the construction density is according to planning standards.

Educational works (kindergartens, primary schools, secondary schools), health works: The total land area expected to be used is about 2.84 hectares.

Green works, thematic parks: The total land area expected to be used is about 14.38 hectares.

Traffic and technical infrastructure works: Internal and external roads are invested in synchronous construction, undergrounded to meet standards and handed over to the State and functional units for management and operation according to regulations.

The preliminary total cost of project implementation is 8,236 billion 766 million VND (excluding compensation, support and resettlement costs).

The cost of compensation, support and resettlement is 2,891 billion, 347 million, and 600 thousand VND.

Operation duration of the project: 50 years (calculated from the date the investor is granted written approval of the investor or an investment registration certificate. For an investment project which is allocated land, leased land or land use purpose change by the State, the operation duration of the project is counted from the date the investor is granted the land allocation decision,  land lease decisions, land use purpose change decisions).

Project implementation schedule: Complete investment in the construction of the entire project within 08 years from the date the competent authority approves the investor selection results or approves the investor. Investors selected in accordance with the provisions of the law are responsible for making plans for investment phasing or division of component projects (if any) and are shown in the 1/500 detailed planning scheme and project contents in accordance with current laws.

The deadline for submitting project registration documents is before 12 o'clock on August 19, 2024.

Investment in the construction of new urban areas is expected to include adjacent housing areas, villas, adjacent resettlement housing, adjacent social housing (for sale, lease, lease purchase) combined with commercial service projects, residential units, adjacent commercial units, commercial services (offices, shopping centers, supermarkets, restaurants, etc.), educational projects (preschool, primary school, middle school, high school), medical works in sync with technical infrastructure and systems of green and water surface works. Those contribute to effectively exploiting the regional land fund, promoting the socio-economic development of An Tay ward, Phu An Commune in particular and Ben Cat City in general.

The land area expected to be used is about 288.84 hectares. The used land area is about 280.44 hectares, and the used water area is about 8.4 hectares.

Population scale: estimated at about 14.300 people.

The total number of apartments/houses is expected to be about 7,100 units.

The project's investment capital is expected to be 13,564 billion VND. Initially, the total project implementation costs are determined based on the project's total investment according to the legal regulations on construction. It does not include compensation, support, and resettlement costs of 9,913 billion and 159 million VND. Initial compensation, support, and resettlement costs are expected to be 3,650 billion 847 million VND.

Time for implementing projects: 50 years (taking effect from the date that the documents of investor approval or investment registration certification. For an investment project with land allocated and granted for lease by the Country, if the land's use purposes are changed, the project's operating term will take effect from the date investors decide to allocate land, lease land, and change the use purposes).

Project implementation process: completing the investment for the entire construction within no more than 12 years from the approval date as the result of investor selection or investment acceptance.

The investors selected according to the legal regulations have the responsibility for repairing the phased investment plans or diving the component project reflected in the detailed 1/500 scale planning drawings to ensure investment efficiency and feasibility. Those things must be appropriate for planning at all levels and approved by the State Authority.

To invite capable and experienced investors to implement the projects, Binh Duong Provincial People's Committee issued Decision No. 2112/QĐ-UBND on July 18^th, 2024 about the approval of preliminary capacity requirements, experiences of investors registering to implement the Dong An Tay urban project. Therein, financial capacity and experience in implementing similar projects are specifically required.

The conference was an opportunity for the Binh Duong enterprise community to interact, exchange, and access more information and trends about digital transformation and green transformation in Viet Nam and globally. At the same time, it was a chance for them to update support policies and future directions of the province in the 4.0 Technology Revolution.

Overview of the conference

Speaking at the opening of the conference, Vice Chairman of the PPC Nguyen Van Danh emphasized that enterprise development is the "health" of the economy. Over the past time, Binh Duong province has directed to accelerate the implementation of digital transformation in the government system from the provincial level to the grassroots level. At the same time, it has increased encouragement and support for enterprises, focusing on raising awareness and digital transformation capacity of agencies and enterprises in the province.

In addition, through provincial planning and supporting policies, Binh Duong has advocated and encouraged enterprises located outside industrial parks and clusters in the South to change their functions and relocate to those in the North of the province, with priority given to attracting high-tech industries that are less labor-intensive and possess highly automated and intelligent technologies, etc.

In the next stage, along with the digital transformation trend and Viet Nam's commitment to the sustainable development of the world (Net zero), it is necessary to change the green growth model in enterprises.

Provincial leaders hoped that, through the conference, enterprises in the province, especially those small and medium-sized enterprises, would have multi-dimensional and profound perspectives on the "Dual Transformation" trend. Thereby, enterprises would have useful information to promote the transformation process to improve business efficiency and enhance competitiveness.

Sharing about the "Dual Transformation" trend, Mr. Nguyen Duc Trung - Deputy Director of the Enterprise Development Agency, MPI, said that currently, domestic enterprises, especially small and medium-sized enterprises, are facing many difficulties in implementing the goals of digital transformation, green growth, and sustainable development. Digital transformation, innovation, technology transfer, and application have been identified by the Party and Government as a top priority, an important driving force to promote growth and sustainable development, and improve national competitiveness, strive for the goal of the digital economy accounting for 20% of GDP by 2025 and 30% of GDP by 2030.

Over the past time, global issues such as climate change and environmental resources have also created challenges for enterprises in Viet Nam and around the world. To adapt to these new requirements, enterprises must transition to a more sustainable business model. Combining digital transformation with green transformation, also known as "Dual Transformation", is a solution to that development trend, helping enterprises not only ensure business goals but also contribute to realizing sustainable development goals and using their resources more effectively.

Enhance "Double Transformation" support for enterprises

Viet Nam has recognized that innovation is an objective requirement, strategic choice, and top national priority for rapid and sustainable development. Therefore, many policies and support programs have been issued for enterprises to access and enhance digital transformation.

Sharing about policies and programs to support enterprises in digital transformation, Mr. Le Minh Chien - Enterprise Development Agency, MPI said that the total central budget allocated to support small and medium-sized enterprises in 2024 is 140 billion VND according to the provisions of the Law on Support for Small and Medium-sized enterprises. It is expected to support training for more than 8,000 enterprises, including face-to-face and online training, consulting, and application support for digital transformation solutions for more than 800 enterprises. At the same time, it would support up to 50% of the value of real estate consulting contracts, up to 50 million VND/contract/year for small enterprises; 100 million VND/contract/year for medium enterprises; support 50% of costs for enterprises to rent and buy digital transformation solutions, maximum 20 million VND/year/micro-enterprise, 50 million VND/year/small enterprise and 100 million VND/year/medium enterprise.

Thereby, striving to reach 100% of enterprises accessing information from the Program and improving knowledge about digital transformation; 100 typical successful enterprises in digital transformation from "doing digital" to "being digital"; 100,000 enterprises receiving support from the Program to form a network of experts including organizations and individuals consulting, providing digital transformation solutions, etc.

Revolving around the solution of promoting "Dual Transformation" to promote the digital economy of Binh Duong province, Mr. Nguyen Tuan Huy - Head of the Digital Transformation Department, MobiFone Telecommunications Corporation shared solutions on technical infrastructure with 5G services to develop smart agriculture (5G MobiFone - MobiAgri) and smart factories (5G MobiFone - Smart Factory).

Accordingly, MobiAgri is a platform that provides solutions in the field of agriculture towards digital transformation, high-tech agriculture, application of Big data, AI, Blockchain, AR, VR, etc. The app integrates 400 sensors, basically providing weather and environmental information with highly reliable forecasting ability, and can detect 60 diseases of more than 30 types of crops with an identification and diagnosis rate of more than 90% accuracy.

In addition, 5G MobiFone - Smart Factory is also assessed to provide the optimal solution in digitizing the production process; overall and comprehensive connection in the production process of factories and production units. Machines can continuously retrieve and process status data and help predict maintenance requirements. Raw material usage can be monitored in real-time, allowing the system to prevent shortages and line stops. The data stream also allows manufacturers to make changes quickly, responding to customer needs. The system helps manage the production process from ordering to shipping and can be applied at textile and garment factories, industrial assembly factories, etc. in industrial zones and clusters in Binh Duong province.

At the meeting, Prof. Jiao En expressed his pleasure to visit and work in Binh Duong. At the same time, he was impressed by the outstanding development of Binh Duong province in terms of transport infrastructure and industrial parks. In addition, there would be cooperation activities in science-technology and education development, industrial parks and enterprise development, building the infrastructure, agricultural products and expanding markets trading, investment promotion, renewable energy and green economy, building a cross-border economic cooperation zone, etc.

Working with Prof. Jiao En, the Standing Vice Chairman of the PPC Mai Hung Dung said that in the first 6 months of 2024, the province's GRDP increased by 6.19% compared to the same period in 2023. It has attracted FDI by June 30, 2024, the whole province currently has 4,311 investment projects from 65 countries and territories with a total registered capital of 41,08 billion USD. Binh Duong currently ranks third in Viet Nam in attracting foreign investment capital, after Ho Chi Minh City and Hanoi. China currently ranks first among 65 countries and territories with foreign investment projects in Binh Duong province with 1,724 projects and a total investment capital of about 10,473 billion USD.

Currently, Binh Duong has 08 universities and 108 vocational education establishments, meeting the learning needs of the people and the human resource needs of businesses. At the same time, the province has planned in the Culture - Gymnastics - Sports - Health - Education - Science - Technology Complex in Bau Bang district a suitable land fund to form high-quality universities, serving human resource training for the entire region.

Overview of the conference

In 2023, the Gross Regional Domestic Product (GRDP) was estimated to increase by 5.97%, and GRDP per capita reached 172 million VND. The index of industrial production (IIP) increased by 4.92%, export turnover reached 30,9 billion USD. In the first 6 months of 2024, the province has attracted 824 million USD in foreign investment capital with 96 new projects, 60 projects to adjust capital increase, and 62 projects to contribute capital to buy shares. Accumulated to date, the whole province has 4,322 investment projects from 65 countries and territories with a total registered capital of nearly 41 billion USD.

The province also sets orientations to attract investment in high-tech, environmentally friendly industries and modern services. At the same time, it continues to expand international cooperation and promote smart city development.

Enterprises ask questions at the conference

At the conference, representatives of departments, and branches responded to enterprises' concerns related to issues of amending value-added tax (VAT) refund regulations; regulations on granting work permits to foreigners; construction permit procedures; preferential investment tax policies, incentives when expanding business investment; instructions and requirements for solar power installation to meet green production, etc.

The Standing Vice Chairman of the PPC emphasized that Binh Duong will continue to focus on improving the investment environment, maximally simplifying and making public, fully transparent, and timely administrative procedures and administrative document handling processes. The province will prioritize resources to continue investing in improving infrastructure, first of all in transportation infrastructure, power supply infrastructure, water supply and drainage infrastructure, and environmental treatment; expand and open new industrial zones and clusters, creating a clean land fund to attract investment. Deploying human resource training, building social housing, housing for workers, and providing adequate and timely labor resources for enterprises to invest.

At the same time, the province will focus on developing high-quality services to meet the production and business requirements of enterprises and the industrial and urban development needs of the province.

​​Accordingly, the urban development area along Ring Road 4 - Zone 1 has an area of about 2,702 hectares, including part of An Tay ward, An Dien ward, and Phu An commune. The North borders Thanh Tuyen commune, Dau Tieng district; the South and West border Saigon River, Cu Chi district, Ho Chi Minh City; the East borders DH609 Road, DT744 Road, DT748 Road and Thi Tinh River, Thoi Hoa ward, Ben Cat city.

Main features and functions of the area: Port - Logistics - Service urban area, important traffic hub of the province, gateway connecting to Ho Chi Minh City via Ring Road 4.

Implementation period: expected to 2040.

The preliminary estimate of total investment capital for urban development areas along Ring Road 4 - Zone 1, Ben Cat City, Binh Duong Province of 03 groups of projects, i.e., framework technical infrastructure development projects, framework social infrastructure projects, urban development projects: The framework technical infrastructure development project, a part of the Ring Road 4 project in Zone 1 is determined in the total investment capital of the Ring Road 4 project; the framework technical infrastructure development projects within the urban development project boundary are defined in the total investment capital of the urban development projects; the framework social infrastructure project is expected to be about 3,406,000 million VND; the urban development project is expected to be about 130,327,700 million VND.

Investment resources for urban development are proposed from the State budget, socialized capital, and bonds.

Socio-economy has changed positively but has not met expectations

As reported by the Provincial Party Committee, out of 20 socio-economic and Party development targets in 2024, up to now, 04 targets have met or exceeded the annual plan (Total retail sales and consumer service revenue; total export turnover; the proportion of public schools meeting national standards), 04 targets reached over 50% of the annual plan (Total investment capital for social development; Index of industrial production; revenue; social housing construction; percentage of solid waste collected and treated), 03 targets have not reached 50% of the annual plan (Attracting foreign direct investment; total expenditure to balance the local budget; developing new party members), the remaining 09 targets will be evaluated at the end of the year.

Total retail sales of goods and service revenue are estimated at 166,180 billion VND, up 13% over the same period. Estimated budget revenue is VND 35,165 billion, reaching 49% of the Provincial People's Council's estimate and 54% of the estimate assigned by the Prime Minister, up 11% over the same period.

Industrial production increased 2 times compared to the same period in 2023. Import-export activities continued to maintain a good growth rate, export turnover reached 16.7 billion USD, up 13.1% over the same period.

The province's total social investment capital still maintains a positive growth rate of 6.8% which is one of the main growth drivers of the province over the past many years.

Mr. Nguyen Van Cong - Director of the Provincial Department of Taxation said that to carry out the task of collecting the State budget, the Provincial Tax branch has promptly implemented many measures to manage revenue sources and prevent revenue loss mainly from the first days of the year. In the first 6 months of 2024, domestic tax collection is estimated to reach 26,938 billion VND, reaching 56% of the estimate and for the whole year 2024 will reach 52,468 billion VND, reaching 109% of the estimate.

Although the socio-economic trend tends to change positively, some targets have not met expectations. In the first 6 months of 2024, the province's GRDP growth rate reached 6.19%, ranking 5^th in the Southeast region and 34^th in Viet Nam. Besides, the province's foreign direct investment (FDI) attraction decreased sharply and ranked 9^th in the country.

Mr. Pham Trong Nhan - Director of the Department of Planning and Investment said that the world's investment trends have been refined. In the first quarter of 2024, the three fields attracting the most investment in the world, i.e., renewable energy, industrial real estate, and electricity. Binh Duong does not have any FDI projects on renewable energy, while Viet Nam ranks 2^nd among 10 developing economies with large foreign investment in the field.

Mr. Nhan said that the Department of Planning and Investment would promptly advise and resolve difficulties for the enterprise community, and focus on developing socio-economic and technical infrastructure to create motivation and space for development for the next period. There are marketing solutions, attracting green FDI capital flows, attracting selective investment in industries that meet the goal of developing a green, sustainable economy, service industries, and high-quality services, gradually transforming the province's economic structure towards increasing the proportion of trade and services.

Regarding the disbursement of public investment capital in 2024, to date, the province has disbursed 4,289 billion VND out of the total capital plan of 22,000 billion VND, reaching 19.5% of the plan assigned by the province and 28.1% of the plan assigned by the Prime Minister.

According to the Chairman of the PPC Vo Van Minh, disbursement of public investment capital has been slow in the past 6 months, the objective reasons are that the new Bidding Law has taken effect and guiding Decrees and Circulars have not been issued promptly, affecting the contractor selection process. The subjective reason is that the coordination between investors and departments, branches, and localities in implementing tasks is not yet smooth, sometimes, and in some places, there is still no determination to follow up to resolve difficulties and obstacles, especially regarding compensation and site clearance for each project.

However, the space to accelerate the disbursement of public investment capital in the coming time is still quite large because difficulties and obstacles in the implementation process have been paid attention to and directed by the provincial leaders to be resolved drastically. Most of the undisbursed capital is concentrated in key projects with the "falling" point of capital needs in the last quarters of the year. Furthermore, site clearance costs still account for a large proportion of the investment capital arrangement structure. For this cost, after completing the related procedures, a very large amount of capital will be disbursed in a short time.

With analysis to clarify the causes affecting the targets, Chairman of the PPC Vo Van Minh requested relevant branches to increase the responsibility of their leaders, review and immediately overcome internal shortcomings in investment licensing procedures in industrial zones and clusters, improving the investment environment to create the best conditions for enterprises. At the same time, they must review the land fund, accelerate investment progress, and deploy industrial parks to allocate land for investors; focus on reforming administrative procedures, improving PCI, PAPI, PAR Index, etc. They must also complete the documents to submit to the Prime Minister for approval of the Provincial Planning for the 2021-2030 period, with a vision to 2050; complete the Project on exploiting land funds and generating revenue from land to serve the province's socio-economic development in the 2024 - 2025 period and orientation to 2030; and arrange enough capital for works and projects, especially key projects such as Ring Road 4, Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway, etc.

Strive to achieve and exceed targets

At the conference, Ms. Nguyen Minh Thuy - Head of the Provincial Party Committee's Organization Committee thoroughly grasped Directive 35-CT/TW, dated June 14, 2024, of the Politburo on organizing Party Congresses at all levels towards the 14^th National Congress of the Party.

The Provincial Party Executive Committee also approved the investment policy of the Dong An Tay Urban Area Project, Ben Cat City. The project has a scale of 288.84 hectares in An Tay ward and Phu An commune, Ben Cat City.

Speaking at the conference, Provincial Party Secretary Nguyen Van Loi assessed that, although there are still many difficulties and challenges, thanks to the efforts of the entire political system, the consensus, and the support of the people and enterprise community, Binh Duong achieved positive results.

From now until the end of the year, the Provincial Party Secretary required party committees, branches, and localities to review and focus on implementing solutions to achieve and exceed the targets of 2024 and the entire tenure. In particular, it is necessary to focus on overcoming conservatism and stagnation in organization and operation. Each branch and each level reviews the organizational structure, self-reflects, and self-corrects, the leader must take responsibility and promptly report problems to discuss solutions.

Regarding specific tasks, the Secretary requested to speed up the disbursement of public investment capital, especially key projects, and complete the investment project to upgrade and expand National Highway 13 in 2024.

Implementing trade promotion activities, and international cooperation, remove difficulties and obstacles for enterprises. Promulgating standards on eco-industrial parks and eco-urban areas to attract new generation investment, combined with Civilized Saturday activities, planting trees, greening, etc. Promulgating policies to support and pilot the relocation of enterprises from the South to industrial zones and clusters in the Northern localities of the province. Assigning Becamex IDC Corp to organize seminars and workshops on solutions for developing human resources in the field of semiconductor chips. Continuing strong digital transformation and administrative reform.

In the field of culture and society, focusing on good implementation of social security policies, focusing on poor households, disadvantaged people, and workers. Strengthening socialization of investment in physical facilities for Education and Health.

In the work of building the Party and political system, tightening discipline and administrative discipline; overcoming the situation of being afraid of consulting and avoiding work. Strictly implementing Directive 35-CT/TW dated June 14, 2024, of the Politburo and the Central guiding documents on organizing Party Congresses at all levels towards the 14^th National Congress of the Party. Establishing subcommittees and assisting groups, assigning tasks to prepare for the Congress.

The Fatherland Front and mass organizations continue to implement activities and movements that have been effective in recent times, replicating good and meaningful work, creating a stronger and deeper spread in the social community; apply digital transformation in managing vulnerable people so that social security work can ensure the right people and be effective. Preparing to successfully organize the Viet Nam Fatherland Front Congress and the Youth Union Congress at all levels, 2024 – 2029 tenure.

Assigning the Party Steering Committee to organize the implementation of the Dong An Tay Urban Area Project, Ben Cat City following planning and regulations. Urgently proposing investment in the An Tay port project to meet the requirements of goods circulation and develop the logistics system to serve the socio-economic development of the province.

The Secretary of the Provincial Party Committee believed that with the consensus, synergy, and efforts of the entire political system, people, and enterprises, Binh Duong will complete the targets and tasks set out in 2024.

Overview of the conference

In the first 6 months of 2024, with the spirit of "urgency and proactivity", along with the drastic direction and administration of the PPC, all sectors and levels have determined that the disbursement of public investment capital is a key political task, prioritizing resources to implement, focusing on removing difficulties, and problems, creating the most favorable conditions for investors.

Up to now, the PPC has allocated 100% of the capital plan for works and projects according to regulations, not allowing the situation of "capital waiting for works" to affect the efficiency of capital use.

As of June 27^th, 2024, the disbursement value of the public investment plan of 2024 is 4,191 billion VND, reaching 27.4% of the capital plan assigned by the Prime Minister and 19.1% of the capital plan assigned by the Provincial People's Council. In which, the central budget disbursed 1,524 billion VND, reaching 47.9% of the plan; local budget capital disbursed 2,666 billion VND, reaching 14.2% of the plan.

The disbursement value of key projects is 2,819 billion VND, reaching 16.1% of the plan, lower than the provincial average.

Many investors have a disbursement rate of over 40%. Many investors are assigned large capital plans with disbursement rates to ensure progress.

However, according to the assessment, the province's disbursement rate has not met expectations so far, the amount of capital that has not been disbursed is quite large, concentrated in key works and projects. The causes of difficulties and obstacles are mainly related to the mechanisms and policies of the Law on Bidding, the Law on Public Investment; compensation and site clearance; coordination in solving difficulties and obstacles for investors.

Speaking at the meeting, Vice Chairman of the PPC Nguyen Van Danh said that the plan to put into use the key roads of Ring Road 3 and Ring Road 4 needs to be on schedule, not to affect the overall progress of the country. He suggested that departments, branches, and localities need to focus on removing obstacles in clearing compensation, especially related to the relocation of technical works.

Speaking at the conclusion of the conference, the Chairman of the PPC e Vo Van Minh assessed that up to now, the disbursement rate in 2024 is lower than in 2023. He suggested that departments, branches, and localities need to focus on key projects such as Ring Road 3; National Highway 13; Ho Chi Minh City Expressway; Ho Chi Minh City - Thu Dau Mot - Chon Thanh; Bach Dang 2 bridge; etc. The Chairman of the PPC requested the investor units to regularly inspect, supervise, and take strict measures to handle cases of prolonging the project implementation time due to the weak capacity of contractors or consultants. ​

Discussing the issue of industrial park development, Ms. Nguyen Thi Kim Khanh - Vice Chairwoman of the Viet Nam Real Estate Association said that in Viet Nam, most factories are located in industrial zones. As of 2023, Viet Nam has 418 operating industrial zones with a total area of 129,900 hectares, distributed across the country, of which, Binh Duong currently has 29 industrial zones. Industrial zones are aiming for sustainable development, so they have smart overall designs; converting traditional energy to solar energy, green energy, clean energy; building technology systems and solutions to reduce emissions in industrial zones. Businesses also build intelligent management and operation systems by machines; training high-quality human resources to meet the trend of industrialization and modernization.
