Chairman of the PPC Vo Van Minh said that as of July 19, 2024, the province's disbursement value reached 4,547 billion VND, equal to 20.7% of the proposed plan (30% of the plan assigned by the Prime Minister, equal to the national average). Calculating key projects alone, the disbursement value reached 3,001 billion VND, equal to 16.7% of the assigned capital plan. The main reasons leading to the low disbursement rate are that at the beginning of the year, the Bidding Law 2023 took effect but guiding documents were issued slowly, affecting contractor selection; key projects are allocated large capital but progress is not guaranteed. Many projects still have land problems, affecting construction progress. To promote the disbursement of public investment capital in the remaining months, striving to reach about 95% of the assigned capital plan, the PPC has directed agencies and localities to focus maximum resources on public investment and implementation, strictly implementing the Central and provincial directions on capital disbursement. Chairman of the PPC Vo Van Minh explains some issues of interest to voters and delegates Regarding the National Highway 13 upgrading and expansion project, currently, Thuan An City People's Committee is urgently relocating the power grid and carrying out site clearance in some final cases, striving to complete these two contents in September 2024. The province has directed the Department of Planning and Investment and branches to review and advise on adjusting project policies (additional state capital) as a basis for project appraisal and approval in July 2024. As for the 1,500-bed Hospital Project, the PPC is finalizing the policy to adjust the hospital equipment project (expected to be approved by the Provincial People's Council at the upcoming thematic meeting). The province has also directed the Provincial Transportation Works Construction Investment Project Management Authority to urgently handle the termination of contracts with the construction unit of the Central Technical Block and Funeral House project, and organize the selection of new construction contractors with enough capacity and experience to continue implementation. At the same time, urgently deploying the parking lot project, establishing investment preparation procedures for the dormitory block, as well as the remaining component projects, striving to complete the project in the third quarter of 2025. Regarding outstanding issues in real estate projects leading to complaints and large gatherings of people causing insecurity and disorder, Chairman of the PPC Vo Van Minh said that over the past time, some housing developers have implemented projects behind schedule, real estate transactions without qualified conditions, causing risks for buyers, leading to complaints and large gatherings of people resulting insecurity and order. To control and stabilize the real estate market and ensure security and order, the province has established a Steering Committee to resolve difficulties and problems for enterprises and real estate projects. Through the review, there are currently 28 housing development projects (mainly concentrated in Thu Dau Mot city, Thuan An city, and Di An city) that are facing difficulties and obstacles during project implementation, leading to delays and lasting many years. The Steering Committee held 18 meetings, thereby agreeing on solutions for each specific project. At the same time, orienting support and handling of projects that are slow to be implemented in the coming time. For projects that have not been allocated land and have lasted for many years, the PPC will continue to review and consider revoking the project investment policy; and organize project bidding to select capable investors to continue implementation if still consistent with local socio-economic development orientation. Resolving problems in health and education Overcrowding in admission to all levels of public schools is also a matter of concern and requires specific solutions to be resolved in the near future. Accordingly, in Thuan An City, with a rapidly increasing mechanical population, the current population of school age is 107,768, accounting for 20.82% of the entire province. The number of new students enrolled each year is about 30,600. Currently, the city has 60 public schools and centers and 99 private educational establishments. To meet the needs of day-boarding and two-session learning at all levels, the city needs to invest in 823 additional classrooms. According to the Chairman of the PPC Vo Van Minh, currently, the province has 03 school projects under construction, with an increased scale of 72 classrooms, expected to be completed in 2024. Although the province has paid attention to building schools and classes and investing in facilities, it still cannot meet the learning needs of students, especially in localities with many industrial parks such as Thuan An, Di An, Ben Cat, etc. In the immediate future, to solve this problem, the province has directed the Education and Training branch to implement many solutions such as: Increasing the number of students/classes at the primary and secondary school levels to ensure students go to school; carrying out well the work of streamlining and routing at the beginning of the school level, ensuring not to occur that students without conditions have to study in the private system; allocating budget to invest in school projects according to the priority list and roadmap for the 2021-2025 period and the following years; planning and reserving land funds for education and training to meet the realities of each locality; socializing and encouraging investors to pay attention and invest in the field of education and training. In addition, the province is completing the Project on "Consolidating, strengthening and developing human resources and facilities of Binh Duong province's Education and Training branch in the 2024-2025 period, with an orientation to 2030" to serve as a basis for planning, investment, and State management of the field of education and training in the coming time. At the same time, urgently removing difficulties and obstacles in procuring tables, chairs and teaching and learning equipment. To overcome the shortage of drugs and medical supplies for medical examination and treatment, the province's centralized drug procurement unit has purchased most of the drugs for medical facilities. Ensuring enough medicine demand for public health units. Western medicine (Generic) has been supplied according to the bidding results. In the second quarter of 2024, the shortage of medical supplies has basically been overcome. Currently, most provincial and district hospitals no longer lack medical supplies. Regarding food safety, the PPC has issued many documents directing, urging and reminding the Health branch and localities to strengthen food safety, prevent and control poisoning, promptly rectify and handle violations to ensure people's health, especially in areas with dense population and workers and at times of festivals and important events. In the coming time, the province will continue to direct the Health branch and localities to seriously, responsibly and effectively implement tasks and solutions to implement Directive No. 17-CT/TW dated October 21, 2022 of the Secretariat on enhancing security and food safety in the new situation; coordinate with organizations, enterprises, households, and people to raise awareness of responsibility for the community in ensuring food safety, especially in production and business. | 7/24/2024 3:00 PM | Đã ban hành | Provincial Leaders' Activities; Special News | | /PublishingImages/2024-07/ctgiaitrinh2024_Key_29072024141139.jpg | Xem chi tiết | | 0.000 | 121,000 | 0.000 | 121000 | | 5762 | True | | | Binh Duong: Synchronously deploying solutions to successfully implement tasks in 2024 | Binh Duong: Synchronously deploying solutions to successfully implement tasks in 2024 | PORTAL - On the morning of July 23, at the 16th Provincial People's Council meeting, Mr. Vo Van Minh - Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People's Committee (PPC) explained the socio-economic tasks in the last 6 months of 2024. | Prioritizing promoting economic growth

Specifically, many social projects of different scales have received investment attention from enterprises, and the network of providing public services and promoting socio-economic development to meet the needs of people in the province has been increasingly expanded. By 2023, the province had 336 non-public education and training institutions, accounting for over 50% of educational and training institutions in the province; 86 non-public vocational education and training (VET) institutions, accounting for over 77% of VET institutions in the province. Currently, the number of hospital beds and the number of medical examinations and treatments at non-public medical facilities account for 40% of the total numbers of the province; 01 medical examination and inpatient treatment area on demand in the form of socialization with a total investment of 72 billion VND; 04 joint venture and association projects. These facilities have served more than 12,000 patients using medical services, with a total annual revenue of over 4 billion VND.
Ms. Nguyen Truong Nhat Phuong - Vice Chairwoman of the Provincial People's Council, reports on the situation and results of implementing policies to encourage socialization in the province.
Cultural, physical education and sports activities are diverse, attracting a large number of people to participate. Performing arts projects, types of cultural service businesses, sports projects, and large-scale historical and cultural projects are invested in by enterprises to meet social needs. The province has 21 facilities operating in the environmental sector that are eligible for socialization policies: 07 facilities for waste and hazardous waste treatment; 04 facilities for centralized urban wastewater treatment; 02 cremation/electro-cremation facilities; and 08 facilities for clean water supply. Besides, there are 02 forensic examination organizations, i.e., the Forensic Examination Center under the Department of Health and the Criminal Techniques Department under the Provincial Public Security, with 122 people performing forensic examination tasks. In addition to the achievements, the implementation of policies to encourage socialization still has many limitations. For example, investment and cooperation activities of the private sector in socialization fields in the forms of joint ventures, associations, business cooperation, and public-private partnerships are still isolated and have not created any breakthrough in the whole system. The results of mobilizing resources from economic sectors are not high due to the current situation of the province's infrastructure being lacking and not synchronous, not creating connections with neighboring areas. The quality of preschool education and non-public general education is still limited, and the rate of facilities meeting educational quality accreditation standards and national standards is still low. Foreign investors and foreign-invested economic organizations have not been attracted to invest in the health sector due to complicated land procedures, time-consuming and not economically effective, etc. According to the Supervisory Delegation, in addition to objective causes related to laws and legal regulations, there are also objective causes: Propaganda work on socialization is not rich in content and form, not widely deployed to organizations and individuals doing business in the area; awareness of the policy of implementing socialization is still inadequate, application is not flexible; investors rarely participate in investing in areas with large investment capital, high operating costs, slow capital recovery and those that take too much time for investment procedures, land, planning, construction, etc. | 7/23/2024 10:00 AM | Đã ban hành | General News; Investment - Development | | /PublishingImages/2024-07/KhuykhichXHH-ChiPhuong_Key_22072024160132_Key_25072024104421.jpg | Xem chi tiết | | 0.000 | 121,000 | 0.000 | 121000 | | 5754 | True | | | Removing obstacles for people and businesses in carrying out administrative procedures | Removing obstacles for people and businesses in carrying out administrative procedures | PORTAL - Continuing the program of the 16th Session - Provincial People's Council, term X, on the afternoon of July 22, members of the Provincial People's Committee (PPC) including Mr. Pham Trong Nhan - Director of the Department of Planning and Investment (DPI); Trinh Duc Tai - Director of the Department of Labor, Invalids and Social Affairs (DOLISA) and Vo Anh Tuan - Chief of Office of the PPC answered questions from delegates of the Provincial People's Council revolving around difficulties and obstacles in implementing administrative procedures related to citizen and businesses. | Speeding up the appraisal of investment projects Mr. Huynh Tran Phi Long - Delegation of Di An City asked: "Recently, some enterprises have reported that it takes a long time for the PPC to consider and approve the project investment policies. The sectors also take a long time to give opinions, and some investment policies require many meetings. I would like to request the Director of DPI to inform us of the cause and solutions for this in the coming time."
Mr. Huynh Tran Phi Long - Delegation of Di An City asks.
Responding to the questions of the delegate, Mr. Pham Trong Nhan - Director of DPI said that the Department has presided over and coordinated with agencies and units to receive, organize appraisals, and advise the PPC to approve investment policies for projects that have fully met the conditions according to current legal regulations. In general, the coordination and consultation work of the PPC ensures the required time and quality. However, investment projects using land, especially projects in the fields of real estate business, commercial housing, and social housing, are affected and regulated by many legal documents in many different fields (more than 10 Codes, more than 30 Decrees and Circulars guiding implementation), with many overlapping regulations. Therefore, some project dossiers take longer than prescribed, and many processes and procedures must be carried out before the PPC considers and approves the investment policy.
Mr. Pham Trong Nhan - Director of DPI answers questions.
To improve the quality of project approval, the Department has developed and issued an Investment Handbook to support investors when preparing project proposal documents; increased the application of information technology in document processing; coordinated with the Department of Information and Communications to develop and implement the reception and processing of documents on the Provincial Administrative Procedure Information System for 04 procedures in the investment sector, contributing to overcoming difficulties in coordination and communication between State agencies; advised the PPC to issue documents with many solutions and directives to continue improving the quality of project approval. At the same time, the Department has advised the PPC to establish a Steering Committee to resolve difficulties and obstacles for enterprises and in implementing real estate projects with the spirit of accompanying enterprises, considering the difficulties of enterprises as the difficulties of the provincial government. Up to now, the Steering Committee has been very active, organizing more than 18 meetings and resolving more than 129 difficulties and obstacles. Removing difficulties in work permits for foreigners Responding to the question of Ms. Nguyen Thi Thanh Mai - Delegation of Tan Uyen City, about the extension of work permits for foreigners still facing many difficulties and delays, affecting the production and business activities of enterprises, Mr. Trinh Duc Tai - Director of DOLISA said that in the first 6 months of 2024, the Department has issued 3,698 new work permits, reissued 997 work permits and extended 553 work permits for foreigners; received reports and confirmed 157 cases of foreign workers not subject to work permits. Compared to the same period in 2023, the processing of work permit applications increased by 163%.
Ms. Nguyen Thi Thanh Mai - Delegation of Tan Uyen City asks.
However, many businesses still face difficulties in extending work permits for foreigners, mainly related to the announcement of recruitment of Vietnamese workers, documents proving the position of manager, job titles of foreigners as legal representatives, investor representatives, and procedures for extending work permits. To overcome these difficulties, the DOLISA has implemented many solutions: Regularly receiving citizens, arranging meetings with businesses to answer questions and provide guidance on procedures; establishing a Support Team for businesses facing difficulties related to the field of foreign labor; issuing documents guiding the implementation of Decree No. 70/2023/ND-CP, providing specific guidance forms for businesses; organizing conferences, exchanging and providing guidance on the implementation of legal regulations on foreign labor; directly handling documents for businesses, propagating and disseminating the law.
Mr. Trinh Duc Tai – Director of DOLISA answers questions.
In addition, DOLISA has also implemented online fee collection through the Public Service Portal, digitized 100% of administrative procedure settlement results on foreign workers, issued regulations on coordination in granting licenses to foreign workers in the province, and enhanced the sense of responsibility of officials and civil servants, and increased the application of information technology in foreign worker management. Creating favorable conditions for people to apply online Questioning online public services, Ms. Nguyen Thi Thao Nguyen - Delegation of Tan Uyen City raised an issue: "I strongly agree with the province in drastically implementing online administrative procedures. However, in reality, many people are living far away, some are elderly people. When submitting their documents, the officers and civil servants of the One-Stop Department refuse to accept paper documents and force people to register digital signatures to submit documents online. I would like to ask the Chief Office of the PPC, whether submitting documents online is mandatory and in such cases, how should we resolve the issue to facilitate the people?" Responding to this issue, Mr. Vo Anh Tuan - Chief Office of the PPC said that it is not mandatory. According to regulations, people can choose to submit their application online or submit paper documents. However, Binh Duong province is encouraging people to submit applications online because of many benefits: reducing travel time; submitting applications anytime, anywhere; results are digitized and can be reused. Currently, all One-Stop Departments have teams to support people in submitting online applications, providing instructions on how to use the Public Service Portal; creating accounts and signing digital signatures for free; and supporting the conversion to logging in with a VNeID account. Therefore, people should consider submitting applications online to save time and be more convenient. Ms. Tran Thi Hong Hanh - Delegation of Ben Cat City said: "Some agencies, units, and enterprises require people and employees to provide notarized contracts and certified documents that are not in accordance with regulations when performing administrative procedures or when applying for jobs. Electronic copies are not yet accepted by many places (enterprises, banks, insurance, etc). Please give solutions to propagate, inspect, and monitor this issue."
Mr. Vo Anh Tuan - Chief Office of the PPC answers questions.
Mr. Vo Anh Tuan - Chief Office of the PPC said that through the implementation process, the certification of electronic copies from the original has had many positive changes and results, the awareness of cadres, civil servants, businesses, and people in the province about electronic certification has been increasingly raised (in 2022, the People's Committees at district and commune levels electronically certified 27,328 records; in 2023, 167,380 records were electronically certified, an increase of 612.4% compared to 2022. In the first 6 months of 2024, 161,039 records were electronically certified, double that of the same period in 2023). However, in the implementation process, the work of certifying electronic copies still faces many difficulties and limitations: This is quite new content, so some people do not trust enough to use it; many agencies, organizations, and businesses have not used certified electronic copies to resolve administrative procedures. Some people have not yet accessed and used information technology applications. Technical inadequacies. Institutions are not consistent, some fields and current legal documents still stipulate the reception and storage of paper documents and records when handling work, administrative procedures, etc. In the coming time, the PPC will continue to direct departments, branches, and localities to strengthen the handling of administrative procedures in the electronic environment - Binh Duong Provincial Public Service Portal, National Public Service Portal, using electronically certified copies from the original according to Article 11 of Decree No. 45/2020/ND-CP on the process of receiving and handling administrative procedures in the electronic environment. It will continue to promote propaganda and widely disseminate in many forms about the electronic certification process to resolve administrative procedures in the electronic environment, the utility of this service, and the use of electronic certification results. It will also recommend competent authorities to amend and supplement institutional regulations to ensure legal consistency. The province will apply information technology to resolve administrative procedures, which are being implemented by the entire political system in the province in all areas. Therefore, it is necessary to have the consensus and cooperation of businesses, people, and the government so that Binh Duong province can soon achieve a digital government, serving the people as expected. | 7/23/2024 10:00 AM | Đã ban hành | General News | | /PublishingImages/2024-07/IMG_ongPTN1458_Key_23072024083039_Key_29072024090901.jpg | Xem chi tiết | | 0.000 | 121,000 | 0.000 | 121000 | | 5760 | True | | | Binh Duong: Exploiting resources from land to serve socio-economic development | Binh Duong: Exploiting resources from land to serve socio-economic development | PORTAL - On the afternoon of July 22, at the 16th Session - Provincial People's Council term X, delegates questioned the Members of the Provincial People's Committee (PPC), Director of the Department of Natural Resources and Environment (DONRE) about solutions to more effectively exploit land revenue serving socio-economic development. | Accelerating steps to organize auctions of land use rights Responding to questions from Mr. Quach Trung Nguyen – Delegation of Thuan An City about implementing solutions to exploit resources from land to create revenue for the province's development, Mr. Ngo Quang Su - Director of DONRE said that under the direction of the Provincial Party Committee and PPC, DONRE has developed a Project on exploiting land fund and generating revenue from land to serve the province's socio-economic development for the 2024 - 2025 period and orientation to 2030. Accordingly, the project includes a total of 117 land plots, with an area of about 22,202 hectares in 9/9 districts and cities; Investor selection is carried out according to 02 mechanisms: Auction of land use rights and bidding for investment projects using land.
Mr. Quach Trung Nguyen - Delegation of Thuan An City questions the Director of DONRE
In order for the Project implementation process to bring high efficiency and ensure progress, DONRE has clearly defined each specific task and job and proposed to the PPC to direct departments, branches, and the People's Committee of districts to urgently implement. In addition, DONRE has directed the Provincial Land Fund Development Center to proactively draft a plan for auctioning land use rights for land plots according to the land use rights auction plan in 2024. After the People's Committee of Districts approves the Detailed planning project scale 1/500 of land plots and the PPC approves the investment policy for project implementation for each land plot, DONRE will submit the auction plan to the PPC for approval immediately and direct the Provincial Land Fund Development Center to carry out procedures to organize an auction of land use rights in accordance with regulations. Removing obstacles in the auction of land use rights Mr. Nguyen Thai Minh Quang - Delegation of Thuan An City asked: "During the past time, the auction of land use rights has encountered many difficulties and slow progress. With its management role, what solutions does DONRE have to speed up the process of auctioning land use rights to generate revenue for socio-economic development? What solutions will the Department continue to have to advise the PPC to continue effectively implementing this work in the coming time?".
Mr. Nguyen Thai Minh Quang - Delegation of Thuan An City questions about the auction of land use rights
Mr. Ngo Quang Su said that in order to accelerate the auction of land use rights to generate revenue to serve the province's socio-economic development, the PPC has issued many guiding documents and assigned DONRE preside and coordinate with departments, branches and district-level People's Committees to carry out assigned tasks to implement the auction of land use rights and develop a Project on exploiting land fund and generating revenue from land to serve Binh Duong province's socio-economic development in the 2024-2025 period and orientation to 2030. Although the auction of land use rights is directed by the Provincial Party Committee and PPC and assigned specific tasks to each department, branch, and district-level People's Committee. However, during the implementation process, besides the advantages, there are also certain difficulties: The synchronization and consistency between planning (land use planning, urban planning, regional planning), and the progress of detailed planning scale 1/500 of land plots is still slow. As a result, at present, no auction of land use rights has been organized for any land plot, so it may affect the progress and revenue plan to be paid into the provincial budget in 2024. After the PPC approves the Project on exploiting land fund and generating revenue from land to serve the province's socio-economic development in the 2024 - 2025 period and orientation to 2030, DONRE will advise the PPC to implement key solutions to more effectively direct and implement this work. Specifically, establishing a Provincial Steering Committee to direct the implementation of the Project on exploiting land funds and generating revenue from land to serve the province's socio-economic development in the 2024 - 2025 period and orientation to 2030. Directing and urging relevant units to implement in accordance with established regulations and plans. Assigning DONRE to be the focal agency to grasp difficulties and obstacles during the implementation process, promptly report, and seek guidance from the PPC.
Mr. Ngo Quang Su – PPC Member, Director of DONRE answers questions from delegates
To accelerate preparation steps and ensure progress in implementing land use rights auctions in 2024 to create revenue for the province's socio-economic development, DONRE recommended that the PPC direct the People's Committees of districts and cities to soon complete the preparation (adjustment), appraisal, and approval of detailed planning scale 1/500 for assigned land plots. The Department of Construction and the People's Committee of districts prepare documents to propose an Investment Policy for the assigned land plots, submit it to the Department of Planning and Investment for appraisal, and submit it to the PPC for approval of the Investment Policy to implement the project. Department of Finance, Department of Natural Resources and Environment, Provincial Land Fund Development Center, People's Committees of districts and cities develop plans to auction land use rights, bid for projects with land use plans, and submit to the PPC to approve the plan; carry out prescribed procedures and organize the auction. According to Mr. Ngo Quang Su, each step and each task in the auction work requires close coordination between departments, branches, and People's Committees of districts and cities where the land is located, therefore requiring all units to uphold a sense of responsibility and focus on performing assigned tasks on time. | 7/23/2024 10:00 AM | Đã ban hành | General News; Socio - Economic News | | /PublishingImages/2024-07/chatvansotn1_Key_22072024200550_Key_29072024092522.jpg | Xem chi tiết | | 0.000 | 121,000 | 0.000 | 121000 | | 5761 | True | | | Binh Duong: The socio-economic situation in the first 6 months of 2024 continues to prosper | Binh Duong: The socio-economic situation in the first 6 months of 2024 continues to prosper | PORTAL - On the morning of July 22, at the 16th Session of the Binh Duong Provincial People's Council, term X, Mr. Nguyen Loc Ha – Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee presented a report on the socio-economic, defense and security situation in the first 6 months of the year and key tasks in the last 6 months of 2024. | GRDP increased by 6.19% In the first 6 months of 2024, the Provincial People's Committee has focused on directing the implementation of socio-economic development plans across sectors and fields; strengthen the activities of the Steering Committee to solve difficulties and obstacles for businesses and real estate projects, contributing to the recovery of production and business. Reporter analyzes opportunities and challenges from the PII results
The Provincial Innovation Index (PII), developed by the Ministry of Science and Technology (MOST), is a useful tool to comprehensively, objectively, and systematically evaluate the current state of science-technology and innovation activities in each locality. According to the PII 2023 Report published by the MOST, Binh Duong province reached 48.64 points, ranking 8th in the country, and 3rd in the number of leading indexes, with 7 indexes out of 52 component indexes. Overview of the conference Socio-economy has changed positively but has not met expectations As reported by the Provincial Party Committee, out of 20 socio-economic and Party development targets in 2024, up to now, 04 targets have met or exceeded the annual plan (Total retail sales and consumer service revenue; total export turnover; the proportion of public schools meeting national standards), 04 targets reached over 50% of the annual plan (Total investment capital for social development; Index of industrial production; revenue; social housing construction; percentage of solid waste collected and treated), 03 targets have not reached 50% of the annual plan (Attracting foreign direct investment; total expenditure to balance the local budget; developing new party members), the remaining 09 targets will be evaluated at the end of the year. Total retail sales of goods and service revenue are estimated at 166,180 billion VND, up 13% over the same period. Estimated budget revenue is VND 35,165 billion, reaching 49% of the Provincial People's Council's estimate and 54% of the estimate assigned by the Prime Minister, up 11% over the same period. Industrial production increased 2 times compared to the same period in 2023. Import-export activities continued to maintain a good growth rate, export turnover reached 16.7 billion USD, up 13.1% over the same period. The province's total social investment capital still maintains a positive growth rate of 6.8% which is one of the main growth drivers of the province over the past many years.
Delegates study documents at the conference Mr. Nguyen Van Cong - Director of the Provincial Department of Taxation said that to carry out the task of collecting the State budget, the Provincial Tax branch has promptly implemented many measures to manage revenue sources and prevent revenue loss mainly from the first days of the year. In the first 6 months of 2024, domestic tax collection is estimated to reach 26,938 billion VND, reaching 56% of the estimate and for the whole year 2024 will reach 52,468 billion VND, reaching 109% of the estimate. Although the socio-economic trend tends to change positively, some targets have not met expectations. In the first 6 months of 2024, the province's GRDP growth rate reached 6.19%, ranking 5th in the Southeast region and 34th in Viet Nam. Besides, the province's foreign direct investment (FDI) attraction decreased sharply and ranked 9th in the country. Mr. Pham Trong Nhan - Director of the Department of Planning and Investment said that the world's investment trends have been refined. In the first quarter of 2024, the three fields attracting the most investment in the world, i.e., renewable energy, industrial real estate, and electricity. Binh Duong does not have any FDI projects on renewable energy, while Viet Nam ranks 2nd among 10 developing economies with large foreign investment in the field. Director of the Department of Planning and Investment Pham Trong Nhan speaks at the conference Mr. Nhan said that the Department of Planning and Investment would promptly advise and resolve difficulties for the enterprise community, and focus on developing socio-economic and technical infrastructure to create motivation and space for development for the next period. There are marketing solutions, attracting green FDI capital flows, attracting selective investment in industries that meet the goal of developing a green, sustainable economy, service industries, and high-quality services, gradually transforming the province's economic structure towards increasing the proportion of trade and services. Regarding the disbursement of public investment capital in 2024, to date, the province has disbursed 4,289 billion VND out of the total capital plan of 22,000 billion VND, reaching 19.5% of the plan assigned by the province and 28.1% of the plan assigned by the Prime Minister. According to the Chairman of the PPC Vo Van Minh, disbursement of public investment capital has been slow in the past 6 months, the objective reasons are that the new Bidding Law has taken effect and guiding Decrees and Circulars have not been issued promptly, affecting the contractor selection process. The subjective reason is that the coordination between investors and departments, branches, and localities in implementing tasks is not yet smooth, sometimes, and in some places, there is still no determination to follow up to resolve difficulties and obstacles, especially regarding compensation and site clearance for each project. However, the space to accelerate the disbursement of public investment capital in the coming time is still quite large because difficulties and obstacles in the implementation process have been paid attention to and directed by the provincial leaders to be resolved drastically. Most of the undisbursed capital is concentrated in key projects with the "falling" point of capital needs in the last quarters of the year. Furthermore, site clearance costs still account for a large proportion of the investment capital arrangement structure. Mr. Vo Van Minh – Deputy Secretary of the Provincial Party Committee, Chairman of the PPC chaired the conference. | Attending were Mr. Nguyen Van Danh – Vice Chairman of the PPC; Ms. Nguyen Truong Nhat Phuong – Vice Chairwoman of the Provincial People's Council; and representatives of departments, branches, and localities in the province.
Overview of the conference In the first 6 months of 2024, with the spirit of "urgency and proactivity", along with the drastic direction and administration of the PPC, all sectors and levels have determined that the disbursement of public investment capital is a key political task, prioritizing resources to implement, focusing on removing difficulties, and problems, creating the most favorable conditions for investors. Up to now, the PPC has allocated 100% of the capital plan for works and projects according to regulations, not allowing the situation of "capital waiting for works" to affect the efficiency of capital use. As of June 27th, 2024, the disbursement value of the public investment plan of 2024 is 4,191 billion VND, reaching 27.4% of the capital plan assigned by the Prime Minister and 19.1% of the capital plan assigned by the Provincial People's Council. In which, the central budget disbursed 1,524 billion VND, reaching 47.9% of the plan; local budget capital disbursed 2,666 billion VND, reaching 14.2% of the plan. The disbursement value of key projects is 2,819 billion VND, reaching 16.1% of the plan, lower than the provincial average. Many investors have a disbursement rate of over 40%. Many investors are assigned large capital plans with disbursement rates to ensure progress.
Representatives of departments, branches, and localities presented the results of the unit's public investment, as well as stated difficulties and obstacles that need to be solved However, according to the assessment, the province's disbursement rate has not met expectations so far, the amount of capital that has not been disbursed is quite large, concentrated in key works and projects. The causes of difficulties and obstacles are mainly related to the mechanisms and policies of the Law on Bidding, the Law on Public Investment; compensation and site clearance; coordination in solving difficulties and obstacles for investors.
Vice Chairman of the PPC Nguyen Van Danh spoke at the conference Speaking at the meeting, Vice Chairman of the PPC Nguyen Van Danh said that the plan to put into use the key roads of Ring Road 3 and Ring Road 4 needs to be on schedule, not to affect the overall progress of the country. He suggested that departments, branches, and localities need to focus on removing obstacles in clearing compensation, especially related to the relocation of technical works.
Chairman of the PPC Vo Van Minh delivered a speech at the conclusion of the conference Speaking at the conclusion of the conference, the Chairman of the PPC e Vo Van Minh assessed that up to now, the disbursement rate in 2024 is lower than in 2023. He suggested that departments, branches, and localities need to focus on key projects such as Ring Road 3; National Highway 13; Ho Chi Minh City Expressway; Ho Chi Minh City - Thu Dau Mot - Chon Thanh; Bach Dang 2 bridge; etc. The Chairman of the PPC requested the investor units to regularly inspect, supervise, and take strict measures to handle cases of prolonging the project implementation time due to the weak capacity of contractors or consultants. | 7/1/2024 4:00 PM | Đã ban hành | Socio - Economic News; Investment - Development | | /PublishingImages/2024-07/DAutucong-Toancanh_Key_02072024135900_Key_05072024213404.jpg | Xem chi tiết | | 0.000 | 121,000 | 0.000 | 121000 | | 5740 | True | |
