Speaking at the meeting, Provincial Party Secretary Nguyen Van Loi acknowledged and commended the contributions of retired comrades to the province's development. Regarding the comrades who have been reassigned and appointed to new positions, the Secretary of the Provincial Party Committee expressed his hope that they will have a clear understanding of their new roles, responsibilities, and positions, quickly adapt to the work, and effectively organize and direct the leadership of their superiors and coordinate the activities of subordinates. The Ho Chi Minh - Thu Dau Mot - Chon Thanh expressway project has a total length of about 52,159km. In particular, the section from Ring Road 3 to Khanh Van Bridge along DT.747B road for about 6.5km remains in its current state. The section from Khanh Van Bridge to the end of the route is about 45,659km long and has 4 complete lanes. The road surface width is about 25.5m, and the designed speed is 100km/h. The route includes 4 intersections, 21 highway bridges, 5 direct overpasses, and 14 underground tunnels.

Reporting to the Secretary of the Provincial Party Committee at the survey, leaders of localities: Tan Uyen, Bac Tan Uyen, Phu Giao, and Bau Bang said that localities have organized public meetings to implement land recovery, compensation work, and site clearance. Conducting measures to determine the area of land recovered and selecting a land valuation unit. Currently, localities are continuing to implement land recovery, compensation, site clearance, and arranging resettlement for people.

Provincial leaders also surveyed the progress of the project of dredging and reinforcing Suoi Cai, section from Tho Ut bridge to Dong Nai River; Urban development area No. 5 in Tan Uyen City.

The project has a total route length of about 18,950km, including the main Suoi Cai route to Tong Bang Bridge and the secondary Suoi Cai route to Ba Kien Bridge. The project aims to drain rainwater and treated wastewater for a 22,503-hectare basin including industrial zones, clusters, urban land, agricultural land, and other land in 10 wards of Tan Uyen City, contributing to improving the environment, and urban embellishment, as a premise for building 37.4km of regional roads.

Ho Chi Minh - Thu Dau Mot - Chon Thanh Expressway will run parallel to the Suoi Cai project for about 6.8km, then intersect with the Suoi Cai project with a bridge across the Suoi Cai about 318.2m long.

According to the Project Management Board of the Provincial Agriculture and Rural Development, by the end of 2024, site clearance compensation will reach 95%, and the remaining will be completed in the first quarter of 2025. The construction volume of the package from Tho Ut Bridge to Ben San Bridge reaches about 40%, and it is continuing to implement the remaining construction packages.

Regarding the Urban Area No. 5 project in Tan Uyen City, this is the area where two large industrial park projects are being implemented: Nam Tan Uyen Industrial Park and Viet Nam - Singapore Industrial Park III. Agricultural land fund (rubber land) accounts for about 50% of the entire project planning area.​

The Secretary of the Provincial Party Committee requests research to connect transport infrastructure with planning for urban, commercial, and service areas along the expressway axis.

Through surveys and listening to reports from departments and branches, Mr. Nguyen Van Loi – Secretary of the Provincial Party Committee emphasized that the Ho Chi Minh - Thu Dau Mot - Chon Thanh expressway project is a key project cared for by the Government and the Prime Minister. The project will connect with Gia Nghia - Chon Thanh expressway, connecting the Southeast area of Viet Nam with Tay Nguyen. Therefore, the Secretary of the Provincial Party Committee requested the Secretaries and Chairmen of localities to pay special attention, closely, and focus on compensation and site clearance, ensuring resettlement for people, and choosing the resettlement that is most beneficial to the people.

At the same time, research is to connect transport infrastructure with the planning of urban, commercial, and service areas along the highway axis to open new development spaces to attract high-quality labor sources to Binh Duong.

The Secretary of the Provincial Party Committee requested sectors and localities to focus on speeding up progress, striving to start construction of the Ho Chi Minh - Thu Dau Mot - Chon Thanh expressway right after the Lunar New Year of At Ty to create a new atmosphere and motivation in the new year.

Regarding the project of dredging and reinforcing Suoi Cai, the Secretary of the Provincial Party Committee requested to focus capital on the project, research connecting canals on both sides of the stream to retain water, ensure ecology, and strive to complete the project in 2025.

At the meeting, Mr. Jung Wonju, Chairman of Daewoo E&C Corporation, informed that Daewoo E&C Company Limited was officially established in 2017 with a total investment of 1.3 billion US dollars. The company operates in the fields of investment, construction, and urban development in Hanoi, Dong Nai, Thai Binh, and other provinces.

Mr. Vo Van Minh – Chairman of the PPC welcomed Daewoo E&C Group for choosing Binh Duong as their investment and cooperation destination. In response to the proposals of Daewoo E&C Group, Chairman Vo Van Minh stated that the province is continuously improving the investment environment, enhancing competitiveness, and strengthening support for businesses investing in the province. The provincial government has always focused on perfecting the system of economic and social infrastructure such as transportation, water supply, electricity, environmental treatment, administrative procedure simplification; implementing human resource training, constructing social housing and workers' housing, and ensuring a sufficient and timely supply of labor for businesses investing in the province.

The People's Committee of Binh Duong Province will support Daewoo E&C Company Limited. in exploring investment opportunities by providing necessary information on the investment environment, investment promotion orientation, and planning including land use plans, and related aspects. Achieved and exceeded 13 out of 14 targets

Reporting on the 2024 grassroots trade union activities, Ms. Nguyen Hoang Bao Tran - Vice Chairwoman of the Provincial Confederation of Labor, stated that all levels of Trade Union in the province have achieved and exceeded 13 out of 14 targets set by the Viet Nam General Confederation of Labor. Specifically, the establishment of Grassroots Trade Union units reached 125%; the introduction of outstanding Trade Union members to the Party for consideration and training reached 156%; the dissemination of law reached 112%; the participation of workers in learning to improve their qualifications reached 105%; the upper-level Trade Union's financial inspection reached 262%; the issuance and implementation of democratic regulations decisions reached 100.8%; and support for participation in litigation to protect workers when requested reached 133%.

On the occasion of the 2024 Lunar New Year, grassroots trade unions at all levels have organized many welfare activities to take care of nearly 800,000 workers in difficult circumstances.

In addition, the Trade Union at all levels in the province has coordinated with relevant agencies to support enterprises and workers in negotiating and satisfactorily resolving the legitimate and reasonable proposals of workers. During Workers' Month, the Provincial Federation of Labor organized care activities, advised the provincial leadership to visit and give gifts to disadvantaged workers in the locality, and organized welfare programs for union members and workers... The fund to support workers in difficult circumstances has continued, and so far, 1,286 cases have been supported with a total amount of over 12 billion đồng.

Implementing the patriotic emulation movement in 2024 and celebrating the 95th anniversary of the Viet Nam Trade Union, more than 10,000 works, products, and tasks of workers have been recognized with a total value of over 5 billion dong and 3,203 initiatives with a value of over 400 billion dong,etc.

With these achievements, the Binh Duong Provincial Confederation of Labor was commended as an outstanding unit in 2024 at the Conference of the Executive Board of the Viet Nam General Confederation of Labor.

Acknowledging and evaluating the Trade Union's performance in 2024, Mr. Bui Thanh Nhan - Head of the Commission for Mass Mobilization of the Provincial Party Committee, suggested that the Provincial Trade Union continue to organize activities to care for and protect the legitimate rights and interests of union members and workers; continue to effectively implement Resolution No. 02-NQ/TW of the Politburo on "Renewing the organization and operation of the Viet Nam Trade Union in the new context". Enhancing the quality of union membership development and establishing Grassroots Trade Union

The conference focused on discussing, comprehensively, and deeply evaluating the achievements in all areas; proposing solutions to overcome limitations and shortcomings, sharing experiences and effective practices in developing union members and establishing grassroots trade union organizations such as: Closely coordinating with local authorities, understanding the production and business situation of enterprises, proactively building plans to approach enterprises to develop union members and establish grassroots trade unions in enterprises; organizing meaningful and practical activities to take care of the lives of union members and workers to attract workers to join the grassroots trade union organization…

In 2024, the work of developing union members and building a strong grassroots trade union organization of the Di An City Federation of Labor has achieved remarkable results. The city has newly established 26 grassroots trade union organizations, reaching 173.3%, and recruited 7,470 new union members, reaching 135.8%; including the establishment of 02 basic grassroots trade unions and the recruitment of 216 union members in the informal labor sector (childcare grassroots trade union).

Mr. Pham The Hien, Chairman of the Di An City Labor Union, stated that the role of the Trade Union has been effectively promoted in supporting union members and workers in difficult circumstances, serious illnesses, and labor accidents. Notably, the Binh Duong Provincial Fund to Support Workers in Particularly Difficult Circumstances has been highly appreciated by workers over the past period. In addition, the Trade Unions at all levels have focused on and coordinated themselves to address difficulties and obstacles, contributing to stabilizing production and strengthening harmonious relations between workers and enterprises. Meanwhile, activities to take care of the material, cultural, and spiritual lives of union members and workers during "Workers' Month" and "Tet Reunions" have become a "trademark" of the grassroots trade union organization.

Mr. Pham The Hien proposed a policy on allowances for grassroots trade union officials. According to him, the responsibility allowance coefficient for the Chairman of Grassroots trade unions in enterprises and non-state sectors should be determined based on the number of union members and the amount of union fees paid in the previous year, applied to a framework of 50 to 30,000 union members, corresponding to a coefficient from 0.10 to 1.0 compared to the regional minimum wage set by the Government. For other subjects, the Grassroots Trade Union Executive Board shall base on the approved expenditure to specify the coefficient for allowances in the internal expenditure regulations of the Grassroots Trade Union.

This policy has not been truly attractive to grassroots trade union officials in enterprises, especially in enterprises with a small number of workers, as the allowance amount is not commensurate with the job requirements that grassroots trade union officials in enterprises must perform and the risks involved in their activities.

Sharing his experience in fostering, introducing, and developing party members in enterprises, Mr. Mai Phu Hung, Vice Chairman of the Grassroots Trade Union of Yazaki EDS Company, said that identifying and nurturing outstanding Grassroots T0rade Union members among workers to introduce and develop party members is an important task and a regular responsibility of the Grassroots Trade Union organization.

Over the years, through various activities and emulation movements, the company's Grassroots Trade Union has conducted a review of the source of party development to select outstanding individuals, focusing on introducing sources from the Grassroots Trade Union officers at the team level and above, paying particular attention to nurturing Chairmen, Vice Chairmen, and Executive Committee members of the Grassroots Trade Union to be recommended to the Party for consideration and sent to attend classes to foster party sympathy and admit new party members.

In addition, the Grassroots trade union must regularly influence and convey messages to enterprise leaders regarding the importance of Party development within enterprises. This will demonstrate to employers the role of the Party organization and Party members in the development and benefits of the enterprise itself, helping enterprises thrive and develop sustainably. A well-functioning Party cell within an enterprise also contributes to promoting production, resolving labor disputes, ensuring security and order, and harmonizing interests.

The Grassroots Trade Union has conducted information, propaganda, and advocacy activities among workers and enterprises through various forms at the grassroots level and in coordination with higher-level Trade Union to organize information sessions on legal knowledge, policies, and orientations of the Party and the State.

Through various activities of the Trade Union organization, the work of fostering, introducing, and developing Party members has achieved encouraging results. In 2021, 10 outstanding union members were introduced to join the Party sympathizer class, and in 2024, 5 comrades were introduced to join the Party.

Informing the delegation about the socio-economic development, Mr. Vo Van Minh stated that the province has 4,377 foreign direct investment projects with a total registered capital of over 42 billion USD, ranking 2^nd in the country in attracting foreign investment capital, after Ho Chi Minh City. Among that, China is the leading country among 65 countries and territories with investment projects in Binh Duong, with 1,749 projects and a total capital of over 11 billion USD.

Mr. Wong Man Li expressed his admiration for Binh Duong's rapid economic growth and announced that Manwah Group will invest an additional 50 million USD to build a factory and expand its production scale in Binh Duong. Therefore, he hopes that the local government will continue to pay attention to and support the enterprise, facilitating the completion of its plans, especially regarding land funds, legal procedures, and labor resources.

Manwah currently has 22 regional branches and over 200 branches in nearly 100 countries across Europe, Asia, the United States, Australia, and more. In Binh Duong, Manwah operates Timberland Company, located in Tan Uyen City, with a modern standard factory equipped with 129 production lines, creating employment for over 10,000 workers.

On this occasion, Manwah Group has decided to donate 300,000 USD to Binh Duong province for social welfare activities, particularly the program to eliminate makeshift and dilapidated houses as initiated by the Prime Minister.

Speaking at the meeting, Chairman of the Provincial People's Committee Vo Van Minh emphasized that in 2024, Binh Duong Province has made great efforts to overcome difficulties and challenges. The province's socio-economic situation has continued to improve, achieving many positive and comprehensive results across all sectors. The Gross Regional Domestic Product (GRDP) increased by 7.48%; GRDP per capita reached 181 million VND. Total import-export turnover reached 60 billion USD with a trade surplus of 10 billion USD.

In the year, Binh Duong attracted an additional 2.2 billion USD in foreign direct investment. As of December 15, 2024, the province had more than 4,400 investment projects from 65 countries and territories such as Japan, Singapore, South Korea, and Denmark, with a total registered capital of over 42.4 billion USD. Binh Duong is currently ranked second in the country in terms of foreign direct investment attraction, after Ho Chi Minh City.​

In 2024, Binh Duong province witnessed a vibrant and diverse range of foreign affairs activities in Binh Duong province, effectively combining Party diplomacy, state diplomacy, and people-to-people diplomacy. Alongside economic diplomacy and hosting international delegations, cultural diplomacy was also promoted vigorously with various activities.

2024 marked a significant milestone as Binh Duong signed a Memorandum of Understanding to establish a new friendly cooperative relationship with the city of Heidelberg (Federal Republic of Germany) and signed a Protocol with Ha Nam province (China). To date, Binh Duong has established friendly cooperative relations with 14 foreign localities and is an official member and a reliable partner of 3 international organizations. Notably, in 2023, Binh Duong was honored by the ICF as the top smart city development strategy community in the world.

The Chairman of the PPC affirmed that one of the key factors contributing to Binh Duong's successful foreign affairs is the close cooperation and enthusiastic support of the Ministry of Foreign Affairs, Vietnamese diplomatic missions abroad, consulates general, trade offices, associations, and domestic and foreign enterprises in promoting, providing information, and introducing a friendly, dynamic, and creative Binh Duong to investors and the international community, creating opportunities for Binh Duong to consolidate and strengthen friendly relations and cooperation with international partners for sustainable development.

31/36 Socio-economic development targets have been met or exceeded.

In 2024, Binh Duong has been implementing its socio-economic development plan amidst numerous challenges and difficulties. To fulfill this plan, the Provincial People's Committee has proactively forecasted the situation and strictly adhered to the central government's directives, and the guidelines and resolutions of the Provincial Party Committee and Provincial People's Council. At the same time, the Committee has resolutely deployed tasks and solutions to promote development across all sectors.

Overview the meeting

Mr. Vo Van Minh, Chairman of the PPC, announced that, in 2024, an estimated 31/36 socio-economic, environmental, and smart city targets were met or exceeded, and the remaining indicators close to the plan achieved a higher growth rate compared to 2023.

The Gross Regional Domestic Product (GRDP) increased by 7.48%; GRDP per capita reached 181.2 million VND (the plan was 185.5 million VND).

The economic structure shifted in the right direction, with the proportion of industry and services remaining stable at over 90% of the total economy.

Total retail sales of goods and services are estimated at nearly 352 trillion VND, an increase of 13.3%.

Export turnover reached 34.5 billion USD, up 12.7%; import turnover is estimated at 24.5 billion USD, up 12.2%.

Total social development investment is estimated at nearly 162 trillion VND, an increase of 11%.

As of November 28, 2024, domestic investment attracted 77,131 billion VND, including 7,677 newly registered enterprises with a registered capital of 48,447 billion VND.

This year, the Provincial People's Committee has approved the investment of 32 projects with a total investment capital of approximately 102,309 billion VND.

Foreign direct investment (FDI) is expected to reach over 2 billion USD by the end of 2024 (surpassing the 2024 plan).

Social welfare policies have been well implemented. Specifically, 18,803 health insurance cards have been issued to poor, near-poor, and newly-out-of-poverty households; 45 compassionate houses have been built or repaired with a total budget of 2.7 billion VND; and 36,000 additional jobs have been created (reaching 102.85% of the plan).

The graduation rate of the 2024 High School Graduation Exam reached 99.81%, with an average score of 7.32 points, ranking 4th out of 63 provinces and cities.

Private education continues to develop; the quality of general education and vocational education continues to improve.

Religious and cultural festivals, as well as arts and cultural activities, were organized safely, healthily, economically, and cheerfully.

Besides these achievements, the Chairman of the PPC assessed that Binh Duong still faces some difficulties and shortcomings in completing the targets. Notably, the attraction of investment in certain green industries and high-quality services has been limited. The workforce in high-tech industries, the digital economy, the green economy, artificial intelligence, etc., is still limited. Vocational training has not kept pace with the new demands of labor use and development needs…

Setting targets and tasks for socio-economic development in 2025

Chairman of the People's Committee, Vo Van Minh, emphasized that 2025 is the final year for the implementation of the 5-year Socio-Economic Development Plan (2021-2025), with a focus on organizing Party congresses at all levels, leading up to the 14th National Party Congress. The province will also roll out the Provincial Master Plan and lay a solid foundation to boost economic and social growth in the 2026-2030 period.

Based on the achievements and objectives outlined in the Resolution of the 11th Provincial Party Congress, the People's Committee has set 36 key targets and tasks for 2025.

Specifically, the Gross Regional Domestic Product (GRDP) is expected to grow by over 10%, with per capita GRDP reaching 195 million VND.

Total export and import turnover is increased by 9-10%.

Foreign direct investment is targeted at 1.8 billion USD.

To achieve these socio-economic development targets, the Provincial People's Committee will continue to direct efforts towards boosting investment, consumption, and exports, while restructuring the economy towards a new growth model that enhances competitiveness and sustainable development. Emphasis will be placed on developing the digital economy, green economy, circular economy, and night-time economy.

Industrial development will be closely linked with urban infrastructure and international integration to drive the growth of other economic sectors.

Forming high-quality services based on 4.0 technology and developing high-tech products and services. Restructuring the trade sector towards technology application, digitalization, and innovation; strengthening the connection of global and regional supply chains and ecosystems.

Simultaneously, promoting direct exports of key products and enhancing the quality of market information and forecasting. Diversifying export and import markets.

Restructuring agriculture towards smart, circular, and climate-resilient models.

Binh Duong will continue to implement tasks and solutions to support enterprises and improve the investment and business environment.

In particular, focusing on investing in the transportation infrastructure system to create a breakthrough in regional connectivity, especially investing in road, railway, and waterway transportation systems, overpasses, and interchanges to ensure seamless connection with Ho Chi Minh City and international ports and airports.

As of November 15, 2024, the province had 4,372 foreign direct investment projects with a total registered capital of over 42 billion USD. Among them, China ranked first with 1,760 projects and a total investment of nearly 11.2 billion USD.

Principle of coordination: Coordination activities between departments, branches, and People's Committees of Districts are carried out according to the principle of compliance with the provisions of law, under the functions, tasks, and powers of each agency. At the same time, enhancing responsibility in handling administrative procedures and issues related to foreign workers.

Departments, branches, and People's Committees of District carry out the management of foreign workers working in the province within the scope of tasks and powers according to the provisions of the law and proactively coordinate with agencies, and relevant units to ensure unity and synchronization in implementing State management of foreign workers coming to reside and work in the province. At the same time, creating favorable conditions for employers, organizations, and individuals that employ foreign workers working in the province, etc.

Content of coordination: Developing plans, programs, and organizing propaganda, training, and guidance for organizations and individuals that employ foreign workers on legal regulations related to foreigners working in the province.

Coordinating in guiding the procedures for granting, re-issuing, extending, and revoking work permits, confirming subjects who are not subject to work permits, temporary residence cards, visas, temporary residence extensions, criminal records, health certificates, and other work contents related to management and employment of foreign workers working in the province.

Contributing opinions when requested by the Department of Labor, War Invalids, and Social Affairs to have a basis for determining the needs, issuance, re-issuance, extension, and revocation of work permits for foreign workers.

Carry out checks and inspections on compliance with legal regulations in the management and employing of foreign workers working in the province, and strictly handle violations of the law according to authority.

Exchanging information about those employing foreign employers and foreign workers to serve the work of issuing, re-issuing, extending, revoking work permits, managing, inspecting, and handling promptly, quickly, and under the law.

Method of coordination: Exchanging opinions directly or sending request letters for coordination; Notifying in writing the results of handling administrative violations related to foreign workers working in the province; Providing documents and reports on the management of foreign workers working in the province. Organizing coordination in interdisciplinary inspection and testing. Organizing regular and extraordinary interdisciplinary meetings, etc.

Decision 

In attendance were Mr. Ono Masuo – Consul General of Japan in Ho Chi Minh City; Mr. Nguyen Loc Ha - Member of the Provincial Standing Committee, Vice Chairman of the Provincial People's Committee (PPC); representatives of the Japanese Business Association of Ho Chi Minh City (JCCH), provincial departments and agencies, and over 80 Japanese enterprises currently investing in Binh Duong.

Attracting Foreign investment achieves positive results

At the meeting, Mr. Trinh Hoang Tuan Anh – Deputy Director of the Planning and Investment Department informed that despite the complex and unpredictable geopolitical tensions affecting many countries worldwide, Binh Duong's socio-economic development in the first 9 months of 2024 has seen a relatively positive recovery. The Industrial Production Index (IIP) is estimated to have increased by 6.31% compared to the same period in 2023 (increased by 4.2% in the same period); export turnover is estimated at 26 billion USD, increased by 15.4% compared to the same period last year; and import turnover is estimated at 18.4 billion USD, increased by 14.5% to the same period last.

With its transparent and attractive investment environment, Binh Duong has always been one of the leading provinces in Viet Nam in attracting foreign direct investment (FDI). Since January 1, 2024, Binh Duong has been attracted over 1.675 billion USD IN FDI, including 179 new projects, 141 projects to increase capital, and 108 projects to contribute capital to buy shares. As of November 15, 2024, the province has 4,372 investment projects with a total registered capital of 42.113 billion USD.

Overview the meeting 

Among the 65 countries and territories investing in Binh Duong, Japan ranks second with 357 projects and a total investment of 5.978 billion USD, accounting for 8% of the projects and 14% of the total capital. The typical projects such as the project of Becamex Tokyu Co., Ltd., which primarily focuses on the construction and development of high-quality urban infrastructure; Wonderful Saigon Electrics Co., Ltd.; and Sun Steel Joint Stock Company, which concentrate on the manufacturing and processing industry. Especially, the Aeon Mall Binh Duong Canary and the Aeon Binh Duong New City, with a total registered capital of over 150 million USD. These two large shopping centers provide a diverse range of shopping, dining, and entertainment services, meeting the needs of local residents and neighboring areas.

Regarding Binh Duong's development orientation and investment attraction, Mr. Trinh Hoang Tuan Anh shared that on August 3, 2024, the Prime Minister signed Decision No. 790/QĐ-TTg approving the Binh Duong Provincial Master Plan for the period of 2021-2030, with a vision to 2050. Accordingly, Binh Duong aims to become a centrally-controlled city by 2030 and be one of the dynamic and comprehensive development centers in Southeast Asia; leading in science, technology, and innovation, and a modern industrial and service center. The province will build a complete intra-regional and inter-regional transportation system, facilitating industrial development and planning new urban areas. Binh Duong will continue to complete nearly 200 kilometers of ring roads and expressways to connect the region. At the same time, the province will form an industrial belt with an area of over 20,000 hectares.

Focus on addressing the challenges of businesses

At the meeting, the provincial leaders and relevant departments engaged in direct dialogue, attentively listening to The Japanese Business Association of Ho Chi Minh City as they presented their encountered challenges and obstacles, and suggested directions for the province's future development.

According to feedback from representatives of Japanese enterprises, loan sharks have been exploiting the personal information of employees, such as their job positions and titles, to directly contact companies through various channels, thereby disrupting business operations. Some people have even been subjected to threats and harassment via text messages or personal calls.

A representative from the Binh Duong Provincial Police said that the majority of these cases involve borrowing money through mobile applications and social networks. These applications often require borrowers to grant full access to their phone data, enabling the collection of contact lists, messages, and images for debt collection purposes.

The root cause of this issue lies in the financial difficulties faced by a portion of the workforce, preventing them from accessing legitimate loans and forcing them to resort to loan sharks. The prevalence of unidentified SIM cards and anonymous social network accounts further complicates the harassment situation.

Since 2022, the Binh Duong Provincial Police have handled 37 complaints related to cyber harassment, but in most cases, the perpetrators could not be identified due to high anonymity. Additionally, 10 individuals involved in both traditional and online loan sharking were arrested. Besides that, in collaboration with the Ho Chi Minh City Police, 43 individuals involved in online loan sharking were apprehended.

Given this situation, the Binh Duong Provincial Police advise citizens against borrowing money through online applications due to high costs and the risk of personal information leakage. Businesses or individuals experiencing harassment can file complaints through the provincial police's direct hotline or the Police Department of Cybersecurity. Moreover, they can report harassing phone numbers to the 156 hotline for the Ministry of Information and Communications to facilitate prompt handling.

The Binh Duong Provincial Police have committed to continuing to collaborate with relevant agencies to tighten telecommunications management, unidentified SIM cards, and combat online harassment. They have also called on businesses and the public to provide data to support investigations and eradicate loan shark organizations.

In addition to loan sharks, Japanese businesses have raised some challenges regarding policies and labor in Binh Duong. Many businesses have reported that despite connecting with employment centers, young workers nowadays tend to work abroad, making recruitment difficult and putting significant pressure on production activities.

Furthermore, the process of issuing work permits for foreign workers is still time-consuming, affecting recruitment plans and the development of international human resources. Businesses expect the Provincial People's Committee to improve the process and provide more effective support.

Regarding infrastructure, businesses have proposed developing highways connecting seaports and airports with Binh Duong, and encouraging the use of public transportation such as buses to address the increasing number of private vehicles.

In response to the issues raised by businesses, representatives from relevant departments and agencies have provided specific information and answers.

In response to inquiries regarding work permit issuance for foreign workers, a representative from the Department of Labor, War invalids and Social Affairs stated that since 2022, the Department has implemented various solutions, including increasing staff, applying information technology, revising processing procedures, and issuing numerous guidance documents, to definitively address delays in processing work permit applications for foreign workers. During the process of handling administrative procedures related to foreign workers, if enterprises request expedited consideration and processing of work permit applications, the Department will facilitate, support the review, and process them sooner than the prescribed time if the dossiers comply with legal regulations. Additionally, for any difficulties or obstacles encountered by enterprises, the Department will pay close attention, and provide support, and guidance to ensure enterprises are aware of and comply with the regulations.

In 2024, the situation of delays in processing work permit applications at the Department of Labor, War invalids and Social Affairs has been addressed and ensured to comply with regulations.

Regarding the development of expressways in Binh Duong, Mr. Nguyen Thanh Thuan, Deputy Director of the Department of Transport, informed that the province is currently implementing several expressway projects: Ho Chi Minh City Ring Road 3, Ho Chi Minh City Ring Road 4, and the Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway. These are national key transport projects that are of paramount importance in promoting the socio-economic development of Binh Duong province in particular and the country in general. These projects will create a regional logistics corridor between the Southeast and Southwest regions, connecting seaports and inland ports, strengthening regional connectivity, and creating new development space for the Southern key economic zone.

Speaking at the meeting, the Vice Chairman of the PPC, Mr. Nguyen Loc Ha said that the province highly rates the potential of Japanese investors and hopes that Japanese enterprises will continue to expand their investments in Binh Duong province. The provincial leadership pledges to always accompany and facilitate businesses in their production and business activities in Binh Duong, as the success of businesses is also the success of the province.

The economy has changed clearly

In 2024, the province's socio-economic situation maintains positive development and achieves positive results in all fields. Economic growth has seen clear changes each month and each quarter, and the economic structure has shifted in the right direction. The proportion of industry and services has remained stable, reaching over 90% of the total scale of the economy.

Trade, service, import, and export activities continue to grow, and the environment to attract domestic and foreign investors has been improved. Social security, employment, and vocational training policies are well implemented. National defense and security work is maintained. The province has synchronously implemented key administrative reform tasks. The online public service portal has been deployed synchronously and connected smoothly to 100% of communes, wards, and towns.

Gross Regional Domestic Product in the province (GRDP) is estimated to increase by 8.01% (planned to increase by 8.0 - 8.5%). GRDP per capita reached 182.6 million VND (planned 185.5 million VND). Economic structure: industry - service - agriculture - product tax minus product subsidies with corresponding proportions of 64.83% - 25.06% - 2.73% - 7.38% (planned 65 .95% - 24.35% - 2.51% - 7.19%).

Industrial production achieved good growth over the same period, and key industries recovered positively and stabilized. The index of industrial production (IIP) is estimated to increase by 7.6% compared to 2023 (planned to increase by over 8.7%). Total retail sales of goods and service revenue are estimated at 352,000 billion VND, an increase of 13.3% (reaching the plan to increase of 13-14%).

Export and import activities maintained a good growth rate over the same period. Export turnover reached 34.5 billion USD, up 12.7% (planned to increase 9-10%). Import turnover reached 24.5 billion US dollars, up 12.2% (planned to increase 9-10%).

Discussing at the meeting, Mr. Nguyen Tran Hieu - Director of Binh Duong Provincial Customs Department said that the fields of export, import, and budget collection up to now have reached nearly 96% of the plan, and from now until the end of the year, they will probably reach nearly 96% of the plan. In which, taxes related to iron and steel production will be increased dramatically, and the recovery of the market will help improve the profit margins of steel manufacturing enterprises. However, the export forecast for 2025 has many potential risks and challenges, and it is difficult to maintain growth like in 2024. Especially in the US, our country's largest export market may be affected by new policies related to tariff barriers. Viet Nam accounts for more than 40% of ASEAN's imported goods into North America, in which 3 key goods of Binh Duong include wood, textile products, and footwear. In 2025, Binh Duong Customs Department will create favorable conditions for import and export businesses; expand types of import and export; create convenient procedures for imported and exported goods via e-commerce and waterways; and preventive measures to strictly control counterfeit import and export goods. Rearranging the Customs Department in the province close to industrial parks to promptly support and guide businesses; enhancing comprehensive digital transformation in State management of customs, etc.

Domestic investment has attracted 71,000 billion VND of business registration capital (down 10.5% over the same period). Accumulated until now, the whole province has 72,800 domestic enterprises with a total registration capital of 798,000 billion VND.

Foreign investment has attracted 1.68 billion US dollars (reaching 88% of the plan, up 18% over the same period). Accumulated until now, the whole province has 4,370 foreign-invested projects with a total registration capital of 42.1 billion USD.

Mr. Pham Trong Nhan - Director of the Department of Planning and Investment commented that with the current growth rate, it is expected that by the end of the year, the province will attract 1.8 billion USD, reaching the target to attract foreign investment in 2024. The trend of FDI flows to Asia, ASEAN, and Viet Nam will continue to be maintained in 2025. Currently, capital flows continue to flow to Binh Duong. Thus, FDI will continue to be the province's bright spot in 2025. Binh Duong continues to have many advantages, along with that, if key projects start construction promptly, it will certainly create leverage to promote the socio-economic development of the province.

11 key solutions for socio-economic development in 2025

The Provincial People's Committee identified 36 main targets for 2025. At the meeting, Mr. Kim Hyun Ho informed that Kumho Tire Vietnam Co., Ltd. belongs to South Korea's Kumho Tire Group and is currently ranked 10th in the car tire manufacturing industry. The company invested in building a factory in My Phuoc 3 Industrial Park in 2007, manufacturing passenger car and light truck tires with a total initial investment of 308 million USD.

In 2021, the company continued to expand and supplement its investment with 300 million USD, raising the total investment to 608 million USD and extending the factory scale to 6 hectares, increasing the production capacity to 12.5 million tires per year. The plan to continue expanding the investment for phase 3 in early 2025 will raise the total investment to 908 million USD and the factory's capacity increasing from 12.5 million to 17 million tires per year.

Responding to Binh Duong province's policy of calling and attracting investment, LEGO Group chose VSIP III (Binh Duong province) to implement the project. After more than 2 years since the date of the investment certificate (March 18, 2022) and 2 years from the date of the Groundbreaking Ceremony (November 3, 2022), LEGO put the manufacturing factory into trial operation (stage 1 and stage 1A with capacity of 30,000 tons of products/year).

LEGO's toy factory in Binh Duong has a total investment capital of 1 billion 318 million USD and an estimated workforce of more than 3,000 people. Significantly, with a land use area of up to 44.79 hectares, the Company can expand its scale of operations and develop production in the future.

This testing phase starts a month-long testing and commissioning process that will ensure that when the operating license is granted before the inauguration in early 2025, the plant can meet strict safety and quality standards like all LEGO factories worldwide. LEGO bricks produced when the factory officially comes into operation will have an accuracy of up to 1/10 the thickness of a human hair.

Up to now, the progress of construction and equipment installation has reached about 90%. The company is ramping up hiring, has doubled its employees in 2024, and will continue hiring in the following years. A human resource training program was also implemented to create conditions for hundreds of employees to participate in many different production stages, including plastic injection, packaging, process optimization, etc.

The factory also aims to be environmentally friendly, being one of LEGO's most sustainable facilities, with more than 12,400 rooftop solar panels with a capacity of 7.34 MWp, enough to provide electricity for about 1,270 households every year.
