​PORTAL - On the afternoon of March 22, at the Administration Center of Binh Duong Province, Mr. Vo Van Minh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee (PPC) received Mr. Shimizu Akira - Chief Representative of the Japan International Cooperation Agency (JICA) Vietnam Office to say goodbye on the occasion of the end of his working term.

​The PPC Chairman Vo Van Minh acknowledged and highly appreciated the support of the Japanese Government, including JICA, as well as the efforts and contributions of Mr. Shimizu Akira in promoting cooperative relations between Vietnam - Japan in general, Binh Duong and Japanese partners in particular.

The PPC Chairman thanked Mr. Shimizu Akira for actively supporting Binh Duong during the past time and wished him continued success in his new position.

Mr. Shimizu Akira thanked the leaders of Binh Duong province for always accompanying and supporting him during his working term in Vietnam. Despite facing many challenges due to the Covid-19 pandemic as well as some problems from transport infrastructure projects, the provincial leaders always wholeheartedly share, support and cooperate to solve difficulties. 2023 marks the 50th anniversary of the diplomatic relations between Vietnam and Japan, and key cooperation projects in Binh Duong are entering their peak stage. Therefore, Mr. Shimizu Akira wished to continue to receive the attention and support of provincial leaders so that the projects can be implemented as planned.

Currently, the public transport infrastructure improvement project in Binh Duong province has been basically completed by the Ministry of Finance and is waiting for the Japanese Embassy to complete the procedures to submit to the Japanese Government as the basis for signing the Project Exchange Note.

At the same time, the procedures related to the loan agreement are being completed in parallel and submitted to the Government for consideration and approval as the basis for the signing of the JICA loan agreement as soon as the Exchange Note is signed in the second quarter of 2023. After the loan agreement is signed, JICA and Binh Duong will complete relevant procedures to sign a Memorandum of Understanding as a basis for implementing the next steps of the project.

​PORTAL  - On the morning of March 22, nearly 100 enterprises, trade associations and banks participated in the Conference on connecting banks - enterprises in Binh Duong province in 2023, organized by the Provincial People's Committee (PPC) in collaboration with the State Bank of Vietnam (SBV) of Provincial Branch. Mr. Nguyen Van Danh - Vice Chairman of the PPC chaired the conference.

​​The conference aims to create conditions to help enterprises connect with banks to access investment capital to remove difficulties and obstacles, boost production and business, and promote socio-economic development.

Difficult to access loans

Over the past time, the SBV has implemented many solutions to support opening and directing credit capital flows into priority areas, credit to enterprises has achieved positive results, the scale of credit capital is increasing. However, there are still many difficulties and obstacles that make it difficult for enterprises to access loans, especially in the context that some enterprises' production and business activities are facing difficulties due to the influence of world market developments.

Ms. Truong Thi Thuy Lien - Vice President of Binh Duong Leather and Footwear Association said that it is difficult for enterprises to access bank capital because they must have collateral, while small and medium-sized enterprises must rent factories, they cannot have collateral, only the form of unsecured loan can solve capital for them. However, getting an unsecured loan is a problem. Ms. Lien explained: "The settlement of unsecured loans must have a good business plan and a highly effective economic contract for the bank to be able to lend. At present, with the current economic situation, good business plans are difficult to implement to bring enterprises closer to the bank."

From March 15, 2023, the SBV issued a decision on adjusting the operating interest rate by 0.5-1%. This will contribute to lower lending rates in the near future. However, enteprrises said that the current loan package at joint-stock commercial banks is too high. Mr. Nguyen Khanh Toan - Director of Hoang Ngan Phat Electric Co.,Ltd said that the SBV has made certain efforts to support enterprises to overcome difficulties. However, the moves to reduce interest rates have not yet brought about a positive impact. "The current interest rate is too high, making it difficult for enterprises to reduce production costs, improve competitiveness and lose many investment opportunities" - Mr. Toan said.

In addition, the bank's approach to customers is still single, not closely following geographical areas, industrial parks, industrial clusters, enterprises, and business establishments to enhance direct communication between banks and customers in order to share difficulties, access credit and support interest rates for customers. Enterprises with capital sources will have good competitiveness, operate effectively, create jobs for the society, create value, generate a lot of income, and pay state taxes. Mr. Vo Dinh Phong - Director of the SBV of Binh Duong branch said that he will direct credit institutions and banks to continue strengthening propaganda and instructing customers about the Government's interest rate support program; actively coordinate to organize conferences connecting banks - enterprises; speed up the implementation of interest rate support.

In particular, strengthening follow-up and in-depth customer access; providing specific guidance on policies to remove difficulties, legal regulations and internal regulations; promptly resolving customer complaints, difficulties and problems. Inappropriate regulations of the law and internal regulations of the bank will be proposed to be resolved promptly.

In Binh Duong province, there are 79 credit institutions, banks. In 2022, total mobilized capital reached more than 276,000 billion VND, up 3.53% compared to 2021. Total outstanding loans reached 286,000 billion VND, up 12.38% compared to 2021. Bad debts controlled 0.73% of total outstanding loans.

Particularly from the beginning of 2023 until now, the total mobilized capital of the credit institution system reached 270,000 billion VND, down 2.2% compared to the beginning of the year, up 0.37% over the same period last year. Total outstanding loans reached 288,000 billion VND, up 1.05% compared to the beginning of the year, up 10.34% over the previous year.

The decrease in mobilized capital, low growth of credit shows that the currency and credit market in Binh Duong is moving in line with the development of the whole country when the conflict between Russia and Ukraine is still present, inflation in other countries is still and in Vietnam basically under control but still not subjective, although the money market is temporarily stable and liquidity is abundant. Especially, from March 15, 2023, the SBV has reduced the operating interest rate to reduce lending interest rates, contributing to removing difficulties for enterprises and the economy.

Interest rates on deposits and loans in the area have decreased. Deposit interest rate in VND is at 0.1 - 0.5%/year for demand deposits and deposits with term of less than 1 month; 4.9 - 5.8%/year for deposits with term from 1 month to less than 6 months; 5.8 - 7.2%/year for deposits with term from 6 months to less than 12 months; 7.2%/year for deposits with term of 12 months or more. The maximum short-term loan interest rate in VND in some priority sectors and fields is 5.5%; short-term loan interest rates in VND are popular at 7.5-8.5%/year; interest rates for medium and long-term loans in VND are popular at 8.1-10.5%/year. Interest rates for short-term USD loans are popular at 3.7-5.7%/year; medium and long-term at 5.5-5.92%/year. Deposit interest rate in USD is at 0%/year for institutional and residential deposits.

Accordingly, Tan Uyen city is established on the basis of the entire 191.76 km2 of natural area and population size of 466,053 people of Tan Uyen town in Binh Duong province.

Tan Uyen city borders the cities of Di An, Thu Dau Mot, Thuan An, Ben Cat town, Bac Tan Uyen district of Binh Duong province and Vinh Cuu district of Dong Nai province.

After its establishment, Tan Uyen city has 12 commune-level administrative units, including 10 wards: Hoi Nghia, Khanh Binh, Phu Chanh, Tan Hiep, Tan Phuoc Khanh, Tan Vinh Hiep, Thai Hoa, Thanh Phuoc, Uyen Hung, and Vinh Tan and 02 communes: Bach Dang and Thanh Hoi.

Thus, Binh Duong province has 09 district-level administrative units, including 04 districts, 01 town and 04 cities; 91 commune-level administrative units, including 41 communes, 45 wards and 05 towns.

​PORTAL - On the morning of March 15, at Binh Duong Convention and Exhibition Center, the Department of Planning and Investment in collaboration with Becamex IDC Corp and the Vietnam Institute for Urban and Rural Planning, Ministry of Construction (VIUP) organized a mid-term Seminar on planning Binh Duong province for the 2021-2030 period, with a vision to 2050.

Remove "bottlenecks" that hinder development

At the Seminar, the consulting unit reported: Orientation of integrated strategic framework for Binh Duong province's planning; development orientation of important industries and fields; orientation of spatial development planning and infrastructure system.

The basis of this integrated strategy is the advantageous location and regional linkage so that Binh Duong becomes the first high-income province of Vietnam by 2030, the hub of international trade and the center of the Southeast region. The report at the beginning of the term clearly pointed out the special location of Binh Duong province - playing the role of an important transit location between the Central Highlands, the Southeast, the Southwest and Ho Chi Minh City, an important link of the Southeast economic corridor. Binh Duong plays the role of the northern rear of Ho Chi Minh City, also the rear with the largest natural resources due to its connection with the Central Highlands, Southern Laos and Eastern Cambodia.

Resolution No. 24-NQ/TW dated October 07, 2022 of the Politburo on socio-economic development and assurance of national defense and security in the Southeast region to 2030, with a vision to 2045, clearly identifies Binh Duong province as belonging to two economic sub-regions in the North and the Center. In which, the northern sub-region including Tay Ninh and Binh Phuoc provinces and the northern region of Dong Nai and Binh Duong provinces is a development zone of border gate economy, logistics, expanding the industrial development space of the region; the central sub-region including Ho Chi Minh City, the southern region of Binh Duong province and the southwest of Dong Nai province is the development center of the whole region, outstanding with strengths in high-tech and specialized industries, high quality services, education - training, healthcare and international trade hub.

Through more than 25 years of development, Binh Duong has accumulated a great foundation of infrastructure, which is a valuable result of the provincial planning process and planning implementation. However, according to Assoc.Prof.Dr.Architect Hoang Vinh Hung - Deputy Director of VIUP, Binh Duong is facing a number of bottlenecks and challenges that need to be solved in order to free up resources and create an overall impetus for Binh Duong to continue developing in the new period. Specifically, regional connections are congested; especially the transport infrastructure connecting the Southern part of the province is overloaded. The economic growth model faces many challenges such as middle income trap, low proportion of service economy structure, lack of high quality human resources; production is labor and land intensive. Along with that are the challenges of spatial model and infrastructure development without a long-term vision; values of cultural and ecological resources are being forgotten and services are limited; the social environment has many potential risks; competition in the region and in the country is becoming more and more fierce, international fluctuations are unpredictable, etc.

The planning targets that by 2030, Binh Duong will develop according to the model of a centrally run city, which is an important growth pole of the Southern key economic region and the whole country. Binh Duong pioneers in transforming the development model towards modern industries and high-quality services based on the core of a complete innovation ecosystem. The average economic growth rate in the 2021-2030 period reaches about 10%/year; GRDP per capita is about 15,700 USD (412 million VND); the proportion of digital economy reaches 30% of GRDP. Economic growth in the 2031-2050 period is about 5.5 - 6%/year; GRDP per capita is about 31,300 USD, making it a province with a high middle income level; the proportion of processing and manufacturing industry reaches 50% of GRDP.

Discussion at the Seminar showed that, to achieve the set goals and overcome the "middle income trap" is not only an economic problem but also a test of local governance capacity. According to MSc.Architect Nguyen Xuan Anh - VIU, in order for Binh Duong to become a center and focal point based on regional linkage and open development, the province needs to continue to combine with national programs and cooperate with neighboring localities to promote the completion of connections by road, rail and river with the center of Ho Chi Minh City. The province also continues to develop according to the model of innovation based on expanding the development space of existing industrial parks and urban areas, applying science and technology to production, management, social services, contributing to creating a new type of ecosystem for socio-economic development of the province. In which, 06 pillars to promote the province's development in the coming period include: Inheritance development, innovation-based development, specialized coordinated development, sustainability-based development, open multilateral development, and common development covering all social classes.

Motivation for a new development period

The Planning Law 2017 has set higher requirements in the integration of goals and interdisciplinary approaches in provincial planning on the same development territory in regional linkages. The integration requires coordination between branches, levels and stakeholders towards solving immediate and long-term problems, ensuring the provincial planning has a long-term vision.

Binh Duong identifies the importance and role of provincial planning, as a guideline for the new development period and beyond, aiming to develop a breakthrough into a high-income province based on 03 philosophies: Building an effective business and investment environment; harmonious, humane and sustainable society; dynamic and constructive local government. Provincial planning for the 2021-2030 period, with a vision to 2050 will be an extremely important tool for the province to orient, operate and manage in order to continue to develop rapidly and sustainably.

Speaking at the Seminar, Secretary of the Provincial Party Committee Nguyen Van Loi assessed that this draft has a step closer to improving the content and depth of the Planning's requirements, especially having absorbed quite good comments at the beginning Seminar. The connotation of each content of the draft Planning has basically followed the development requirements of the province and Resolution No. 24 of the Politburo.

The Secretary emphasized a number of key contents for experts, scientists, departments and branches to continue researching and perfecting the planning scheme to submit to the final-term Seminar, in which it is necessary to closely follow Resolution No. 24 and potential conditions and competitive advantages of Binh Duong to set out the most optimal, appropriate and feasible development scenario.

Specifically, on the orientation of Binh Duong's development space, studying the development space into regions: The southern area, including Thuan An, Di An, and Tan Uyen, is the gateway center of Binh Duong to Ho Chi Minh City, Dong Nai and the seaport, the focal point of transport connections in the region. The modern city worth living with housing infrastructure, high quality services, international standard medical and educational systems, convenient public transport connecting Ho Chi Minh City, Dong Nai and the center of Binh Duong New City, Thu Dau Mot, Ben Cat, Bau Bang is a "magnet" to attract people to live, a tool to attract high-quality human resources, material resources, and restructure the economy in the central and northern areas of the province.

The central area of Binh Duong (Thu Dau Mot, Ben Cat, Tan Uyen) with the nucleus as the "center of Binh Duong New City" must continue to be planned to become an innovation area, the core area of a smart city in Binh Duong.

The Northern localities (Ben Cat, Bau Bang, Phu Giao, Dau Tieng, Bac Tan Uyen) still have quite a large space for land, coordinated planning to prepare industrial real estate to form, create industrial belt area; is the center connecting the Southeast region and the river port created by the ring roads. This area needs to become a new development pole to form the Culture - Fitness - Sports - Health - Education Complex of the region to support the development poles of the province and the whole Southeast region.

Regarding specific areas, the goal set for the province in the 2022-2030 period must focus on developing 10,000 hectares of industry to form an industrial, urban, service and logistics belt area along the Ring Road No. 4 corridor and highways of the region, in the northern districts and towns, and continue to develop industry and serve as a place to move enterprises to the South (about 2,888 enterprises need to be relocated to the North) or restructure and spare about 2,000 ha for urban development and services of Thuan An and Di An to become regional urban centers. In Vietnam, besides developing housing and complex projects in Ho Chi Minh City and Hanoi, CapitaLand is currently expanding its investment to neighboring localities, including Binh Duong, a dynamic developing province.

In December 2021, the Group signed a cooperation agreement with Becamex IDC Corp on the Binh Duong Smart City development project. Accumulated to February 28, 2023, the province has 4,092 investment projects from 65 countries and territories with a total registered capital of 39.73 billion USD. The province's import and export turnover in 2022 reached 61.5 billion USD, with a trade surplus of nearly 10 billion USD.

​PORTAL - On the morning of March 09, in Seoul (Korea), the signing ceremony of a strategic cooperation agreement between the World Trade Center Binh Duong New City (WTC BDNC) and COEX took place to promote the Exhibition on Smart Factory and Smart Manufacturing Program in Vietnam.

​Accordingly, the two sides signed a Memorandum of Understanding (MOU) on the event "Automation World Vietnam 2023", an exhibition in the field of smart factory and industrial automation representing Asia, with the largest scale ever (gathering 500 exhibitors and 2,000 participating booths).

​At the meeting, Mr. Dong Hoon Hyun said that Korea Technical University specializes in training engineering and technology majors and is the first Korean university to have a Carbon Neutral Faculty.

Based on the Carbon Neutral model being piloted by Banwol-Sihwa Industrial Complexes in Korea, SEP Group wants to invest more than 200 million USD to establish a Carbon Neutral Industrial Complex specializing in shoe industry and the first carbon reduction infrastructure in Vietnam on an area of 180 hectares in Phu Giao district, Binh Duong province. Accordingly, about 20 member enterprises of SEP will participate and invest in carbon neutral solutions. Reporting at the conference, Head of Organization Committee of Provincial Party Committee Nguyen Minh Thuy said that implementing the Project 711-QD/TU dated May 11, 2018 of the Provincial Standing Party Committee on the rearranging and organizing the Binh Duong province's political system to be lean, efficient and effective according to Resolution No. 18-NQ/TW of the Party Central Committee (hereinafter referred to as Project 711), with high political determination, Binh Duong basically implemented the goal of streamlining the organizational apparatus, streamlining the payrolls, reducing the level of intermediaries, the number of leaders and internal focal points; piloted a number of models on organizational structure and concurrently holding a number of titles at all levels and downsizing at least 10% of the payroll for the 2015 – 2020 period.

The number of cadres, civil servants and non-specialized employees at commune level has decreased by more than 20%. Regarding downsizing, from 2017 to 2022, the Party, the Fatherland Front Committee, and mass organizations group reduced their payrolls by 342, a rate of 27.14% (meeting the requirements of Project 711). The State Administration group reduced its staff by 822, a rate of 31.06% (7.87% higher than the Project proposed). The number of cadres, civil servants and non-specialized employees at commune level decreased by 971 people, a rate of 25.5%. The number of non-specialized employees in hamlets and quarters decreased by 1,902 people, a rate of 55.54%. Non-business payrolls (including education and training, excluding contracts according to Decree No. 68/2000/ND-CP) decreased by 2,272 (rate of 8,97%).

However, according to the assessment at the conference, the implementation of Project 711 still has shortcomings and limitations: Regulations on the number, regimes and policies for non-specialized employees at commune, ward or hamlet level are not suitable with the population size, workload and task requirements; the implementation of non-specialized job is still confusing, limited, inadequate; the power control mechanism of non-specialized cadres is not complete and synchronous, the effectiveness and efficiency is not high; the organizational structure and payroll of the political system's organizations are mainly mechanically reduced, etc.

The index of industrial production (IIP) in February 2023 was estimated to increase by 23.3% over the previous month and by 18.3% over the same period in 2022; accumulated 2 months decreased by 3.8% over the same period. Total retail sales of goods and services decreased by 8.8% over the previous month and increased by 11.1% over the same period; accumulated 2 months increased by 13.1% over the same period. The average consumer price index increased by 3.2% over the same period.

Export turnover increased 42.7% over the previous month and 25.7% over the same period; accumulated for 2 months, export turnover decreased by 18.7% over the same period. Import turnover increased by 30.9% over the previous month and by 29.2% over the same period; accumulated 2 months, import turnover decreased by 1.3% over the same period.

Accumulated in the first 2 months of 2023, the province has attracted 5,413 billion VND of domestic investment capital and 338 million USD of foreign investment capital. Total budget revenue reached 11,800 billion VND, reaching 17% of the estimate assigned by the Provincial People's Council.

Binh Duong focuses on implementing solutions to remove difficulties and obstacles for enterprises and investors

At the same time, Binh Duong continues to effectively carry out activities to take care of and support the people's material and spiritual life. To date, most enterprises and workers have returned to work; job counseling for 7,250 workers, 2,966 people getting jobs. At the meeting, Assoc. Prof. Dr. Hoang Thong Gia Khanh informed: University of Economics - Law is currently training 3 levels including bachelor, master and doctorate. As for the training requirements of Binh Duong, based on the standards and regulations of the Ministry of Education and Training, the University proposed that the cooperation will be in 3 directions: Undergraduate, graduate and short-term courses in administration. Overview of the meeting

The expressway starts at Go Dua intersection, goes along provincial road 43 (in Thu Duc city) about 800m, then turns right along DT.743B; DT.743A; DT.747B comes in front of Khanh Van bridge, then turns left to separate from the current road and follow Suoi Cai and parallel to DH409. The route cuts DT.747A at Green Gate, goes parallel to DT.741 to An Long commune, Phu Giao district and then goes straight to the North, bordering the East of Becamex Binh Phuoc Industrial Park, intersecting National Highway 14 at Chon Thanh.

Binh Duong province proposed Binh Phuoc province to agree on the investment plan. Specifically, phase 1, the section from Khanh Van bridge to Binh Phuoc province is 45.6km long with a total investment of about 17,300 billion VND, invested in the PPP form. The construction is expected to be completed in 2026. Phase 2, upgrading from 4 lanes to 6 lanes, implementing a number of technical solutions such as building overpasses, underpasses and branch roads.

​PORTAL - Tetra Pak's beverage carton packaging factory in Binh Duong has just been certified as the first and only factory in Vietnam to achieve international AA+ rating on quality and food safety standards for carton products.​

BRCGS is a quality management standard system released by the British Retail Consortium in 1996 to protect consumers. This system of standards was developed with the main objective of clarifying food safety, quality and production requirements for food packaging manufacturers. To achieve an AA+ rating, a manufacturer needs to have less than 5 defects in non-compliance with the BRCGS standards. During a surprise inspection by an independent third party, the Tetra Pak Binh Duong factory had only 2 minor defects and was therefore rated AA+. This rating is valid until March 06, 2024.

"BRCGS certification with an AA+ rating in an unannounced inspection further confirms the strict compliance and consistent quality of Tetra Pak Binh Duong's sterilized carton production process. This helps us strengthen confidence in food quality and safety with consumers as well as food and beverage manufacturers" - said Mr. Eliseo Barcas, Managing Director of Tetra Pak Vietnam.

The Tetra Pak factory in Binh Duong came into operation in mid-2019, applying the most stringent standards to the production of sterilized cartons for the domestic market, ASEAN region, Australia and New Zealand. As a result, the factory has been certified for four consecutive years by BRCGS standards.

Previously, in 2020, Tetra Pak Binh Duong was also one of the few factories in Vietnam to receive the highest LEED Gold - Version 4 certification. With confidence in the recovery of the economy after the pandemic as well as the ambition to completely eliminate greenhouse gas emissions from the entire Company's operations by 2030, Tetra Pak has invested an additional 5 million euros in Binh Duong factory, with the goal of increasing annual output from the current 11.5 billion boxes to 16.5 billion boxes and installing 2,300 solar panels on the roof of the factory.

Difficulties and obstacles in capital disbursement also focus on key projects with high investment capital. Clearly identifying "bottlenecks" and having appropriate solutions to promote the disbursement of the province's public investment capital in 2023 is an urgent requirement today.

​Identifying "bottlenecks"

Public investment is a work involving many industries and stages, of which the most relevant is the stage of land price determination. This is the stage that causes many "congestions" for the next stages of the project, especially projects related to site clearance. Typically, the project of upgrading and expanding DT.746 road (section from Tan Thanh junction to Hoi Nghia junction); constructing Bach Dang Bridge 2 (Project 2 of building a bridge over Dong Nai river), etc. encountered problems in site clearance, leading to behind schedule.

According to the leader of the Provincial Traffic Works Construction Investment Project Management Board, in 2022, the total capital allocated by the Board is 1,837 billion VND, of which more than 70% of the capital is allocated for site clearance. As of January 31, 2023, the undisbursed ground clearance capital was 1,184 billion VND, accounting for 64.4%. The reason is that the compensation plans have not been approved according to the expected plan.

As reported by the Provincial People's Committee (PPC), by December 08, 2022, the disbursement rate for the 2022 public investment capital plan, including the extended 2021 plan, was only 38.7%. Therefore, the PPC immediately implemented the campaign "Promoting disbursement of public investment capital" (from December 08, 2022 to January 31, 2023).

After 50 days of campaign implementation, by January 31, 2023, the province's disbursement rate for public investment in 2022 has reached 74.4% and the disbursement rate for key projects is 66.3%.

The implementation results of peak campaign "Promoting disbursement of public investment capital" in 2022 showed how important it is to properly identify and remove the "bottleneck" of land prices for projects related to site clearance.

Besides, some projects are behind schedule due to the complicated nature of some specialized equipment procurement packages, so bidding cannot be held; or when organizing the bidding, they cannot find a contractor to meet the requirements, which are also significant difficulties and problems, such as the 1,500-bed General Hospital Equipment bidding package.

According to Mr. Nguyen Vinh Toan - Director of the Provincial Construction Investment Project Management Board, the reason for the low disbursement rate of projects invested by the Board is that a number of large projects have not been implemented yet. Specifically, the 1,500-bed General Hospital equipment project has not been implemented with an investment of more than 379 billion VND and the Central park and overall technical infrastructure of the War Zone D memorial site with an investment capital of 62.5 billion VND, only 22.2% disbursed.

In addition, according to the opinions of departments, committees and branches, the low disbursement rate of key projects is also due to problems such as: Authority to adjust capital plans; separating the site clearance project into an independent project; policy on land acquisition, compensation and support for resettlement; the coordination of relocation of technical infrastructure works, etc. The project survey and design is not good, leading to a number of projects that cannot be disbursed when they are implemented due to problems with planning and location, and having to adjust unit prices and adjust projects. Risk assessment and management during project implementation have not been paid due attention by investors.

In 2021, the Covid-19 outbreak and its serious impacts on many fields is also the reason why the province's undisbursed capital is quite large.

"Opening up" solution

Drawing experience from the campaign "Promoting disbursement of public investment capital" in 2022, Mr. Trinh Hoang Tuan Anh - Deputy Director of the Department of Planning and Investment shared, the reason the Campaign achieved results is because a number of tasks and solutions were first deployed by agencies and units. Specifically, the publication of daily disbursement data of investors helped investors make timely adjustments in processing progress. In addition, the integration of work steps has accelerated the preparation, appraisal and approval of the compensation plan. Or the fact that the Land Fund Development Center updated the draft compensation plan to list publicly as soon as the Price Appraisal Council agreed on the unit price without waiting for the PPC to approve the unit price as before, which helped the units to shorten the waiting time to apply the price for the projects.

In order for the disbursement in 2023 to reach the target of 25% per quarter, according to Mr. Trinh Hoang Tuan Anh, the investment and project preparation must be done early in order to promptly adjust if any problems arise during the implementation process. Not putting it into the last months of the year, avoiding falling into a passive situation when adjusting, not disbursing capital plans in time.

In addition, it is necessary to review and identify projects that are eligible for capital allocation to be able to transfer capital plans from projects that cannot be disbursed according to the schedule during the year. At the same time, it is necessary to study a mechanism to allow the transfer of capital in case of necessity for some projects that have not been implemented immediately.

At the recent meeting of discussing solutions to speed up public investment in 2023, the PPC Chairman Vo Minh Minh said that the PPC will soon issue a Directive related to public investment based on the assessment of public investment capital disbursement results in 2022. In which, the units need to urge and strengthen the direction of compensation and clearance; focus on key projects in 2023 such as Ring Road No. 3, Ring Road No. 4, Thu Bien - Dat Cuoc road. Project Management Boards and relevant departments and branches need to focus on pre-feasibility investment preparation for projects such as Ring Road No. 4 and Ho Chi Minh Road passing through Binh Duong province. Besides, well preparing for the commencement of projects such as building underpasses at Phuoc Kien 5-way intersection, Song Than station intersection, etc.

In particular, the Land Price Appraisal Council needs to complete the land price appraisal to remove difficulties in the land price bracket. Localities need to establish working groups so that projects can be implemented on schedule.

The directive also requires investors to actively develop implementation plans and disbursement schedule for each project, including explanation and risk assessment during the implementation of each project; make periodic or ad-hoc performance reports as required; have a follow-up plan to achieve the set targets. For key projects at district level, steering groups are also set up so that the projects can be implemented on schedule.

In particular, Binh Duong is the first locality in Vietnam to officially become a member of the world's Intelligent Community Forum (ICF). Continuously for 5 years 2019-2023, Binh Duong has been honored by ICF as one of 21 localities with typical smart city development strategies of the world - SMART 21 and honored in TOP7 by ICF as one of 07 communities with a typical Smart Development Strategy in the world for 2 consecutive years 2021 and 2022.

Implementing the Project of Binh Duong Smart City and Innovation Region, in the coming time, the province will continue to prioritize investment attraction in high-tech, advanced, environment-friendly, less labor-intensive industries, creating high added value; supporting industries, high-tech agriculture; especially attract investment in the Science and Technology Industrial Park on the basis of industry 4.0 with the goal of becoming the Innovation Center of the Southern Key Economic Region.

Speaking at the meeting, Mr. Vu Hoang Duc - Chairman of the Vietnam Business Association in Japan said that the Vietnam Business Association in Japan was established in 2013, is a voluntary social and professional organization of enterprises whose owners are Vietnamese or native Vietnamese who are operating for a long time and have a good reputation in Japan. Up to now, the association has attracted more than 40 members. Over the years, the Association has always paid attention and has many activities to enhance the Vietnamese and Japanese enterprise brands in the market, contributing to the economic development of Vietnam and Japan. In the coming time, the Association will continue to invite and introduce more Japanese corporations and enterprises to explore opportunities and invest in Binh Duong as well as Binh Duong enterprises to learn about the investment environment in Japan.
