Binh Duong: Key economic indicators continue strong growth

​PORTAL - On the afternoon of May 29, at the Binh Duong Provincial Administrative Center, Mr. Vo Van Minh - Chairman of the Provincial People's Committee (PPC), chaired the 97th session of the Provincial People's Committee.

​In attendance were Mr. Bui Minh Thanh - Vice Chairman of the PPC, Mr. Bui Minh Tri - Vice Chairman of the PPC, along with members of the PPC, and leaders of departments, agencies, districts, and cities.

The session approved the report on the socio-economic, national defense, and security situation in May 2025. During the month, the PPC focused on implementing resolutions, conclusions, and directives from the Central Government, National Assembly, Government, Prime Minister, Provincial Party Committee, and Provincial People's Council regarding socio-economic development; focused on organizing and restructuring the administrative apparatus and the two-tier local government model; regularly worked with departments, agencies, and localities, engaged with citizens, businesses, and investors to promptly resolve difficulties and obstacles related to procedures, land, production, and business; and accelerated the completion of procedures and dossiers for key projects and works in the province.

 

Overview of the session

The province's socio-economic situation achieved many positive results; several important economic indicators continued to grow strongly, with each month surpassing the previous one, including industrial production, trade - services, exports, domestic and foreign investment attraction, and budget revenue and expenditure, ensuring the set double-digit growth target.

The Industrial Production Index (IIP) is estimated to have increased by 16.34% compared to the same period in 2024; accumulated over 5 months, the IIP is estimated to have increased by 9.22%.

The province is expediting the completion of legal procedures to ensure timely investment in industrial parks; groundbreaking ceremonies have been held for Cay Truong Industrial Park and Bau Bang Expanded Industrial Park (Phase 2).

Export turnover is estimated to reach nearly 3.4 billion USD, an increase of 23.3% over the same period; accumulated over 5 months, it reached 14.8 billion USD, up 9.9% over the same period.

Import turnover is estimated to reach 2.5 billion USD, an increase of 10.8% over the same period; accumulated over 5 months, it reached 10.5 billion USD, up 10% over the same period.

Regarding the "Eliminating temporary and dilapidated houses" program, the province has so far commenced construction and renovation of 350 out of 470 houses, achieving 74.46% of the plan.

As of May 20, 2025, the total disbursement value reached 2,049 billion VND, fulfilling 5.7% of the plan assigned by the Provincial People's Council and 10.5% of the plan assigned by the Prime Minister. The province has launched a 100-day emulation peak period to accelerate the disbursement of the 2025 public investment capital plan.

Accumulated over 5 months, the province attracted 63,420 billion VND in domestic investment capital (an increase of 32.7% over the same period) and 795 million USD in foreign investment capital (2.3 times higher than the same period).

Total budget revenue for the first 5 months is estimated at 39,491 billion VND, reaching 55% of the Prime Minister's assigned estimate and 50% of the adjusted estimate approved by the Provincial People's Council, an increase of 29% over the same period.

The session also considered and provided opinions on issues including: seeking opinions on the simultaneous approval of investment policies and investors for commercial housing projects where investors already have residential land use rights and other land; the results of negotiations for the project contract for the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway section through Binh Duong province under the public-private partnership (PPP) model; the draft Decision repealing previous Decisions of the PPC on regulations for managing power grid facilities and handling violations of electrical safety; regulations on industrial explosive materials management; regulations on the management and use of industrial promotion funds in the province, and more.

Concluding the session, Chairman of the PPC Vo Van Minh basically agreed with the submitted contents. Regarding the socio-economic situation, the Chairman of the PPC assessed that with the current growth momentum, the province's socio-economic growth for the first 6 months is projected to exceed 8%, with some key economic indicators continuing to show strong growth, such as exports and investment attraction, notably a breakthrough in domestic investment attraction, and budget revenue reaching 55%.

However, the production and business situation of enterprises still faces difficulties; enterprises producing and trading key commodities are urgently exporting previously signed orders within the 90-day temporary suspension period to avoid impacts from US countervailing duties. Public investment capital disbursement remains low compared to the plan.

The Chairman of the PPC requested all departments and localities to implement the directives of the Central Government, National Assembly, Government, Provincial Party Committee, and Provincial People's Council, as well as the plans of the PPC on socio-economic development, aiming for double-digit economic growth in 2025; to strictly focus on organizing and restructuring administrative apparatuses at all levels.

At the same time, accelerate the disbursement of public investment capital, focus on implementing the 100-day emulation peak period for the disbursement of the 2025 public investment capital plan; and develop the mid-term public investment plan for the 2026-2030 period.

Strengthen administrative discipline and order. Continue to effectively implement administrative reform, document digitalization, digital transformation, Project 06, and the Smart City initiative. Monitor, inspect, and supervise administrative procedure reform.
