The session reviewed and commented on the draft 100-day peak emulation plan for disbursing the 2025 public investment plan. Accordingly, the Plan sets out two emulation phases: Phase 1 aims to achieve a provincial public investment disbursement rate of 50% of the Prime Minister's assigned plan by June 30, 2025, with a target of over 60% for key projects without outstanding issues.
Phase 2 aims to achieve a provincial public investment disbursement rate of 70% of the Prime Minister's assigned plan by August 31, 2025, with a target of over 80% for key projects without outstanding issues.
Overview of the meeting
The emulation content focuses on innovating leadership, direction, management, and efficient use of public investment capital; enhancing the role and responsibility of heads in monitoring and urging the progress of each project to promptly address difficulties and obstacles, linking performance results with the responsibilities of assigned cadres, civil servants, and public employees.
The emulation also aims to reform administrative procedures in public investment disbursement, ensuring quick and proper implementation in accordance with legal regulations on investment preparation, construction deployment, construction supervision, and project finalization.
Delegates present at the meeting
The session also reviewed the following contents: Approval of the bidding documents for the An Tay General Port Project in An Tay Ward, Ben Cat City; determination of costs and investment capital for the recovered land area (50,501.21m2) in Phu Tho Ward, Thu Dau Mot City, belonging to Thanh Le Import-Export Trading Corporation - Joint Stock Company; adjustment of the investment policy for the project to resolve flooding in the Ong Danh canal basin (from Binh Duong Boulevard to Saigon River); draft BOT contract for the Ho Chi Minh City – Thu Dau Mot – Chon Thanh Expressway construction project passing through Binh Duong Province under the Public-Private Partnership (PPP) model; partial adjustment of the General Planning of Ben Cat Town (now Ben Cat City) until 2040; draft Decision on land lease for the Cay Truong Industrial Park project in Lai Uyen Town and Cay Truong II Commune, Bau Bang District; and draft Decision on maximum pricing for on-demand services related to notarization in the province.
Chairman of the PPC Vo Van Minh concludes the session
Concluding the session, Chairman of the PPC Vo Van Minh fundamentally agreed with the presented contents. Particularly regarding the 100-day peak emulation plan for disbursing the 2025 public investment plan, the Chairman emphasized that in the remaining 100 days, units must accelerate and strive to achieve the best results. People's Committees of districts and cities must complete land price determination and approve compensation plans for site clearance of key projects in their areas before June 30, 2025.
Provincial departments and agencies must actively take the lead, coordinate with relevant units to resolve or advise competent authorities to resolve difficulties and obstacles in public investment disbursement within their respective sectors and areas of management, and be accountable to the PPC.
