Accordingly, the Department of Agriculture and Environment is authorized to appraise and approve the appraisal results of environmental impact assessment reports, environmental restoration and rehabilitation plans in mineral exploitation activities, and issue Environmental Permits for investment projects located outside industrial parks and those within industrial parks exempt from wastewater connection under the jurisdiction of the Provincial People's Committee.
Specifically: Receiving dossiers and organizing the appraisal and approval of appraisal results of environmental impact assessment reports; environmental restoration and rehabilitation plans in mineral exploitation activities; receiving dossiers and organizing the inspection, appraisal, and issuance, renewal, adjustment, and reissuance of Environmental Permits; and revoking the right to use and reclaiming issued Environmental Permits.
Simultaneously, receiving and responding to annual periodic environmental protection work reports; conducting inspection and supervision of the implementation of the contents of the Decision approving the appraisal results of environmental impact assessment reports, environmental restoration and rehabilitation plans, and Environmental Permits.
The Decision takes effect from March 27, 2025, and replaces Decisions No. 975/QD-UBND dated April 26, 2022, and No. 2171/QD-UBND dated September 9, 2022, of the Provincial People's Committee.
Authorization period: From March 27, 2025, to December 31, 2025. During the implementation process, if the Central Government issues new regulations, the Department of Agriculture and Environment will advise the Provincial People's Committee to amend, supplement, or replace them accordingly.
