Ho Chi Minh City and Binh Duong Province strengthen collaboration to implement regional connectivity projects.

​PORTAL - On the afternoon of February 28th, at the Binh Duong Provincial Administrative Center, a working delegation from the Ho Chi Minh City People's Committee, led by Mr. Bui Xuan Cuong - Vice Chairman of the Ho Chi Minh City People's Committee, held a meeting with the Binh Duong Provincial People's Committee to discuss the results of coordination and resolution of proposed issues between Ho Chi Minh City and Binh Duong Province.

Receiving and working with the delegation were Mr. Vo Van Minh, Chairman of Binh Duong Provincial People’s Committee; and representatives of leaders from departments, agencies, districts, and cities.
Coordinating the Implementation of Key Transportation Projects
According to reports, in the two years from 2023 to 2024, Ho Chi Minh City and Binh Duong Province have jointly completed 5 out of 11 items in the cooperation plan. The remaining 6 out of 11 items have been partially completed and are still being implemented. Some key coordination areas currently being carried out include: Joint implementation of component projects of Ring Road 3 and Ring Road 4 of Ho Chi Minh City; research on investment to extend Urban Railway Line No. 1 to Binh Duong; coordination of construction material supply for component projects of the Ring Road 3 construction investment project in Ho Chi Minh City; implementation of the project to increase the clearance height of Binh Trieu 1 Bridge and Binh Phuoc 1 Bridge on the Saigon River, etc.

Overview of the session
Regarding the coordination in implementing the component projects of Ring Road 3, the Ho Chi Minh City People’s Committee and the provinces of Binh Duong, Dong Nai, and Long An have collaborated to deploy the component projects, generally meeting the progress as directed by the Government. To date, approximately 575 out of 603 hectares have been recovered (achieving 95%). At the same time, the component projects are focusing on accelerating the construction progress, striving for completion and commissioning in 2026.
Based on the directives of the Prime Minister, the Ho Chi Minh City People’s Committee has held numerous meetings with the Ministry of Transport and the People’s Committees of provinces (Long An, Binh Duong, Dong Nai, and Ba Ria - Vung Tau) regarding the preparation of the pre-feasibility study report (PFSR) for the Ho Chi Minh City Ring Road 4 project. The PFSR for the overall Ho Chi Minh City Ring Road 4 project has been finalized and submitted to the Prime Minister and the Ministry of Planning and Investment. Currently, the Prime Minister has established a State Appraisal Council to appraise the PFSR for the Ho Chi Minh City Ring Road 4 construction investment project.

Representative from the Ho Chi Minh City Department of Transport presents a summary report on the coordination efforts between the two localities regarding connected transportation projects.
In 2025, the city will collaborate with Binh Duong and Dong Nai provinces to advise on the establishment of a joint working group on urban railway investment in Binh Duong and Dong Nai provinces, connecting with Urban Railway Line No. 1, Ben Thanh - Suoi Tien route; will also develop a master plan for urban railway investment in Binh Duong and Dong Nai provinces, connecting with Urban Railway Line No. 1, Ben Thanh - Suoi Tien route; and submit it to the People’s Committees of the localities for approval and coordinated implementation.
Finalize the PFSR for the Ho Chi Minh City Ring Road 4 project, submit it to competent authorities for approval of the project’s investment policy, and promulgate specific mechanisms and policies. At the same time, expedite the project’s implementation progress after the investment policy is approved by competent authorities.
Focus on resolving obstacles and accelerating the implementation progress of component projects of Ring Road 3, ensuring basic completion by 2025 and putting the project into operation from 2026.
Coordinate the implementation of the construction of a connecting road from the Go Dua intersection to the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway.
Continue to expedite the implementation progress of the Project to raise the clearance height of Binh Trieu 1 Bridge and Binh Phuoc 1 Bridge on the Saigon River.
Coordinate the research and connection of Ho Chi Minh City’s urban railway lines No. 1 (Ben Thanh - Suoi Tien) and No. 3 with Binh Duong Province’s urban railway lines following the planning.
Creating a widespread impact, opening up opportunities for cooperation and attracting investment.
At the working session, the two localities reached a consensus on the tasks to be prioritized in 2025. These include focusing on investing in key arterial roads to enhance regional connectivity and create a widespread impact; developing a synchronous and modern transportation system; promptly resolving traffic congestion on key arterial routes, opening numerous opportunities for cooperation and investment attractions in the region. Special attention will be paid to the implementation of certain orientations in transportation system investment in the coming period (especially connecting Ho Chi Minh City with seaports and international airports). Ensuring the supply of sand for road embankment for key projects in the Southeast region and nationwide, including regular consultations with the People’s Committees of Vinh Long, Tien Giang, Ben Tre provinces and relevant localities to expedite the issuance of mining permits as directed by the Prime Minister.
Continue to review gateway projects connecting road traffic between Binh Duong and Ho Chi Minh City. In particular, focus on reviewing and coordinating the implementation of projects such as the connecting road between DT.743 and Ring Road 2 (the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway access road through Binh Duong province); the Saigon riverside road; Vinh Phu bridge connecting LKV11 road (Thuan An) with Vo Thi Thua road; the investment in the Song Than overpass intersection; the upgrade and expansion of An Binh road connecting Pham Van Dong road; and the complete investment in the Tan Van intersection at the southern gateway of the province connecting Ho Chi Minh City and Dong Nai province.
Propose collaboration in training and enhancing the quality of training and teaching at universities in the area to realize the “Project to Develop Binh Duong Province into a Regional and National Education and Vocational Training Center.”
Research and cooperate in developing healthcare sector projects such as: Building a project to establish a general hospital at the provincial level in Binh Duong and supporting the allocation of funds for the project from the central budget, while providing personnel support to ensure implementation and operation when the project is put into operation; constructing new second facilities of central hospitals (in Ho Chi Minh City) to form satellite hospitals in Binh Duong Province to share the burden of medical examination and treatment and improve the quality of public healthcare.
Continue to study the establishment of a Southeast Region infrastructure development fund to coordinate linked activities for the synchronous development of socio-economic infrastructure, prioritizing the transportation infrastructure system of the entire region.

The construction of the Tan Van intersection is assesses as the most difficult and complex on the entire Ho Chi Minh City Ring Road 3.
The representative from the Ho Chi Minh City Department of Transport stated that, upon review, the traffic volume data at the Tan Van intersection of the Ring Road 3 project remains unchanged compared to the time the investment policy for the Project was established. During the process of formulating and submitting the investment policy for approval, the scale was selected to match the forecasted traffic volume, transportation needs, relevant regulations, and standards, and was appraised by specialized agencies of the Ministry of Transport. Binh Duong Provincial People’s Committee approved the sub-project in accordance with the Project’s investment policy approved by the National Assembly.
According to assessments by consulting units, by 2026, when the Ho Chi Minh City Ring Road 3, Ben Luc - Long Thanh Expressway, and Bien Hoa - Vung Tau Expressway are put into operation, traffic flow through the Tan Van Interchange will be redistributed, with a predicted decrease (especially in the direction from Dong Nai Bridge to Tan Van - My Phuoc).
In the current phase, the investor and consultants should prioritize a thorough review of the project design documents, assess the level and scope of impact of the phased investment items that may cause difficulties when implementing the complete Tan Van Interchange construction phase, in order to organize appropriate design adjustments and address existing issues.

Mr. Tran Hung Viet - Director of Binh Duong Provincial Transportation Works Construction Investment Project Management Board proposes solutions to accelerate the progress of the Ho Chi Minh City Ring Road 3 project.
Mr. Tran Hung Viet - Director of Binh Duong Provincial Transportation Works Construction Investment Project Management Board stated that for the Tan Van intersection component project of the Ho Chi Minh City Ring Road 3 project, the Board will coordinate with relevant units and localities to relocate the water pipeline promptly for project implementation. He proposed that the Ho Chi Minh City People’s Committee and Binh Duong Province agree on the coordinates, scale, and connectivity of the component projects; and divide investment responsibilities to enable localities to proactively implement them.
Speaking at the working session, Mr. Bui Xuan Cuong - Vice Chairman of the Ho Chi Minh City People’s Committee emphasized that strengthening connectivity between localities in the Southeast region is extremely necessary in the current period. He suggested that strategic infrastructure projects, especially the Ring Road 4 project, should be prioritized for submission to competent authorities for investment decisions, followed by immediate implementation.​
 
Mr. Bui Xuan Cuong - Vice Chairman of the Ho Chi Minh City People’s Committee agrees with Binh Duong Province’s proposals regarding the research and development of Metro Lines No. 2 and No. 3 connecting to Ho Chi Minh City.
Regarding ongoing projects such as Ring Road 3, Ho Chi Minh City has proposed that Binh Duong expedite progress to ensure timely completion according to the planned schedule.
In terms of railway transportation development, Ho Chi Minh City supports the extension of Metro Line No. 1 through Binh Duong and Dong Nai provinces.
The Vice Chairman of the Ho Chi Minh City People’s Committee stated that the city will also, based on Resolution 98, propose a mechanism for a regional infrastructure development fund. Furthermore, the city will soon finalize a preliminary plan for regional human resource training and submit it to other localities for their input. Additionally, he suggested that Binh Duong focus on tourism linkages to attract more visitors, particularly international tourists.
Based on the delegation’s feedback, Mr. Vo Van Minh - Chairman of the Binh Duong Provincial People’s Committee welcomed the efforts between the departments and agencies of both localities in resolving arising cooperation issues. He also stated that the province is concentrating on investing in key arterial roads to enhance regional connectivity, create spillover effects, develop a modern and synchronized transportation system, and promptly address congestion on major traffic routes, thereby opening up numerous opportunities for cooperation and investment attractions in the region.

The province will continue to review and coordinate the implementation of gateway projects and road connectivity projects between Binh Duong Province and Ho Chi Minh City; coordinate the implementation of solutions to ensure sand supply for roadbed construction for key projects in the Southeast region and nationwide. Mr. Vo Van Minh stated that the potential for urban and eco-tourism development between the two localities is substantial, and closer coordination in planning is essential, etc.
