The 21st Session – Binh Duong Provincial People's Council: Passing Resolutions on the organizational restructuring

​PORTAL - On the morning of February 26, at the Administrative Center of Binh Duong province, the provincial People's Council held the 21st Session (thematic)-the provincial People's Council, 10th term, 2021-2026 reviewed and decided on some important contents according to local practical requirements.

​Attending were Mr. Nguyen Van Loi - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Mr. Nguyen Loc Ha - Standing Deputy Secretary of the Provincial Party Committee; Mr. Vo Van Minh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Mr. Nguyen Van Dai - Chairman of the Viet Nam Fatherland Front Committee of the province, representatives of the provincial People's Council.

Passing the Resolution on establishing 06 new departments

The meeting reviewed and approved the Resolutions to establish and reorganize a number of specialized agencies under the Provincial People's Committee to ensure the leadership, direction, and management of uniformity from the Central to local levels, contributing to meeting the provincial general development requirements on arrangement and streamlining the apparatus, performance, efficiency and efficiency; At the same time, as a premise for the organization and officials preparing the 12th Party Congress of the Provincial Party Committee and the election of delegates of the People's Council at all levels for the term 2026 - 2031.


Overview of the session

06 Resolutions include: Establishing the Department of Finance based on consolidating the Department of Planning and Investment and the Department of Finance; establishing the Department of Construction based on consolidating the Department of Transport and the Department of Construction; Establishing the Department of Agriculture and Environment based on consolidating the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development; Establishing the Department of Science and Technology based on consolidating the Department of Information and Communications and Department of Science and Technology; Establishing the Department of Home Affairs based on consolidating the Department of Labor - Invalids and Social Affairs and the Department of Home Affairs; Establishing the Department of Ethnic and Religion based on reorganizing the Religious Committee, the Department of Home Affairs and the functions and tasks of state management of ethnic groups from the Provincial People's Committee Office.



Delegates attend the session

Ms. Huynh Thi Thanh Phuong - Director of the Department of Home Affairs said that Binh Duong currently has 18 specialized agencies and 02 other administrative organizations under the Provincial People's Committee (collectively referred to as departments, branches, and sectors), with 109 units of departments, agencies, 13 divisions and equivalents. After arranging the organizational restructuring, the total number of specialized agencies under the provincial People's Committee is 14 departments and branches (reducing 04 departments, the rate of 20%).

Specifically, the Department of Finance (after consolidating) retains the functions and tasks of the two departments before merging. Implementing merging departments with the shared function (Office, and Department Inspectorate); Transferring the retained departments and organizations belonging to the new unit; Receiving all staff including civil servants, and contracts assigned by the two departments before merging.

The Department of Construction (after the merger) retains the functions and tasks of the two departments before the merger; transferring the task of vehicle driver's license testing and issuance from the Department of Transport to Public Security. It will merge the departments with shared functions (the Office and the Department Inspectorate); Transferring the specialized departments and organizations under the previous departments to the new unit; and absorbing the entire staff, including civil servants, and contracts previously assigned to the two departments before the merger.

The Department of Agriculture and Environment will retain the functions and tasks of the two departments before the merger; at the same time, it will take on the poverty reduction tasks transferred from the Department of Labor, War Invalids, and Social Affairs.

After the transfer of the state management functions over the press and publishing from the Department of Information and Communications to the Department of Culture, Sports, and Tourism; and the transfer of the state management duties over network information security from the Department of Information and Communications to the Provincial Police, the Department of Science and Technology (after the merger) will assume all remaining functions and tasks of the two departments before the merger. The department will merge the units with shared functions (the Office and the Department Inspectorate); transferring the specialized departments and organizations under the previous departments to the new unit; moving the Information – Press – Publishing Department to the Department of Culture, Sports, and Tourism; establishing a new Planning and Finance Department to advise on financial matters for the sector, projects, and centralized procurement tasks; and absorb the entire staff, including civil servants, and contracts previously assigned to the two departments before the merger.

After transferring several state management functions from the Department of Labor, War Invalids, and Social Affairs to the designated units (transferring vocational education functions to the Department of Education and Training; transferring state management functions over social protection, children, and prevention of social evils to the Department of Health; transferring the state management tasks related to drug addiction treatment and post-rehabilitation management to the Provincial Police; transferring the state management tasks related to poverty reduction to the Department of Agriculture and Environment), the Department of Home Affairs (after the merger) will assume all remaining functions and tasks of the two departments before the merger.

The Department of Ethnic and Religious Affairs was established by reorganizing the Religious Affairs Department under the Department of Home Affairs and taking on the state management functions related to ethnic affairs from the Provincial People's Committee Office. The Department of Ethnic and Religious Affairs is a specialized agency under the Provincial People's Committee; it assumes the functions and personnel responsible for advising on state management of ethnic affairs from the Provincial People's Committee Office. After its establishment, The Department of Ethnic and Religious Affairs will advise and assist the Provincial People's Committee in managing state affairs related to ethnic groups, beliefs, and religions.

Preferential policy of land rental exemption for projects using land for production and business purposes

The session also reviewed and decided on several issues related to public investment, planning, and land policies, etc. to mobilize all resources and create breakthroughs to improve infrastructure, create new development spaces, and thereby contribute to realizing the goal of achieving a double-digit economic growth rate for the province in 2025 and the following years.

This includes the draft Resolution stipulating the preferential policy of land rental exemption for projects using land for production and business purposes in investment-prioritized sectors (industries and fields with investment incentives) within the province. Mr. Vo Anh Tuan – Chief of the Office of the Provincial People's Committee, stated that the draft Resolution specifies the land rental exemption policy after the period of exemption during the basic construction phase, as regulated in Clause 2, Article 39 of Decree No. 103/2024/ND-CP of the Government, for the specified projects.

Specifically: In the northern area (Dau Tieng, Bau Bang, Phu Giao, Bac Tan Uyen): land rental exemption for the entire lease period. In the southern area (Thu Dau Mot, Thuan An, Di An, Ben Cat, Tan Uyen): Land rental exemption for the entire lease period for projects such as schools offering multiple levels of education in partnership with foreign countries; environmental sector projects (excluding cremation facilities and incineration plants).

Land rental exemption for 50% of the lease period for other projects within the scope of the application and for cremation facilities and incineration plants in the environmental sector. For industries such as collection, treatment, recycling, and reuse of concentrated waste; hazardous waste treatment, co-treatment of hazardous waste; centralized domestic wastewater treatment systems with a designed capacity of 2,500 m³/day (24 hours) or more for urban areas of grade IV or higher; collection, transportation, and treatment of concentrated ordinary solid waste; production of gasoline, diesel fuel, and biofuels certified as conforming to standards; biomass coal; energy from wind, solar, tidal, geothermal, and other renewable energy sources: preferential policies as stipulated will not apply.

In addition, the session also passed resolutions on: Adjusting some contents of Resolution No. 41/NQ-HĐND dated December 9, 2024, of the Provincial People's Council on "Adjusting the medium-term public investment plan for the 2021-2025 period with local budget capital (6th time)"; adjusting the investment policy for the project to upgrade and expand DT.746 road from Tan Thanh intersection to Hoi Nghia intersection; repealing Resolution No. 50/NQ-HĐND dated December 10, 2021, of the Provincial People's Council on adjusting the investment policy for the project to improve the landscape and alleviate traffic congestion on the My Phuoc - Tan Van, DT.746, DT.747B, DT.743 roads through the public-private partnership (PPP) model; repealing Resolution No. 29/NQ-HĐND dated September 14, 2021, of the Provincial People's Council regarding the delegation of authority to the Provincial People's Committee to decide on investment policies for Group B and Group C projects within the Provincial People's Council's jurisdiction; and approving the planning task for the 1/2000-scale zoning plan for the ecological tourism, resort, and entertainment services area at Tha La Peninsula, Dau Tieng Lake, Dau Tieng District.

In his closing speech at the session, Mr. Nguyen Van Loc – Chairman of the Provincial People's Council emphasized that the resolutions on organizational restructuring and personnel work passed at the session provide a very important legal basis for promptly implementing the Party and State's policies on the restructuring and streamlining of the organizational apparatus of agencies and units within the political system in the province. These resolutions meet the requirements of building a "lean - strong - efficient - effective" political system and provide an opportunity to promote strong administrative reforms, thereby improving the effectiveness of public service for the people.

The Provincial People's Council urges the Provincial People's Committee, as well as all levels, sectors, and localities, to promptly organize and implement the resolutions that have been passed, under their functions, tasks, and authority, with a proactive, creative, determined, and resolute spirit, ensuring that actions match words.
