Binh Duong Province always creates a favorable environment for enterprises to develop sustainably and steadily

PORTAL - On the morning of February 12, 2025, at the Provincial Administrative Center, the Party Committee – People's Council – People's Committee of Binh Duong Province held a meeting with foreign enterprises, industry associations, and investment associations in early 2025.

The meeting was chaired by Mr. Vo Van Minh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, and Mr. Nguyen Van Loc - Member of the Provincial Standing Party Committee, Chairman of the Provincial People's Council; representatives from provincial departments and agencies, and associations of industries and businesses investing in Binh Duong.

Businesses are interested in the factory relocation policy.

Speaking at the meeting, Mr. Vo Van Minh - Chairman of the Provincial People's Committee stated that in 2024, the province's economy continued to grow impressively with a GRDP of 7.48% (higher than the 5.00% growth rate in 2023). Per capita GRDP reached 181.2 million VND, leading the country. Total import and export turnover reached over 60 billion USD, with a trade surplus of more than 10 billion USD. The Industrial Production Index (IIP) increased by 7.6% compared to 2023. The industrial structure is undergoing a significant transformation, shifting away from labor-intensive industries towards high-tech and creative industries.


Overview of the meeting

With these positive results, Binh Duong is currently ranked 2nd in the country in attracting foreign direct investment, following Ho Chi Minh City and Ha Noi. As of January 2025, Binh Duong has attracted over 42.5 billion USD in foreign direct investment, with 4,429 projects from 65 countries and territories. In addition, the province has also focused on attracting domestic investment, with a total registered capital of 818.674 billion VND from 74,704 enterprises.

In addition, the province is focusing on developing a modern transportation system that seamlessly connects all regions, aligning with the Southeast Regional Planning, to create new momentum for the development of Binh Duong in particular and the Southeast region in general.

In 2025, Binh Duong Province aims to achieve double-digit growth, with significant contributions from the business community. The province is committed to continuing its partnership with investors and businesses, leveraging its advantages and seizing opportunities to achieve strong and sustainable development, positioning the province as an attractive destination in the region.

At the conference, leaders of Binh Duong province, along with representatives from departments, agencies, and enterprises, discussed challenges and difficulties in production and business activities, such as factory relocation, export and import taxes, customs procedures, etc. Meanwhile, they listened to suggestions and recommendations from businesses to promote the development of production and business activities in the province.

Ms. Truong Thi Thuy Lien - Vice President of the Binh Duong Leather Footwear Association, stated that the association's member businesses are very interested in policies regarding the relocation of enterprises from outside industrial zones to industrial zones. Currently, as businesses are just recovering from the COVID-19 pandemic and have only recently stabilized their production and business activities, they are very concerned about the relocation due to high relocation costs and the impact on the lives of workers. Therefore, they request the province to consider providing appropriate policies to support enterprises during the relocation process and to promptly provide information on which enterprises are required to relocate according to the province's policy.

Conveying the proposals of wood processing enterprises, Mr. Nguyen Liem - Chairman of the Binh Duong Wood Processing Association, stated that enterprises strongly support the province's relocation policy. However, specific and adequate support policies are needed for enterprises to relocate. According to him, it is advisable to conduct a pilot relocation of a few enterprises to gain experience before expanding it.

Encouraging businesses to relocate

Addressing the concerns of businesses regarding the relocation of factories to industrial zones within the province, Mr. Ha Van Ut - Director of the Industry and Trade Department, stated that the shift in land use and the relocation of enterprises outside industrial zones in the southern part of the province to industrial zones aim to accelerate the industrialization and modernization of Binh Duong Province. By 2030, Binh Duong aims to become a centrally-controlled city; one of the dynamic and comprehensive development centers of Southeast Asia; lead in science-technology and innovation, and become a modern service industry center; the socio-economic infrastructure system and the urban system will be developed synchronously, modernly, smartly, and sustainably according to the green growth model; improve the quality of citizens' lives, building a prosperous and modern civilized society. This is a significant policy, and therefore, the province will carefully consider the feedback from businesses and provide appropriate support.

Concluding the conference, the Chairman of the Provincial People's Committee, Mr. Vo Van Minh emphasized that to achieve double-digit growth, Binh Duong urgently needs the joint efforts and contributions of enterprises. Relevant agencies and departments will synthesize the enterprises' recommendations and advise the Provincial People's Committee on solutions to remove obstacles and create favorable conditions for businesses to develop in the future. Regarding the orientation of relocating enterprises, Chairman Vo Van Minh emphasized that this is a key political task that must be persistently implemented, ensuring consensus and serving the harmonious interests of workers, businesses, and the State. It is necessary to conduct surveys, assess the current situation, and organize consultations with experts, business owners, and workers to evaluate the feasibility of converting functions and relocating enterprises. A clear implementation plan and roadmap must be established, along with pilot projects to evaluate and learn lessons before scaling up. To prepare for relocation, the province has prepared land funds, built modern industrial parks and clusters in line with the provincial planning, and constructed housing for workers. The current land of enterprises after relocation will be used for the development of commerce and services. Notably, the province encourages but does not force enterprises to relocate, and specific relocation criteria have been defined. Not all enterprises outside industrial parks and clusters are required to relocate; only those that do not meet the criteria set by the province must relocate. The province is also investing in building a synchronous and modern transportation system connecting to industrial parks and clusters to create the best conditions for relocated enterprises. At the same time, there will be appropriate policies to encourage enterprises to relocate.
