Initially, Mr. Nguyen Loc Ha – Vice Chairman of the PPC informed the outstanding results in the province's socio-economic development and attraction investment. Accordingly, during the last 30 years, Binh Duong has strongly developed its agricultural economy and become the industrial capital of Viet Nam. With the strategic location and a determination to create an open investment environment, Binh Duong has attracted 4.347 investment projects from 65 countries and territories with a total registered capital of up to 42 billion USD, ranking 3rd in the country (after Ha Noi City and Ho Chi Minh City).

Being not only a destination strongly attracting investment capital, Binh Duong also consecutively leads Viet Nam in developing infrastructure in terms of the Provincial Competitiveness Indicator (PCI). It has been honored as Intelligent Community of the Year – TOP 1 ICF 2023 by ICF, which is clear evidence of the province's continuous efforts in developing infrastructure, building smart cities, applying technology, and improving the business environment. Thanks to these factors, Binh Duong has become an ideal destination for workers across Viet Nam with more than 52% of the population coming from other provinces and cities.
The experts share at the meeting
At the meeting, representatives of DIGITIMES and experts shared about Viet Nam's opportunities and challenges when developing the semiconductor industry, as well as the orientation for the development of the semiconductor industry, and science park. These experiences are associated with the practical orientation of Binh Duong province in the current period when Becamex IDC Corp. plays a pioneering role in promoting the development of a comprehensive industrial ecosystem and attracting high-added valuable investment. With the formation of a centralized information technology park and high-tech park in Binh Duong New City and other science and technology industrial parks with the vision of becoming an innovation center of the key economic region in the South region of Viet Nam Binh Duong promises to become an attractive destination for high-tech businesses.

Speaking at the meeting, Mr. Nguyen Van Loi – Secretary of the Provincial Party Committee said that in the context of the global supply chain undergoing great changes, Viet Nam has a great opportunity to participate more deeply in the semiconductor industry's supply chain. The Government of Viet Nam has issued the Semiconductor Development Strategy until 2030, with the vision to 2050, intending to attract selective FDI investment, forming 100 design enterprises, 01 chip manufacturing factory, and 01 Semiconductor product packaging and testing factory by 2030. Recently, Binh Duong province announced the Provincial Planning for the period 2021-2030, with a vision to 2050 with the goal that Binh Duong will be a Centrally Governed City by 2030. It is one of the dynamic, comprehensive development centers of Southeast Asia and a leader in science-technology, innovation, and the modern service industry center. The semiconductor industry has become the major direction that the province focuses on for the new period. The province is taking steps to build a centralized information technology park and a 220-hectare high-tech park and preparing the infrastructure to welcome high-tech and semiconductor industry investors. At the same time, implementing the Government's orientation to train and retrain 50,000 engineers for high-tech industries, Binh Duong has asked universities to develop human resource training projects, and at the same time, the province also develops local policies to attract high-quality human resources to serve the development requirements of the new period.
The Secretary of the Provincial Party Committee emphasized that the opinions shared by experts at the meeting are valuable experiences for the province to gradually build a foundation to become an important center in the region's semiconductor supply chain. Leaders of Binh Duong province and departments are committed to creating an open investment environment and completing infrastructure connecting to airports and seaports. They would quickly resolve administrative and customs procedures, have policies to support high-tech industry, attract and train high-quality human resources, etc. It is necessary to meet the needs of high-tech industry development.
