Reporting to the delegation, Mr. Pham Van Tuyen – Deputy Director of the Department of Labor, Invalids and Social Affairs said that after 10 years of implementing Directive No. 37, the network of technical and vocational education and training institution (TVET) has been interested in arranging, reviewing and merging to improve quality, operational efficiency, diversity in forms, professions, and training levels to meet the vocational training needs of the people.
The province currently has 70 TVET establishments, including: 06 colleges, 10 intermediate schools, 18 TVET centers and 36 other establishments registered for TVET activities with 2,632 teachers and managers (teachers: 1,998 people; managers: 634 people); in which, teachers and administrators in the public school system accounted for 30.6%. The contingent of TVET teachers is trained and fostered to improve the quality, all teachers meet the standards of professional and pedagogical skills.

Conditions to ensure training quality are increasingly strengthened; training associated with employment, with the needs of businesses and the labor market being paid attention to, efficiency is improved. The socialization work has brought about initial results, which has attracted organizations and individuals to invest in the establishment of TVET establishments and non-public TVET establishments to develop, making positive contributions to the implementation of vocational training targets and tasks, contributing to diversifying vocational training activities in the province.
The enrollment scale, quality and efficiency of vocational training have changed positively and increased every year. The percentage of students and post-vocational apprentices with jobs and stable incomes is increasing. The results of vocational training have contributed positively to the goal of improving the quality of human resources, developing a skilled workforce, increasing labor productivity, contributing to increasing the rate of trained workers from 68% (in 2014) to 83% (in 2023), in which, the percentage of workers with diplomas, certificates increased from 19.5% (in 2014) to 32% (in 2023).

Training facilities and equipment at TVET institutions are invested in upgrading and expanding. The number of teachers has increased, gradually improved in quality, and met the standards according to regulations for teaching. The content of training programs and methods has been renewed; quality accreditation is paid attention to, so the quality of TVET is improved. The financial mechanism has been renewed in the direction of granting autonomy on recurrent expenditures, which has improved operational efficiency and investment efficiency in public TVET institutions.
The integration of the "3 Houses" in TVET activities has initially brought many benefits to schools, businesses and the State. Many TVET institutions have strengthened links with businesses in training and creating jobs for students such as supporting schools in building training programs, inviting experts and engineers with practical experience to participate in teaching, coordinating organizations for students, learn practical lessons, internships at enterprises, organize for teachers to visit production sites at enterprises, provide career counseling, and introduce jobs to students after graduation, and so on. It helps vocational training to improve the quality, increasingly associated with the needs of the labor market.
At the meeting, members of the delegation highly appreciated the results of the implementation of Directive No. 37 of Binh Duong, and at the same time exchanged and clarified a number of contents on propaganda, education, and raising awareness of training highly skilled human resources; the State management of training highly skilled human resources; renovating programs and contents of training highly skilled human resources; building and developing a group of teachers and a team of managers and training highly skilled human resources; renewing and perfecting mechanisms and policies, diversifying resources for training high-skilled human resources; international cooperation and integration.
