Accelerating steps to organize auctions of land use rights
Responding to questions from Mr. Quach Trung Nguyen – Delegation of Thuan An City about implementing solutions to exploit resources from land to create revenue for the province's development, Mr. Ngo Quang Su - Director of DONRE said that under the direction of the Provincial Party Committee and PPC, DONRE has developed a Project on exploiting land fund and generating revenue from land to serve the province's socio-economic development for the 2024 - 2025 period and orientation to 2030. Accordingly, the project includes a total of 117 land plots, with an area of about 22,202 hectares in 9/9 districts and cities; Investor selection is carried out according to 02 mechanisms: Auction of land use rights and bidding for investment projects using land.

In order for the Project implementation process to bring high efficiency and ensure progress, DONRE has clearly defined each specific task and job and proposed to the PPC to direct departments, branches, and the People's Committee of districts to urgently implement.
In addition, DONRE has directed the Provincial Land Fund Development Center to proactively draft a plan for auctioning land use rights for land plots according to the land use rights auction plan in 2024. After the People's Committee of Districts approves the Detailed planning project scale 1/500 of land plots and the PPC approves the investment policy for project implementation for each land plot, DONRE will submit the auction plan to the PPC for approval immediately and direct the Provincial Land Fund Development Center to carry out procedures to organize an auction of land use rights in accordance with regulations.
Removing obstacles in the auction of land use rights

Mr. Ngo Quang Su said that in order to accelerate the auction of land use rights to generate revenue to serve the province's socio-economic development, the PPC has issued many guiding documents and assigned DONRE preside and coordinate with departments, branches and district-level People's Committees to carry out assigned tasks to implement the auction of land use rights and develop a Project on exploiting land fund and generating revenue from land to serve Binh Duong province's socio-economic development in the 2024-2025 period and orientation to 2030.
Although the auction of land use rights is directed by the Provincial Party Committee and PPC and assigned specific tasks to each department, branch, and district-level People's Committee. However, during the implementation process, besides the advantages, there are also certain difficulties: The synchronization and consistency between planning (land use planning, urban planning, regional planning), and the progress of detailed planning scale 1/500 of land plots is still slow. As a result, at present, no auction of land use rights has been organized for any land plot, so it may affect the progress and revenue plan to be paid into the provincial budget in 2024.
After the PPC approves the Project on exploiting land fund and generating revenue from land to serve the province's socio-economic development in the 2024 - 2025 period and orientation to 2030, DONRE will advise the PPC to implement key solutions to more effectively direct and implement this work.
Specifically, establishing a Provincial Steering Committee to direct the implementation of the Project on exploiting land funds and generating revenue from land to serve the province's socio-economic development in the 2024 - 2025 period and orientation to 2030. To accelerate preparation steps and ensure progress in implementing land use rights auctions in 2024 to create revenue for the province's socio-economic development, DONRE recommended that the PPC direct the People's Committees of districts and cities to soon complete the preparation (adjustment), appraisal, and approval of detailed planning scale 1/500 for assigned land plots.
The Department of Construction and the People's Committee of districts prepare documents to propose an Investment Policy for the assigned land plots, submit it to the Department of Planning and Investment for appraisal, and submit it to the PPC for approval of the Investment Policy to implement the project.
Department of Finance, Department of Natural Resources and Environment, Provincial Land Fund Development Center, People's Committees of districts and cities develop plans to auction land use rights, bid for projects with land use plans, and submit to the PPC to approve the plan; carry out prescribed procedures and organize the auction.
According to Mr. Ngo Quang Su, each step and each task in the auction work requires close coordination between departments, branches, and People's Committees of districts and cities where the land is located, therefore requiring all units to uphold a sense of responsibility and focus on performing assigned tasks on time.
