​PORTAL - On the evening of March 03, at the Administration Center of Binh Duong province, leaders of the provinces: Binh Duong, Dong Nai, Ba Ria - Vung Tau and Ho Chi Minh City had a meeting on the implementation of Resolution No. 24-NQ/TW dated October 07, 2022 of the Politburo (Resolution 24) and Resolution No. 154/NQ-CP dated November 23, 2022 of the Government on socio-economic development and assurance of national defense and security in the Southeast region to 2030, with a vision to 2045; implementation of traffic projects connecting Binh Duong province with localities in the region.

​Chairing the meeting were Mr. Phan Van Mai - Member of the Party Central Committee, Chairman of Ho Chi Minh City People's Committee; Mr. Vo Van Minh - Chairman of Binh Duong Provincial People's Committee (PPC); Mr. Cao Tien Dung - Chairman of Dong Nai PPC and Mr. Nguyen Van Tho - Chairman of Ba Ria - Vung Tau PPC.

At the meeting, the leaders of 4 localities discussed investment orientations, methods and ways to effectively implement Resolution 24 of the Politburo, contributing to the socio-economic promotion of the whole region and each locality. Resolution 24 identifies the following goals: The Southeast becomes a dynamic development region with high economic growth rate, the largest growth engine in the country; science - technology and innovation center, high-tech industry, logistics and international financial center with high competitiveness in the region. Taking the lead in growth model innovation, digital transformation, building digital government, digital economy, and digital society. Rapidly developing smart and modern urban system. In which, identifying the central sub-region including Ho Chi Minh City, the southern region of Binh Duong province and the southwest of Dong Nai province is the development center of the whole region.

According to the orientation, the Southeast corridor is the main economic axis of the region, in fact connecting from the Central Highlands, through Binh Duong, Dong Nai, to Cai Mep - Thi Vai port; Ho Chi Minh City has developed to nearly fill the Ring Road No. 2. Therefore, the interval between Ring Road No. 3 and Ring Road No. 4 is the most suitable area for industrial development, National and Regional infrastructures.

Particularly in Binh Duong, the infrastructure is invested to develop rapidly, the industrial urban area has been filled up to the Ring Road No. 3, the space is developing rapidly to the Ring Road No. 4 and currently according to the research and proposal of Binh Duong province's planning consultancy unit, Ho Chi Minh City needs an additional Ring Road No. 5 to meet development requirements in the next phase.

In addition, quickly expanding the transport corridor to the North, along the Ring Road No. 4, bypass Tan Uyen, Bien Hoa and connecting to Bien Hoa - Vung Tau expressway; supplementing the missing section from Tan Uyen to Bien Hoa. Industrial transport flows will follow highways, national highways, and avenues, turning into Ring Road No. 4 to provide resources for the Southeast economic axis, replacing transport flows that have previously followed Ring Roads No. 2 and No. 3.

This expansion means helping Binh Duong move the province's urban center to the North, move the industrial transport flow to Ring Roads No. 4 and No. 5, and move the main industrial and logistics space of the province to the Northeast (Bau Bang, Bac Tan Uyen). From there, the radial transport flows into Ho Chi Minh City will mostly be for passengers and commerce, which is the premise for Thuan An and Di An to have space for reconstruction and restructuring towards commercial, service, financial and knowledge urban areas; contributing to the formation of the "development sub-region" as determined by Resolution 24.

The localities have also made specific proposals related to traffic connection nodes in the Region such as: Bridge connecting Thu Duc city, Ho Chi Minh City with Long Thanh district, Dong Nai province; Hieu Liem 2 bridge, Tan An - An Lac bridge, Tan Hien - Thuong Tan bridge, Thanh Hoi 2 bridge connecting Dong Nai province with Binh Duong province; Ring Road No. 3, Ring Road No. 4 project, Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway; urban railway line No. 1 in Binh Duong province connecting urban railway line No. 1 of Ho Chi Minh City; Bien Hoa – Vung Tau railway, etc. At the same time, discussing about human resource training for digital transformation, riverside planning, etc.

Speaking at the meeting, the leaders of the localities all agreed to work together to closely coordinate the implementation of inter-regional transport routes and traffic routes of each locality but with regional impacts. The leading and smooth development of transport will create a driving force to promote the development of other socio-economic fields.

Chairman of Binh Duong PPC Vo Van Minh agreed to propose that the Central Government soon promulgate mechanisms and policies to support Ho Chi Minh City as well as the region to soon complete multimodal connections including road, waterway, railway to support the transport of goods and passengers. Special priority is given to new connections by urban railway with routes from Binh Duong to the center of Ho Chi Minh City, Tan Son Nhat airport, in the direction of extending the railway network of Ho Chi Minh City center to Ho Chi Minh City area, thereby expanding development spaces in terms of human resources, commercial services, tourism, science and technology.

Chairman of the Ho Chi Minh City People's Committee Phan Van Mai said that for the Ring Road No. 3, Ho Chi Minh City has basically completed the contents on schedule, expected to start in June 2023, basically open to traffic in 2025 and complete in 2026. However, the current difficulty is materials, localities need to coordinate to review, ensure the source and coordinate the source of materials for the project. At the same time, it is necessary to coordinate and agree on the contents of compensation and clearance, technical design to ensure the synchronization of the road. He agreed on the implementation schedule of the Ring Road No. 4 project.

Regarding the content of railway development, digital transformation, riverside planning, etc., departments and branches will focus on researching, advising, and local leaders will continue to have meetings to discuss specific contents and agree on the implementation plan.
