​PORTAL - On the morning of October 19, at the Administrative Center of Binh Duong province, the 10th Binh Duong Provincial People's Council held the 7th meeting (thematic). 

​Attending were Mr. Nguyen Van Loi - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial Delegation of National Assembly Deputies; Mr. Nguyen Hoang Thao – Permanent Deputy Secretary of the Provincial Party Committee; Mr. Vo Van Minh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Mr. Pham Van Chanh - Member of Provincial Standing Party Committee, Chairman of Provincial People's Council; Mr. Nguyen Van Loc - Member of Provincial Standing Party Committee, Head of Commission for Mass Mobilization of Provincial Party Committee, Chairman of the Provincial Committee of the Vietnam Fatherland Front and leaders of departments, committees, branches, districts, towns and cities.

Speaking at the opening of the Meeting, Mr. Pham Van Chanh emphasized that the 7th Meeting (thematic) - 10th Provincial People's Council took place at a time when the whole province was concentrating resources, determined to successfully implement the goals and tasks in 2022. Looking back over the past 9 months, the province's socio-economic development has seen many prosperity and positive changes in most fields. Up to this point, 14 out of 34 socio-economic targets have met or exceeded the annual plan, most of them have maintained a stable increase and are expected to complete the plan by the end of the year.

Besides the positive results, the province still has to focus on solutions to overcome some shortcomings and limitations in the provincial planning progress; disbursement of public investment capital; fire prevention and fighting, environmental pollution; traffic congestion, local flooding, etc. In which, the field of public investment is identified as an urgent and instant task; under the competence of the Provincial People's Council to consider and decide on the basis of ensuring the regulations of the Central Government and in accordance with the actual situation of the locality.

The issues decided at this Meeting are very important in order to create a legal basis for the PPC in directing, administering and performing the tasks of socio-economic development of the locality, ensuring complete successfully achieve the targets set out by the Provincial People's Council.

On behalf of the Chairman of the meeting, he suggested that the delegates raise their political consciousness, promote the strength of solidarity, focus on democracy and intelligence, consider and decide the contents of the meeting, ensure the legality and feasibility of the Resolution when promulgated.

At the meeting, the Provincial People's Council focused on deciding the contents of the field of public investment, including: Reviewing and adjusting the medium-term public investment plan for the 2021-2025 period; adjusting the Public Investment Plan in 2022; adjusting and stopping the investment policy of public investment projects; expected public investment plan in 2023.

Accordingly, the adjustment of the medium-term public investment plan for the 2021-2025 period includes the addition of 23 new projects; stopping to allocate capital for 04 projects; moving 15 projects from the pre-investment stage to new construction in the 2021-2025 period; adjusting capital increase for 57 projects; adjusting capital reduction for 61 projects. The total capital of the medium-term public investment plan for the 2021-2025 period remains unchanged.

Regarding the adjustment of the Public Investment Plan in 2022, adding 29 new projects; stopping to allocate for 30 projects; moving 03 projects from investment preparation to new construction; adjusting capital increase for 65 projects; adjusting capital reduction for 106 projects, the total capital of the Public Investment Adjustment Plan in 2022, the local budget capital (2nd time) remains unchanged compared to Resolution No. 51/NQ-HDND dated December 10, 2021 and Resolution No. 04/NQ-HDND dated April 25, 2022 of the Provincial People's Council.

Expected public investment capital plan in 2023 for Binh Duong province is 12,182 billion 893 million VND (including local budget capital 9,040 billion 393 million VND and central budget capital 3,142 billion 500 million VND).

 

Overview of the Meeting

At the same time, the meeting also approved a draft Resolution on the use of bonuses exceeding the revenue estimates in 2021, supplementing and adjusting the revenue and expenditure estimates and budget allocation; permitting the implementation of the contents of the Planning for exploration, exploitation and use of minerals until the Provincial Planning is approved; approving the Project to recognize Di An city as a grade II urban area.

Di An city is located at the intersections of important regional economic corridors, traffic hubs on roads, railways and a part of waterways in the Southern region of Binh Duong province, to the east of Ho Chi Minh City and is also the Southern key economic region of the province. The construction of Di An city into a grade II urban area will create a driving force to promote the potential, socio-economic and urban development for Di An city in particular and Binh Duong province in general. Di An city achieved 5/5 criteria, total score of 91.22/100 points according to the criteria specified in Resolution No. 1210/2016/UBTVQH13 dated May 25, 2016 of the National Assembly Standing Committee. Therefore, it is eligible to submit to the Ministry of Construction for appraisal and submit to the Prime Minister for decision to recognize Di An city as a grade II urban area.

 


Delegates approve draft Resolutions using information technology application

The meeting also approved the Resolution amending and supplementing Clause 1, Article 02 of Resolution No. 55/NQ-HDND dated December 10, 2021 of the Provincial People's Council. Specifically: "The total number of employees and labor contracts under Decree No. 68/2000/ND-CP in public non-business units is 25,560 targets, including 23,042 payrolls and 2,518 contracts. For the cause of education - training, vocational education and health, the funding is provided on the basis of payroll and labor contract performed by the branch".
