Binh Duong: Expected growth to reach 8-8.3% in 2022

​PORTAL - On the morning of September 28, at the Administrative Center of Binh Duong province, Mr. Vo Van Minh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee (PPC) chaired the September Regular Meeting to approve the report on the province's socio-economic situation in the 9 months of 2022.

​Attending were Mr. Nguyen Van Loc - Member of Provincial Standing Party Committee, Head of Commission for Mass Mobilization of Provincial Party Committee, Chairman of the Provincial Committee of the Vietnam Fatherland Front; Mr. Mai Hung Dung - Member of Provincial Standing Party Committee, Permanent Vice Chairman of PPC; Mr. Nguyen Loc Ha - Member of Provincial Standing Party Committee, Vice Chairman of PPC and members of PPC.

The meeting was connected online to bridge points in 09 districts, towns and cities.

The economy recovers positively

According to the report of the PPC, in the first nine months of 2022, the province's socio-economic situation continued to prosper and achieved many positive and comprehensive results in all fields. Gross regional domestic product (GRDP) was estimated to increase by 7.36% over the same period in 2021 (in the same period, increased by 1.48%); 14/34 socio-economic-environmental-urban targets met and exceeded the annual plan; 17 targets maintained a stable increase (reached from 50-85%, expected to complete the plan by the end of the year); and 03/34 targets were low (import turnover growth rate, number of doctors and number of hospital beds per 10,000 people).

The economy recovered positively month by month and quarter by quarter, specifically, GRDP growth in the first quarter increased by 5.3%, in the second quarter by 8.35%, in the third quarter by 8.27% over the same period in 2021. Gross regional domestic product (GRDP) was estimated to increase by 7.36% over the same period in 2021 (in the same period, increased by 1.48%).


Overview of the Meeting

Business registration, foreign investment attraction continued to record many positive signs, showing that the confidence of the enterprise community and investors in the process of opening up and economic recovery increased; the number of newly established enterprises, enterprises re-entering the market, registered capital increased by 4.9% over the same period; foreign investment attraction exceeded 43% of the year plan.

As of September 15, 2022, foreign investment capital reached over 2 billion 600 million USD, reaching 145% of the year plan, up 74% compared to the same period in 2021, including 54 new projects, 14 capital increase projects, and 134 capital contribution projects. Domestic investment attracted 66,468 billion VND of business registration capital (up 5% over the same period in 2021), including 4,815 newly registered enterprises (30,674 billion VND) and 1,155 additional enterprises to increase capital (40,581 billion VND).

Mr. Nguyen Thanh Toan - Director of the Department of Industry and Trade assessed that, despite the influence of political conflicts in the world, the province's socio-economic development continues to grow steadily; the production supply chain remains secure, domestic industry increases, people's purchasing is high, and trade in services is increasing. With the policy of shifting and expanding industrial parks and clusters to the North, it is expected that by 2030, the province will develop a number of more industrial clusters. Mr. Toan said that works and projects are constantly developing, the demand for electricity is also continuously increasing, so in the planning of power grid works, it is necessary to coordinate and create conditions of localities to quickly put the works into use, meeting the needs of industrial development of the province.

In the field of security and order, Colonel Trinh Ngoc Quyen - Director of the Provincial Police Department said that in the past 9 months, the traffic accident situation decreased by 2 criteria in terms of the number of accidents and the number of injured people. Although the number of traffic accidents has decreased, the number of deaths has increased. The low awareness of road users is the main cause in traffic accidents with errors: Speeding, reckless driving, lane encroachment, not wearing helmets, lining up horizontally, using stimulants when participating in traffic. Although the province has strengthened propaganda activities, however, traffic enforcement is still poor. In addition, there are other reasons such as unreasonable distribution of sign systems, limited ways to overcome black spots and sign points. The work of patrolling and handling has not been drastic and thorough. In the coming time, he asked committees, branches and localities to strengthen patrols, control, propagandize and handle violations strictly, and act as a deterrent to violators. Reviewing and handling signs, fixing traffic infrastructure to limit risks for traffic participants. The Department of Transport and the Provincial Police strengthen and arrange forces at black spots, traffic congestion points at peak hours to divide traffic to reduce traffic congestion, promptly handle arising situations, contributing to reducing the number of traffic accidents.

The number of fire and explosion cases in the past 9 months increased by 10 cases compared to 2021; in which the most serious is the fire of An Phu karaoke business. Provincial police have have directed, sent troops to review and inspect 622 conditional business establishments, sanctioned 201 establishments; suspended 6 establishments; temporarily suspended 80 establishments. In the coming time, the Provincial Police will continue to review and inspect the fire protection conditions at the establishments. Accordingly, the Director of the Provincial Police proposed localities to step up propaganda, and at the same time need to unify in the construction permit process, the operation of establishments as well as strengthen strict inspection, etc.

Striving to achieve the highest results of the targets

According to the assessment of the PPC, if the current growth momentum continues, the province's GRDP in 2022 is expected to reach the set plan (8-8.3%). The PPC will focus on directing and have specific solutions in each month of the fourth quarter of 2022, striving to complete the highest results for 34 targets.

At the meeting, departments, branches and localities focused on discussing and requesting the province to quickly have solutions and instructions related to regulations on land prices for compensation, funding for equipment procurement, operating expenses of commune-level cultural centers and land planning, raising the coverage rate of Social Insurance, etc.

The meeting also approved the Proposals to develop the Resolution: Temporarily providing funding to support rent for workers according to Decision No. 08/2022/QD-TTg for the budget of Thuan An city and Ben Cat town; list of resolutions stipulating regimes and policies with specific characteristics of the locality in the 2022-2025 period; approving the adjustment to prolong the planning period for exploration, exploitation and use of minerals as common building materials; assigning additional number of people working in non-business units of Education and Training branch in 2022; amending and supplementing a number of articles of regulations on attraction policy, training and fostering support regime to improve the quality of human resources; supplementing and adjusting Resolution No. 45/NQ-HDND dated December 10, 2021 of Binh Duong provincial People's Council on state budget revenue estimates in the area; revenue, expenditure and local budget allocation in 2022; conditions on investment in the minimum technical infrastructure system for housing projects to renovate and embellish urban areas in Binh Duong province; stipulating expenditure level for implementation of the health-population program in the province in the 2021-2025 period, etc.

Speaking at the meeting, Chairman of the PPC Vo Van Minh gave specific comments on the contents of the Resolution proposals. In which, he noted that relevant departments and branches continue to study to soon complete and submit to the PPC policies related to 04 groups of issues: Attracting investment in trade and services; housing for workers, start-ups and innovation; health and education socialization.

He asked all levels, branches and localities to closely follow the situation and be drastic in directing, operating, supporting production and business with determination to complete the socio-economic development plan in 2022. At the same time, paying attention to the improvement of the investment environment. He said that besides the positive results of foreign investment attraction, the province's domestic investment attraction is also very good and needs to be maintained; on the other hand, it is necessary to set up groups to handle and remove bottlenecks on site clearance for the development of industrial parks and clusters and for public investment. At the same time, focusing on reducing all three criteria on traffic order and safety, promoting fire prevention and fighting, correcting and handling environmental problems; arranging locations for resettlement areas, paying attention to digital transformation and administrative reform. Continuing to focus on key projects, striving to open the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway and the Ring Road 3 in this tenure, etc.
