PORTAL - On the morning of August 26, Secretary of the Provincial Party Committee Nguyen Van Loi, Permanent Vice Chairman of the Provincial People's Committee (PPC) Mai Hung Dung and leaders of departments and branches went to survey the Ring Road 3 and the road along the Saigon River passing through Thua Dau Mot City and Thuan An City.

​Implement the clearance compensation campaign

According to the report of the Provincial Traffic Construction Investment Project Management Unit (PMU), Ring Road 3 through Binh Duong province has a length of about 26.06km, passing through 03 localities Thu Dau Mot City, Di An City, Thuan An city, starting from Tan Van intersection to Binh Goi bridge, including: Tan Van intersection having a length of 2.53km, Binh Chuan-Saigon River section having a length of 8.23km, section coinciding with My Phuoc - Tan Van road having a length of 15.3km, and the scale of 08 highway lanes with parallel roads on both sides and corridors to arrange green trees, and expanded reserve technical infrastructure works. The project has a total investment of 19,280 billion VND, of which, the cost of compensation and resettlement support is about 13,528 billion VND; the project implementation period is from 2022-2026.

The project of Ring Road 3 Ho Chi Minh City, the section through Binh Duong province, is divided into 02 component projects, which are component project 5 (construction of Ring Road 3 including Tan Van node and Binh Goi bridge) and component project 6 (compensation, support and resettlement). This project belongs to the group of important national projects. The project construction investment objective is to connect Ho Chi Minh City with Dong Nai, Binh Duong, Long An and other localities in the region, promoting investment efficiency for projects being implemented, creating new development space, exploiting the potential of land use in order to build a sustainable and modern urban system.

Up to now, the Provincial Traffic Construction Investment PMU is taking the initial steps in site clearance and preparing for contractor selection. In the near future, the first phase of site clearance will be submitted for approval; organizing surveys to set up compensation, support and resettlement project; organizing surveys, making feasibility study reports of construction projects, assessing environmental impacts.

To speed up the project, the Unit proposed the Department of Natural Resources and Environment to develop a detailed plan of compensation, support and resettlement for the project, and guide localities to carry out procedures related to site clearance.

Through the reports of the units, Secretary of the Provincial Party Committee Nguyen Van Loi emphasized the importance of the project. This is a national project, the capital has been fully allocated, so it is necessary to focus all resources to carry out the compensation and site clearance. The Provincial Traffic Construction Investment PMU coordinates with localities flexibly in accordance with regulations to focus on project implementation, especially to determine the compensation price for people. In order to speed up the site clearance compensation, the Secretary of the Provincial Party Committee suggested that relevant units soon complete the compensation project for the province to approve. The province is willing to listen to people's suggestions to create consensus in the site clearance. The Secretary proposed Thuan An City to set up a Team specialized in receiving people's suggestions related to the project, arranging in early October 2022 to organize the Site clearance opening ceremony on the entire route. The Secretary emphasized that all procedures must be in accordance with regulations but need to be quick. Assigning the investor unit, the project must be completed by March 2023, and must be started by April 30, 2023 at the latest.

Allocate capital for the road along Saigon River

Inspecting and surveying the road along the Saigon River from Thu Dau Mot City to Thuan An City, according to the report of Thu Dau Mot City People's Committee, the dike along the Saigon River passes through Thu Dau Mot and Thuan An cities from Ba Lua canal to Vinh Binh bridge, in which the section passing through Thu Dau Mot city is 3km. Currently, the construction of a 1.3km long road including Bach Dang pedestrian street has been implemented, expected to be completed and put into use in September 2022.  The remaining 1.7km section has not been implemented, and will consult the province to continue allocating capital for smooth implementation of the road.

Expected in September 2022, Thu Dau Mot city will complete and put into use the pedestrian street at Bach Dang wharf in Phu Cuong ward

Through the opinion of Thu Dau Mot City People's Committee, the Secretary of the Provincial Party Committee suggested that the branches and localities study the construction of wharfs in this area to facilitate the trade of goods; unify the construction of tidal sluices for canals entering residential areas; and as for tidal sluices bordering river, invest in sluices combined with roads. Accelerating investment on the axis along Saigon River to connect with Ho Chi Minh City and reduce the load on the National Highway 13 axis, contributing to economic development.

For the remaining 1.7 km section, it is suggested that Thu Dau Mot City submit a specific report to ask the province to continue to allocate investment capital, if it is favorable, about early October 2022 will study and arrange capital for implementation. Along the road of dike, studying to leave some sections for nature (not building embankments to make natural beaches); at the same time, studying some bamboo growing roads to create traditional features for the city. The Secretary emphasized that the people's interests must be harmonized in the site clearance compensation, the remaining stage will be started by early 2023 at the latest.

For the dike along the Saigon River in Thuan An City, according to the report of the PMU of Agriculture and Rural Development Branch, the dike along the Saigon River, section from Rach Ba Lua to near Vinh Binh canal, has a total length of nearly 13km, the size of the dike surface is 6m wide. The project's task is to solve water drainage, prevent tides against flooding for the benefit area of the project 2,690ha, in which, conduct fresh water to wash alum to ensure irrigation for agricultural production with an area of 800 ha of specialty fruit trees for tourism development, improvement and environmental protection. After the construction is completed, the work has been effectively promoted, however, on the dike along the Saigon River, there are 5 large canals (Vinh Binh, Lai Thieu, Binh Nham, Vam Bung, Ba Lua) that have not yet been invested in tidal sluices at the canal gates; embankment works are still low, leading to frequent flooding during high tides, affecting production, the environmental pollution and people's daily life, especially affecting Binh Duong's specialty fruit orchards. Up to now, the project of Binh Nham canal tidal control sluice has only been approved with a total investment of about 284 billion VND, the remaining 04 tidal control sluices have not yet been approved for the project. Therefore, in order to complete and synchronize the system of works against flooding, high tide and climate change along the Saigon River in the province, the Unit recommended the province to consider allocating capital, approve investment policies and implement the remaining 04 tidal control sluices in Thuan An city in order of priority for each project.

Secretary of the Provincial Party Committee Nguyen Van Loi agreed with the recommendations of the PMU of Agriculture and Rural Development branch and the People's Committee of Thuan An City. The Secretary proposed the Department of Planning and Investment to advise the province to allocate capital to implement the remaining tidal control sluices in the next period.
