Digital transformation is the core factor for Binh Duong's sustainable development

​PORTAL - At the Thematic session of the Scientific seminar "Keeping up the tradition, Binh Duong province - The journey of a quarter century: Achievements and Prospects" held on the afternoon of April 19 at the Provincial Exhibition and Convention Center, experts and scientists presented presentations related to Binh Duong's achievements in economic and urban development over the past 25 years and development orientations in the coming time, in which digital transformation plays an important role in socio-economic development.

Chairing the Thematic session include: Mr. Vo Van Minh - Deputy Secretary of the Provincial Party Committee, Chairman of Binh Duong Provincial People's Committee; Assoc. Prof. Dr. Nguyen Ngoc Ha - Deputy Editor-in-Chief of Communist Review; Mr. Nguyen Van Hung - Chairman of the Board of Directors of Becamex IDC Corp.

Chairman of the Provincial People's Committee Vo Van Minh delivers the introductory report at the Thematic session on Economy - Urban Development  

Delivering introductory report of the Thematic session, Chairman of the Provincial People's Committee Vo Van Minh said, on the topic of Economics and Urban Development, the Organizing Committee has received 55 scientific reports (accounting for more than 30% of the number of reports sent to the Seminar) by scholars with deep expertise from related consulting, research and training agencies on economics and urban development throughout the country. In general, the scientific reports on this topic are quite diverse and rich in approaches, research methods, frameworks for analysis, evaluation as well as different interpretations of the economic field, and urban development in Binh Duong province during the past 25 years. Specifically, the presentations focused on 3 main groups of content: Binh Duong in the context of the Southern Key Economic Region; Economy and economic growth model of Binh Duong province; Urbanization and sustainable urban development in Binh Duong province.

Digital economy is the growth driving force

Opening the Thematic session, Prof. Dr. Tran Tho Dat - Member of the Central Theoretical Council, Member of the Prime Minister's Economic Advisory Group, Chairman of the Council for the title Professor of Economics presented a presentation "Digital economy is an important driving force and some recommendations for Binh Duong province".

According to Prof. Dr. Tran Tho Dat, over the past time, Binh Duong province has oriented to strengthen industries that can apply the achievements of the Industrial Revolution (IR) 4.0 so that the industry of the province steps into a new stage of development. Binh Duong has been building centers to attract technology forces to develop products, research 4.0 technologies, and smart factories to gradually apply them in actual production. The province plans to develop digital infrastructure as the foundation for building a digital government and digital economy, and ranks in the leading group of Southeast Asia in Data Science and Artificial Intelligence (AI). The province also strives by 2025, to basically complete the digital transformation in the Party, State, Fatherland Front agencies and socio-political organizations; provide open government data to people and enterprises; form and develop a number of smart urban areas; gradually develop important smart fields towards building a smart city; complete the innovative startup ecosystem. Binh Duong strives to develop the digital economy with the achieved value accounting for about 30% of GRDP by 2025 (higher than the achievement of the whole country); by 2030 to become the country's innovative start-up center; by 2045, to become one of the smart manufacturing and service centers, start-ups and innovation centers in Asia.

For Binh Duong to develop sustainably, according to Prof. Dr. Tran Tho Dat, the study of digital economy development is very important and necessary, especially for localities with potential and development opportunities such as Binh Duong province, in order to properly assess the current situation of digital economic development in the province, finding out the right cause of the limitations, thereby giving specific policy directions and solutions to develop the digital economy in accordance with the set goals for Vietnam in general and for Binh Duong province in particular by 2030. Currently, there is no in-depth study on digital economy for Binh Duong province, especially on the set of general criteria to evaluate the province's digital economy development, the current state of the digital economy according to a general and unified concept, estimate the scale of the digital economy and assess the impact of the digital economy on the economic structure and growth quality, identify the factors that promote the development of the digital economy in Binh Duong province. Therefore, it is necessary to conduct a study on both academic and practical aspects of digital economy development, the results of this study will help Binh Duong province get an overall assessment of the digital economy in the area, have policy orientations and specific solutions to develop the digital economy by 2030.

Also according to Prof. Dr. Tran Tho Dat, Binh Duong needs to prioritize and focus resources to implement digital transformation in a number of industries and fields with competitive advantages of the province, bringing new and practical values to people and enterprises, promoting socio-economic development. It is necessary to quickly transition from e-Government to Digital Government and approach to implementing comprehensive digital transformation of the province along 3 axes: Digital government, digital economy and digital society. "Successful implementation of the plan for digital transformation, development of the digital economy and digital society will be an important contribution to Binh Duong becoming a civilized, rich, and green development province, a favorable environment for enterprises to develop, and at the same time improve the quality of life with practical values for the people" – Prof. Dr. Tran Tho Dat emphasized.

Accelerating digital transformation in enterprises

According to Prof. Dr. Tran Tho Dat, in the context that Binh Duong in particular and the whole country in general are suffering from the resonance effects of the Covid-19 pandemic, climate change and environmental pollution, the effective application of technology digitalization is one of the important solutions, contributing to creating new motivation for economic growth and recovery. With the explosive development of the online shopping market, in order to contribute to building a healthy e-commerce market in Binh Duong and support enterprises to catch up with the development momentum, especially small and medium enterprises, cooperatives, production establishments, the Provincial People's Committee assigned Binh Duong Department of Industry and Trade to build an e-commerce platform with the task of linking, exchanging and cooperating between economic sectors and consumers, deploy programs to support enterprises from the beginning of participation to the time of doing business and operating in the online environment. Binh Duong e-commerce platform will connect and open a "new door" for the enterprise community of Binh Duong province in general and small and medium-sized enterprises in particular to develop the domestic market and reach out to the world.

According to Prof. Dr. Vo Xuan Vinh - Institute of Business Studies, University of Economics Ho Chi Minh City, stepping on the threshold of IR 4.0, in the context that enterprises around the world have made drastic changes, Binh Duong needs to encourage and support local enterprises to accelerate digital transformation. The process is having many advantages because the Government and authorities at all levels are making efforts to build e-Government, towards digital government to transform together with enterprises.

In terms of strategic direction, the digital transformation process of enterprises needs to focus on two main areas, including: Digital transformation of business models and Digital transformation of management capabilities. In particular, digital transformation of business models is the transformation from traditional sales channels to omnichannel sales, applying digital technology to customer care activities to create new values through the use of modern sales channels and e-commerce platforms. Mobile apps for product delivery and shipping can meet the shipping needs of enterprises. In terms of marketing, enterprises need to use online advertising platforms like Google or Facebook to reach customers in different geographical areas. This is something that traditional methods cannot do. Applying digital technology to marketing, sales and distribution channels is a key factor for enterprises to improve their capacity and competitiveness.

Delegates give feedback on the presentation contents of the experts and scientists

Simultaneously with growth in terms of customers and revenue, enterprises need to focus on developing and maintaining internal management capacity to reduce costs and increase production and business efficiency. The governance model including people and organizations, information technology systems and data management, management operations, risk management and network security needs to be organized flexibly and in accordance with administrative requirements of each period. With the increasing need to digitize processes such as payment, accounting, warehousing, and human resource management, enterprises can apply solutions such as ERP, MES, PLM, SCM, HRM, time attendance, payroll systems, POS retail systems and DMS distribution channel management systems.

Prof. Dr. Vo Xuan Vinh noted, finding a new driving force is urgent for the province's sustainable development. Specifically, Binh Duong needs to research and develop a smart urban model, with three pillars: government, people and technology. In addition, the province needs to support enterprises in the area to develop digital transformation strategies to increase operational efficiency and improve the competitiveness of enterprises.
