An Dien and An Tay communes achieve 4/4 of the standards for ward establishment
An Dien and An Tay communes are 02 of 08 commune-level administrative units in Ben Cat town, located adjacent to inner wards of Ben Cat town and bordering Ho Chi Minh city, affected by the high urbanization process of the central urban area, including Thu Dau Mot city, Di An city, Thuan An city and the Northern part of Ho Chi Minh City. As administrative units with relatively flat terrain and favorable natural conditions, the communes are places to attract investment projects for economic development of Ben Cat town, such as Protrade International Tech Park, Viet Huong II Industrial Park, Rach Bap An Dien Industrial Park. In addition, the communes are concentrated with many production and business facilities, agencies, enterprises, schools, restaurants, hotels, etc. creating a change in the process of urban development, gradually forming urban lifestyle.
In recent years, the socio-economic development of these communes has developed strongly; budget revenues meet and exceed the set plan; socio-cultural work has many positive changes; the material and spiritual life of the people is improved and enhanced. The economy of the communes develops in the direction of gradually increasing the proportion of industry and services with major industries and occupations such as woodworking, mechanics, garment, leather shoes, household appliances, labor protection, building materials, mold production, metal stamping.
Up to now, the material and technical infrastructure in the two communes has been invested on a large, modern and synchronous scale, gradually forming an urban space in the communes.
Thus, the socio-economic changes and the urbanization process have been posing for these communes many new problems to be solved such as: economic management; construction and architectural planning management; technical infrastructure management; population management; prevention of evils; ensuring public order, landscape and environmental protection. Therefore, the current model of rural government management is no longer suitable, it is necessary to establish An Dien and An Tay wards to create a legal premise for the establishment of an organizational model of the urban management apparatus.
An Dien ward and An Tay ward planned to be established in Ben Cat town meet 4/4 of the standards as prescribed in Resolution no. 1211/2016/UBTVQH13 on: Population size, natural area, structure and level of socio-economic development, urban infrastructure system.
Ben Cat urban area plays an important role in the economy and society of Binh Duong province and the Southern key economic region
Ben Cat town is located in the center of Binh Duong province, located in the Southern key economic region, plays a very important role in the process of economic and social development, investment attraction, industrialization, urbanization, defense and security assurance of Binh Duong province and the Southern key economic region.
Over the years, Ben Cat town has achieved important results in the fields of economy and society; the material and spiritual life of the people has been increasingly improved; political security, social order and safety are always maintained.
In 2021, the total production value (actual value) in the area reached 198,367 billion VND, up 20.5% compared to 2020. Total budget revenue in the province reached 3,867.66 billion VND, up 9% compared to the province's estimate assigned in 2020. Attracting foreign investment capital over 300 million USD and developing about 300 new small and medium-sized enterprises.
In the 2016-2020 period, Ben Cat town has invested and completed 98/138 key projects and works on technical infrastructure. In addition, the town also maintained, repaired, investd in upgrading 306 roads with a total length of about 251km, with a total investment of about VND 341 billion VND. The lighting system was invested for 499 routes, with a total cost of about 100 billion VND, bringing the total length of the illuminated route to about 408km. The system of technical infrastructure and roads in industrial parks, residential areas and housing areas was basically completed and synchronously built by the investors with a length of about 381km, a total investment of about 7,400 billion VND. At the same time, Ben Cat town was also interested in investing in building social infrastructure, contributing to the town's sustainable development.
In Decision no. 2076/QD-TTg dated December 22, 2017 of the Prime Minister approving the adjustment of the construction planning of the Ho Chi Minh City area to 2030, with a vision to 2050, Ben Cat urban area was determined to be located in the central urban sub-region, along with Thu Dau Mot city, Di An city, Thuan An city to become a regional center for industry, commerce and service in the North of Ho Chi Minh City.
Decision no. 893/QD-TTg dated June 11, 2014 of the Prime Minister approving the adjustment of the master plan on socio-economic development of Binh Duong province in the period up to 2020; supplementing the planning by 2025, defined that Binh Duong will complete the industrialization process and create a balanced and sustainable development in the period of 2020, the space of Binh Duong city connected with Ho Chi Minh City and Bien Hoa city to become a major urban area of the country, in this large urban space, Ben Cat urban area together with Thu Dau Mot city and Tan Uyen town become the central urban area of Binh Duong urban area.
Decision no. 1885/QD-UBND dated July 13, 2012 of the People's Committee of Binh Duong province approving the general planning of Nam Ben Cat urban area to 2030, with a vision to 2050 defined Ben Cat as an industrial - service - agricultural town, an important traffic hub of Binh Duong province and the Southern Key Economic Region.
Accordingly, the establishment of Ben Cat city in Binh Duong province has a very important meaning in terms of politics, socio-economic development and national defense - security of the locality, contributing to building Ben Cat into a civilized, clean, beautiful, environmentally friendly urban area and improving the people's quality of life.
Ben Cat town has met the criteria of a grade III city with 57/59 standards, exceeding the minimum score specified in Resolution no. 1210/2016/UBTVQH13 on urban classification. At the same time, the town was recognized as a grade III city in Decision no. 1503/QD-BXD dated November 20, 2018 of the Minister of Construction.
