​PORTAL - The Provincial People's Committee promulgates the Plan to implement the Program on Digital Transformation of the Library sector to 2025, with orientation to 2030 in the province.

Accordingly, the goal is that by 2025, 100% of public libraries, including provincial libraries and district, town and city libraries (referred to as district libraries) and university libraries will be completed and developed digital infrastructure, digital data, interoperability, sharing resources and library information products according to functions, tasks, cooperation documents; deployed to connect, share resources and library information products according to functions, tasks, and cooperation documents; 100% of public libraries at provincial, district and university levels have websites providing online services, integrated with open data components of the digital Vietnamese knowledge system; 60% of libraries of general education institutions, vocational education institutions and other educational institutions have websites capable of providing online services on a variety of access media (except for state secret services and restricted reading services); 100% of ancient and rare documents and the collection of documents with special historical, cultural and scientific value collected and managed by the provincial public library will be digitized; 70% of endogenous documents, scientific research works collected and managed by university libraries will be digitized; 100% of librarians will be trained and retrained, updating knowledge and skills to operate modern libraries; 60% of libraries in the province or more will be inspected and managed through the information management system of the management agency.

Orientation to 2030, continuing to promote digital transformation, develop digital libraries, implement interoperability in all types of libraries, ensure efficient provision of services to library users anywhere and anytime.

The Department of Culture, Sports and Tourism coordinates with other departments, committees and branches; People's Committees of districts, towns and cities to raise the awareness of leaders and librarians about the important role and requirements of early implementation of digital transformation of the Library sector in sync with digital transformation of the Culture, Sports and Tourism branch in order to build a digital ecosystem with rich and diverse content, ways of organizing and exploiting rich and lively information products and information, utilities and services, meeting the needs of all people in the digital economy and digital society. Strengthening communication and dissemination on digital transformation of the library sector.

At the same time, reviewing the system of legal documents related to the library major; perfecting mechanisms, policies and legal provisions; step by step upgrading, perfecting and developing technical infrastructure (hardware infrastructure, software infrastructure). Promoting projects to digitize documents, resources and library information products on the basis of new creation and integration with existing digital databases in an open direction, focusing on open educational resources; building and developing digital platforms; ensuring network safety and security; developing and improving the quality of human resources; promoting international cooperation, etc.
