Promoting circulation and consumption of agricultural products without breaking the production chain

​PORTAL - On the morning of September 13, in Hanoi, Deputy Prime Minister Le Van Thanh chaired an online conference of the Government with provinces and cities on promoting circulation and consumption of agricultural products in the context of fighting the Covid-19 pandemic.

Attending at Binh Duong bridge point were Mr. Mai Hung Dung - Member of Provincial Standing Party Committee, Permanent Vice Chairman of Provincial People's Committee; leaders of a number of provincial departments and branches.

Speaking to open the conference, Deputy Prime Minister Le Van Thanh emphasized that the complicated development of the Covid-19 pandemic has strongly affected the production, circulation and consumption of agricultural products of the Agriculture branch in the country during the past time.

The Deputy Prime Minister suggested that Ministries, branches and localities propose plans and solutions to remove difficulties for the Agriculture branch in the context of pandemic and prepare for production in the next phase. In the plan of recovery, reproduction must ensure the supply of goods for the 2022 Lunar New Year and for seafood exports.

Reporting at the conference, Deputy Minister of Agriculture and Rural Development Phung Duc Tien said that the Ministry has established two special working groups in the South and the North to direct production, connect the supply and consumption of agricultural products in the context of implementing social distancing in accordance with Directive 16 of the Government. It has connected over 1,400 agricultural and food suppliers in the South and built a database of 2,093 agricultural product suppliers in the North. The two working groups of the Ministry have closely coordinated with relevant Ministries and branches, especially localities, to implement solutions to maintain production in areas subject to social distancing, speed up production growth in non-distanced areas to serve local consumption; compensate and supply to local production shortages due to social distancing; prepare the volume of agricultural products for the post-Covid-19 pandemic, the Lunar New Year and for export.

The Ministry proposed to the Government to consider reducing corporate income tax payable in 2021 and the first 6 months of 2022; reducing import tax on raw materials for animal feed, aquatic products, and input materials; reducing environmental protection tax. Extending the deadline for paying value added tax; reducing land rent for the year 2021-2022 for those affected by the pandemic. Having strong policies to encourage and support enterprises and establishments purchasing and processing agricultural products; enterprises associating with concentrated cooperatives and raw material areas to promote processing and deep processing. Considering a support package to restore production for farmers directly involved in production facing difficulties due to Covid-19 for localities implementing social distancing.

At the conference, the Ministry of Transport said that it will continue to direct the transport system throughout from the Central to local levels, creating the most favorable conditions in the transportation of agricultural products and inputs for agricultural production; not breaking the chain of production, processing, supply and stagnation of agricultural products; opening green flows for water transport, especially in the port area. Considering and creating conditions to support urgent travel activities of enterprises in business, export and import activities in order to remove difficulties and obstacles to maintain production and export for the time being, implement solutions to promote and facilitate the transportation and consumption of agricultural products, agricultural materials, raw materials and fuel for production, export and import goods, etc.

Particularly in Binh Duong, fruit trees account for 4.9%; flowers and vegetables of all kinds account for 1.3% of the area. For large-scale production units, citrus fruits in the area have been harvested and sold to units under signed contracts or purchased by partners (currently sold out or have a purchase contract in advance).

Out of a total of 1,600 ha of vegetables of all kinds, 287.1 ha can maintain production area and stabilize the output supplied to the market under the contract of regular orders. Production areas in Ben Cat town focus on supplying agricultural products to quarantine areas. The total herd of livestock and poultry is now increasing compared to the same period in 2020; able to supply animal meat products for consumption markets inside and outside the province (estimated 30% of meat under slaughter control is consumed outside the province).

Binh Duong Provincial People's Committee promulgated Plan 103/KH-BCD dated July 16, 2021 to ensure circulation and supply of essential goods, stabilize the market to ensure sufficient supply of essential goods for consumers. The Transport branch promulgated documents guiding the transportation and distribution of traffic flows for goods and agricultural products to facilitate the transportation and distribution of goods.
