​PORTAL - The Provincial People's Committee promulgates a plan for "green zone" inter-district circulation in the Northern districts.

Accordingly, from September 11, 2021, organizing circulation between Northern districts and towns according to the plan: Between the "green zone" districts, people and traffic vehicles circulate normally, comply with regulations on pandemic prevention and control when passing through the Covid-19 checkpoints between the two localities.

Circulation within districts and towns: Between "green zone" communes, wards and towns, based on Decision no. 2686/QD-BCDQG dated May 31, 2021 of the National Steering Committee for Covid-19 Prevention and Control on promulgating the "Regulations on risk assessment and corresponding administrative measures in the Covid-19 prevention and control" and the actual situation and conditions of the locality, the district-level Steering Committee for Covid-19 Prevention and Control actively considers and decides on its own.

For circulation organization between the Northern districts and the Southern districts of the province and with other provinces and cities: People and vehicles participating in traffic entering and leaving the gateways between the two localities must be strictly controlled at the Covid-19 checkpoints; the control at Covid-19 checkpoints is in accordance with current guidelines.

People's Committees of "green zone" districts and towns need to strengthen inspection and strict control of traffic vehicles through border checkpoints between the two localities; combine patrolling and mobile control with fixed checkpoints to ensure control of people, vehicles transporting goods and materials from the "yellow zone" and "red zone" to communes, quarters and hamlets in the green zone.

As for Ben Cat town, when meeting the "green zone" conditions, it can consider applying measures to limit mass gatherings in the spirit of Directive no. 15/CT-TTg dated March 27, 2021 of the Prime Minister more strictly (referred to as the application of Directive 15+) within communes and wards. Then, applying Directive 15+ in the entire town. The application of Directive 15+ within communes, wards and within the town is considered and decided by the town's Steering Committee for Covid-19 prevention and control. When eligible, the Provincial People's Committee will direct the inter-district circulation with the "green zone" localities.

Principles of circulation organization: Protecting and maintaining the "green zones"; locking down the “yellow zone”, “red zone”; ensuring smooth circulation. Accordingly, continuing to retain the current Covid-19 checkpoints among the "green zone" districts; strengthening forces for Covid-19 checkpoints between the "green zone" and the "yellow zone", "red zone"; re-adjusting the checkpoints in the direction of reducing forces in the green zone to strengthen the area at risk and the boundary with the “red zone” and “orange zone”. Vehicles are allowed to circulate between the "green zones" within the district, between the "green zone" districts on the basis that they must comply with the circulation organization plan of each district and between the Northern districts.

People who are allowed to participate in circulation must follow the direction of the Provincial People's Committee in Official Dispatch no. 4547/UBND-VX dated September 09, 2021 (In addition to the specified subjects, people who have received at least 1 dose of vaccine after 14 days are allowed to participate in circulation. Employees need to have an additional certificate of working at the enterprise to move from the place of residence to the place of production when passing through the checkpoints. Limiting as much as possible the subjects who are the elderly, have underlying diseases, children participating in circulation), and adding the subject of recovered F0 (according to the regulations of the Health branch).

Ensuring to keep the "green flow" smoothly and control the goods from "red zone", "yellow zone". Maintaining the supply of goods and materials for enterprises, production and business establishments, and people in the "green zone" to ensure effective pandemic prevention and control.
