Accordingly, the Department of Planning and Investment coordinates with provincial departments, committees and branches; People's Committees of districts, towns, cities and relevant units, based on the content of Decision no. 771/QD-TTg, advise the Provincial People's Committee to organize the implementation.

According to Decision no. 771/QD-TTg, population factors include size, structure and distribution of population by territory. Population factors are always directly affected by the population process (birth, death and migration) and affect development outcomes (income, employment, education, health care, living environment, etc.). Population factors need to be assessed the current situation and future trends in each territory in the formulation and implementation of socio-economic development strategies, plans, programs and projects at all levels and branches.

The purpose of promulgating regulations is to raise awareness of the relationship between population factors and socio-economic development, as a basis for determining appropriate, timely and effective goals, targets, tasks and solutions. Linking the needs and interests of the population groups, ensuring that all people enjoy the fruits of socio-economic development, especially the vulnerable population groups; ensuring the implementation of the target of the Vietnam Population Strategy to 2030. Being as a basis for mobilizing resources for socio-economic development, synchronously solving economic, social, population and environmental problems in each locality as well as on the national scale.

Principles of integration: Ensuring conformity with the socio-economic development strategy, national master plan, and national sector planning, regional planning and planning approved by competent authorities. Ensuring the sustainable development goals and addressing the relationship between population and development; consistent with the target of the Vietnam Population Strategy to 2030. Ensuring the population factors are the center in all steps of the process of formulating and implementing socio-economic development strategies, plans, programs and projects to implement the goals and targets of the Vietnam Population Strategy to 2030, suitable to each period, stage and practical situation of Ministries, branches and localities.
