Overcome "bottlenecks" in public investment
According to Chairman of the Provincial People's Committee – Mr. Nguyen Hoang Thao, public investment is considered as a central and cross-cutting task of the province, playing an important role and driving force for economic development. As of November 15, 2020, the provincial public investment disbursement reached 5,131 billion VND, reaching 34.4% of the plan, lower than the previous years.
The Provincial People's Committee agreed with the shortcomings, limitations and recommendations according to the results of monitoring and re-monitoring of the Provincial Standing People's Council on public investment activities. In which, some reasons were added: The Covid-19 epidemic had affected the process of project implementation; a large of residual capital sources of the years was transferred (nearly 4,170 billion VND); the coordination of some investors with departments, branches, localities and district land fund development centers in some places has not been tight and timely. Among the above reasons, the responsibility of departments, sectors, the project management boards and the leaders is the main reason.
The Chairman affirmed that the Provincial People's Committee will review and deeply evaluate the related issues, clearly analyze the causes, find out the "bottlenecks" that cause delay in the disbursement of public investment. Thereby, clearly define the responsibilities of each unit, locality and individual to continue to direct decisively and effectively with highly feasible solutions.
Handle flooding, environmental pollution
Mr. Nguyen Hoang Thao said that in order to limit the possibility of polluting water sources, many years ago, the Provincial People's Committee issued regulations to limit the investment attraction of industries with risk of pollution as well as the list of water sources that must be established a protection corridor. At the same time, radical solutions have been implemented to control pollution, so waste sources have been recognized, gradually controlled, localized, and identify pollution sources when a phenomenon arises.
In the coming time, in addition to the construction and implementation of the Environmental Protection Plan for the period 2021-2025, the province will continue to implement the policy of converting functions, relocating production facilities which are scattered in the urban and residential area to industrial zones and clusters; build domestic wastewater treatment plants for urban areas and concentrated residential areas in Tan Uyen and Ben Cat towns; coordinate with Ho Chi Minh City, Dong Nai province to work out plans to treat related drainage routes.
Regarding voters' concerns related to flooding, the Chairman of the Provincial People's Committee said that in October 2020, the Standing Committee of the Provincial Party Committee had a seminar to listen and give opinions on solving problems. Thereby, propose many radical, long-term solutions and other propaganda solutions. In the immediate future, focus on the repairs, maintenance and dredging of canals, ditches and drainage systems in areas with severe inundation levels such as Cong junction canals, canal at Ong Danh bridge, Cai stream, Bung Cu stream, Binh Hoa drainage canal, tidal sluice gates and ring dike systems. At this meeting, the provincial People's Committee also submitted to the Provincial People's Council the decision on investment policy of the project of dredging and strengthening Suoi Cai from Tho Ut bridge to Dong Nai river. The project is expected to last for 6 years with a capital of about 5,000 billion VND; when the project is completed, waterlogging and water drainage will be solved for 15 communes and wards in Bac Tan Uyen district, Tan Uyen town, Thu Dau Mot city, Thuan An city; contribute to improve environment, embellish urban combining with regional traffic development.
No shortage of medicine and medical supplies
The Chairman of the Provincial People's Committee acknowledged that the shortage of medicine and medical supplies for disease treatment occurred in some medical facilities as reflected by the voters and the Delegation Groups was real. The reason for the lack of drugs some time is due to the fact that the unit is not planning the quantity of drugs yet and the epidemic is complicated. To resolve this situation, the Provincial People's Committee has instructed the health sector to adjust drugs from establishments that use little to establishments who are in shortage, urgently tend to procure and submit for approval for the supplementary list of drugs to timely supply drugs to serve the needs of people examination and treatment. Use the uniform textbooks of the whole province
In the school year 2020-2021, implementing the Resolution of the National Assembly, accordingly, each school chooses an independent set of books according to the list appraised and approved by the Ministry of Education and Training. Apply information technology to serve people and businesses
Explaining this issue, the Chairman of the Provincial People's Committee said that over the past time, the application of information technology in State agencies and serving the people and enterprises has progressed. Information technology application ranking of the province is 4th out of 63 provinces and cities; 100% of document management software at all levels is connected with electronic documents of the Government; The province's online public service portal has synchronously connected a number of features with the National Public Service Portal; complete technical solutions for online payment channels and non-cash payments at provincial and district-level Public Administration Centers; The whole province has provided nearly 1,100 online public services at level 3 and 4.
