Each district-level People's Committee selects 2 collectives and 02 individuals to request the Provincial People's Committee to commend (among the 04 targets to propose the province to commend, there is 01 team, 01 individual under the communal People's Committee has the most outstanding achievement). Collective and individual of provincial departments, committees and branches and their affiliated units are proposed by the Department of Home Affairs on the basis of reports of departments, committees and branches and appraisal of the Department of Home Affairs.

Regarding the commendation of the district People's Committee, the specific number is decided by the district People's Committee.

Heads of provincial departments, committees and branches, Chairmen of People's Committees of districts, towns and cities coordinate with the Commission for Mass Mobilization of the same level to select good, effective models to replicate and propose commendation according to regulations. Summary reports and commendation proposals of provincial departments, committees and branches, and district People's Committees shall be sent to the Department of Home Affairs before November 25, 2020.​
