Presenting her speech at the Congress, Ms. Tran Thi Hong Hanh - Vice Chairman of the Provincial Vietnam Fatherland Front Committee said that over the past 5 years, the Vietnam Fatherland Front at all levels in the province has made efforts to promote and join with the political system to perform the task of propaganda, mobilization and gathering of great unity to actively emulate and participate in economic, cultural and social development. Especially, there are new and suitable ways such as: Implementing the movement "The whole country join hands in building a new countryside" associated with the campaign "All people unite to build the new countryside and civilized city" in the period 2016 - 2020, the Fatherland Front and its member organizations have done well the work of mobilizing people to voluntarily contribute capital, donate land, plants, working days, etc to build inland roads, rural roads, inter-village roads, build works for the residential community. As a result, rural people have been mobilized to contribute 58,458 working days, donate 67,275m2 of land for rural transport; contributed 61 billion VND to the Fund for the Poor at all levels in the province. At the same time, mobilize the community to contribute the amount of 2,247 billion 159 million VND (accounting for 15.66% of the total capital of the province implemented in the period 2016 - 2020).
Along with the propagation, mobilization and gathering of all classes of people to participate in economic development, the Fatherland Front at all levels has strengthened the mobilization of maximum resources to contribute to support social security and prompt care and adequate policies and regimes for people with meritorious services, social objects, the poor, children with special circumstances and workers in the province according to the motto "Leave no one behind". The quality of life for all classes of people has been improved with per capita income reaching 155.7 million VND by 2020, 109.2% higher than the proposed resolution.
In the past 5 years, implementing the movement "All people protect national security", the Fatherland Front at all levels and member organizations have closely coordinated with the police and functional agencies to organize the effective implementation, there are many movements and models of creativity and self-governance among the people such as: Club (club) Inn owners in self-governing security and order, crime prevention club, "Security surveillance camera"; "Security light for rural area", "Self-management group for road safety",etc. with over 200 movements and models in the whole province. Thereby, it contributes to maintain political security, social order and safety in residential areas and in the province, not to be passive unexpectedly, even in times of complicated situation occurring in some neighbor areas, have contributed to creating a favorable environment for the province's socio-economic development.

The solidarity tradition of the Party Committee, authorities and people in the province is considered one of three core values of Binh Duong. The Vietnam Fatherland Front Committee at all levels has closely coordinated with the authorities, member organizations at the same level and related branches to effectively propagate, mobilize and gather all classes of people to well obey undertakings of the Party, policies and laws of the State; participate in supervision, social criticism, contribute to building the Party, building the government, creating consensus and unity among the people, building block of great national unity, contributing to strengthening the social foundation , creating a driving force for the successful implementation of socio-economic development tasks according to resolution of the 10th Provincial Party Congress, term 2015-2020, political tasks and the breakthrough program of the province has set out, maintaining political stability, ensuring social order and safety in the province in recent years.
Develop Trade Union organizations in enterprises
Ms. Truong Thi Bich Hanh - Chairman of the Provincial Confederation of Labor, said that by June 2020, trade unions at all levels had established 1,600 grassroots unions, increased by nearly 200,000 union members, with 95 % of units and enterprises in the non-state sector that employ 30 or more employees have trade unions, and the rate of union members in enterprises with grassroots trade union is 92.37%. The whole province also has 3,719 grassroots trade unions, with 764,416 union members / 827,494 workers, ranking the second in the country in terms of number of union members. In which, there are 2,956 grassroots trade union, accounting for 79.48% of the total number of grassroots trade union in the whole province, the union members in the business sector account for 94.8%.
The work of participating in building Party, building a clean and strong government of Trade Union at all levels continues to have positive innovations. The work of fostering, introducing and developing the Party is concerned. In the period 2015-2020, Trade Union at all levels in the province introduced 8,118 excellent union members to the Party committee for fostering, there were 3,516 elite union members admitted to the Communist Party of Vietnam, including 405 elite union members are direct production workers, accounting for 11.5% of the total number of admitted party members. Trade unions at all levels in the province have actively gathered many opinions of union members and workers participating in building legal policies and building strong Party and government.
Binh Duong is an industrial development province, Trade Union activities are conducted mainly in the non-state sector where most of them do not have Party organizations, in order to effectively implement the process of international economic integration, remain socio-political stability in the context of our country's participation in the new-generation free trade agreements is a challenge for the Trade Union organization and the local political system. Therefore, strengthening the block of great national solidarity in the process of international integration, in which building the working class and organizing a strong Vietnam Trade Union is an important task.
The provincial Confederation of Labor will continue to closely follow the area, the grassroots, promptly grasp the thoughts and aspirations of the union members and employees, forecast the situation to advise, propose to the party committee, coordinate with the government, the unions to best perform the role and responsibility of representing, caring for and protecting the interests of workers and being as a solid socio-political foundation of the Party; focus on leading, directing and mobilizing cadres, union members, workers, employees and labors to successfully implement resolution of the 11th Provincial Party Congress.
Ensuring security and public order
Colonel Trinh Ngoc Quyen - Director of Provincial Public Security affirmed that the local socio-economic development achievements over the past 5 years have contributed to and played an important service role in ensuring security and order of the entire provincial police under the direct leadership of the Provincial Party Committee and Provincial People's Committee.
The province continues to seriously implement the point of view "Active security, remote defense" in grasping the situation and managing subjects; well perform the task of protecting internal political security, timely detect and prevent the manifestations of "self-evolution", "self-transformation", not to form political opposition organizations in locality, the most of cadres, party members and people in the province have absolute belief in the leadership of the Party, the management of the State and local governments. Organize effective combat against spies of foreign specialized agencies, promptly remove and manage suspect objects that are the focal point of foreign specialized agencies. Grasp the situation, proactively advise the commissars and authorities at all levels to quickly and promptly settle complicated disputes and complicated complaints; to prevent and fight with the reactionaries, the number of political opportunists who take advantage of lawsuits to distort and incite protest activities. The police force has well done the task of grasping the situation, coordinating with the departments and branches to do well the work of social prevention, speed up the attack on suppression of crimes, combining the transformation of the key complicated areas in social order and safety; curbing, decreasing 32.09% of criminals happening over the previous term, the rate of investigation and discovery reached 91.77%. Focus on fierce fighting with all kinds of crimes, as a result, economic crimes are found to increase 17.8%, detect and handle many violations of management and use of State assets, causing losses, waste, and violation of regulations on land management that affect public opinion; drug-related crimes were found to increase by 25.99%; violations of the law on the environment were found to increase by 107.5%; Many criminal wires, organizations and groups have been discovered and eradicated, especially crimes related to black credit (valuated by the Ministry of Public Security as the leading locality in the country in handling this type of crime); Many particularly serious cases were investigated and quickly discovered, creating consensus and support from the public and the people.
With the results achieved in many of the above fields, it has created a stable social security environment, ensured public order and social safety, creating belief for people, enterprises are assured to do business, live, promote local socio-economic development.

In the coming time, Binh Duong province will continue to promote the attraction of foreign investment, socio-economic development, especially development of high-quality urban and industry - services, striving to become a smart, rich and beautiful city.
