Pay attention to quality
A new feature in the work of poverty reduction in the period 2016-2020 of Binh Duong is to change the mode of support without spreading investment but with focus, attaching importance and efforts according to the motto "Right in each action", support in accordance with the needs and aspirations of the poor, arousing the will and aspirations of each poor household. The localities focus on each step from the survey, select to screen for each specific object: poverty due to lack of capital for business, poverty due to illness, poverty due to lack of productive land ... So, the support will be implemented suitable for each situation.
The set of criteria for the investigation and review of poor and near-poor households according to the multi-dimensional approach developed by the province in 2018 is considered as a great step in poverty reduction in Binh Duong. This is an important foundation towards quality and sustainability in poverty reduction, at the same time, the gap in living conditions between the poor and the general is gradually reduced, creating conditions for the poor to continue access to and enjoy better social services.
Along with that, a series of supportive policies of the state are "bearer" for the poor to endeavour. The total budget for implementation of the National Target Program on Poverty Reduction in Binh Duong Province for the period 2016-2020 is more than 1,286 billion VND, of which more than 122 billion VND is from socialization. Accordingly, poverty reduction projects, policies and programs have been implemented synchronously in localities. From 2016 up to now, the province has disbursed 4,449 billion VND to poor households, near poor households and students; tuition exemption and reduction for over 54,000 pupils and students from poor households; support for building and repairing 537 houses for poor households (from 50 to 80 million VND / house). In addition, the Vietnam Fatherland Front Committee at all levels mobilizes and supports production capital for poor households and members with the amount of over 19 billion VND. At the same time, member organizations have opened more than 300 training courses on transferring science and technology to 10,600 farmers and poor households.

Being a poor household but with supported loans by the authority of Tam Lap commune, Phu Giao district and participating in science and technology training courses, Mr. Tran Phuong Nhi in Gia Bien hamlet boldly was pioneer in citrus planting trials. In addition to paying attention to 02 ha models of durian, green grapefruit, and tangerine, he also "use short-term goals as stepping-stones towards achieving the long-term goals" with crops. After 5 years of persistent care for 02 ha of fruit trees, Mr. Nhi earns 800 million / year. Being the household in difficult circumstances, but Mr. Nhi was recognized by the locality as a good farmer for 3 consecutive years with the local support and the will to escape poverty.
In addition, the health care for the poor has always been concerned by localities. From 2016 up to now, the province has issued over 113,000 health insurance cards for the poor. In particular, the policy of supporting the poor with dangerous diseases according to Decision 3393 / QD-UBND of the Provincial People's Committee has become a fulcrum to help the poor have motivation to fight diseases and overcome harsh living conditions. At the same time, the province also implemented well social protection policies, electricity bills subsidies, difficulties subsidies for the poor households.

Building a long-term livelihood model, evoking a sense of self-reliance for the poor are two key factors determining the success of poverty reduction in Binh Duong. To open those two basic knots, localities have combined diversified forms of support such as "vocational training and community-based job creation for the poor". With this model, the poor are free to choose an occupation and place to study that suits their needs associated with job creation after training. Over the past five years, districts, towns and cities have opened 114 vocational training classes for over 2,200 learners who are general workers, organized 76 vocational training enrollment rounds with the participation of 35,000 trainees, introduced job for 12,000 workers. The localities also attach special importance to encouraging the development of various types of collective economy with the formation and development of new models of cooperatives applying technology in production and consumption of agricultural products with the same mindset of breakthrough in organization, administration, attracting a large number of farmers to participate, contributing to sustainable poverty reduction. Up to now, there are 94 cooperatives, cooperative groups in the province.
Leaving no one behind
"Leaving no one behind" is the motto in poverty reduction, also the action motto of agencies and units from province to grassroots level. The work of poverty reduction has become a common concern and task of the entire political system with no unit standing outside. They are the drastic instructions of the Provincial Party Committee and Provincial People's Committee, the active participation of agencies, boards and unions and the enthusiastic response of the social community, businesses, and donors.

The Thuan An Party committees and authorities have determined that poverty reduction is the top task associated with the city's socio-economic development target. Therefore, in the period 2016-2020, the city will focus all resources on implementing well policies to help and invest in poor households, diversify models of mobilizing the strength of the community to implement poverty reduction. The Grassroots Front and mass organizations organized a dialogue with the poor, assigned cadres and party members to sponsor poor households; propaganda to raise awareness, self awareness of poor households to improve ... Ms. Nguyen Thi Thu Van - Head of Department of Labor, Invalids and Social Affairs of Thuan An city said: "The city's poverty reduction work has received the attention and support from the Provincial Steering Committee for Poverty Reduction, City Party Committee, City People's Committee, along with the active participation of departments, unions, agencies, units, and authorities in order to achieve the goal of sustainable poverty reduction. The more and more practical support policies for the poor help people to have more belief in the policies of the Party and the State, and the poor households feel secure to produce and develop economy, escape from poverty. Thanks to the synchronous combination of many solutions suitable to the practical situation, the rate of poor households in Thuan An decreased to below 1% in 2020 ".
The work of poverty reduction in the period 2016-2020 also has a bold mark of mass organizations. The Provincial Women's Union actively implemented the movement "100% of poor women-owned households receive support from the Association"; each association unit strives to help 03 to 05 poor women-owned households escape poverty; women start a business, help each other do business. Also in the period 2016-2020, Farmers' Unions at all levels supported over 1,000 members who are poor households to escape poverty sustainably.

With many synchronous solutions, over the past 4 years of implementing the National Target Program for sustainable poverty reduction, up to now, the are 3,806 poor households in the province according to the province's multidimensional standards, accounting for 1.31 %. Thus, from 2016 to the end of 2019, the whole province reduced 3,102 poor households according to the province's multidimensional standards. It is expected that by the end of 2020, the whole province will reduce 4,556 poor households, ensuring reduction of the poor households' rate according to the target of the set period, basically no poor households according to the central standards, no households falling back into poverty. The rate of poor households under the poverty reduction target is strived to be below 2.5% by the end of 2025 according to the new multi-dimensional standard of the province in the period 2021-2025.
Mr. Nguyen Thanh Truc - Vice Chairman of the Provincial People's Committee said that poverty reduction always received the attention of the Party committee, the authorities and the province always paid attention to allocate and reserve adequate resources for poverty reduction. In order to well implement the National target program for poverty reduction in the period 2021-2025, all sectors, levels and political organizations in the province need to renew awareness, methods, and flexibly apply public policies for poverty reduction. At the same time, focus on reviewing effective livelihood models, expanding and transferring them to poor and near poor households; enhancing socialization in the implementation of poverty reduction goals ... In particular, the key issue is arousing the will and spirit of self-reliance to improve in each poor household.
