According to the report, over the past time, the situation of land acquisition, compensation, support and resettlement of works in the province has been prolonged, slowing down the progress of projects. The reason is that people having land recovered do not agree with the compensation unit price even though the price of land for compensation of works and projects was built in accordance with the market at the time the provincial People's Committee decided. However, due to the construction and approval of the current compensation plan is still prolonged, especially large-scale works, leading to the big difference in the compensation unit price at the time of deciding and the compensation plan to pay money for people at the time of approving while the market price of land is constantly fluctuating.
Besides, the need to arrange resettlement for people with acquisition is very large. However, most localities have not yet focused on resettlement area construction; the number of resettlement projects is very limited, not meeting the needs, resulting in many petitions and complaints related to resettlement arrangement affecting the progress of the project.
Overview of the meeting
In order to overcome the above situation, the Chairman of the Provincial People's Committee issued a Directive directing localities to determine land price after basically completing all steps of survey, measurement, counting and drafting the plan of compensation, support and resettlement as soon as the provincial People's Committee approves the compensation unit price, the district-level People's Committee must decide land acquisition, approve compensation plan and pay compensation within 30 days.
Speaking at the meeting, Standing Vice Chairman of Provincial People's Committee Mai Hung Dung said that the compensation and ground clearance are complicated and pressurized; suggested departments, branches and People's Committees of districts, towns and cities should focus on carefully handling problems in compensation and ground clearance of works in the province, especially big and key constructions. It is necessary to exchange information with people more often, simultaneously appraise and give compensation price consistent with the market and reality; be public, transparent and satisfactorily settle to the people so that they do not complain and contribute to speeding up the implementation of the projects.
