Attending were Vice Chairmen of the Provincial People's Committee, Member of the Provincial People's Committee. The meeting is organized online with up to 09 bridges in districts, towns and cities.
The meeting focused on evaluating the results of the task of both preventing and fighting Covid-19 pandemic, while ensuring socio-economic development objectives; public investment and budget revenue/expenditure in the first 6 months of 2020.
According to the assessment, the Covid-19 pandemic had a negative impact on all aspects of Binh Duong's socio-economic life. The index of industrial production, total retail sales of goods and services, exports and imports recorded the lowest increase in the last 4 years; the average price index increased the highest compared to the same period in the last 4 years. In the first 6 months, export turnover reached USD 12.286 billion, up by 1.2% YoY, import turnover reached USD 9.975 billion, up by 7% YoY. Domestic registered business capital, attracting foreign investment decreased compared to the same period in 2019.
To implement the directive of the Prime Minister on the commitment not to change the objectives set out in 2020, in which, GRDP's target of GDP growth of 8.6% - 8.8% for 2020 is a big challenge, however, in the context that the pandemic continues to be well controlled today and with the best determination and effort, the province is still able to achieve this target. Social security and health care for the people are particularly concerned. The province has gained initial success in controlling the Covid-19 pandemic, ensuring social order and safety; defense, security and foreign affairs were strengthened.
Regarding public investment, the total value of public investment disbursement as of May 31, 2020 is VND 1,986 billion 147 million, reaching 14.7% of the plan in 2020. The estimated value of disbursement to June 30, 2020 is VND 4,083 billion 253 million, reaching 30.3% of the plan in 2020.
Regarding budget revenue and expenditure, in the first 6 months, total revenue from socio-economic is estimated at VND 29,300 billion, reaching 47% of the estimate assigned by the Prime Minister and approved by the provincial People's Council, up 2% over the same period in 2019. In which domestic revenue was VND 21,800 billion, reaching 48% of the estimate assigned by the Prime Minister and approved by the provincial People's Council, up 4% over the same period in 2019; Total actual local budget balancing expenditure was estimated at VND 6,300 billion, reaching 28% of the estimate, up 22% over the same period in 2019.

The meeting also approved the following reports: the situation and results of budget revenues and expenditures in the first 6 months and key solutions implemented in the last 6 months of 2020; additional evaluation on the implementation of state budget revenues and expenditures in 2019; the situation and results of the anti-corruption work in the first 6 months and directions and tasks for the last 6 months of 2020; the situation and results of implementing public investment plans in the first 6 months and key solutions for the last 6 months of 2020. At the same time, approving the Proposals and the draft Resolution on: Amending some contents of Resolution No.44/NQ-HDND dated December 9, 2019 of the Provincial People's Council on the Plan for public investment in 2020; Amending some contents of Resolution No.23/NQ-HDND dated July 31, 2019 of the Provincial People's Council on Medium-term public investment plan for the period of 2016-2020; the regime of collection, remittance and management of fees for evaluation of environmental impact assessment reports and environmental rehabilitation and restoration plans; supplementing the number of people working in the Red Cross and labor contracts of the provincial health sector.
Concluding the meeting, Chairman of the provincial People's Committee Tran Thanh Liem asked the Department of Finance to have a solution to ensure the budget revenue and expenditure task in 2020. In public investment, investors need to enhance responsibility, focus drastically to increase the rate of disbursement of public investment. In the coming time, departments, branches and localities should strive to overcome difficulties and challenges to reach the highest level of the targets of the socio-economic development plan in 2020.
