The 14th-tenure National Assembly opened the 9th session on May 20 morning

BEGIC - ​On the morning of May 19, in Hanoi, the National Assembly organized a preparatory session to approve the content and agenda of the 9th Session, the 14th-tenture National Assembly. Mrs. Nguyen Thi Kim Ngan - Member of the Politburo, Chairwoman of the National Assembly chaired the meeting.

The session is connected online with the 63 National Assembly Delegations.

Attending the session at Binh Duong provincial Delegation Bridge were Mr. Tran Van Nam - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the provincial Nation Assembly Delegation; Mr. Pham Trong Nhan - Deputy Head of provincial Nation Assembly Delegation and other delegates.

At the session, General Secretary of the National Assembly, Head of the National Assembly Office Nguyen Hanh Phuc presented the draft content, agenda of the 9th Session, 14th-tenure National Assembly and summarized, absorbed and explained the comments of the National Assembly Delegations on the content and agenda of the 9th Session.

Accordingly, the 9th Session will officially open on the morning of May 20, 2020. This is the mid-2020 session and also the 5th year of the 14th-tenure National Assembly, the year of preparation and organization of the Party Congress at all levels, towards the 13th National Congress of the Party. At this session, the National Assembly will work for 19 days (excluding weekends and holidays). Especially, this session, the National Assembly will meet in two phases. Phase 1: Online meeting will broadcast live from National Assembly House to 63 bridge points of the National Assembly Delegation of Provinces and Cities directly under the Central Government (from May 20 to May 29, 2020). Phase 2: Deputies will gather at the National Assembly House (June 8-18, 2020). The National Assembly's closing session will be on June 18, 2020.

Although this is the first time the National Assembly has conducted an online meeting, the activities of delegates such as registering for speeches, debates, and voting etc. are still normal, in accordance with the law. The conduct of online meetings is an innovative step and is the premise for the National Assembly to study how to improve the organization of the meetings in the coming time.

As scheduled, at this session, the National Assembly will consider and vote on 10 law projects. The law's projects that are submitted to the National Assembly for the first time for consideration or approval at this meeting have a profound impact on social life and are very interested by voters. The National Assembly will consider 6 draft laws for the first time, such as: Law on Vietnamese laborers going to work abroad under contracts (amended); Law of Residence (amended); Law amending and supplementing a number of articles of the Law on Handling administrative violations; Law amending and supplementing a number of articles of the Law on Environmental Protection etc.

The National Assembly will also consider and vote on a number of draft Resolutions on: Program of making laws and ordinances in 2021, adjusting the program of making laws and ordinances in 2020; ratify the Free Trade Agreement between the Socialist Republic of Vietnam and the European Union (EVFTA); ratify the Investment Protection Agreement between the Socialist Republic of Vietnam and the European Union and European Union member countries (EVIPA); recognition and enforcement of ruling of dispute settlement agencies under the provisions of VN - EU Investment Protection Agreement; the accession to Convention No.105 of the International Labor Organization on the elimination of forced labor; pilot model of urban government in Da Nang city; a number of specific financial and budget mechanisms and policies for Hanoi Capital. The National Assembly will set up a National Election Council; review, decide on human resources etc.

At the session, the delegates highly agreed with the report of the General Secretary of the National Assembly, Chairman of the National Assembly Office Nguyen Hanh Phuc on the content and agenda of the 9th Session of the National Assembly; At the same time, we highly appreciated the method of online meeting, ensuring science, in accordance with the actual conditions and circumstances of the country. Delegates also asked the National Assembly to spend time focusing on discussing in the hall outstanding issues that are interested by voters and delegates etc.
