The meeting approved the Steering and Executive Report of the Provincial People's Committee and the socio-economic situation, national defense and security in April 2020. The Covid-19 pandemic has affected almost all sectors of production, business and social life. Enterprises, industrial and commercial production facilities and services must suspend operations or operate in moderation, enterprises allow employees to reduce working hours, alternate breaks, and reduce contractual labor. Therefore some indicators like: The index of industrial production, total retail sales and service revenue, import-export in the month decreased compared to the previous month and the same period in 2019 or only reached a low increase; budget revenue increased slightly over the same period; Import-export revenue was lower than the estimate.
Specifically, in April 2020, the Industrial Production Index (IIP) is estimated to fall by 6.7% over the previous month and an decrease of 1.5% compared to the same period in 2019.
Estimated total of commodity retail sale and service revenue is VND 16,580 billion, decreased by 16.9% over the previous month and decreased 9.6% over the same period; Accumulated the first 4 months, reaching VND 78,282 billion, up 5.8% over the same period (15.5% increase in the same period). Export turnover is estimated at USD 2,64 billion, decreased by 4.8% over the previous month and increased by 5.4% over the same period. Import turnover is estimated at USD 1,517 billion, decreased by 17.4% over the previous month and decreased by 6.4% over the same period. Maintain a trade surplus of USD 1.8 billion. As of April 15, 2020, domestic investment attracted VND 5,806 billion of business registration capital, attracting foreign investment of USD 224 million (equal to 60% compared to the same period).
Social security work was implemented in a timely manner, mobilizing people and businesses to support a number of subjects such as unemployed workers, freelance workers, lottery ticket sellers; paying social security allowances and benefits, pension, monthly social insurance benefits through the Post Office; reviewing poor households, near-poor households and social insurance beneficiaries for measures to support them during the Covid-19 pandemic. It is expected that the local budget will spend about VND 1,400 billion for those in need (of which, VND 1,100 billion for directly support and VND 300 billion for entrusted loans).
In May 2020, the province focused on implementing the prevention and control of Covid-19 disease; plans to remove difficulties, promote production and business, support subjects facing difficulties due to the impact of pandemic, well implement the contents and work related to the Party Congress at all levels etc.
The meeting focused on the contents of the implementation of Resolution 42/NQ-CP of the Prime Minister on support to those affected by Covid-19 and Additional statement for Resolution No.50/NQ-HDND on the list of works and projects subject to land acquisition and conversion of land use purpose in 2020 in the province.
