BEGIC - On the morning of March 25, at the Administrative Center of Binh Duong Province, Mr. Tran Van Nam - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation presided over online conferences with districts, towns and cities to evaluate the situation of socio-economic and security order of the province during the Covid -19 pandemic.
Attending were Mr. Nguyen Hoang Thao - Permanent Deputy Secretary of the Provincial Party Committee; Mr. Tran Thanh Liem - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; the Vice Chairmen of the provincial People's Committee and leaders of departments, branches.
Based on the guidance of the Central Government and the Provincial Party Committee, the Provincial People's Committee has focused on monitoring, directing the prevention and control of pandemic and deploying solutions to stabilize and develop in industries and fields. However, the pandemic situation is very complicated because Binh Duong is an industrially developed province, bordering Ho Chi Minh City and Dong Nai; have a large number of foreign workers, especially laborers, experts from China, Korea, Japan etc.
By March 24th, 2020, Binh Duong province has not recorded any positive case of Covid-19. Accumulated from the beginning of the epidemic to the present, there are 21 suspected cases sampled for testing samples, as a result, 18 cases were negative with Covid -19, 03 remaining cases have not had test results; the number of isolated cases is 3,435 cases. Currently, 1,075 cases related to people returning from the disease area are being isolated.
In general, the pandemic has disrupted the supply chain of many domestic and foreign products and goods; the domestic product consumption market plummeted; contracts of sale of goods with foreign countries are interrupted; lack of foreign experts due to immigration restrictions; labor supply also has many fluctuations etc. thereby affecting the industrial production of the province, especially the textile, footwear, electronics etc. However, during the pandemic, most businesses have been proactive in source of raw materials for production by the end of March 2020, therefore, in the first quarter of 2020, the production activities of industrial enterprises in the province have not been affected much by the disease. Estimated industrial production index in the first quarter of 2020 increased by 6.14% over the same period last year; 1.02% lower than the 7.16% increase of the first quarter of 2019.

Facing the complicated disease situation, the province has issued the Plan of reserve of essential goods to respond to when a pandemic occurs, ensuring sufficient reserves and quality of essential goods at 10 supermarkets and more than 200 convenience stores; therefore, in the past time, virtual scarcity has not occurred, causing market fluctuations. Particularly for medical equipment items (masks, hand sanitizer gels and other medical devices), enterprises are committed to increase the number of medical equipment items and sell them at the listed prices to serve the needs of people in the province. Total estimated retail sales of goods and services in the first quarter of 2020 increased by 11.65% over the same period, 3% lower than the increase of the first quarter of 2019. Export turnovers in the first quarter of 2020 were estimated at USD$ 5,839 million, up 3.6% over the same period, lower than 9.8% compared to the increase of the first quarter of 2019. Import turnover in the first quarter of 2020 is estimated at USD$ 4,200.1 million, up 4.3% over the same period, 1% lower than the increase in the first quarter of 2019.

Speaking at the conference, Secretary of the Provincial Party Committee Tran Van Nam emphasized that the current prevention and control of Covid-19 has entered a new phase, requiring greater determination and responsibility of both the political system and the entire population in the province. In this spirit, Secretary of the Provincial Party Committee requested the Party Committees, authorities, departments, agencies and mass organizations from the province to grassroots levels to continue to thoroughly understand and seriously implement the guiding documents of the Politburo, the Secretariat, the Prime Minister, the National Steering Committee, the Provincial Party Committee, the Provincial People's Committee on Covid-19 disease prevention and control, regard this as a top important task, absolutely not subjective, neglect, irresponsibility; strictly handle organizations and individuals that do not seriously implement their responsibilities and tasks in disease prevention and control. Effectively deploy tasks and solutions to remove difficulties in production and business, ensure social security and provide maximum support for enterprises according to their competence; promote communication on disease prevention and control on the mass media, focus on positive results, good models, cooperation and responsibility of the community; detect and strictly handle cases of posting false and untruthful information on the pandemic situation.
Besides, continue building and perfecting the anti-disease options at different scales, especially in the coming days when repatriated citizens receive more isolation and health monitoring in the province.
In parallel with the task of disease prevention and control, sectors and levels in the province continued to focus on drastically implementing the objectives, tasks of socio-economic, national defense and security for the term 2015-2020 and by 2020, speeding up the implementation to compensate for the decline in value in the first 3 months of 2020; continue to improve the investment and business environment, enhance competitiveness; invest resources in necessary projects; pay attention to solving issues related to culture - society, especially on education.
