The meeting listened to the PPC's Steering and Executive Report and the socio-economic, national defense and security situation in October 2019; 1022 hotline system; Draft Report summarizing urban development towards civilization, richness and improve the quality of people's life associated with the preliminary project on building Binh Duong Smart City to 2020.
In October 2019, the PPC directed and implemented effectively and timely in all sectors and fields. Industrial and agricultural production continued to develop stably, import-export turnover increased significantly; attracting domestic and foreign investment are high compared to the same period in both projects and capital; budget revenue ensures the estimates, spending budget savings and efficiency; pay attention to the implementation of regimes and policies for subjects; organization, apparatus, inspection and judiciary are interested in directing; political security, social order and safety are maintained.
Specifically, the Index-Industry Products (IIP) in October increased by 6.1% over the previous month and by 15.4% over the same period in 2018. Estimated total of commodity retail sale and service revenue in October reached VND 19,474 billion, up 1.3% over the previous month and up 20.5% over the same period. Consumer price index in 10 months increased by 2% over the same period. Export turnover is estimated at USD 3 billion 980 million, up 83.3% over the same period; import turnover in October is estimated at USD 2 billion 468 million, up by 34.7% over the same period. Domestic investment (from September 16 to October 15, 2019) attracted VND 4,976 billion of business registration capital, including 633 newly registered enterprises, 75 capital- increased enterprises and 01 capital- decreased enterprise; 42 dissolution enterprises. In the first 10 months, the province has attracted VND 49,318 billion, including 5,254 newly registered enterprises, 716 capital- increased enterprises, 34 capital- decreased enterprises; 319 dissolution enterprises. Foreign investment (from September 16 to October 15, 2019) attracted US $188 million, including 27 new projects, 17 capital- increased projects and 28 capital adjustment projects. Accumulated, the first 10 months attracted USD 2 billion 613 million (up 71% over the same period, exceeding 86.6% of the plan for 2019), 191 new investment projects (US $1,248 million), 124 capital adjustment projects (an increase of US $ 803 million), 381 capital contribution projects (US $569 million) and 03 capital- decreased projects (US $7 million).

By October 23, 2019, the African swine cholera disease has appeared in 1,349 households and breeding farms of 83 communes, wards and towns of 9 districts, towns and cities with a total of 85,361 pigs killed and forced to destroy (accounting for 13% of the whole province); spent nearly VND 80 billion to support the damaged farmers (accounting for 24% of the estimated budget).
The provincial hotline system 1022 project is in the trial operation period (from October 14 to November 15, 2019), it is expected that November 24, 2019 will officially launch on the occasion of Binh Duong organizing the Horasis Asia Meeting 2019.
At the meeting, representatives of departments, branches discussed the issues related to the security and order situation in the province; disbursement of public investment capital; budget revenues and expenditures; the situation of African swine cholera; civil servants and officials recruitment in 2019, organizational structure of the government; preparations for organizing the Horasis Asia Meeting 2019 etc.
Concluding the meeting, Mr. Tran Thanh Liem - Chairman of the PPC suggested that departments, agencies, districts, towns and cities review each specific goal and task that has set out in the year to strive to achieve. Promoting the disbursement of public investment, especially speeding up the progress of key projects to welcome the Party Congress at all levels.
