At the meeting, Mr. Buon Heng - Director of Administration Department, Ministry of Home Affairs thanked the warm reception of Binh Duong provincial leaders. He said that, from July 2018, Cambodia began implementing the OSS mechanism to provide administrative services, which creates convenience for people and businesses, at the same time, creates a professional working style for cadres and civil servants, contributing to reducing negativity and corruption in the state apparatus. However, due to new implementation, there are still many difficulties and shortcomings. He highly appreciated the implementation of the OSS mechanism in Vietnam, including Binh Duong province. During this working visit, the delegation wished to exchange and learn experiences of Binh Duong province in the implementation of OSS mechanism. Especially, the arrangement of OSS mechanism at provincial and district levels; forms of service provision in OSS; types of administrative procedures at each level; coordination among levels in settling administrative procedures; quality assessment standards for administrative procedures; policies to encourage officials to implement OSS mechanism; system for receiving evaluation information, feedback and handling etc. On that basis, the delegation will absorb and synthesize to have effective implementation plan in Cambodia.

Mr. Mai Hung Dung – Standing Vice Chairman of Provincial People's Committee gave a brief introduction to the delegation about socio-economic situation of Binh Duong province. He stressed, promoting the implementation of administrative reform tasks, quickly and effectively solving administrative problems is a special task of Provincial Party Committee and People's Committee of Binh Duong province. Through practical implementation of OSS mechanism in the area, the province has contributed to a fundamental change in the relationship between the administration and the people and organizations in the direction of serving the administration. He hoped that, the shared experiences at the meeting would help in implementing OSS mechanism in Cambodia.
People procedures at OSS, Public Administration Center of Binh Duong province
In Binh Duong, the organization of Public Administration Center model is the focal point of connection, ensuring material conditions and technical infrastructure for specialized agencies to guide and receive administrative procedures, creating a harmonious coordination between agencies and units in settling administrative procedures. 100% of administrative procedures are carried out according to OSS mechanism. The result of settling administrative complaints on time is about 97%, the rate of late appointment and supplement is controlled. The settlement results are updated regularly, openly and transparently. The organization of receiving and returning the results according to OSS mechanism is unified from district to commune has created a uniform, synchronous, effective and efficient management model, better serving the needs of people and businesses; At the same time, creating a professional and modern style for cadres, civil servants and officials in handling administrative procedures.
