Building a smart city in a specific way of approachability
A smart city is a rather common concept and it is becoming well-known in developing nations in the world. But in Vietnam, this nation is still rather new and it just came into existence a few years ago. According to economic experts, the development of smart city model is a necessary direction which is suitable with common trend of the world. As a result, some provinces and cities in Vietnam have taken the first steps to build smart cities such as Da Nang, Hai Phong, Ho Chi Minh cities, among others.....Unlike other provinces and cities nationwide, Binh Duong has its own way of approachability.
On March, 28, 2016, Binh Duong province and its friendship city Eindhoven of the Netherlands officially launched the scheme called Binh Duong smart city via Binh Duong smart city conference 2016. This successful conference has gained international influence and become a driving force for building a smart city.
Officially put under approval on November, 21, 2016, the scheme Binh Duong smart city is one of strategic breakthrough socio-economic programs of the province until 2021 with a vision towards 2030 which bound for a higher value added economy and place the first basic foundations for a hi-tech service and production, urban planning in an intelligent way and pave the way for an intellectual-oriented economy.

Speaking about this issue, Standing Vice Chairman of the provincial People's Committee Mai Hung Dung, head of Executive Board of Binh Duong Smart City said that unlike common approachability towards smart city with pure focus put on the investment in advanced equipment and technology for solving specific matters such as traffic, warnings of environmental pollution, supply of electricity and water, et cetera....Binh Duong puts an emphasis on great vision that creates breakthroughs and comprehensive innovation with human playing a central role.
As for Binh Duong, a smart city means a dynamic, creative and connected ecosystem. Of which, all components get a non-stop improvement and innovation.
Binh Duong province is selectively learning the model known as the key to success of the industrial city Eindhoven of the Netherlands - the " Triple Helix" model which creates an attached and flexible cooperation mechanism between the State, enterprises and scientists, provides conditions for all sides to share knowledge, aspiration and resources in order to work out a common vision and launch innovative action programs for the whole region.
Binh Duong province has also formed a set of document adopting Eindhoven style, known as Binh Duong Navigator 2021 - Binh Duong Smart city scheme which is a breakthrough socio-economic strategic program of the province with nearly 50 specific action programs divided into 4 chapters: " Human"; " Technology"; " Enterprises" and " Cornerstone Factors"
According to Petre Portheine - Member of the North Brabant provincial Council, Development Director of Brainport group of the Netherlands, the " Triple Helix" model and socio-economic development plan of Brainport were given birth to in 2011. Thanks to launching this model, Eindhoven was recognized as the smartest region in the world in 2016, stood in the 4th place in terms of Logistics effectiveness indicator and became the second food exporter worldwide. In 2017, Eindhoven topped European Union (EU) in terms of connectivity in the digital economy and society index (DESI) and took the 7th position in Human Development Index (HDI) of the United Nations.
Binh Duong will soon become a smart city with the " Triple Helix" model
According to the Dutch experts having experience in building the smart city Eindhoven, Binh Duong has much more feasible foundations for building a smart city as compared to that of Eindhoven in the 90s of the previous century. Regarding short to medium terms, the wave of production industry moving away from China to 5 mighty nations of Asian powerhouses known as MITI-V, including Malaysia, India, Thailand, Indonesia and Vietnam is an opportunity for Binh Duong to keep being one of provinces and cities having the highest indicators of economic growth and industrial development and taking the lead nationwide in terms of foreign investment attraction.
Binh Duong has set up a modern, green, clean and environmentally-friendly new city as the core for its smart city in the future.
The province always puts a focus on guiding how to carry out administrative reform, investing in developing human resources and community health care. These factors are sound foundations for Binh Duong to build up a smart city.
Standing Vice Chairman of Binh Duong provincial People's Committee Mai Hung Dung has shared his opinions with Binh Duong provincial Portal about whether it is difficult to realize the fact that Binh Duong takes part in Intelligent Community Forum (ICF) and becomes one of 21 smartest regions by the year 2021 which are mentioned in the action program under Binh Duong smart city scheme.
Mr. Mai Hung Dung said that it is a must for Binh Duong to meet 6 criteria to be one of ICF members, including broadband, white-collar workforce, innovation, sustainability and encouragement. With experience and support from Eindhoven, Binh Duong has actively launched solutions to meet such criteria and it is gaining initial results. Agencies, branches, institutes, universities, companies and groups in Binh Duong have put the implementation of smart city scheme into their orientations and action programs.

Projects in many fields have been launched at the same time in Binh Duong, from training education, scientific researches, start-up to urban modernization, planning of scientific technology industrial parks, breakthrough in planning smart traffic, ....International and domestic partners and friends are joining hands with Binh Duong to build the smart city, taking for example Philips, Bosch, NXP, Cisco, VNPT, FPT, Becamex,…; and famous research institutes in the world such as Portland State University of the United States, Chunghua university, ITRI National Institute of Taiwan, Fraunhofer Institute of Germany, Eindhoven University of Technology....as well as municipal and provincial organizations and governments around the world such as Eindhoven city of the Netherlands; Emilia Romagna province of Italia, Taichung of Taiwan (China), Intelligent Community Forum....
Mr. Mai Hung Dung affirmed that with experiences gained in cooperation between Binh Duong and Eindhoven, we hoped that Binh Duong would stand in the list of intelligent community in the world as mentioned in the scheme. However, the most important things that Binh Duong is looking forward to are building the smart city to raise people's living quality and creating a favourable environment for developing socio-economy sustainably.
" Building Binh Duong smart city is for all of Binh Duong's people and we hope that local people will actively join the efforts by making self-improvement in learning and widening their knowledge to approach the coming digital technology age." said Mr. Dung.
