At the Program, on behalf of the provincial leaders, the PPC Chairman Vo Van Minh informed about the socio-economic situation and outstanding results in the province's foreign affairs. The PPC Chairman said that in the first 6 months of 2023, the province's socio-economic situation continued to achieve positive results in all fields. The index of industrial production is estimated to increase by 2.1% over the same period; export turnover is estimated at 15.1 billion USD; import turnover is estimated at 10.7 billion USD. Binh Duong is currently a province with strong industrial development with 29 industrial parks; is Viet Nam's second-ranked province in attracting foreign investment capital (after Ho Chi Minh City) with nearly 4,150 projects from 65 countries and territories, total investment capital of more than 40 billion USD. Among them, there are many large investment projects of famous corporations in the world that have invested in Binh Duong such as: Tokyu, Aeon, Mitsubishi (Japan), Lego, Pandora (Denmark), Procter & Gamble (USA), Kumho (Korea), Mapletree (Singapore), etc. Currently, Japan is the second largest investor in Binh Duong province with 350 projects and a total investment capital of 5.9 billion USD.

Overview of the meeting

At the meeting, representatives of the Department of Planning and Investment and the consulting unit presented the purpose, meaning and some basic contents of Binh Duong province's planning for the 2021-2030 period, with a vision to 2050. In particular, the approach, bottlenecks and challenges in terms of growth model, transport infrastructure, environment, etc. are outlined. However, Binh Duong has advantages such as being located in the central area of Ho Chi Minh City, having industrial and urban infrastructure, and good land fund; the government accompanying enterprises with dynamism and innovation. Therefore, the province aims for green and sustainable growth, striving to become a modern urban, industrial and service area of regional and international stature by 2050.

Mr. John Jung also mentioned the planning orientation for the waterway transportation system and river tourism development; building social housing for workers; developing high-tech forms of transportation (such as self-driving cars, etc.).

Road Construction Project from Tam Lap Bridge to Dong Phu is invested by Phu Giao District People's Committee (length about 12.15 kilometers). To date, construction schedule has reached about 44.7%. Road Construction Project from Tam Lap Junction to Bau Bang is invested by Phu Giao District People's Committee (length about 17.79 kilometers). Fix bottlenecks

As reported by the Di An City Party Committee, in the first 8 months of the year, although the economic situation still faced many difficulties, along with the great efforts and determination of the whole political system, together with the consensus of the people, enterprises, the city's socio-economic continued to be maintained and developed stably in the right direction. Total State budget revenue reached 38.44% of the estimate assigned by the PPC. The total new revenue received by the local budget and put into balance for implementation reached 46.54% of the estimate assigned by the province and the Resolution approved by the City People's Council. Total local budget expenditure reached 62.18% of the estimate assigned by the PPC, equal to 53.29% of the Resolution passed by the City People's Council. Regarding disbursement of public investment capital, reaching 48.13% of the adjusted capital plan approved by the City People's Council. Currently, the locality is focusing on reviewing the public investment portfolio, handling difficulties and obstacles, and speeding up the implementation progress of projects, especially key projects and projects requiring compensation capital, in which priority is given to approval and compensation payment for Ring Road No.3, To Vinh Dien Road. The city has agreed with neighboring localities to invest in connecting 21 existing points and 09 new open traffic roads and points, which have now been updated in the planning.

In addition to the achieved results, according to City Party Secretary Ho Quang Diep, the city's budget revenue situation is difficult to reach the assigned estimate due to difficulties in enterprises, the Government implements tax deferral and relaxation policies; the budget allocated for public investment, urban renovation and embellishment and environmental sanitation is not commensurate with the needs of a developed urban; there is no source to supplement estimates for units implementing regimes and policies approved by the Provincial People's Council and those receiving an increase in base salary as prescribed in Decree No. 24/2023/ND-CP of the Government but cannot use salary reform sources to spend. According to statistics, the estimated increase in demand for the above content is about 45 billion VND. Regarding compensation clearance, Mr. Ho Quang Diep said, there are regulations on conditions for imposing compensation prices for assets attached to land, there are no regulations on subjects, conditions, compensation and support levels to consider compensation and support in Decision No. 09/2023/QD-UBND, dated April 13, 2023 of the Binh Duong PPC, so the site clearance for works and projects facing many difficulties, etc.

Facing the above situation, Di An proposed the province to direct the Tax Department to have solutions to increase revenue, coordinate and share information, especially revenues from the foreign-invested sector and non-state tax revenues. In case the locality is out of balance, it is recommended that the province consider approving the policy of supplementing the budget balance so that the locality can complete the assigned tasks in 2023. Allocating capital for the local implementation of public investment, urban renovation and embellishment, environmental sanitation, Project 06, etc. from other revenue sources of the province. Early amending Decision No. 09/2023/QD-UBND dated April 13, 2023 of Binh Duong PPC; allocating capital to invest in the construction of Ho Lang revolutionary relic and eco-tourism site, phase 2, etc.

Responding to the city's recommendations regarding the authority of the PPC, Vice Chairman of the PPC Nguyen Van Danh shared with the difficulties of Di An city; at the same time, he said, the province will research and find solutions to remove difficulties for the city in clearing compensation. For recommendations related to budget collection and socialization in the fields of Health and Education, the Vice Chairman of the PPC suggested the functional branches to coordinate and advise on remedial solutions to create conditions for Di An's development.

The 2022 PCI results report continues to reflect the difficulties that enterprises face in their production and business activities. Due to the negative impact of the Covid-19 pandemic and many complicated developments of the world economic situation, Binh Duong's PCI had a significant decrease, reaching 65.13 points (down 4.48 points), ranked 36 out of 63 provinces and cities nationwide (down 30 places compared to 2021). Evaluation results show that only 01 sub-index increased; the remaining 09 sub-indices all decreased.

Notably, the entry costs sub-index (reached 6.32 points, down 0.06 points; the national median is 6.95 points), the lowest in the past 6 years. Some indicators decreased in points such as Enterprise registration time (median) decreased by 0.5 days, ranked 50^th out of 63 provinces and cities; Time to change enterprise registration content (median) increased by 4 days, from 6 days to 10 days, ranked 60^th out of 63 provinces and cities. The entry costs sub-index is evaluated based on the results of enterprises' feedback on a number of procedures for registering enterprise establishment and completing procedures to officially operate. If facilitated, not only will enterprises benefit, but the locality will also benefit after the enterprise goes into operation. The bottleneck that exists and is most difficult to solve today is the interconnectivity and interdisciplinary nature in solving document problems for enterprises.

The 2022 PCI continues to reflect the difficulties that enterprises face in production and business activities

Mr. Nguyen Thanh Toan - Director of the Department of Industry and Trade said that in order to improve the PCI, first of all, it is necessary to pay attention to the entry costs sub-index, which plays a very important role. Therefore, the province needs to have a mechanism for communication and coordination among departments and branches in handling administrative procedures for enterprises. For documents of problems arising between departments and branches, almost enterprises have to contact themselves to handle, which greatly affects the cost and time of enterprises. Departments and branches need to sit together to solve problems for enterprises. Besides, there also needs to be public transparency about receiving and processing documents; list of returned documents, clearly stating the reason for returning the documents as well as announcing the specific resolution time for backlog documents.

Accessing land is also an important sub-index that helps the province improve the environment and create an attractive and reliable destination for investors. The issue of accessing land and maintaining stability in the process of using land to serve production and business is of particular concern to enterprises before making investment decisions. In 2022, in this sub-index, Binh Duong reached 7.06 points (down 0.15 points); in which, there were 9^th out of 14 component indicators that decreased; ranked 26^th out of 63 provinces and cities (down 1 place), the national median was 6.98 points.

However, the field of access to land in Binh Duong still has positive bright spots: The number of days waiting to be granted a land use right certificate (median) decreased by 27.5 days, ranked 20^th out of 63 provinces and cities nationwide; Enterprises that did not face obstacles in accessing, expanding business premises increased by 22%; Enterprises assessed the risk of land expropriation decreased by 0.13%; the time limit for settling land documents that is longer than the time limit listed or regulated in writing, ranked 7^th out of 63 provinces and cities nationwide.

At the questioning session between the two meetings of the Provincial People's Council on the situation and results of administrative reform implementation, Mr. Ngo Quang Su - Director of the Department of Natural Resources and Environment said that the Department has made many efforts to achieve good results in administrative procedure reform. However, because the land field is sensitive and complex, while land legal policies frequently change, although it has been supplemented, updated, and adjusted, there are still many inadequacies, problems, and not consistent with reality; the Central Government's guiding documents are sometimes not timely, causing confusion during the implementation process. The handling of transitional content between old and new laws has not been thoroughly guided; some regulations have not been guided or the instructions are unclear, etc. leading to certain difficulties in resolving land-related procedures.

It can be seen that in the past time, the efficiency of resolving administrative procedures has improved significantly; however, more reform efforts are still needed in some areas that still cause trouble and difficulties for enterprises such as land, construction, fire prevention and fighting, regulations on conditional business lines are overlapping and complicated, and enterprises have little access to relevant information.

On the other hand, the equipment system serving to resolve administrative procedures for people and enterprises at the one-stop-shop section has not met the needs of officials, civil servants and people. The administrative procedure handling system often generates errors, causing congestion in the processing and operating machinery to resolve and return results to enterprises. Along with that, the population database and enterprise data are in the setup or "cleaning" stage, so the process of implementing public services is still difficult; due to regulations on confidentiality and authentication of information. Therefore, enterprises do not appreciate that implementing online administrative procedures will help enterprises save time and costs. This is also one of the reasons why the sub-indices dropped.

In addition, according to Mr. Le Thanh Toan - Deputy Director of the Department of Planning and Investment, the amount of work is large, new tasks often arise unexpectedly in addition to the tasks assigned according to the law, and the number of documents that must be resolved during the day is large. With the number assigned to be in charge of the one-stop-shop section, it is difficult to perform well the professional work and assigned tasks (the quantity and processing time of documents cannot be guaranteed). This puts great pressure on enterprise registration and also affects enterprise satisfaction, affecting the province's PCI sub-indices.

Always accompany the enterprises

In 2023, with the determination to create an open, transparent, dynamic and favorable business environment for economic sectors, attract investment and develop enterprises, Binh Duong aims to bring the PCI back to the TOP 10 in 2023. The PPC held a meeting to analyze and evaluate the causes, limitations and solutions to remove and improve the PCI.

Directing at the meeting to discuss solutions to improve the province's PCI, the Chairman of the Provincial People's Committee (PPC) Vo Van Minh emphasized that improving the PCI not to "run after" rankings, the goal is to be intrinsically effective, identified as a breakthrough to improve the business environment, enhance competitiveness, promote economic growth, and satisfy the satisfaction of people and enterprises. The PPC Chairman requested relevant departments, branches and localities to further simplify administrative procedures and shorten the time for granting Enterprise registration licenses. Compiling statistics on returned enterprise registration procedures and proactively contacting enterprises to guide them; strengthening dialogue and removing difficulties for enterprises. Implementing transparency in bidding and strengthening prevention and fight against corruption; supporting providing clear guidance documents for enterprises; carrying out vocational training, job introduction, and supporting enterprises in training to improve workers' skills, etc.

Along with that, the PPC also approved the Plan to improve and raise the province's PCI in the 2023 - 2025 period. In the spirit of viewing enterprises' difficulties as government difficulties, the Plan focuses on two goals: Accompanying enterprises to overcome difficulties, stabilize and develop their business, creating conditions to attract many enterprises to Binh Duong; strengthening coordination, improving proactiveness and efficiency in management and administration, guiding and supporting enterprises towards the satisfaction of people and enterprises (especially small and medium-sized enterprises).

Faced with negative impacts from the world economic and political situation that have affected the production and business activities of enterprises; timely companionship and support from the government is extremely important. According to the plan, the province will continue to strengthen dialogue with enterprises; from there, there will be clear and consistent policies to remove difficulties for enterprises. Paying attention to the role and voice of the enterprise community and associations in the process of policy planning and monitoring the province's policy implementation.

At the same time, paying attention to fairness and equality in implementing support policies, as well as providing information, solving problems and difficulties for large and small enterprises. Promoting investment promotion through many flexible methods, propagating and introducing the province's investment environment through foreign channels, through forums and Vietnamese representative agencies abroad and foreign investment promotion organizations in Viet Nam. Strengthening the implementation of programs and conferences to connect investment needs and cooperation between foreign and domestic investors, and between other local enterprises, contributing to reducing production costs of investors, as well as increasing production and management capacity of domestic enterprises participating in the global value chain.

Strengthening administrative procedure reform is one of the solutions contributing to improving the PCI

The plan also clearly states urgent and long-term solutions to improve the business investment environment. In particular, focusing on building a dynamic and friendly government image; creating strong changes from the contingent of officials and civil servants, simplifying procedures, improving processes, shortening the time for establishment registration, changing and supplementing in business registration and issuance of investment certificates. Reviewing and proposing competent agencies to consider and decide on amending, supplementing, replacing or abolishing overlapping and conflicting regulations; amending, supplementing and proposing to improve legal regulations in general and regulations related to improving the business environment and enhancing the province's competitiveness in particular. Establishing a Business Guidance Team at the Provincial Public Administration Center to promptly guide and handle application problems for enterprises. Concentrating resources to ensure administrative procedure documents are processed on time, in the order and procedures according to regulations.

To solve problems in the management and settlement of land procedures; the PPC assigned the Department of Natural Resources and Environment to preside over and coordinate in reviewing, advising the PPC to propose the improvement of mechanisms, policies and legal regulations on management, exploitation and effective use of land resources; propose appropriate mechanisms and policies in management and creation of a clean land fund for socio-economic development and investment attraction. Promoting the construction of a digital land database system to quickly put it into operation and better serve the State management of land; regularly updating to ensure accuracy, synchronization, and expanding information sharing, making it easy for people and enterprises to access, exploit, and use. Strengthening administrative procedure reform on land, with priority given to the application of digital transformation achievements, to ensure shortening of document processing time according to regulations, etc.

Although the province's 2022 PCI decreased, according to VCCI's report, Binh Duong still has bright spots in terms of business investment environment, in which infrastructure continues to be the province's strength (ranked 3^rd in the country). Binh Duong is also in the group of provinces and cities having the highest proportion of foreign-invested enterprises with production and business expansion projects.

With existing strengths and determination to innovate and improve the investment environment, it is believed that Binh Duong will continue to be an attractive destination for investors.​

However, besides the achievements, the labor relations situation in Binh Duong in recent years has arisen many complicated and difficult problems in the State management of labor and employment such as: Some enterprises do not properly comply with the Labor Law, the Trade Union Law, and the Social Insurance Law, leading to the rights of workers not being guaranteed. Trade unions in enterprises have not done well in protecting their rights and obligations in representing and protecting the legitimate rights and interests of workers in labor relations.

Speaking at the conclusion of the survey, Mr. Do Ngoc An highly appreciated the implementation of Vietnamese law regulations for workers of foreign-invested enterprises in Binh Duong province. At the same time, he noted that enterprises need to pay more attention to quality of life, consider finding solutions to increase income for workers; reduce overtime to ensure workers' health; continue to expand production and business, seek orders to ensure jobs for workers.

At the meeting, Secretary of the Provincial Party Committee Nguyen Van Loi wished Mr. Shin Choong IL a successful new tenure; and expressed his joy to see that the relationship between Viet Nam and Korea in recent times has always been nurtured and constantly developed.

The Secretary of the Provincial Party Committee informed the highlights of Binh Duong's socio-economic development. Accordingly, Binh Duong currently has 29 industrial parks, with an area of 12,798 hectares and 12 industrial clusters, with an area of 815 hectares. The province has planned, built and developed the Industrial - Urban - Service Complex with a total area of over 4,196 hectares including: High-tech industrial parks, commercial and service areas and new urban areas, of which 1,000 hectares are planned to build and develop Binh Duong New City. The province's industrial parks are all invested in synchronous, modern technical infrastructure, favorable for attracting investment; the rate of land lease in industrial parks reached 67%.

Korea is one of the potential cooperation and investment partners in Binh Duong. Up to now, Korea currently ranks 5^th among 65 countries and territories investing in Binh Duong with 763 projects and total investment capital of 3.3 billion USD. Korean enterprises are currently operating very efficiently in the province.

During the deadline, Binh Duong will focus on starting many major roads such as Ring Road No. 3, Ring Road No. 4 and Ho Chi Minh City - Chon Thanh Expressway; there will be nearly 200 kilometers of expressway through the province, connecting airports, seaports, etc. The province will form an industrial belt, with a scale of over 20,000 hectares along highways, thereby creating new driving force and development space for the locality. With the orientation of green and sustainable development, the Provincial Party Secretary hoped that the Consul General in his position will pay attention and help Binh Duong develop in accordance with the set orientation and deepen the relationship between Binh Duong with localities and partners in Korea.

Mr. Shin Choong IL expressed his impression of Binh Duong's outstanding development after a period of time returning to the province in a new position. 

Mentioning some outstanding results of the recent official visit to Viet Nam by the Korean President, Mr. Shin Choong IL emphasized that, with his role, he will make efforts to contribute to promoting the implementation of policies agreed between the leaders of the two countries, which will support the promotion of cooperation between the sides in the fields of investment, trade, science and technology, health, etc. He will actively support and introduce enterprises to invest in Binh Duong and hopes to have many exchange activities between the people and young generations of Korea and Viet Nam; academic exchanges between researchers of the two countries.

Accordingly, the process of applying risk management to monitoring and supervising enterprise activities includes 6 steps: Collecting information; developing a set of criteria for risk assessment; analyzing and evaluating risks; dealing with risks; making plans for inspection and examination of enterprises; relevant agencies cooperate in handling post-inspection, examination and supervision of enterprises that fail to comply with inspection and examination conclusions;adjusting the set of risk management criteria after inspection, examination and supervision.

The set of risk assessment criteria for monitoring and supervising enterprise activities is built on 17 criteria: registered charter capital; number of enterprises or people registered in the year; number of enterprises or addresses registered; number of registrations for capital increase in the year; number of registrations for change of address in the year; legal representative or the president of the company present in Viet Nam; enterprises with Vietnamese owners but foreign legal representatives; foreign investors who acquire an enterprise operating in a business line without conditions to own less than 50% of the charter capital; enterprise which moves its address from another locality and concurrently changes its business registration contents; carrying out the dissolution procedures when the enterprise registration certificate is revoked; number of subsidiaries and affiliates; tax compliance index of taxpayers; conducting conditional business lines;community warnings about health service delivery; transport business by car; number of months outstanding on Social Insurance, Health Insurance, Unemployment Insurance; number of months the enterprise does not contact to submit the collection report form D02-TS to the social security agency.​​

Topic 8: Energy (ensuring energy security in the direction of developing energy sources, exploiting and using energy sources economically and transforming the energy source structure towards reducing dependence on fossil energy; promoting efficient exploitation and increasing the proportion of renewable and new energy sources in the province's energy production and consumption, etc.).

Topic 9: Industry (improving energy use performance and efficiency, reducing energy consumption; step by step limiting industries that generate large waste, cause pollution and degrade the environment, and create conditions for the development of new green manufacturing industries, etc.).

Topic 10: Transportation and logistics services (increasing investment in modernization of transport systems, networks and vehicles on the basis of energy saving, high economic and environmental efficiency, and resilience to climate change;accelerating the transformation of goods transportation methods, promoting logistics activities in the green direction; improving competitiveness, developing logistics services in the green direction).

Topic 11: Construction (promoting urbanization towards a sustainable smart city that is resilient to climate change, ensuring eco-economic efficiency).

Topic 12: Agriculture and agricultural development (developing modern agriculture, circular agriculture, green, clean, sustainable, smart agriculture, improving the quality, added value and competitiveness of agricultural production through the adjustment and restructuring of livestock, crops, forestry and aquaculture and the application of processes and technologies for economical and efficient use of seeds, feed, agricultural materials and natural resources, etc.)
