​PORTAL - On the morning of December 9th, at the 19th session of the 10th Binh Duong Provincial People's Council, Mr. Vo Van Minh, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee (PPC), delivered a report on the socio-economic, defense, and security situation in 2024 and the orientation and tasks for 2025.

31/36 Socio-economic development targets have been met or exceeded.

In 2024, Binh Duong has been implementing its socio-economic development plan amidst numerous challenges and difficulties. To fulfill this plan, the Provincial People's Committee has proactively forecasted the situation and strictly adhered to the central government's directives, and the guidelines and resolutions of the Provincial Party Committee and Provincial People's Council. At the same time, the Committee has resolutely deployed tasks and solutions to promote development across all sectors.


Overview the meeting

Mr. Vo Van Minh, Chairman of the PPC, announced that, in 2024, an estimated 31/36 socio-economic, environmental, and smart city targets were met or exceeded, and the remaining indicators close to the plan achieved a higher growth rate compared to 2023.

The Gross Regional Domestic Product (GRDP) increased by 7.48%; GRDP per capita reached 181.2 million VND (the plan was 185.5 million VND).

The economic structure shifted in the right direction, with the proportion of industry and services remaining stable at over 90% of the total economy.

Total retail sales of goods and services are estimated at nearly 352 trillion VND, an increase of 13.3%.

Export turnover reached 34.5 billion USD, up 12.7%; import turnover is estimated at 24.5 billion USD, up 12.2%.

Total social development investment is estimated at nearly 162 trillion VND, an increase of 11%.

As of November 28, 2024, domestic investment attracted 77,131 billion VND, including 7,677 newly registered enterprises with a registered capital of 48,447 billion VND.

This year, the Provincial People's Committee has approved the investment of 32 projects with a total investment capital of approximately 102,309 billion VND.

Foreign direct investment (FDI) is expected to reach over 2 billion USD by the end of 2024 (surpassing the 2024 plan).

Social welfare policies have been well implemented. Specifically, 18,803 health insurance cards have been issued to poor, near-poor, and newly-out-of-poverty households; 45 compassionate houses have been built or repaired with a total budget of 2.7 billion VND; and 36,000 additional jobs have been created (reaching 102.85% of the plan).

The graduation rate of the 2024 High School Graduation Exam reached 99.81%, with an average score of 7.32 points, ranking 4th out of 63 provinces and cities.

Private education continues to develop; the quality of general education and vocational education continues to improve.

Religious and cultural festivals, as well as arts and cultural activities, were organized safely, healthily, economically, and cheerfully.

Besides these achievements, the Chairman of the PPC assessed that Binh Duong still faces some difficulties and shortcomings in completing the targets. Notably, the attraction of investment in certain green industries and high-quality services has been limited. The workforce in high-tech industries, the digital economy, the green economy, artificial intelligence, etc., is still limited. Vocational training has not kept pace with the new demands of labor use and development needs…

Setting targets and tasks for socio-economic development in 2025

Chairman of the People's Committee, Vo Van Minh, emphasized that 2025 is the final year for the implementation of the 5-year Socio-Economic Development Plan (2021-2025), with a focus on organizing Party congresses at all levels, leading up to the 14th National Party Congress. The province will also roll out the Provincial Master Plan and lay a solid foundation to boost economic and social growth in the 2026-2030 period.

Based on the achievements and objectives outlined in the Resolution of the 11th Provincial Party Congress, the People's Committee has set 36 key targets and tasks for 2025.

Specifically, the Gross Regional Domestic Product (GRDP) is expected to grow by over 10%, with per capita GRDP reaching 195 million VND.

Total export and import turnover is increased by 9-10%.

Foreign direct investment is targeted at 1.8 billion USD.

To achieve these socio-economic development targets, the Provincial People's Committee will continue to direct efforts towards boosting investment, consumption, and exports, while restructuring the economy towards a new growth model that enhances competitiveness and sustainable development. Emphasis will be placed on developing the digital economy, green economy, circular economy, and night-time economy.

Industrial development will be closely linked with urban infrastructure and international integration to drive the growth of other economic sectors.

Forming high-quality services based on 4.0 technology and developing high-tech products and services. Restructuring the trade sector towards technology application, digitalization, and innovation; strengthening the connection of global and regional supply chains and ecosystems.

Simultaneously, promoting direct exports of key products and enhancing the quality of market information and forecasting. Diversifying export and import markets.

Restructuring agriculture towards smart, circular, and climate-resilient models.

Binh Duong will continue to implement tasks and solutions to support enterprises and improve the investment and business environment.

In particular, focusing on investing in the transportation infrastructure system to create a breakthrough in regional connectivity, especially investing in road, railway, and waterway transportation systems, overpasses, and interchanges to ensure seamless connection with Ho Chi Minh City and international ports and airports.

Ensuring political security and social order, especially labor security and economic security in the province.​
