The Saigon riverside road is important in exploiting the transportation and tourism of Binh Duong province, developing urban areas along the river, and contributing to urban renovation and embellishment. It is the main urban road contributing to minimizing traffic flow along the North-South axis for the Cach Mang Thang Tam route (DT.745), National Highway 13, My Phuoc—Tan Van Road, etc. It connects a number of bridges across the Saigon River and parallels Ho Chi Minh City's riverside road. The basic alignment follows the bank of the Saigon River, passing through a number of projects such as An Son port cluster, Ba Lua port, An Tay port cluster, Ring Road 3, Ring Road 4, etc. Basically, the entire route along the Saigon River through Binh Duong province has only been invested in building on some sections passing through Thuan An City and Thu Dau Mot City.

Mr. Tran Hung Viet - Director of the Provincial Traffic Construction Investment Project Management Board, reported that the road along the Saigon River in Thuan An City has a total length of about 13.6km, passing through wards like Vinh Phu, Lai Thieu, Binh Nham, An Son (of which the section from Binh Nham canal to Chau Van Tiep street is 1.68 km long in Binh Nham ward invested in construction with about 11.2 km remaining to be built). The existing infrastructure is the Saigon River embankment with an earthen and stone structure, a road surface width of 5m-6m, cleared area of 18m.

The section passing through Thu Dau Mot City is connected to the section in Thuan An City at Ba Lua Canal and ends at Ong Co bridge. The total length of 16.7km (including Nguyen Van Cu Street passing through Chanh My ward), passing through wards like Phu Tho, Chanh Nghia, Phu Cuong, Chanh My, Tuong Binh Hiep, and Tan An through the planning areas of Ba Lua port area, Phu Thinh villa area, Chanh My garden villa area, Chanh My ecological urban area, Tan An urban development area, etc. Of which, Bach Dang Street, Bach Dang extension and Nguyen Tri Phuong Street (section from Thu Ngu bridge to Thay Nang canal) have been invested in construction, the remaining sections on the route have not been invested in construction about 13.04km.

Efforts to ensure progress on Ring Road 3 and National Highway 13 Regarding the project to upgrade and expand National Highway 13, Mr. Nguyen Thanh Tam - Chairman of the People's Committee of Thuan An City said that the total length of the section through Thuan An City is about 12.7km, including 488 households, individuals, and 53 organizations within the clearance scope of the project. Up to now, Thuan An City People's Committee has approved compensation and support funds for 486 households, individuals, and 52 organizations with an amount of more than 2,750 billion VND (reaching 99%). There are 02 households, individuals, and 01 organization reviewing legal documents to approve compensation and support plans. The city has paid compensation and support, reaching 94% of the total approved amount. Regarding the relocation of the power grid, Thuan An City has coordinated with the Land Fund Development Center, Becamex Company, and Electricity Authority to focus on handling power poles, premises, safety corridors, existing infrastructure, technical handling of customer stations, etc. Up to now, the section from Vinh Phu Welcome Gate to Ong Bo Bridge's four-way intersection has been installed with 55% of the new pole volume. The section from the Ong Bo bridge to the Huu Nghi intersection has only 98% of the pole volume. Relocation of medium and low voltage power grids reaches 96% of the volume, and relocation of telecommunications cables reaches 95%. It is expected to be completed in December 2024, and the relocation of the transformer station reaches 100% of the volume. The section from Tu Do intersection to Le Hong Phong four-way intersection has installed new poles reaching 100%, and the relocation of medium and low voltage grids reaches 100%; Relocation of transformer station reaches 85.7%; Relocation of telecommunications cables reaches 95% and expected to be completed in December 2024.

Regarding the Ring Road 3 project, the total area of land reclaimed for the implementation of the project is about 79.91 hectares with 1,535 affected cases. To date, the total reclaimed area is about 77.08 hectares, reaching 96.4%. Compensation payment reached 94.9%, and site handover for bidding packages reached 83.2%. Reporting to the provincial leaders, Mr. Vo Van Hong - Chairman of Di An City People's Committee said that the section passing through Di An City is bidding package XL1 (Tan Van intersection). There are 532 affected cases with a total area of land reclaimed is about 17.76 hectares. Di An City has urgently accelerated the progress of site clearance compensation, has recovered 100% of the land, and handed over 16.49 hectares of land, reaching 92.8% to deploy project construction.

Regarding construction work, according to Mr. Tran Hung Viet - Director of the Provincial Traffic Construction Investment Project Management Board, the construction units have implemented to ensure the progress of the signed contract. By December 2025, striving to complete about 80% of the project volume and complete the main expressway. In particular, 100% completion of packages XL2 (Binh Chuan intersection) and XL4 (Binh Goi bridge); 75% of package XL1 (Tan Van intersection), and 75% of package XL3 (section from Binh Chuan to Saigon River). However, the current situation of intermittent site handover, and difficulties in the source of sand materials for the foundation, etc. also affect the project construction progress. Responding to the 500-day and night plan to complete the 3,000 km of expressway by 2025, Binh Duong province strives to speed up progress, complete the section from My Phuoc - Tan Van to National Highway 13 and overpasses, and try to open the entire route by June 2026.

Through a field survey on key roads connecting the region, Provincial Party Secretary Nguyen Van Loi requested Thuan An City to complete site clearance and relocation of the power grid before January 15, 2025, creating favorable conditions for the construction unit to accelerate the completion of the entire project. The Industrial Production Index (IIP) is estimated to have increased by 6.31% compared to the same period in 2023 (increased by 4.2% in the same period); export turnover is estimated at 26 billion USD, increased by 15.4% compared to the same period last year; and import turnover is estimated at 18.4 billion USD, increased by 14.5% to the same period last. With its transparent and attractive investment environment, Binh Duong has always been one of the leading provinces in Viet Nam in attracting foreign direct investment (FDI). Since January 1, 2024, Binh Duong has been attracted over 1.675 billion USD IN FDI, including 179 new projects, 141 projects to increase capital, and 108 projects to contribute capital to buy shares. As of November 15, 2024, the province has 4,372 investment projects with a total registered capital of 42.113 billion USD.

These two large shopping centers provide a diverse range of shopping, dining, and entertainment services, meeting the needs of local residents and neighboring areas. Regarding Binh Duong's development orientation and investment attraction, Mr. Trinh Hoang Tuan Anh shared that on August 3, 2024, the Prime Minister signed Decision No. 790/QĐ-TTg approving the Binh Duong Provincial Master Plan for the period of 2021-2030, with a vision to 2050. Accordingly, Binh Duong aims to become a centrally-controlled city by 2030 and be one of the dynamic and comprehensive development centers in Southeast Asia; leading in science, technology, and innovation, and a modern industrial and service center. Focus on addressing the challenges of businesses At the meeting, the provincial leaders and relevant departments engaged in direct dialogue, attentively listening to The Japanese Business Association of Ho Chi Minh City as they presented their encountered challenges and obstacles, and suggested directions for the province's future development. According to feedback from representatives of Japanese enterprises, loan sharks have been exploiting the personal information of employees, such as their job positions and titles, to directly contact companies through various channels, thereby disrupting business operations. Some people have even been subjected to threats and harassment via text messages or personal calls. A representative from the Binh Duong Provincial Police said that the majority of these cases involve borrowing money through mobile applications and social networks. These applications often require borrowers to grant full access to their phone data, enabling the collection of contact lists, messages, and images for debt collection purposes. The root cause of this issue lies in the financial difficulties faced by a portion of the workforce, preventing them from accessing legitimate loans and forcing them to resort to loan sharks. The prevalence of unidentified SIM cards and anonymous social network accounts further complicates the harassment situation.

Since 2022, the Binh Duong Provincial Police have handled 37 complaints related to cyber harassment, but in most cases, the perpetrators could not be identified due to high anonymity. Additionally, 10 individuals involved in both traditional and online loan sharking were arrested. Besides that, in collaboration with the Ho Chi Minh City Police, 43 individuals involved in online loan sharking were apprehended. Given this situation, the Binh Duong Provincial Police advise citizens against borrowing money through online applications due to high costs and the risk of personal information leakage. Businesses or individuals experiencing harassment can file complaints through the provincial police's direct hotline or the Police Department of Cybersecurity. Moreover, they can report harassing phone numbers to the 156 hotline for the Ministry of Information and Communications to facilitate prompt handling.

The Binh Duong Provincial Police have committed to continuing to collaborate with relevant agencies to tighten telecommunications management, unidentified SIM cards, and combat online harassment. They have also called on businesses and the public to provide data to support investigations and eradicate loan shark organizations. In addition to loan sharks, Japanese businesses have raised some challenges regarding policies and labor in Binh Duong. Many businesses have reported that despite connecting with employment centers, young workers nowadays tend to work abroad, making recruitment difficult and putting significant pressure on production activities. Furthermore, the process of issuing work permits for foreign workers is still time-consuming, affecting recruitment plans and the development of international human resources. Businesses expect the Provincial People's Committee to improve the process and provide more effective support. Regarding infrastructure, businesses have proposed developing highways connecting seaports and airports with Binh Duong, and encouraging the use of public transportation such as buses to address the increasing number of private vehicles. In response to the issues raised by businesses, representatives from relevant departments and agencies have provided specific information and answers.

In response to inquiries regarding work permit issuance for foreign workers, a representative from the Department of Labor, War invalids and Social Affairs stated that since 2022, the Department has implemented various solutions, including increasing staff, applying information technology, revising processing procedures, and issuing numerous guidance documents, to definitively address delays in processing work permit applications for foreign workers. During the process of handling administrative procedures related to foreign workers, if enterprises request expedited consideration and processing of work permit applications, the Department will facilitate, support the review, and process them sooner than the prescribed time if the dossiers comply with legal regulations. Additionally, for any difficulties or obstacles encountered by enterprises, the Department will pay close attention, and provide support, and guidance to ensure enterprises are aware of and comply with the regulations. In 2024, the situation of delays in processing work permit applications at the Department of Labor, War invalids and Social Affairs has been addressed and ensured to comply with regulations.

Gross Regional Domestic Product in the province (GRDP) is estimated to increase by 8.01% (planned to increase by 8.0 - 8.5%). GRDP per capita reached 182.6 million VND (planned 185.5 million VND). Responding to Binh Duong province's policy of calling and attracting investment, LEGO Group chose VSIP III (Binh Duong province) to implement the project. After more than 2 years since the date of the investment certificate (March 18, 2022) and 2 years from the date of the Groundbreaking Ceremony (November 3, 2022), LEGO put the manufacturing factory into trial operation (stage 1 and stage 1A with capacity of 30,000 tons of products/year). LEGO's toy factory in Binh Duong has a total investment capital of 1 billion 318 million USD and an estimated workforce of more than 3,000 people. Significantly, with a land use area of up to 44.79 hectares, the Company can expand its scale of operations and develop production in the future.
Delegates perform the ceremony to launch the trial operation of the manufacturing chain
This testing phase starts a month-long testing and commissioning process that will ensure that when the operating license is granted before the inauguration in early 2025, the plant can meet strict safety and quality standards like all LEGO factories worldwide. LEGO bricks produced when the factory officially comes into operation will have an accuracy of up to 1/10 the thickness of a human hair. Up to now, the progress of construction and equipment installation has reached about 90%. The company is ramping up hiring, has doubled its employees in 2024, and will continue hiring in the following years. A human resource training program was also implemented to create conditions for hundreds of employees to participate in many different production stages, including plastic injection, packaging, process optimization, etc. The factory also aims to be environmentally friendly, being one of LEGO's most sustainable facilities, with more than 12,400 rooftop solar panels with a capacity of 7.34 MWp, enough to provide electricity for about 1,270 households every year.

Addressing and resolving problems of enterprises At the conference, provincial departments and branches addressed businesses' feedback regarding difficulties encountered in value-added tax (VAT) refunds, work permit issuance for foreigners, issues related to fire prevention and fighting regulations, environmental protection within enterprises, the process of registering temporary residence cards for foreigners, and the extension of work permits for foreign workers.
Korean enterprises share their challenges and difficulties with relevant provincial departments. In response to the question about regulations on fire prevention and fighting for businesses, a representative from the Police Department of Fire Prevention and Fighting and Rescue, Provincial Public Security explained that according to Article 14 of Decree 136/2020/ND-CP, the responsibility of investors is to organize construction, inspection, and supervision of construction which fire protection design is approved. In cases where the investor cannot carry out construction, inspection, and supervision of fire protection, they must hire a qualified entity (a qualified entity that has been granted a certificate of eligibility to provide fire protection services in accordance with regulations). Businesses providing design consultancy, supervision consultancy, and fire protection construction services that have been granted a certificate of eligibility to provide fire protection services by a competent police agency are permitted to operate in the licensed fields.
