Overview of the conference
Socio-economy has changed positively but has not met expectations
As reported by the Provincial Party Committee, out of 20 socio-economic and Party development targets in 2024, up to now, 04 targets have met or exceeded the annual plan (Total retail sales and consumer service revenue; total export turnover; the proportion of public schools meeting national standards), 04 targets reached over 50% of the annual plan (Total investment capital for social development; Index of industrial production; revenue; social housing construction; percentage of solid waste collected and treated), 03 targets have not reached 50% of the annual plan (Attracting foreign direct investment; total expenditure to balance the local budget; developing new party members), the remaining 09 targets will be evaluated at the end of the year.
Total retail sales of goods and service revenue are estimated at 166,180 billion VND, up 13% over the same period. Estimated budget revenue is VND 35,165 billion, reaching 49% of the Provincial People's Council's estimate and 54% of the estimate assigned by the Prime Minister, up 11% over the same period.
Industrial production increased 2 times compared to the same period in 2023. Import-export activities continued to maintain a good growth rate, export turnover reached 16.7 billion USD, up 13.1% over the same period.
The province's total social investment capital still maintains a positive growth rate of 6.8% which is one of the main growth drivers of the province over the past many years.

Mr. Nguyen Van Cong - Director of the Provincial Department of Taxation said that to carry out the task of collecting the State budget, the Provincial Tax branch has promptly implemented many measures to manage revenue sources and prevent revenue loss mainly from the first days of the year. In the first 6 months of 2024, domestic tax collection is estimated to reach 26,938 billion VND, reaching 56% of the estimate and for the whole year 2024 will reach 52,468 billion VND, reaching 109% of the estimate.
Although the socio-economic trend tends to change positively, some targets have not met expectations. In the first 6 months of 2024, the province's GRDP growth rate reached 6.19%, ranking 5th in the Southeast region and 34th in Viet Nam. Besides, the province's foreign direct investment (FDI) attraction decreased sharply and ranked 9th in the country.
Mr. Pham Trong Nhan - Director of the Department of Planning and Investment said that the world's investment trends have been refined. In the first quarter of 2024, the three fields attracting the most investment in the world, i.e., renewable energy, industrial real estate, and electricity. Binh Duong does not have any FDI projects on renewable energy, while Viet Nam ranks 2nd among 10 developing economies with large foreign investment in the field.

Mr. Nhan said that the Department of Planning and Investment would promptly advise and resolve difficulties for the enterprise community, and focus on developing socio-economic and technical infrastructure to create motivation and space for development for the next period. There are marketing solutions, attracting green FDI capital flows, attracting selective investment in industries that meet the goal of developing a green, sustainable economy, service industries, and high-quality services, gradually transforming the province's economic structure towards increasing the proportion of trade and services.
Regarding the disbursement of public investment capital in 2024, to date, the province has disbursed 4,289 billion VND out of the total capital plan of 22,000 billion VND, reaching 19.5% of the plan assigned by the province and 28.1% of the plan assigned by the Prime Minister.
According to the Chairman of the PPC Vo Van Minh, disbursement of public investment capital has been slow in the past 6 months, the objective reasons are that the new Bidding Law has taken effect and guiding Decrees and Circulars have not been issued promptly, affecting the contractor selection process. The subjective reason is that the coordination between investors and departments, branches, and localities in implementing tasks is not yet smooth, sometimes, and in some places, there is still no determination to follow up to resolve difficulties and obstacles, especially regarding compensation and site clearance for each project.
However, the space to accelerate the disbursement of public investment capital in the coming time is still quite large because difficulties and obstacles in the implementation process have been paid attention to and directed by the provincial leaders to be resolved drastically. Most of the undisbursed capital is concentrated in key projects with the "falling" point of capital needs in the last quarters of the year. Furthermore, site clearance costs still account for a large proportion of the investment capital arrangement structure. For this cost, after completing the related procedures, a very large amount of capital will be disbursed in a short time.

With analysis to clarify the causes affecting the targets, Chairman of the PPC Vo Van Minh requested relevant branches to increase the responsibility of their leaders, review and immediately overcome internal shortcomings in investment licensing procedures in industrial zones and clusters, improving the investment environment to create the best conditions for enterprises. At the same time, they must review the land fund, accelerate investment progress, and deploy industrial parks to allocate land for investors; focus on reforming administrative procedures, improving PCI, PAPI, PAR Index, etc. They must also complete the documents to submit to the Prime Minister for approval of the Provincial Planning for the 2021-2030 period, with a vision to 2050; complete the Project on exploiting land funds and generating revenue from land to serve the province's socio-economic development in the 2024 - 2025 period and orientation to 2030; and arrange enough capital for works and projects, especially key projects such as Ring Road 4, Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway, etc.
Strive to achieve and exceed targets
At the conference, Ms. Nguyen Minh Thuy - Head of the Provincial Party Committee's Organization Committee thoroughly grasped Directive 35-CT/TW, dated June 14, 2024, of the Politburo on organizing Party Congresses at all levels towards the 14th National Congress of the Party.
The Provincial Party Executive Committee also approved the investment policy of the Dong An Tay Urban Area Project, Ben Cat City. The project has a scale of 288.84 hectares in An Tay ward and Phu An commune, Ben Cat City.

Speaking at the conference, Provincial Party Secretary Nguyen Van Loi assessed that, although there are still many difficulties and challenges, thanks to the efforts of the entire political system, the consensus, and the support of the people and enterprise community, Binh Duong achieved positive results.
From now until the end of the year, the Provincial Party Secretary required party committees, branches, and localities to review and focus on implementing solutions to achieve and exceed the targets of 2024 and the entire tenure. In particular, it is necessary to focus on overcoming conservatism and stagnation in organization and operation. Each branch and each level reviews the organizational structure, self-reflects, and self-corrects, the leader must take responsibility and promptly report problems to discuss solutions.
Regarding specific tasks, the Secretary requested to speed up the disbursement of public investment capital, especially key projects, and complete the investment project to upgrade and expand National Highway 13 in 2024.
