Binh Duong Province considers socio-economic development policies

PORTAL – On the afternoon of March 27, at the Binh Duong Administrative Center, the Provincial People's Committee (PPC) held the 58th meeting to give opinions on the socio-economic development policies and guidelines of the province. Mr. Vo Van Minh - Deputy Secretary of the Provincial Party Committee, Chairman of the PPC chaired the meeting.

The meeting was attended by Vice Chairmen of the PPC, members of the PPC, and leaders of departments and localities.​

Contents that were considered and given opinions include a Draft Decision stipulating criteria for estimating development costs and other factors that form development revenue of land plots and land areas for project implementation in determining specific land prices according to the surplus method in the province; Policy of changing to land leasing with a one-time payment for the entire lease term of land-using enterprises; Draft Official Dispatch on agreement on 110 kV and 22 kV power lines related to green land in industrial parks, industrial clusters, and residential areas; Plans to handle difficulties and problems regarding norms and methods of estimating total investment for projects without construction components; Decision approving the investment policy adjustment of Hoang Ha My Housing Area project and Hoa Phu social housing project.

 

Overview of the meeting.

Regarding the Policy of changing to land leasing with a one-time payment for the entire lease term of land-using enterprises, according to the Department of the Natural Resources and Environment, the business' proposal to change from the form of State leasing land with annual payments to the form of a one-time payment for the entire lease term is appropriate according to the provisions of Article 172 of the 2013 Land Law.

On January 18, 2024, the National Assembly passed the Land Law 2024 (effective from January 1, 2025), accordingly, Clause 2, Article 120 of the Land Law 2024 specifically stipulates cases where the State leases the land with a one-time payment for the entire lease terms.

Based on the actual circumstances, the Department of the Natural Resources and Environment suggested the PPC not approve the cases where there are dossiers requesting to change to land leasing with a one-time payment for the entire lease term originating from land previously directly managed by the State.

For cases where the application for changing to land leasing with a one-time payment of land rent for the entire lease term originates from previous land of households or individuals and the application is made before the Land Law 2024 is approved by the National Assembly, the Department proposed the PPC to consider and decide the land lease by the State to change from the form of annual land rent collection to the form of one-time payment for the entire lease term.

The Department also suggested the PPC not consider cases requesting to change to the form of land leasing with the one-time payment of land rent for the entire lease period after the date the 2024 Land Law is approved by the National Assembly for cases not belonging to the provisions of Clause 2, Article 120, Land Law 2024.

Concluding the meeting, the Chairman of the PPC Vo Van Minh agreed with the proposed contents. He said that the Standing Committee of the PPC and the Party Committee of the PPC highly agreed on the Draft Decision stipulating criteria for estimating development costs and other factors that form development revenue of land plots and land areas for project implementation in determining specific land prices according to the surplus method in the province; the promulgated land price index will remove obstacles in land projects, creating a favorable environment for attracting investment.

Regarding the Draft Official Dispatch on the agreement on 110 kV and 22 kV power lines related to green land in industrial parks, industrial clusters, and residential areas, he requested the Industry and Trade Department, Constructions Department, and Binh Duong Electricity Company research and coordinate to remove difficulties for electrical projects and works, ensuring both urban aesthetics and meeting electrical standards and safety.
