Binh Duong: Striving to complete the Ring Road 3 project by March 2026

​PORTAL – On the afternoon of March 12th, at Binh Duong Provincial Administrative Center, Mr. Nguyen Van Loi - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation and Mr. Vo Van Minh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee (PPC) chaired the working session with the contractors constructing key projects in the province.

​Reporting on the implementation of the investment project to build Ring Road 3 of Ho Chi Minh City through Binh Duong Province, Mr. Tran Hung Viet - Director of the Provincial Transport Construction Investment Project Management Board said that Ring Road 3 section through Binh Duong Province has a total length of about 26.6 km. Of which, the Tan Van intersection is 2.4 km long; the Binh Chuan - Saigon River section is 8.9 km long; The section overlapping My Phuoc - Tan Van Road is 15.3 km long. The project is divided into 02 component projects: Component Project 5 (construction) and Component Project 6 (compensation, support, and resettlement).


Mr. Nguyen Van Loi – Secretary of the Provincial Party Committee conducted a field survey and discussed with the construction units of the Ring Road 3 project.

Component project 5 (construction) was divided into 4 packages (XL1, XL2, XL3, XL4). Up to now, the construction package XL2 has achieved a volume of 15% compared to the volume on contract. Construction package XL4 reached about 20% compared to the volume on contract. For package XL3 (the section from Binh Chuan to Saigon River), after winning the bid results, the units held a groundbreaking on January 7, 2024. Currently, contractors are coordinating with local authorities and households to receive land, reaching 47.48%. Package XL1 is currently evaluating finances, and selecting construction contractors, insurance, and supervision consultants. It is expected to complete the selection of contractors in March 2024.

Regarding compensation, support, and resettlement, up to now, 113.7/129 hectares of construction area have been recovered (reaching a rate of 88%). The project has about 459 cases eligible for resettlement, and these cases are arranged in 9 available resettlement areas in Thu Dau Mot City, Thuan An City, and Di An City. In addition, there are a total of 15 technical infrastructure locations that must be relocated. Functional agencies are coordinating with localities to implement relocation plans.

At the meeting, Representatives of construction contractors presented some difficulties and obstacles during project implementation in terms of site clearance, construction materials, etc. Accordingly, the People's Committee of Thuan An City, Di An City, and related units were directed to complete 100% of site clearance and relocation of technical infrastructure works (electrical systems, drainage systems, etc.) and to coordinate with localities to ensure sand sources for road embankment to serve project construction.

Provincial heads also heard reports from departments and localities on the implementation of several other key traffic projects: Tao Luc Bac Tan Uyen - Phu Giao - Bau Bang Road, Ring Road 4, etc.

Speaking at the meeting, Mr. Nguyen Van Loi - Secretary of the Provincial Party Committee praised the efforts of construction contractors and the consensus and support of the people during project implementation. The Secretary emphasized that in the coming time, they must continue to promote the spirit and effort, and decisively overcome difficulties to ensure that key projects in the province are achieved and exceeded.

Regarding specific tasks, the Secretary requested localities to focus on site clearance and resettlement work. They were asked to ensure people's legitimate rights so that people's lives in the new place would be equal to or higher than in the old place. At the same time, technical infrastructure works must be relocated to hand over the site to the construction unit.

The PPC manages and ensures capital sources (Central and local) to implement the project. Departments and branches coordinate with localities to have plans to provide punctually adequate construction materials for construction.

During the implementation process, the PPC, departments, and localities must strengthen administration, coordination, inspection, and supervision of construction progress. Emulation movements must be proposed, and individuals and organizations with outstanding achievements in implementation should be promptly rewarded. Implementation results are linked with the assessment of the level of completion of assigned tasks.

The Secretary of the Provincial Party Committee directed that the Ring Road 3 project must be completed no later than March 2026, ahead of the schedule assigned by the Prime Minister (June 2026). The Secretary believed that with the management of the Provincial People's Committee and the determination of departments, localities, and construction units, key projects in the province would be completed ahead of schedule and ensure quality of construction.

Concluding the meeting, Mr. Vo Van Minh - Chairman of the PPC requested departments and localities to seriously implement the instructions of the Secretary of the Provincial Party Committee. The People's Committee of Thuan An City and the Provincial Traffic Construction Investment Project Management Board must coordinate closely and accelerate aggressively the site clearance progress of the Ring Road 3 project. Regarding the source of construction materials, the PPC will work with localities to ensure the source of construction sand. The Department of Natural Resources and Environment has been assigned to advise on dredging inland waterways combined with recovery of product volumes to use as leveling materials for construction projects.

The Chairman of the PPC said that the province will promptly reward and encourage contractors who have completed well the plan. Contractors were asked to continue to promote the results achieved. Besides, the province launched emulation to speed up progress and determined to complete key projects ahead of schedule.
