PORTAL - The Provincial People's Committee (PPC) issued a Directive on removing difficulties for the real estate market and housing development in the province.
Accordingly, the Department of Construction coordinated with branches, agencies and units to advise the PPC to implement the tasks assigned by the Government in Resolution No. 33/NQ-CP dated March 11, 2023 of the Government and Official Dispatch No. 178/TTg-CN dated March 27, 2023 of the Prime Minister; actively and effectively implement the responsibilities of the Steering Group to solve difficulties and problems during the implementation of real estate projects in Decision No. 241/QD-UBND dated February 13, 2023.
Each member of the Steering Group reviews difficulties and problems of real estate projects to immediately solve and remove the contents under their authority; reviews and proposes to competent authorities to handle overlapping, inadequate, and obstructing legal regulations in the process of implementing real estate projects in the field of construction, planning, urban development, housing, real estate business in the province.
In addition, coordinating with agencies and units in the implementation of the Government's Resolution No. 11/NQ-CP on the socio-economic recovery and development program and successful implementation of the Project "Investment in the construction of at least 01 million social housing units for low-income people and industrial park workers in the 2021-2030 period" of the Central Government, Project "Development of social housing, worker housing in Binh Duong province in the 2021-2025 period, with orientation to 2030"; assuming the prime responsibility for determining investment priority areas under the Housing Development Program and Plan for stages, ensuring the balance between supply and demand for the housing and real estate market; guiding localities to review and adjust master plans according to their competence as a basis for attracting investment; synthesizing data reported by localities, reviewing commercial housing, social housing and real estate projects being implemented in the province; assessing the causes and legal problems for each specific project that have been approved, but have not or been delayed in implementation, to proactively handle according to their competence or report and propose solutions in case of exceeding authorization.
For problems of an interdisciplinary nature, synthesizing and reporting to the Steering Group to solve difficulties and problems in the process of implementing real estate projects, in order to free up land resources, investment capital, and reduce credit risk.
At the same time, focusing on planning urban development areas, implementing the approved housing development program and plan in Binh Duong province, in which, focusing on calling for and attracting investment in the development of social housing, worker housing, and commercial housing suitable to each subject of housing needs; coordinating with the Department of Information and Communications, provincial newspaper and radio agencies to propagate and disseminate legal policies and solutions to promote the safe, healthy and sustainable development of the real estate market.
Real estate enterprises, related enterprises, actively and proactively restructure product segments, prices, terms and payment methods, etc. in an appropriate, feasible and convenient way for customers and people, especially those with real needs; actively, proactively, focus resources to coordinate, implement according to the provisions of law and instructions of the departments, branches and localities for real estate projects facing difficulties and obstacles.
