The PPC Chairman Vo Van Minh acknowledged and highly appreciated the support of the Japanese Government, including JICA, as well as the efforts and contributions of Mr. Shimizu Akira in promoting cooperative relations between Vietnam - Japan in general, Binh Duong and Japanese partners in particular.
The PPC Chairman thanked Mr. Shimizu Akira for actively supporting Binh Duong during the past time and wished him continued success in his new position.
Mr. Shimizu Akira thanked the leaders of Binh Duong province for always accompanying and supporting him during his working term in Vietnam. Despite facing many challenges due to the Covid-19 pandemic as well as some problems from transport infrastructure projects, the provincial leaders always wholeheartedly share, support and cooperate to solve difficulties. 2023 marks the 50th anniversary of the diplomatic relations between Vietnam and Japan, and key cooperation projects in Binh Duong are entering their peak stage. Therefore, Mr. Shimizu Akira wished to continue to receive the attention and support of provincial leaders so that the projects can be implemented as planned.

He also introduced to the provincial leaders New Chief Representative of JICA Vietnam Office, Mr. Sugano Yuichi will continue to take on the role of supporting Binh Duong to soon implement important transport infrastructure projects; and wished to continue periodic dialogues between JICA Vietnam and provincial leaders to help solve difficulties and obstacles, as well as have more opportunities for the two sides to learn and implement new cooperation programs.
The PPC Chairman Vo Van Minh affirmed that the province will continue to work closely with Mr. Sugano Yuichi - New Chief Representative of JICA Vietnam Office and JICA Vietnam Office to continue implementing cooperation projects that are being deployed between the two sides.

Currently, the public transport infrastructure improvement project in Binh Duong province has been basically completed by the Ministry of Finance and is waiting for the Japanese Embassy to complete the procedures to submit to the Japanese Government as the basis for signing the Project Exchange Note.
At the same time, the procedures related to the loan agreement are being completed in parallel and submitted to the Government for consideration and approval as the basis for the signing of the JICA loan agreement as soon as the Exchange Note is signed in the second quarter of 2023. After the loan agreement is signed, JICA and Binh Duong will complete relevant procedures to sign a Memorandum of Understanding as a basis for implementing the next steps of the project.

The PPC Chairman agreed on the mechanism of regular exchange and close coordination with JICA; He hoped that in the coming time, the two sides will have more effective cooperation programs in many fields.
