At the meeting, the ADB representative presented to provincial leaders the plan to sign the second phase with Binh Duong Water-Environment Joint Stock Company (Biwase). Accordingly, ADB and JICA will co-finance Biwase in two projects: Compose fertilizer production with a capacity of 840 tons/day and a garbage incinerator with a capacity of 200 tons/day combined with heat collection and power generation of 5 MW/H. Total value for 2 projects is 20 million USD. Mr. Keiju Mitsuhashi hoped that the relationship between ADB and the Binh Duong PPC would become closer and closer through the joint implementation of many public sector investment projects or public-private partnership projects. In addition, Mr. Keiju Mitsuhashi suggested the province consider timely adjusting the price of clean water supply and waste treatment services in line with the current actual situation.

According to Mr. Nguyen Van Thien - Chairman of BIWASE's board of directors, the total amount of waste collected every day is about 2,500 tons/day. The waste treatment capacity of the plant reaches 1,800 tons/day. Therefore, the factory is overloaded in treatment. With these 2 projects, Biwase will greatly support the problem of overloading waste treatment.

Sharing with ADB about the province's socio-economic situation in 2022, Permanent Vice Chairman of the PPC Mai Hung Dung excitedly said that Binh Duong has a high economic growth rate, with the province's Gross Regional Domestic Product (GRDP) increasing by 8.01%; GRDP per capita is 166 million VND. After 20 years of development, Binh Duong is the industrial capital of the Southern Key Economic Region with a high urbanization rate, therefore, the treatment of urban wastewater and industrial waste are issues that the province always pays special attention to. Mr. Mai Hung Dung highly appreciated the projects that ADB is implementing in Binh Duong. At the same time, he hoped that Biwase will use loans transparently, effectively and in accordance with the law, creating confidence for ADB to continue to support many other meaningful projects. Regarding the price of clean water service and waste treatment, the relevant departments, branches and units will advise the PPC to consider and issue it as soon as possible in the spirit of harmonizing the interests between enterprises and people.
