Socio-economic situation in the first 6 months of 2022 achieves many outstanding results

​PORTAL - On July 4, in Hanoi, Prime Minister Pham Minh Chinh chaired an online conference between the Government and localities on the socio-economic situation in the first 6 months of 2022.

Attending were the Deputy Prime Ministers: Pham Binh Minh, Le Minh Khai, Vu Duc Dam, Le Van Thanh; Vice President Vo Thi Anh Xuan; members of the Government; Mr. Dinh Van An - Assistant General Secretary.

At Binh Duong bridge point, there were Mr. Vo Van Minh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee (PPC); Mr. Mai Hung Dung - Member of Provincial Standing Party Committee, Permanent Vice Chairman of PPC; Mr. Nguyen Loc Ha - Member of Provincial Standing Party Committee, Vice Chairman of PPC; Mr. Nguyen Van Danh - Vice Chairman of the PPC and leaders of departments, committees and branches.

Speaking at the opening of the conference, Prime Minister Pham Minh Chinh stated that in the past 6 months, the world situation has experienced many big, fast and complicated changes. Strategic competition is increasingly fierce. The conflict in Ukraine caused the price of oil, food, foodstuffs, and input materials to rise, causing disruptions to the supply chain. Inflation increased at a high rate in most countries around the world. Many major partners and countries have changed their economic and anti-pandemic policies. The domestic situation has advantages due to inheriting the results of the past several tenures, and at the same time, many unexpected problems need to be solved such as high inflation pressure, input material prices, supply chain disruptions, etc.

In that context, under the leadership of the Politburo, the Secretariat, headed by General Secretary Nguyen Phu Trong, the participation of the entire political system, the supervision and support of the National Assembly, the consent of the people and enterprises, the support of friends, international partners, the direction and administration of the Government, the Prime Minister, ministries, branches, localities, the Covid-19 pandemic has been controlled, the socio-economic situation has achieved many impressive results in many fields.

In addition, the socio-economic situation still has a number of difficulties that need to be further resolved, such as the Covid-19 pandemic, which can be complicated, the shortage of drugs, medical supplies, etc. which need appropriate solutions, disbursement of public investment, national target programs which need to be further promoted.

Emphasizing the need to continue to identify difficulties and challenges more than advantages and opportunities, Prime Minister Pham Minh Chinh asked the delegates to discuss frankly, specifying what has been done and what has not been done in the first 6 months of the year; objective, honest, complete and comprehensive assessment of results, causes, especially subjective ones, lessons learned, difficulties and main challenges today, in particular, localities need to share good experiences as well as propose solutions to overcome difficulties, obstacles and focus in the coming time.

At the conference, the Ministries, branches and localities focused on discussing the socio-economic situation in the first 6 months of 2022; implementation of the program on socio-economic recovery and development; disbursement of public investment capital, etc.

As reported by the Ministry of Planning and Investment, the progress of implementing the tasks in Resolution no. 01/NQ-CP in the second quarter of 2022 basically met the requirements, completing 72.6% of the assigned tasks. Thereby, the socio-economic situation in the first 6 months of the year achieved many positive results.

The economy had a positive recovery, GDP growth exceeded the proposed scenario, in which, GDP in the second quarter was estimated to increase by 7.72% over the same period, the highest since 2011. In the first 6 months, GDP was estimated to increase by 6.42% over the same period, higher than expected and in the same period in 2021, equivalent to the average level of the years before the pandemic.

Notably, the fast recovery of the service sector was estimated to increase by 6.6%, 1.7 times higher than the same period last year. Many motivational localities have achieved high GRDP growth such as: Bac Giang (24.0%), Bac Ninh (14.7%), Thanh Hoa (13.41%), Quang Nam (12.8%), Khanh Hoa (12.58%), Hai Duong (11.82%), Hai Phong (11.1%), Quang Ninh (10.66%), Vinh Phuc (10.1%), Hanoi (7.79%), Da Nang (7.23%), Dong Nai (7.06%), Binh Duong (6.84%), etc.

Macro-economy continued to be stable, inflation was controlled, major balances were secured, and were highly appreciated by the international community. Production and business activities recovered quickly, basically approaching the increase at the time before the pandemic. The number of newly established enterprises and re-entering the market in the past 6 months increased by 25.4% over the same period, surpassing 100,000 enterprises for the first time; in which, the number of newly established enterprises reached over 76,000 enterprises, the highest ever.

Institutional reform continued to receive attention, removing many bottlenecks in resources for development investment. Prevention and fight against corruption and negativity were promoted. Cultural and social fields continued to be of interest. Firmly ensuring national defense and security; promoting foreign activities appropriate to the situation.

Regarding the program of socio-economic recovery and development, the implementation of support policies reached over 48,000 billion VND, of which the policies implemented by the Vietnam Bank for Social Policies reached 8,888 billion VND; extension of payment of VAT, corporate income, personal income and land rent was 7.4 trillion VND; VAT and environmental tax exemption and reduction for jet fuel and gasoline was about 32.4 trillion VND. At the same time, implementing policy credit loans with interest rate support according to Decree No. 36/2022/ND-CP was 57.37 trillion VND.

Regarding public investment, disbursement until June 30, 2022 was estimated to reach 27.86% of the plan assigned by the Prime Minister.

On the basis of the achieved results, the conference focused on discussing key solutions to successfully implement the task of socio-economic development from now until the end of the year. At the same time, discussing solutions to remove difficulties and obstacles to implement key projects: The East North-South Expressway in the 2017-2020 period and the 2021-2025 period; expressways of Khanh Hoa-Buon Ma Thuot, Bien Hoa-Vung Tau, Chau Doc-Can Tho-Soc Trang; Ring Road 4 in Hanoi Capital Region; Ring Road 3 in Ho Chi Minh City; Long Thanh International Airport, etc.

At the conference, Chairman of Binh Duong PPC Vo Van Minh reported on the situation of socio-economic development, defense - security in the first 6 months of 2022 of Binh Duong province. Leaders of the PPC suggested that the Government soon submit to the National Assembly for approval a pilot scheme to separate compensation, support, resettlement and site clearance from investment projects so that localities can actively organize the implementation; pay attention to soon direct relevant Ministries and branches to issue documents guiding the removal of obstacles on the progress of the project implementation of Lego Manufacturing Vietnam Co., Ltd in Vietnam - Singapore III Industrial Park to make infrastructure investments for the Lego Company to lease back. The province also proposed the Ministry of Industry and Trade to supplement and adjust the planning of 110kV substations in the Vietnam - Singapore III Industrial Park. At the same time, proposing a number of contents on civil servant payroll suitable to local characteristics.
