Socio-economic situation achieves positive results
In the first quarter of 2022, the Provincial People's Committee directed the implementation of the socio-economic development plan in 2022; focusing on solving difficulties and problems related to land, investment and business procedures. Coordinating research and implementation of transport projects connecting and linking regions, speeding up the implementation and disbursement of public investment capital, ensuring pandemic prevention and control, national defense, security, social order and safety. After Tet, agencies and units proactively and focused on implementing work tasks and handling work right from the first working day. The province's socio-economic situation continues to achieve positive and comprehensive results in most fields, especially investment attraction, smart city construction, key traffic projects, etc.
Overview of the meeting
Industrial production, export and import still achieved a high growth rate over the same period. Enterprises have actively adapted to the new situation, taking advantage of opportunities to restore production and business activities; many enterprises have had a supply of production materials and received orders until the second quarter of 2022, some enterprises have orders until the end of 2022. Specifically, the Index of Industrial Production is estimated to increase by 7.2% over the same period in 2021 (in the first quarter of 2021, up by 6.9%).
The industrial parks attracting foreign investment reached 1.65 billion USD (accounting for 98% of the province), and leased 125 ha of land. Enterprises in the industrial park have disbursed 805 million USD; revenue reached 8.3 billion USD; exports reached 4.8 billion USD (accounting for 83% of the province). The province organized the groundbreaking of the Vietnam - Singapore III Industrial Park; has implemented procedures for building Cay Truong Industrial Park and continued to remove difficulties and obstacles for industrial parks.
In the first quarter of 2022, Binh Duong's socio-economic growth is comprehensive in all fields
Total retail sales of goods and services were estimated at 66,290 billion VND, up 9.6% over the same period (in the first quarter of 2021, up 8.7%). Import and export turnover continued to grow strongly over the same period, important export markets such as the US, South Korea, Japan, Taiwan, and Hong Kong have prospered.
Export turnover was estimated at more than 9 billion USD, up 9.8% (in the first quarter of 2021, up 30.4%). Import turnover was estimated at nearly 6 billion USD, up 0.2% (in the first quarter of 2021, up 20%); trade surplus reached more than 3 billion USD.
Quickly implementing projects and plans to create driving force for economic development
In the second quarter of 2022, the province continues to focus on implementing Resolution no. 11/NQ-CP of the Government on synchronous and effective economic recovery and development with the Covid-19 prevention and control program for the 2022 – 2023 period. Actively reviewing and removing problems related to land, construction, investment procedures, hindering production and business activities. Continuing to improve the investment environment, promoting trade, calling for capable, experienced and financial domestic and foreign investors with advanced and modern technology to invest in the province. Finalizing the plan to generate revenue from the land fund to serve socio-economic development.

Along with that, the province urgently completes the socio-economic development plan, the urban general planning at district level; implements the selection of consultants, completes the outline of Binh Duong Provincial Planning for the 2021-2030 period, with a vision to 2050. Continuing to implement the project on development of social housing, worker housing, housing development plan; soon implementing the Ring Road 3 investment project (after the National Assembly approves the investment policy), expanding National Highway no. 13, My Phuoc - Tan Van road; coordinating with relevant agencies and units to research and implement the project implementation steps: Ring Road 4, Ho Chi Minh - Thu Dau Mot - Chon Thanh Expressway, An Tay port, extending the Metro line from Suoi Tien station to Binh Thang ward - Di An city, Bau Bang - Thi Vai - Cai Mep railway line, increasing clearance height of Binh Trieu bridge 1. Developing the provincial multidimensional poverty line in the 2022-2025 period; grasping and making statistics on the recruitment needs of enterprises, implementing solutions to connect labor market information.
National Highway no. 13 expansion project contributes to relieve traffic pressure on the route
Completing the project of operation and personnel to soon put the 1,500-bed General Hospital into operation; consolidating the organizational structure of the Health branch from the provincial to the commune level. Completing the project to ensure human resources for health, especially grassroots health care and preventive medicine; studying the form of investment in a last-line general hospital (2,000 beds) in the province; completing the 3rd dose vaccination for people over 18 years old, children from 5-11 years old, managing and treating people with Covid-19 at home.
The meeting also approved the draft Proposals: Project on establishing Tan Uyen city under the province, Resolution on allowing extension of implementation time and disbursement of Public Investment Plan 2021 to 2022; Resolution on adjusting the Public Investment Plan 2022; agreeing to implement and commit to ensure the balance of local budget sources participating in the implementation of Ring Road 3 project; land use plan in 2022 for districts, communes and cities.
As for the draft project on establishing Tan Uyen city, up to now, the town has reached 5/5 criteria for establishing a provincial city as prescribed in Resolution no. 1211/2016/UBTVQH13 of the National Assembly Standing Committee on: Urban population size; natural area; number of affiliated administrative units; having been recognized as a grade I, grade II or grade III urban area; structure and level of socio-economic development. Establishing Tan Uyen city is an opportunity to apply strategies for sustainable urban development, eco-friendly and sustainable technologies for the environment and community. At the same time, creating a strong impetus to increase investment attraction and promote socio-economic development in the area, contributing to speeding up the urban development of the entire province and improving the people's quality of life, creating a premise for the construction of Tan Uyen urban area up to grade II urban standards by 2025.
At the meeting, delegates focused on discussing public investment in 2022, implementing adaptive measures for students to learn face-to-face; security and order situation in the province, vaccination situation, etc.

Speaking to direct the Meeting, Mr. Vo Van Minh assessed that the socio-economic situation in the first quarter of 2022 had good growth in all aspects, besides, the province also effectively implemented pandemic prevention and control. In the coming time, the Chairman of the Provincial People's Committee asked the departments, branches and localities to focus fiercely on the disbursement of public investment capital; prioritize the construction of a number of key projects to lay the foundation for the next tenure. Quickly completing the socio-economic development plan, district-level urban general planning on the outline of Binh Duong Provincial Planning for the 2021-2030 period, with a vision to 2050. Up to now, there have been 08 districts, towns and cities that have developed planning; the Department of Planning and Investment is asked to guide localities to take careful steps to submit to the Provincial Standing Party Committee for approval. At the same time, continuing to focus on pandemic prevention and control, well prepare a vaccination plan for children 5-11 years old. Trying to put into operation a 1,500-bed hospital this year, consolidate medical human resources and health systems at all levels.
